2. DIFFERENTIATION IN THE DEVELOPMENT OF THE CULTURAL AND CREATIVE SECTOR IN EUROPEAN COUNTRIES.

Purpose: The aim of the article is to assess the level of development of the cultural and creative sector in Poland in comparison with selected European countries. Design/methodology/approach: To assess the level of development of the cultural and creative sector, the Hellwig development pattern method and the Ward's agglomerative clustering method were used. A synthetic indicator was developed based on selected diagnostic features, which was used to create a ranking of European countries according to the level of development of the cultural and creative sector. Subsequently, using a dendrogram, countries were grouped based on the similarity of their features. Findings: The research results indicate variability in the development of the cultural and creative sector4countries were classified into groups with very high, high, low, and very low levels of the synthetic indicator, and clusters of European countries with similar levels of development based on selected diagnostic features were identified. Poland is characterized by an average level of development in the cultural and creative sector. France is the leader in this regard. Research limitations/implications: This article is part of the ongoing research efforts to create coherent conceptual foundations for defining the cultural and creative sector and understanding its mechanisms of influence on the economy. The presented research may also contribute to further, more in-depth analyses of the impact of the cultural and creative sector on the socio-economic development of European countries. Originality/value: The article addresses the controversies among researchers regarding the so-called "economisation of culture." It highlights the increasing importance of the cultural and creative sector in the economy, referencing international studies in this field. Based on diagnostic features selected by the author, a synthetic indicator was constructed to assess European countries in terms of the development of the cultural and creative sector. The article identifies the leaders in this area and the gap between them and Poland. It also distinguishes clusters of countries with similar levels of development based on selected diagnostic features. The analyses focus on the economic role of the cultural and creative sector. The research findings are directed towards the public authorities of the European countries under study, particularly Poland. They may provide guidelines for creating and developing legal and economic solutions that facilitate the growth of the cultural and creative sector. These efforts are of particular importance in the context of rising social welfare, which creates demand for goods and services in this sector, and the increasing expansion of digital technologies and artificial intelligence in various areas of socio-economic life, including creative work. This article investigates the impact of COVID-19 through a case study of Lowlands, a music festival in the Netherlands. Analysing how the Cultural and Creative Sector is affected by and recovering from the COVID-19 pandemic has received growing attention among academics. This article contributes to this body of research by analysing the structure and dynamics of the production network of Lowlands, combining elements of the Global Production Network approach and Grabher’s project-ecology framework. With this novel lens, we unravel the embeddedness of linkages between Lowlands’ management and its partners. We conclude by showing how these strong ties are simultaneously Lowlands’ strength and weakness, as recursive collaborations create an efficient production process but are also prone to fall away in crises like COVID-19, leaving the management without reliable alternatives. However, bonds of trust and friendship motivate and underpin mutual support, and therefore form a crucial key for its resilience. [ABSTRACT FROM AUTHOR]

The COVID-19 pandemic was an unprecedented situation for the world in economic terms, and among the most affected activities were those belonging to the cultural and creative sector. This article aims to showcase the contributions of this sector to the welfare in Costa Rica and some of the effects that the social distancing measures applied during the pandemic had on it. Through a literature review and the use of official statistics, this research found that as a result of the pandemic, the primary impacts fell on production and employment within the sector, especially in the subsectors of performing arts and music and art education. Additionally, other psychosocial effects are presented, such as uncertainty about the future or the inability to meet family expenses. Finally, the main measures taken to mitigate these impacts are outlined, both from public institutions and private organizations. [ABSTRACT FROM AUTHOR]

Given that culture through cultural policies at all levels of governance has the potential to mitigate crises, the main aim of this paper is to indicate that the EU, through its recent actions (i.e. initiatives, measures, and projects) – and within the limits of its competences – is steadily moving in a direction to utilise the potential of culture in this regard mostly through its evolving cultural policy. This aim is achieved by applying qualitative methodology (i.e. a content analysis of relevant primary and secondary sources) in the following ways – firstly, the basic definitions of culture, cultural policies, and crisis are provided in order to eventually emphasise the growing recognition of the importance of culture in confronting crises according to recently published UNESCO and Council of Europe documents. Subsequently, after indicating the current course of the EU’s cultural policy and its accentuated cross-sectoral dimension, what follows is a review and analysis of the relevant actions taken within the framework of the EU’s cultural policy that are related to recent crises (i.e. the migrant crisis, the Coronavirus crisis, and the Ukraine crisis). In view of that, the results of this inquiry indicate that through its recent cultural actions – channelled mostly through its cultural policy – the EU is increasingly approaching culture as a valuable resource which has the potential to enhance resilience and recovery from crises in an EU context and beyond.

