How do arts institutions and cultural districts deal with diversity and inclusion, and what actions can they take to actively represent the different cultures within a city? Moreover, will these actions be enough? These are some of the challenges that practitioners in the arts are facing in the US and beyond, ever since the Black Lives Matter movement brought them into the spotlight of public debate again. In this paper, we try to answer these questions by focusing on cultural districts, as they are sites where different cultural institutions, possibly representing different values, traditions, and segments of the community, coalesce. As forms of loosely coupled public networks, the actions and behavior of a cultural district in terms of diversity and inclusion are a matter of concern. This paper builds on insights from five anonymous interviews with some of the practitioners involved in a specific cultural district--the Dallas Arts District. Drawing on the practitioners' perspectives, we propose a conceptual framework that might be conceived as a guide for cultural districts (and cultural institutions) willing to transform themselves into more plural and diverse organizations. The paper will also provide insights for researchers willing to fill the gaps in the arts management literature regarding triggers for diversity and inclusion in the arts ecosystem. Art clusters in cities are welcomed by planners, residents and business. In respect to an urban economy, art clusters are viewed as beneficial because of their contribution to neighbourhood ambience in ways likely to attract young professionals who possess, it is said, higher propensity for innovation and creativity. Clusters of art activity are also seen as place-makers that enhance liveability, an important asset in the contemporary spatial economy. Yet there is little empirical work which examines the forces that drive the location of these places of art and their connection to the urban economy. This paper takes art galleries in Sydney, Australia, as a case study. Using data from a comprehensive survey, interviews and direct observation, the study finds a peculiar story of art clustering. Sydney's galleries are found to be concentrated in exclusive locations. The study finds powerful agglomeration forces, including opportunities for stable property tenure, adjacency to the city's cultural institutions, input of government funding and the presence of wealthy buyers among local residents. Certainly, the agglomerations identified meet criteria for recognition as cultural districts, yet in ways different to the images of edgy neighbourhoods presented in the literature as the substance of art in a post-industrial city. Over the last twenty years, cities around the world have seen the multiplication of cultural district projects, which aim to concentrate cultural organisations in a circumscribed urban space, or to label a neighbourhood's cultural scene. This paper examines the adoption and adaptation of a globally circulating cultural policy model as an instrument of urban governance. Moving away from the notion of policy transfer, understood as a neutral and unidirectional process through which successful culture-led development models spread to other contexts, I show how local actors mobilise external references to position themselves in a transnational cultural policymaking field, and construct their city as a model. I compare the multi-scalar politics of urban modelling in Doha and Singapore, where globally circulating culture-led development models have been introduced not only as instruments of economic growth, but also as diversity management tools. On the one hand, cultural districts serve as discursive nation building/branding instruments to project an imagined identity locally and internationally. On the other hand, urban elites can mobilise cultural districts to make strategic shifts in the diversity management discourse, through an engagement with the urban environment, and the co-optation civil society actors at multiple scales. Cultural/Creative Quarters/Clusters/Districts' (CCC) have become very popular local development strategies in the last 30 years as reflected within the Urban Planning, Geography, Economics and Cultural Studies literature. However, this multi-disciplinarity has rendered the CCC academic field of research quite fuzzy as authors offers their own definition or borrow from each other without clear explanations. In order to address this issue, this paper presents a systematic literature review and analyses the ways these concepts have evolved, what have been the themes and dimensions associated with them, how they have been studied and researched, and then suggest a renewed research agenda. While Dubai's urban scene is dominated by planned and pre-designed developments, grassroots initiatives have always been present and have helped shape the trajectory of the city's evolution. In one case, an industrial area, Al Quoz, has seen the clustering of art businesses over a relatively short period turning it into a cultural destination. Accounting for most of such clustering, Alserkal Avenue became Dubai's art hot-spot that changed the cultural map of the city. This article describes the rise of Alserkal Avenue, not only as the result of the entrepreneurial action of the proprietors but also as a product of a complex melange of economic, cultural, and urban evolutionary processes that intertwine with the rise of the city itself. Cultural diplomacy has traditionally been a strategic instrument of national governments to achieve foreign policy objectives. Nation states have supported the international missions of museums to promote national cultural ideas and values abroad to pursue strategic geopolitical interests. However, in the twenty-first century the complex process of neoliberal globalisation and political decentralisation have transformed traditional cultural diplomacy based on exclusively national projections. There are new forms, channels and narratives of cultural diplomacy that emerge with the appearance of new types of cultural institutions, such as franchise museums, like Guggenheim Bilbao, Hermitage Amsterdam or Louvre Abu Dhabi. This article explores the case of Louvre Abu Dhabi to exemplify the phenomenon of 'glocal' museum diplomacy that rests on global ambitions of the local Abu Dhabi government and at the same time draws on national aspirations of France to strengthen its geopolitical presence and influence in the Middle East. The article identifies multiple museum narratives that transform museum diplomacy from a bilateral, state-initiated strategic activity into a multilateral and multidirectional endeavour engaging stakeholders and audiences on local, national and global levels. New York is presented as an ideal case study for the analysis of cultural districts, since throughout the 20th century art galleries, among other institutions, located in the city have formed active and highly representative clusters. Consequently, this article aims to analyze what the different New York galleries were and how they were distributed, both spatially and temporally, throughout the 20th century from a macroscopic perspective, observing the dynamics of origin, development, and disappearance of the gallery clusters, elucidating what their main focuses were., Nueva York se presenta como un caso de estudio ideal para los análisis de distritos culturales, pues a lo largo de todo el siglo xx las galerías de arte, entre otras instituciones, localizadas en la ciudad han conformado clústeres activos y muy representativos. En consecuencia, este artículo se propone analizar cuáles fueron y cómo se distribuyeron, tanto a nivel espacial como temporal, las distintas galerías neoyorquinas a lo largo del siglo xx desde una perspectiva macroscópica, observando las dinámicas de origen, desarrollo y desaparición de los clústeres galerísticos neoyorquinos, elucidando cuáles fueron sus principales focos.

