The Office of Child Care (OCC), an office of the U.S. Department of Health and Human Services (HHS) Administration for Children and Families (ACF), seeks to identify and provide evidence for promising solutions to implement interstate background checks as mandated by the Child Care and Development Block Grant Act of 2014 (CCDBGA). The Office of Planning, Research, and Evaluation (OPRE) within ACF has contracted with CNA to provide an analysis of the status and challenges faced by states and to identify and justify potential solutions for the implementation of interstate background checks for child care facilities as mandated by the CCDBGA. As a key component of this work, CNA was asked to plan a prevalence study of a select number of states and territories to examine and assess the completeness and degree of duplication across databases in conducting child care background checks including the federal, intrastate , and interstate components. The Prevalence Study will assess the extent of duplication across databases in conducting child care background checks, including the federal, intrastate, and interstate components. The approach focuses on the prevalence of information that resulted in disqualification of individuals from employment under CCDBGA. By focusing on actual disqualifications under CCDBGA, this approach will ensure that the prevalence data collection and analysis is targeted to program specific populations and offenses. The CC-IBaCs Prevalence Study will assess the completeness of coverage and degree of duplication across databases in conducting CCDBGA background checks including the federal, intrastate, and interstate components. The following are the goals of the approach: • Analyze and report on the incremental contributions of all data sources to determining CCDBGA employment eligibility in the states selected for the study; • Assess the overlap between criminal history sources (federal, intrastate, interstate). Similarly, assess overlap in the sex offender registry (SOR) sources; • Assess the overlap between the state SOR official database and SOR public website sources for the populations and crimes that are relevant to determining CCDBGA employment eligibility, and • Assess the overlap between criminal history sources and Child Abuse and Neglect Registry (CAN) data sources to determine CCDBGA employment eligibility in the states selected for the study

Guillain–Barré syndrome (GBS) is a rare acute demyelinating syndrome of the peripheral nervous system that is commonly preceded by infection. Vaccinations have also been associated with an increased incidence of GBS, though the risk is low. Caution with revaccination is recommended in patients with a history of GBS. Risks of revaccination compared with the risks of influenza complications should be considered. Patients who experience GBS after vaccination have not been shown to have an increased incidence of recurrent GBS after the influenza vaccine, though evidence is limited. We report a case of recurrent GBS in a patient following the influenza vaccine.

In order to provide equal access to a high-quality education that prepares students for global competitiveness, local education agencies are constantly working to recruit bright new educators and engage in practices that support teacher development and retention. The purpose of this study is to examine how teacher preparation program quality and the impact of various individual and school-level characteristics relate to beginning teacher attrition. Propensity score matching, specifically optimal full matching, was used to match teachers who participated in two post-baccalaureate teacher preparation programs with year-long residencies on eight variables. The study supported the hypothesis that program participants had significantly higher average treatment effect and average treatment effect of the treated, indicating higher one- and five-year retention rates than non-participants who began teaching the same school year. The average treatment effect models had a moderate effect size, with the year five average treatment effect of the treated model having a small effect size. The significant findings may indicate that the signature components of CREST-Ed and Net-Q programs, such as the year-long residency and TIP-AAR, have a long-term impact on teacher quality. Results of the multilevel logistic regression and average treatment effect models confirmed that factors such as teacher age, teacher race/ethnicity, school socioeconomic composition, school performance and subject taught were significant predictors of teacher retention. However, teacher race/ethnicity was the only significant variable found in all average treatment effect models, suggesting that the factors influencing teacher retention are dynamic over time and change as teachers gain classroom experience. The study contributes to scholarly knowledge in the design of teacher residency programs and on factors associated with beginning teacher retention. The findings from this study may assist local education agencies and educator preparation providers in understanding ways to support pre-service and beginning teachers. Suggestions for future research and implications for policies addressing pre-service teacher support and teacher retention are discussed.