This paper aims to highlight the design-led process in the research and the range of its application in contexts beyond the mainstream: the decentralized areas, defined as "small and remote places". This is based on an ongoing action-research project called SMOTIES - Creative works with small and remote places, a four-year co-funded project by the Creative Europe Programme of the European Union. The ten partners involved in the project come from the cultural realm, including universities, design/art collectives, NGOs, and design associations. They aim at knowledge transfer, capacity building, and audience development in 10 small and remote areas in their own country. 15. Interconnections between the cultural and creative industries and tourism: challenges in four Ibero-American capital cities

Purpose This paper aims to investigate the European and Latin America urban cultural policies that could enhance cultural and creative sustainable tourism products development. Design/methodology/approach The methodological framework is based on a comparative case study regarding the importance, dynamics and policies associated to cultural and creative tourism in four Ibero-American cities, namely, Brasilia, Buenos Aires, Lisbon and Madrid. Findings This exploratory analysis underlines the growing importance of cultural and creative tourism in the four capital cities. On one hand, cities reveal different tourism impacts and, on the other hand, they are associated to different cultural and creative sector structures. Cities cultural and creative performance put in evidence that sustainable cities index, global talent competitiveness index and cultural and creative cities monitor, tend to position Madrid in the first place followed by, Lisbon, Buenos Aires and Brasilia. Research limitations/implications In general, and despite the importance of space in the creative process, there is little research on the geography of the creative industries and there is a lack of cross-country comparative studies so that it is difficult to assess the particularities of each model of creativity. Practical implications Cities could enhance more efforts in investing, not only in the traditional cultural infrastructures but also on the new forms of culture, new technologies, new makers, new audiences based on their attributes, activities and labels, in a framework of urban sustainable policies based on “innovation,” “inclusiveness” and “interconnectivity.” Originality/value The originality of the paper lies in the comparative analysis of four cities based on cultural and creative sector and tourism interconnections. Simultaneously, it lies in an exploratory model application.

The 21st century has witnessed a growth in the importance given to the third mission of Higher Education Institutions (HEI). This third mission refers to the socioeconomic engagement with the surrounding social and business fabric, namely in the form of knowledge transfer (KT) schemes and policies. Despite its widely-recognized importance, the Cultural and Creative Sector (CCS) has remained only marginally engaged with HEI, in part due to the lack of explicit policy by public actors to bring the two types of actors together. This article seeks to explore the institutional frameworks that have been developed for knowledge transfer from HEI to the CCS in selected regions of the Atlantic Area. Towards this goal, it first analyses some of the sectoral specificities of the CCS, identifying three feature which distinguish the sector: the entrepreneurial structure and organization of CCS; the type of knowledge, innovation and motivations of firms; and their absence of connections to HEI. The article seeks then to analyze to what extent existing policy on CCS and KT policies in the regions has tackled these specificities, through a qualitative analysis of reports, policy documents, and academic analysis of the regional economies, before proposing a model for understanding KT policy in the CCS sector, which serves as a preliminary line of inquiry into the knowledge relations in the CCS. Finally, these policy concerns are related to the perceptions of CCS practitioners, attempting to understand the primary concerns of these actors according to their regional context. The article highlights the existing disconnect between public policy, the current state of understanding of the CCS and the industry actors, urging for greater research and policy-development to promote innovation and socioeconomic growth.

18. Desafios do setor da produção de conteúdos audiovisuais em Portugal

A globalização e a digitalização levaram ao incremento da produção de conteúdos e de serviços relacionados com o Audiovisual nos anos pré-crise pandémica. Os hábitos de consumo têm mudado, os espetadores querem controlar onde, quando e como consomem conteúdo. Novos mercados e modelos de negócio como o streaming surgiram, destacando-se a Netflix. Este artigo visa refletir sobre o setor do audiovisual e os desafios que enfrenta. A produção e distribuição cinematográfica em Portugal são descritas recorrendo a estudos do European Audiovisual Observatory, do INE e do ICA. A caraterização macroeconómica do setor é feita recorrendo aos CAEs que o constituem, de acordo com o INE, o ESSnet Culture de 2012 e o Guide to Eurostat Culture Statistics de 2018. Finalmente, apresentam-se tendências futuras., Globalization and digitization led to an increase of the production of Audiovisualrelated content and services in the pre-pandemic crisis years. Consumer habits have changed, viewers want to control where, when and how they consume content. New markets and business models such as streaming emerged, with Netflix standing out. This article aims to contribute to the reflection on the audiovisual sector, particularly the challenges it faces. Portuguese situation of film production and distribution are described using studies from the European Audiovisual Observatory, INE and ICA. The sector’s macroeconomic characterization is made using the CAEs that constitute it, according to INE, the ESSnet Culture 2012 and the Guide to Eurostat Culture Statistics 2018. Finally, we discuss trends and challenges for the future.