Is culture a strategic tool for local development? Do cultural resources foster physical, economic and social renewal? We have attempted to answer yes throughout our analysis of the Matera 2019 cultural capital project, using some fundamental drivers like: quality of cultural supply, quality of production knowledge, development of local talent and attraction of external talent, capability building, education of the local community and internal or external networking. The Matera case study configures an extremely thorough ag- gregation of Universities, Research Centres, Associations and Enterprise and, more importantly, a strong social mobilisation in the field of cultural production. This aspect occur in the wide use of open data and in the networking of cultural circles, film archives as well as history archives with the aim to invent and re-invent forms of collaborative memory. Above all in Matera, culture is a system of coordination among local actors within a social learning activity focused on innovation process.

Un peu moins de dix ans après sa création et au lendemain de l’arrivée des trithérapies, Act Up-Paris, association de lutte contre le sida issue de la communauté homosexuelle, se dote en 1997 d’un groupe interne dédié à la gestion de ses archives et autres ressources documentaires. Enquêter sur le dispositif mis en place par ce groupe amène à réfléchir aux différentes fonctions que peuvent revêtir l’archivage et la mémoire en contexte militant. L’Archive est une mémoire des morts, le lieu centralisant les traces d’actions passées qui témoignent des rapports de force face aux pouvoirs publics, espace d’apprentissage pratique et politique, facteur de continuité et de transmission entre générations. Jusqu’à ce que ce processus d’accumulation ne devienne un véritable « problème »… matériel. En 2013, Act Up-Paris est placée en redressement judiciaire. Face à la menace de sa disparition, le choix est fait de confier ses archives aux institutions étatiques. Or, ce sauvetage patrimonial n’est pas dépourvu d’ambivalence quant à son sens et à ses effets. Revenir aux manières de concevoir l’archive et la mémoire des militants et militantes d’Act Up-Paris permet justement de percevoir, au fil du temps, les transformations et les tensions dans lesquelles elles sont prises. In 1997, a little less than a decade after its founding, and just after the arrival of triple combination therapies, Act Up-Paris, an association created within the homosexual community to fight against AIDS, created an internal group for the management of its archives and other documentary resources. Investigating the set-up developed by the group raises questions about the different functions archiving and memory can serve in an activist context. The Archive became the memory of the dead, a place centralizing the traces of past actions that expressed the power relations with public authorities, a space for practical and political education, and a factor of continuity and inter-generational transmission. At least until this process of accumulation became a real material ‘problem’. In 2013, Act-Up Paris was near bankruptcy. Faced with the threat of its disappearance, the association chose to transfer its archives to public institutions, but the meaning and impact of this rescue of a cultural heritage remain ambivalent. Reviewing the ways the archive and the memory of the activists of Act-Up Paris were conceived allows us to perceive the transformations and tensions accompanying them over time.

Dans quelle mesure la mobilisation de la notion de générations futures, dans les domaines de la science, du politique ou encore des médias, contribue-t-elle paradoxalement à occulter les enfants et les jeunes d’aujourd’hui, en tant qu’acteurs de chair et d’os et dotés d’agentivité ? En quoi interroge-t-elle le rapport au patrimoine, et plus particulièrement la patrimonialisation comme processus d’appropriation et de transmission ? Après avoir situé les notions d’enfance et de génération, l’analyse de deux études de cas ethnographiques, fondées sur des travaux de terrain menés au Mexique et en France avec des enfants et des jeunes, permettra de confirmer notre hypothèse selon laquelle la notion de générations futures relève d’un discours a-historique à visée performative et sous-tendu par plusieurs présupposés conduisant à minorer la place et le rôle des enfants et des jeunes dans la patrimonialisation. To what extent does the use of the notion of ‘future generations’, in the areas of science, politics or the media, paradoxically help to eclipse today’s children and youth as flesh-and-blood actors endowed with agency? How does it question the relationship to cultural heritage, and more specifically, to the designation of that heritage as a process of appropriation and transmission? After preliminary remarks situating the notions of childhood and generation, we analyse two ethnographic case studies based on fieldwork with infants and young people in Mexico and France. These studies confirm our hypothesis that the notion of future generations stems from an ahistorical discourse with a performative aim and presuppositions that lead to reducing the place and role of children and young people in the process of heritage creation.

Ce texte issu de deux entretiens avec Michel Manson retrace son parcours d’historien de l’enfance. Il explique que, malgré les travaux de Philippe Ariès, les enfants restaient encore, au commencement de sa carrière dans les années 1970, singulièrement absents des préoccupations historiques. De l’Antiquité à nos jours, sont considérées les trois grandes thématiques auxquelles il s’est plus particulièrement intéressé, à savoir le jeu et le jouet, la littérature pour la jeunesse et les sucreries (les bonbons). Lors de ces entretiens, des photographies sur des trouvailles archéologiques, sur des objets, sur des peintures (Pierre Bruegel, Lucas Cranach…) ont été soumises à sa sagacité pour recueillir ses réflexions sur les osselets, les poupées, le cheval-bâton, la représentation de l’enfance et de ses jouets dans l’histoire de l’art, le passage du jouet écologique au jouet industriel, les scénographies des musées du jouet. This text, based on two interviews with Michel Manson, retraces his experience as a historian of childhood. He explains that at the beginning of his career in the 1970s, in spite of the pioneering studies of Philippe Ariès (1914-1984), children were still strangely absent from historical preoccupations. The three major themes which have particularly interested him are games and toys, literature for children and sweets, from Antiquity to the present day. During these interviews, he was shown photographs of archaeological finds, objects and paintings (by Bruegel the Elder, Lucas Cranach and others) in order to elicit his thoughts on knucklebones, dolls, the hobby horse, the representation of childhood and toys in the history of art, the passage from the ecological toy to the industrial toy and scenography in toy museums.

Qu’il s’agisse de sections mises en place au sein d’institutions muséales existantes (Muséum national d’histoire naturelle, Cité des sciences et de l’industrie, Historial de la Vendée) ou d’établissements entièrement conçus pour le jeune public (le Musée en Herbe, le Préau des Accoules, etc.), les musées pour enfants fleurissent aussi timidement que tardivement dans l’Hexagone, à considérer leur multiplication outre-Atlantique, et ce, dès la toute fin du xixe siècle. À l’heure où se forge le concept s’en distinguent en France les musées d’éducation ou musées pédagogiques, plus anciens, qui s’adressent quant à eux prioritairement aux enseignants, tandis que s’en rapprochent les musées scolaires. Ce faisant, l’étanchéité des modèles ne recouvrant pas celle des réalisations, les frontières se brouillent permettant l’émergence à Paris, au sein du Musée pédagogique, d’un musée des Poupées que fréquentent les enfants et où s’exposent, en miniatures, l’histoire et la géographie de la diversité costumière. Confrontant cette expérience singulière, dont le dénouement s’avère loin d’être prémédité, à celles menées concomitamment au Brooklyn Children’s Museum, premier du genre, l’analyse met en exergue l’enfance d’un certain sens du patrimoine, faisant la part belle à la participation et à l’expérience. Compared with the spread of children’s museums in North America – a phenomenon dating back to the very end of the 19th century – France’s initiatives, whether the special sections set up within existing museum structures (the Museum national d’Histoire naturelle and the Cité des sciences et de l’industrie in Paris, the Historial de la Vendée in the Loire region) or new institutions entirely conceived for young visitors (the Musée en Herbe in Paris, le Préau des Accoules in Marseilles, etc.) have been slow in coming. When the concenpt first emerged, educational museums, which were older and mainly addressed at teachers, were distinguished from the slightly later school museums created by pupils in class. These hermetically separate models did not necessarily correspond to the end results, however, and the blurring of the borders permitted, for example, the creation of a doll museum within the Musée Pédagogique in Paris, where children could discover in miniature form the history and geography of clothing styles. By comparing this singular experiment and its unanticipated outcome with those carried out at the pioneering Brooklyn Children’s Museum in New York, this analysis highlights the ‘childhood’ of a certain approach to cultural heritage that favours participation and direct experience.

Le 15 avril 2019, l’incendie de la cathédrale Notre-Dame de Paris provoque une émotion internationale. En France, cet événement surgit à l’intérieur d’un autre, tout aussi brûlant : le mouvement social inédit des Gilets jaunes qui bat son plein depuis cinq mois déjà. Le soir de l’incendie, une allocution présidentielle devait clore le « grand débat national » censé répondre à la contestation. L’incendie reporte l’allocution et importe l’émotion patrimoniale au cœur de la mobilisation sociale. L’émotion est d’emblée polémique et politique. Sur les réseaux sociaux puis dans la rue ou sur les ronds-points, les Gilets jaunes doivent réagir à l’événement et le prendre en charge dans leur agenda depuis leur position spécifique. Ces diverses réactions et actions illustrent l’inventivité propre au mouvement tout en offrant un observatoire sur les enjeux politiques contemporains du patrimoine. On 15 April 2019, the fire that ravaged the Notre Dame Cathedral in Paris provoked great emotion worldwide. In France, however, this event emerged within another one: the unprecedented gilets jaunes (‘yellow vests’) social movement that had been in full swing for five months. The evening of the fire, a speech by French President Emmanuel Macron was scheduled to close the ‘great national debate’ organised in response to the protests. The fire put the speech on standby and put heritage emotion at the centre of the social mobilisation. This emotion was immediately polemical and political: on the social networks, and then in the streets or at the roundabouts, the gilets jaunes had to react to the event and integrate it into their own specific agenda. These different reactions and actions illustrate the movement’s particular inventiveness but also offer an observation post for analysing the contemporary political stakes of the cultural heritage.