Em Portugal, datam do início deste milénio os primeiros estudos sobre o setor cultural e criativo e a sua projeção no desenvolvimento do país. Estes estudos são encomendados por entidades públicas ou associações privadas sem fins lucrativos com o objetivo de compreender o quadro económico do setor, entender o contexto global e as especificidades locais, permitindo identificar modelos de implementação e apoiar projetos para financiamento público. Assim, permitem identificar um novo paradigma de desenvolvimento que aproxima a cultura e economia, identificando a criatividade e a cultura como os motores do desenvolvimento no mundo local e global. Este artigo apresenta os principais estudos realizados em Portugal, destacando os seus objetivos, as metodologias seguidas, as limitações identificadas, assim como os principais resultados e conclusões. Esse levantamento configura-se como pertinente para o conhecimento das abordagens existentes em Portugal e das fontes em que se baseiam. Permite, ainda, ter uma visão de dados relativos à evolução do setor cultural e criativo no que diz respeito ao emprego e à criação de riqueza, bem como à situação do comércio internacional. Possibilita conhecer algumas das recomendações produzidas no sentido de melhor aproveitar os financiamentos públicos nacionais e europeus. Pretende-se que este estudo seja o ponto de partida para a elaboração de uma nova análise do peso do setor em Portugal em termos de criação de emprego e de riqueza, In Portugal, the first studies about the cultural and creative industries and their projection in the country’s development date from the beginning of this millennium. They are commissioned by public entities or private nonprofit associations in order to understand the sector’s economic framework, understand the global context and local specificities, allowing us to identify implementation models and support projects for public funding. This article presents the main studies carried out in Portugal, highlighting their goals, the followed methodologies, the identified limitations, as well as the main results and conclusions. This survey is relevant to the knowledge of the existing approaches in Portugal and the sources on which they are based. It will also allow us to have an overview of the data related to the evolution of the cultural and creative sector in terms of employment and wealth creation, as well as about the situation of international trade in the sector. It enables us to know some of the recommendations produced in order to make better use of national and European public funding. It is intended that this study may be the starting point for the elaboration of a new analysis of the weight of the sector in Portugal in terms of job creation and wealth.

This chapter analyses participative and entrepreneurial activities in the cultural and creative sector in Italy, by adopting a benchmarking approach. We present the case of a call for projects addressed to all actors working in the cultural sector by Lazio Region, regarding the promotion of the region’s cultural heritage. Projects are evaluated and graded by a team of experts: those scoring more than 70/100 points are included in the collection of “BuonePratiche”, a publication by the Regional Directorate for Culture. We propose a research design based on the following steps. First, we build the theoretical framework by defining the cultural and creative sector, and then we illustrate our chosen approach, i.e. evaluation in the cultural sector. Then, the case study regarding “BuonePratiche” is presented and analysed. Data was collected from the direct observation of the call for projects and subsequent evaluation by experts, and from accessing the database containing all projects and their scores. Results indicate that actors in the cultural sector prioritise the enhancement of cultural heritage over entrepreneurship: this may represent an opportunity for improvement by educating cultural players on combining entrepreneurship and culture. We also find that networking has a positive influence on achieving better scores.

The 21st century has witnessed a growth in the importance given to the third mission of Higher Education Institutions (HEI). This third mission refers to the socioeconomic engagement with the surrounding social and business fabric, namely in the form of knowledge transfer (KT) schemes and policies. Despite its widely-recognized importance, the Cultural and Creative Sector (CCS) has remained only marginally engaged with HEI, in part due to the lack of explicit policy by public actors to bring the two types of actors together. This article seeks to explore the institutional frameworks that have been developed for knowledge transfer from HEI to the CCS in selected regions of the Atlantic Area. Towards this goal, it first analyses some of the sectoral specificities of the CCS, identifying three feature which distinguish the sector: the entrepreneurial structure and organization of CCS; the type of knowledge, innovation and motivations of firms; and their absence of connections to HEI. The article seeks then to analyze to what extent existing policy on CCS and KT policies in the regions has tackled these specificities, through a qualitative analysis of reports, policy documents, and academic analysis of the regional economies, before proposing a model for understanding KT policy in the CCS sector, which serves as a preliminary line of inquiry into the knowledge relations in the CCS. Finally, these policy concerns are related to the perceptions of CCS practitioners, attempting to understand the primary concerns of these actors according to their regional context. The article highlights the existing disconnect between public policy, the current state of understanding of the CCS and the industry actors, urging for greater research and policy-development to promote innovation and socioeconomic growth. The role of cultural and creative sector has become recognized as the driver of economic growth in advanced economies and postindustrial societies. From the network perspective, the process of production (and distribution) of cultural goods and services can be understood as embedded in social networks. The presentation will demonstrate how social network analysis can be useful research tool in this field. There are several advantages of possible implementation of social network analysis: (1) it can provide conceptual definitions of 'social networks', 'network structure' and other network properties (such as diversity, connectedness of the network, cohesion and density) ; (2) it can be used for accurate description and analysis of relevant structures and relations ; (3) most advanced research techiques can help to understand network formation and network effects on innovation and creativity ; (4) it can contribute to evidence- based cultural and urban policy-making.