L’article considère le « frémissement patrimonial » que peut causer l’évocation des « parties de sonnette » (le jeu qui consiste à sonner à une porte, puis à déguerpir). De nombreux matériaux (petits films contemporains réalisés par les enfants eux-mêmes, évocations littéraires anciennes, dessins humoristiques d’albums pour la jeunesse, témoignages…) sont mobilisés pour considérer comment les enfants se jouent des adultes. Attesté depuis le xixe siècle, ce jeu a suivi les transformations des dispositifs sonores associés au seuil (heurtoir, cordon, sonnette électrique). Il n’est pas exempt de dangerosité (réelle ou symbolique), car c’est le piment de ce jeu d’enfants que de savoir que les « victimes » adultes peuvent s’exaspérer d’être dérangées. Par son ancienneté, par l’émotion qu’il suscite, ce jeu pourrait presque relever du « patrimoine » de l’enfance ; des romans régionalistes, des fêtes locales et des sites Internet de villages du Sud-Ouest, mettent d’ailleurs en avant la « tradition » équivalente du « tustet » ou du « martelet ». Plusieurs éléments concourent néanmoins pour que ce tout petit jeu n’accède jamais à une « inscription » patrimoniale. This article considers the ‘heritage quiver’ that can be caused by the mention of « ding, dong, ditch » (a game that consists of ringing at someone’s door and running off). Various materials – little films from the present day made by the children themselves, literary citations from the past, children’s cartoons, testimonies – are used to explore how children tease adults. Attested since the 19th century, this prank has followed the transformation of sound devices associated with the doorstep (knocker, string, electric doorbell). It contains its share of danger, whether real or symbolic, because children thrive on the knowledge that the adult ‘victims’ they disturb can loose their tempers. In its long history and the emotion it arouses, this game is almost part of the ‘cultural heritage’ of childhood. Indeed, regionalist novels, local celebrations and websites of villages in southwestern France highlight the equivalent ‘tradition’ of the « tustet » (with a door knocker). That said, several elements contribute to keeping this tiny little game from obtaining a place in the cultural heritage.

À partir des données d’une enquête menée sur les visites muséales enfantines, cet article avance l’hypothèse que le regard porté sur l’enfance constitue l’un des rouages non seulement de la mise en patrimoine mais aussi, et plus largement, d’une définition même de la patrimonialité comme outil politique d’une cosmologie occidentale. La mise en perspective de la visite de La Fabuloserie, musée d’art brut, et de celle du château de Versailles par des enfants de moins de 7 ans permet, à travers deux cas contrastés, d’envisager les conditions d’accès à la culture savante et la façon dont les adultes en intériorisent la valeur. Grâce aux tout-petits, destinataires de l’intention patrimoniale de parents, enseignants ou professionnels de la culture, apparaissent des formes de médiations spécifiques qui révèlent plus largement la place de l’enfance dans la mécanique de production de la valeur culturelle. Drawing on data from an enquiry on children visiting museums, this article suggests that childhood representations contribute to the identification of cultural heritage. More broadly, it considers heritage as a political tool of western cosmology. Comparing children under 7 years of age visiting museums – La Fabuloserie, a private museum in the French countryside devoted to Art Brut, and the royal Versailles palace – this paper observes conditions of children’s access to high culture and the way it is internalised by adults. Parents who expect their children to gain cultural knowledge, teachers who organize school visits, and culture professionals guiding them through a museum, thus allow us to discern specific forms of public outreach that reveal how childhood deals with mechanisms of producing cultural value.

Dans cet entretien mené par Sarah Gensburger, Monica Eileen Patterson met en avant un courant émergeant parmi les pratiques curatoriales que de plus en plus de musées, partout dans le monde, sont en train d’encourager : la curation par les enfants. Donner l’occasion aux enfants d’organiser des expositions profite de multiples façons aux musées qui cherchent à rendre leur offre plus vivante et stimulante, car le jeune public est expert en matière d’innovation, de créativité et d’interactivité. In this interview by Dr. Sarah Gensburger, Dr. Monica Eileen Patterson discusses an emerging subfield of curatorial practice being facilitated by more and more museums around the world: child curating. Creating opportunities for children to curate exhibitions offers many benefits to museums seeking to animate and enliven their offerings, for children are experts of innovation, creativity, and interactivity. By critically engaging with exhibitions curated by children, scholars and members of society more broadly can gain valuable insights into young people’s perspectives and experiences. As important social actors and knowledge-bearers, children have much to teach the world they inhabit, if only the adults around them will listen. In this interview, Patterson lays out her vision for a new, critical children’s museology and the crucial role of children’s curating within it. She shares how her interest in this field developed, the contributions child curators can make to museological practice, and the challenges children and museums face in taking this work forward.

Bénéficiaires de la médiation, mis en situation de jouer les médiateurs, éventuellement producteurs de patrimoine, et eux-mêmes (ou du moins leur culture) susceptibles d’être patrimonialisés, les enfants participent d’une manière ou d’une autre des principales étapes du processus d’institution patrimoniale. L’intérêt porté à ces différentes postures suppose des angles d’approche, des problématisations, des objets, sensiblement différents, mais dans tous les cas une attention dédoublée, dirigée tout à la fois vers les rôles assignés par les adultes et vers l’initiative enfantine. Décentrer ainsi le regard pour le tourner vers cet acteur plus ou moins autonome qu’est l’enfant, c’est se donner l’opportunité, du moins en fait-on le pari, d’appréhender autrement notre présent du patrimoine. In one way or another, children participate in the main steps of the heritage creation process, whether they benefit from mediation, are placed in the mediator’s role, possibly become heritage producers or are themselves (or at least their cultures) likely to become part of the cultural heritage. The investigation of these varied roles presumes considerably different approaches, subjects and formulations of the issues, but in every case, it calls for a twofold vision that is directed at once towards the roles assigned by adults and the children’s own initiatives. Decentring the gaze in this way in order to focus on the child as a more or less autonomous player constitutes – in our view at least – an opportunity to understand the present of our cultural heritage in other ways.

In this interview by Dr. Sarah Gensburger, Dr. Monica Eileen Patterson discusses an emerging subfield of curatorial practice being facilitated by more and more museums around the world: child curating. Creating opportunities for children to curate exhibitions offers many benefits to museums seeking to animate and enliven their offerings, for children are experts of innovation, creativity, and interactivity. By critically engaging with exhibitions curated by children, scholars and members of society more broadly can gain valuable insights into young people’s perspectives and experiences. As important social actors and knowledge-bearers, children have much to teach the world they inhabit, if only the adults around them will listen. In this interview, Patterson lays out her vision for a new, critical children’s museology and the crucial role of children’s curating within it. She shares how her interest in this field developed, the contributions child curators can make to museological practice, and the challenges children and museums face in taking this work forward.

Depuis 2010, Arles est début décembre le théâtre d’une manifestation singulière célébrant une cinquantaine de fillettes arborant pour la première fois la vêture traditionnelle des jeunes filles de la Belle Époque. Ces enfants deviennent, à l’issue d’une présentation solennelle assortie d’un défilé et d’un spectacle, des Mireillettes, des petites « Mireilles ». Une référence à l’héroïne du poème en langue provençale de Frédéric Mistral (1830-1914). Désignée d’emblée par son initiatrice comme une invention de la tradition, cette fête est surinvestie de références et s’inspire des nombreuses cérémonies régionalistes initiées dès la deuxième moitié du xixe siècle. Cependant, en s’adressant à un jeune public, elle se veut le premier rite de passage d’un itinéraire costumier de la tradition scandant, selon les groupes folkloriques et les érudits locaux d’aujourd’hui, les âges de la vie. Organisée par l’association Festiv’Arles, cette cérémonie théâtralisée dépasse, cependant, la simple transmission de codes vestimentaires d’autrefois ; elle renvoie aux enjeux qui traversent la communauté des « gens du costume traditionnel ». Elle éclaire la démarche identitaire telle que la formulent ces adultes et offre potentiellement un renouvellement générationnel de cet entre-soi fondé sur une interprétation du passé dont le costume traditionnel est le témoin. Elle se présente également comme un lieu de transmission où les acteurs de la tradition partagent un corpus inédit de savoirs relatifs à la Provence et à son histoire. Enfin, cette fête des Mireillettes offre une tribune privilégiée pour affirmer le présent des valeurs mémorielles du territoire arlésien. Une manière de revendiquer une juste place dans la cité pour ce patrimoine de la tradition, un patrimoine immatériel qui conjugue savoir-faire et représentations mentales, et reconstruit un passé toujours en devenir. Every December since 2010, the city of Arles has been the setting of a singular event celebrating some fifty little girls dressed for the first time in the traditional costume of young women of France’s Belle Epoque. At the end of a formal ceremony accompanied by a parade and a performance, these children become ‘Mireillettes’, or ‘little Mireilles’, a reference to the heroine of a poem written in the Provençal language by Frédéric Mistral (1830-1914). As its founder recognises, this festival is an invention of tradition; abounding in local references, it draws on many regionalist ceremonies introduced in the second half of the 19th century. By addressing itself to a young audience, however, it aspires to be the first rite of passage along the itinerary of clothing traditions that, for today’s folklore groups and local experts, mark the steps of life. But this carefully orchestrated ceremony, organised by the association Festiv’Arles, goes beyond the simple transmission of the dress codes of another era. It touches on questions that are shared by those who consider themselves the ‘People of the Traditional Costume’ and thus sheds light on the adults’ own approach to identity. It potentially opens the way for a generational renewal of their self-segregation that is based on an interpretation of the past through the traditional costume. It is also a locus of transmission, where the protagonists of the tradition share the unfamiliar corpus of knowledge about Provence and its history. And ultimately, the festival provides a singular tribune for affirming the memorial values of the territory known as the Pays d’Arles. It is a way of claiming a just place in the society for this traditional heritage, an intangible culture that combines know-how and mental representations to reconstruct an ever-evolving past.

Dans le Haut Vallespir, les adultes organisent depuis plusieurs décennies des versions enfantines des fêtes de l’Ours qu’ils considèrent comme un trésor culturel dont ils veulent assurer la pérennité. Si les fêtes des adultes reposent sur une vision très genrée des relations sociales, cette dimension est en revanche totalement absente des fêtes destinées aux enfants auxquels les connotations sexuelles des pratiques ne sont pas transmises. L’article explore la façon dont cette désexualisation transforme en profondeur non seulement la fête des enfants et la répartition des rôles entre hommes et femmes, mais également celle des adultes, la fête des petits fonctionnant comme une sorte de laboratoire des évolutions possibles. In the Haut Vallespir (Pyrénées Occidentales department), adults have been organising children’s versions of the Festes de l’Os, the ‘Bear Festivals’ which they hold to be a cultural treasure that they seek to preserve. While the adults’ festivals are rooted in a highly gendered vision of social relations, this dimension is totally absent from the festivals for children, where the sexual connotations of the practices are not transmitted. This article explores the way such a desexualisation profoundly transforms not only the children’s festival and the division of roles between men and women, but the adults’ festival as well, insofar as the youngsters’ event functions as a kind of laboratory for possible changes.