У статті пропонується авторський підхід до економічної інтерпретації поняття творчої праці, що починається з аналізу економічної ролі культури у творчому виробництві, а також асоціюється з трьома поняттями: творчість, праця і інтелектуальне відчуження. Автор робить спробу розділити дані поняття. Творчість є, на думку автора, процесом діяльності в деякій сфері виробництва, а культура – результатом даної діяльності, тобто творчість можна назвати фактором виробництва продуктів культури. Обидва чинники в розвинених формах поєднуються в творчому виробництві, проте і поза ним вони не існують окремо один від одного. Автор проводить емпіричний аналіз поняття сектора творчого виробництва, на основі якого дає йому визначення. Вид виробництва представляється як промисловий сектор, який в економічному сенсі є спеціалізованою галуззю в системі поділу праці. Щоб узгодити дане визначення з об'єктивною реальністю автор використовує термін культурного та творчого сектора, який дозволяє точніше передати сутність даної сфери відтворення. Цей сектор виник в результаті революції в сфері надання послуг, з кульмінацією в епоху Інтернет, і розділення механічної праці, успадкованої від епохи механізації. Передумовою ж виникнення даного сектору є стрімке збільшення долі зайнятого населення в сфері обслуговування як у розвинутих країнах, так і у тих, що розвиваються, що не носить циклічного характеру. Матеріальне виробництво доповнює сферу послуг, але не стримує можливості зростання культурного та творчого сектору, оскільки матеріальна сутність послуги визначає лише якість послуг, що надаються. Багато науковців вважає, що культурний та творчий сектор функціонують, за тими ж законами, що й матеріальний, та згодом зникне разом з поняттями «індустрія знань», «біонаука» тощо. Автор вважає дану тезу невірною, оскільки дана сфера виробляє додану вартість, взаємодіє з іншими секторами економіки, та має в майбутньому більш чітко бути визначеною в нормативних документах. Оскільки творча праця э основним виробничим фактором досліджуваної сфери, автор робить спробу більш чітко виокремити його поміж інших видів праці. Основним критерієм, з якого виходять його висновки, є незамінність творчої праці машинною у всьому її різноманітті. При цьому виконавцем такої праці є не лише автор первинної ідеї, але й широке коло людей, що оточують його, та представляють собою культурну спільноту, яка необхідна для того, щоб донести до споживача кінцевий продукт творчості. Автор доходить до висновку, що творча праця протиставляється механічній, та може вважатися такою: 1) коли виробництво обумовлюється передбачуваним ефектом більшою мірою, аніж способом виробництва; 2) коли виробництво унікальних і диференційованих благ переважає над виробництвом ідентичних; 3) коли виробництво з абстрактною або неповної деталізацією переважає над виробництвом зі строгими специфікаціями. Автор робить висновок, що творчу працю можна розглядати як загальний економічний ресурс, що використовується не тільки в культурному і творчому секторі, а також і за його межами. В рамках культурного та творчого сектора творча праця виступає в найбільш розвинутій і спеціалізованій формі і застосовується для досягнення максимального ефекту нових технологій сфери послуг, які пов'язують з настанням епохи Інтернет. Однак, для того, щоб повною мірою усвідомити, як далеко простягаються межі впливу творчої праці, потрібно розуміти, що вона аж ніяк не пов'язана лише з виробництвом предметів культури. Передбачається, що прийняття класифікаційних критеріїв праці та облік його творчої складової дозволять сприяти отриманню оцінок економічного внеску творчої праці в соціально-економічний розвиток. Выделяются основные характеристики и функции творческого труда. Формируется ряд критериев классификации труда, учитывающих творческую составляющую во всех сферах воспроизводства, включая нетворческие. Предлагается авторская критериальная основа, необходимая для отнесения труда к творческому. Исследуются его основные экономические эффекты и приводятся доводы о необходимости оценки экономических эффектов творческой составляющей труда в процессах воспроизводства. Author gives preconditions of Cultural and Creative Sector rising, which peak goes to the age of Internet. Its key differences from other sectors are studied. The main characteristics and functions of creative labour are marked out. A number of criteria for classification of labour, which takes into account the creative component in all sectors of economy, including the non-creative, are formed. Author’s criterial basis of identification labour as creative is proposed. The main economic effects are studied and arguments for the necessity to evaluate economic effects of labour’s creativity in the greatest possible value-creating effect are given.