This study argues for the significance of the network governance model in bottom-up cultural district development aimed at neighborhood revitalization. This study, employing a multi-level policy design framework in a case study of the Gordon Square Arts District in Cleveland, Ohio, found that having a formalized governance structure and ongoing technical assistance empowered local arts organizations to succeed in advocating and bargaining for their organizational interests and needs as well as the broader needs of their community. Both network governance and technical assistance created more opportunities to achieve a relatively balanced power of cultural and non-cultural actors in decision-making on policy objectives, mechanisms, implementation tools, and solutions against the issue of marginalization caused by displacement via market-driven overdevelopment. • Cultural district development is a common urban revitalization strategy. • Cultural district development requires diverse policy decisions from governance arrangement to implementation tool selection. • The Gordon Square Arts District development governance evolved from a voluntary collaboration into a formalized mechanism. • The local arts organizations catalyzed this formality of governance, ensuring relatively balanced power dynamics. • This governance arrangment enabled the local arts organizations to maintain their equal roles in the development process. This paper aims to broaden knowledge on policy governance of cultural districts, particularly those utilizing artist communities for urban revitalization. With the rise of the cultural economy in post-industrial cities in South Korea, cultural strategies have become key components in almost every urban regeneration project. The tactic of encouraging groups of community artists to work and live in distressed neighborhoods has been regarded as a low-budget and easy-to-implement tool for urban revitalization. Over the past few years, however, these strategies have failed to meet expectations and have often resulted in conflicts between artists and the government. To understand the factors behind the strategies' positive and negative consequences, this paper examines three projects with different degrees of government intervention: the Totatoga project in Busan City, the Daein Art Market project in Gwangju City, and the Changdong Art Village project in Changwon City. The analysis focuses on the mode of government intervention in the relationships among the government, artists, intermediary agencies, and local citizens. By putting the mode of government intervention in the context of social relations of related players in the cultural districts, this paper tries to understand how similar policy schemes created different consequences. Cultural districts are becoming an important field of study to promote a growing number of initiatives for local development. Despite substantial research in this field, knowledge gaps remain, especially with regard to initiatives at supra-urban level. Many policy-makers, funding agencies, local administrators and managers still face important design issues. This paper contributes to the developing body of theory on cultural districts in two ways. Firstly, focusing on concepts from complexity theory, it expands the debate on the conception of cultural districts as complex adaptive systems. Secondly, it highlights the dysfunctional tensions that can arise from conflicting ways of conceiving organizations, organizing and designing among ‘promoters’ and designers. We have been involved for three years in a large project aimed at designing a wide supra-urban cultural district in Italy, financed by a major banking foundation. Adopting an organizational perspective and through participative action research, we develop an explorative case study. Our core argument is that a linear, predictable and deterministic approach to analysis and design presents many limitations for such complex projects, offering learning opportunities from the design experience. The cross-sectional nature of cultural policy has led to the proliferation of partnerships among the public, private, and societal sectors, particularly at the local level. Despite the increase in such collaborations, there is little academic research on how actor diversity is shaping local cultural governance. This study aims to understand how actor diversity affects governance dimensions in a Cultural District in Italy. Our findings suggest a number of challenges for local government, which render them vulnerable to political instability, perpetuate power and resource imbalances, and undermine leadership. 34. Partnership building strategy in place branding as a tool to improve cultural heritage district’s design. The experience of UNESCO’s mining heritage district in Sardinia, Italy.

Purpose – Literature on cultural districts has repeatedly pointed out the role of place branding as a tool to upgrade the image of urban environment as an indicator of meaning and significance. Throughout the case of UNESCO’s mining heritage district in Sardinia (Italy), the purpose of this paper is to investigate on the role that Place Branding Organizations (PBOs) has and/or may have in the construction of coherent images for landscape and cultural heritage in the design of “sustainable” cultural districts in connection with local authorities’ agenda. At this purpose, the authors propose an operative definition of “partnership building strategy” and a new analytic framework to evaluate PBO’s activity within place branding theory. Design/methodology/approach – Considering what recently expressed by UNESCO about the integration between spatial and cultural planning, the authors focus the research on cultural heritage districts protected by this organization. Starting from the definition of strategy proposed by Anholt (2011) and the participation-based approach outlined by Hankinson (2010), the authors propose a new analytic framework to evaluate PBO’s activity and the authors try to apply it to the experience of mining heritage in Sardinia (Italy), comparing the activity of local PBOs (the Consortium for the UNESCO’s Sardinian Geo-mining Park and the Local Tourism System) with the Development Plan of the Carbonia-Iglesias Province. In the final part of the work, the authors discuss the outcomes of the comparative analysis in terms of partnership building strategy and its influence on cultural heritage district design. Findings – The experience of the Sardinia district proves that partnership building strategy has a relevant role both in place branding and cultural heritage district design but it is not sufficient to make this letter really functioning. It confirms also that a place brand can survive to political regime changes on a periodic basis only if the PBO establishes an appropriate institutional framework for the creation of a cooperative network that can take the branding process forward. The research finding about place branding of UNESCO’s mining heritage sites, outline the demand for a new and more integrated approach in the district design, inspired to the geographic studies on “cultural basin.” Research limitations/implications – The analytical framework which the authors provide on the basis of a new operative definition of partnership strategy building, has proved to be a useful tool to assess PBO’s activity but, despite this, it represents only a partial result because the theoretical model of the relationships between PBOs, local and supra-local actors requires further developments to describe the effective type and nature of this links. Practical implications – The research finding about place branding of UNESCO’s mining heritage sites, outline the demand for a new and more integrated approach in the district design, inspired to the geographic studies on “cultural basin.” To achieve a real sustainable development and a shared enhancement of identity and landscape, the authors propose as a possible solution the abandonment of administrative boundaries in cultural planning through a correspondence between cultural district and historic region, this latter defined according to the methods and tools developed by the geographical sciences for the “cultural basin.” At this scope the authors propose a new methodological framework which takes the participation-based place branding into the “cultural heritage chain” for the district design, setting a future research agenda. Originality/value – The authors propose an operative definition of “partnership building strategy” for the participation-based approach outlined by Hankinson (2010) and, on this base, the authors test a new analytic framework to evaluate PBOs’ activity which combines the traditional activities of promotion and marketing with PBOs’ partnership strategies. Finally, the authors propose a methodological frame which brings the participation-based place branding into the “cultural heritage chain” setting a future research agenda in cultural heritage district’s design. The French city of Nantes and its metropolitan area constitute a global epicentre in matters of public art, which could also play a referential role in the distinction between ‘participatory’ and ‘collaborative’ art, two adjectives needing a social and terminological disambiguation. Here they are exemplified on the one hand with singular sculptural-architectural installations made by international artists with the participation of local people, and on the other hand with compounded murals of Street art painted in co-laborative association by collectives of artists with art students, etc., La ciudad francesa de Nantes y su área metropolitana son reconocido epicentro mundial en cuestiones de arte público, pero también puede buscarse allí un referente en la distinción entre arte “participativo” y “colaborativo”, dos adjetivos entre los que cabe una diferenciación tanto social como terminológica. L’article affirme que les trois concepts pourraient représenter les éléments constitutifs d’un cadre théorique intégré de gestion et de conservation du patrimoine pour parvenir à un développement économique durable. Après avoir examiné les trois concepts individuellement, l’article met en évidence leurs relations et complémentarités. In the last two decades there has been an increasing recognition of the role of heritage for sustainable economic development. Yet, there is still lack in the economic analysis applied to the cultural and heritage field of a comprehensive framework addressing the multifaceted challenges this new development paradigm poses. The paper critically examines the notions of cultural capital, cultural district and cultural commons, introduced in cultural economics to address from different perspectives the analytical and policy challenges of heritage-led development strategies. The article claims that the three concepts might represent building blocks of an integrated framework of heritage management and conservation to achieve sustainable economic development. After reviewing the three concepts individually, the paper highlights their relationships and complementarities.

Cities across the United States are experiencing a surge in urban residential development, particularly within the downtown core and other centrally located, historic, mixed-use urban neighbourhoods. Often situated in former warehouse districts or other 'marginal' areas, many of these neighbourhoods have been revalorized and reinvented as hubs of creative-cultural production and consumption. Through an examination of 102 US neighbourhoods in 70 mid-sized metropolitan areas, this article explores patterns in the physical form, geography, and recent demographic and socio-economic evolution of the 'creative--cultural district' (CCD). The results of this exploratory analysis suggest that over the previous decade (2000-10), the majority of CCDs attracted high-skill, high-wage creative--knowledge workers at a rate faster than their respective metropolitan areas. This 'creative gentrification' was also evident in rising residential populations, household income, education and rent. Rent increased faster than income in over half the surveyed neighbourhoods, suggesting that a widening deficit in affordable housing has accompanied growing consumer demand for vibrant urban neighbourhoods and associated arts/cultural/entertainment amenities. International audience; “Cultural/Creative Quarters/Clusters/Districts” (CCC) have become very popular local development strategies across the World in the last 30 years. This popularity has been reflected within the academic literature in Urban Planning, Geography, Economics and Cultural Studies. However, each discipline and/or authors define these concepts in their own way or borrow from one another without necessarily clearly delimiting or explaining their approaches. As such, the CCC academic field of research is quite fuzzy. In order to address this issue, this paper presents a systematic literature review (SLR) of the peer-reviewed academic literature included in the Scopus database using the concepts of creative or cultural clusters, districts or quarters (the most popular combination of terms found in the literature). In doing so, the paper addresses the following questions: What are cultural/creative district, cluster and quarter? When did these concepts appear? Are these concepts overlapping? Who has been writing about these? In which disciplines and in which countries? What has been the evolution in terms of conceptual understanding? What are the themes and dimensions associated with these concepts? How have they been studied and researched (methodologies)? What issues and research gap are present within this literature? How can we move the research forward?

L’archeologia, in particolare, può beneficiare di un simile approccio e diventare uno dei tanti nodi della trama che si puó evidenziare su un territorio da valorizzare. Una proposta di gestione per il paesaggio culturale può essere rappresentato dal distretto culturale.The concept of cultural landscape, beyond jurisprudential criticisms that can be made to the regulatory intervention put in place in recent years, if accepted at local level can as an effective tool for enhancement of cultural heritage, intended as set of cultural and environmental objects. The archaeology, in particular, can benefit from this approach and become one of the many knots of the plot which can be point out on an area to be exploited. A proposal for management of the cultural landscape can be represented by the cultural district.

Twenty-five years on from the idea to open cultural institutions in Barcelona's Raval district, and ten years since they opened their doors, it is now time to take stock of the MACBA (Barcelona's Museum of Contemporary Art) and the CCCB (Barcelona's Contemporary Culture Centre).Why were two important cultural institutions, the MACBA and the CCCB, opened in the Raval, a district in the old town with serious social problems? How did a vague idea based on traditional models for art museums and multidisciplinary centres become two unique models and points of reference both locally and internationally? The explanation that we have is that it went from a project based on cultural regeneration to models for unique cultural institutions that are the launch pad for what we call cultural government.This article is the result of research into the cultural policy system in Catalonia and the transformation of the Raval district, which has led to the PhD thesis entitled "A new paradigm for cultural policy. The case study of Barcelona" under the supervision of Arturo Rodríguez Morató (UB) and Pierre-Michel Menger (EHESS).

En esta investigación se pretende obtener un modelo de análisis de la imagen de marca en distritos culturales y creativos a través del uso de la Teoría Fundamentada en Datos de Glaser y Strauss (Grounded Theory, 1967). Esta teoría, que más que una teoría es una metodología de trabajo, se basa en la obtención de datos sin partir de unas hipótesis preconcebidas y suele ser utilizada cuando el cuerpo teórico del objeto de estudio no está demasiado consolidado. Así, mediante la aplicación de diferentes herramientas metodológicas, como la realización de un trabajo de campo, la observación o de entrevistas abiertas o semiestructuradas, se obtienen una serie de datos en torno al objeto de estudio que permiten establecer categorías de análisis que, en principio y mediante la codificación, pueden dar lugar a la formulación de una teoría. Concretamente, en este estudio se analiza el caso del Distrito Cultural y Creativo de Leicester (Reino Unido), conocido como el “Leicester´s Cultural Quarter” (“CQart”) y, especialmente, cómo se ha generado su marca distrito cultural en aras de revitalizarlo. Para ello, y partiendo siempre de la base de la Teoría Fundamentada, se analiza el proceso de recuperación de este espacio. Todo ello, con el objetivo de conseguir establecer un conjunto de categorías de análisis que permitan conformar un modelo metodológico aplicable al estudio de la gestión de la marca y la revitalización de distritos cultural y creativo en otros casos de estudio., This research aims to obtain a model for the analysis of brand imagen in cultural and creative districts through the use of the Grounded Theory, from Glaser and Strauss (Grounded Theory, 1967). This theory -which, rather than a theory, actually is a research methodology- is based on obtaining data without starting from any preconceived hypotheses; and is mostly used when the theoretical body of the object of study is still not too consolidated. This way, through the application of different methodological tools, such as fieldwork, observation or open or semi-structured interviews, a series of data is obtained regarding the object of study. This data allows establishing categories of analysis that, in principle and by coding, can lead to the formulation of a theory. Specifically, the present study analyses the case of the Leicester Cultural and Creative District (United Kingdom), known as the Leicester's Cultural Quarter (“CQart”). It especially focuses on how its cultural-district brand has been generated in order to revitalize the district. To study this -always from the basis of the Grounded Theory- the recovery process of this space has been analysed. Considering the growing importance acquired by the intangible elements coupled with the unprecedented prevalence of the intellectual component of goods over their physical production, this research investigates the capacity of culture to foster identities, strengthen communities, support businesses and propel sustainable territorial development. Following the introductory presentation of cultural districts and clusters in general with special attention to the Italian understanding of the concept, the paper focuses on the dedicated program promoted by Fundazione Cariplo together with the projects developed in this context. Two case studies are investigated in particular, namely il Distretto Culturale dell'Oltrepò Mantovano - DOMINUS and il Distretto culturale "Le Regge dei Gonzaga". Despite their close location and identical legislative / administrative framework, they started and evolved in very different ways, mainly because of their specific endogenous conditions, but somehow reached the same main objectives. Abstract: In the last decade, scholars and policymakers have paid greater attention to the role of famous designers’ pieces of architecture not only in regenerating urban areas but also in defining a positive and communicative image in the global economic competition among cities. Taking into account the general background of and socio-economic changes in Western countries, this rationale assumes that the use of a well-known architect’s name can give a competitive advantage to a city in many ways. Following this legitimizing narrative, cities now strive for signature architecture, sometimes with little regard to their urban context, their size and role in the global market, the democratic decision making process and the urban effects. Although moderate success in urban regeneration, tourist attraction and economic development may be achieved in some cases, the high expectations of policymakers are often not met. In this sense, a better understanding of this urban issue is relevant for the current debate on urban planning. The manuscript draws on an extensive case study of Abu Dhabi, describing the local institutional framework and planning system, analyzing the oligarchic network and key actors in urban development and providing an in-depth analysis of the Saadiyat Island mega-development project, which includes a cultural district, hotel, retail and residential areas, with spectacular architecture. The local economic and institutional conditions of Abu Dhabi are not common elsewhere, but the city is a significant case of the political, economic and urban criticalities of planning large scale development projects and of collecting pieces of branded architecture in a democratic vacuum. Abstract: The tourism literature has increasingly recognised the importance of integrating tourism and culture with other value chains. Though the value of such integration is uncontested, it does raise several questions relating to stakeholder collaboration. Despite substantial research in this field, there remain gaps in our knowledge of the micro-dynamics of stakeholder collaborations in building tourism/cultural systems. This paper contributes to this debate by investigating the micro-level interactions among stakeholders during the conceptualisation of a large collaborative project: a Cultural District. Drawing on Actor-Network Theory (ANT) the research shows that, though rigid sequential planning is not viable, conceptualisation is facilitated by deploying three ANT rules: enrolling actors, fact-building and circulating translations. Cultural districts have attracted increased attention as an urban economic development strategy. Yet for the most part, cities have focused on the agglomeration of cultural assets to increase tourism or lure wary suburbanites downtown. This article examines an alternative use of the arts for community development: cultivating neighborhood cultural clusters with modest concentrations of cultural providers (both nonprofit and commercial), resident artists, and cultural participants. The article presents innovative methods for integrating data on these indicators into a geographic information system to produce a Cultural Asset Index that can be used to identify census block groups with the highest density of these assets. The article then demonstrates the association between the concentration of cultural assets in Philadelphia in 1997 with improved housing market conditions between 2001 and 2006. The article concludes by exploring the implications of a neighborhood-based creative economy for urban policy, planning, and research. [ABSTRACT FROM AUTHOR]

The authors draw a strategic framework for cultural planning at the local level. The concepts of industrial district and cluster have strengthened the role of space—in terms of external economies of localization and agglomeration—in economic development. The recent debate concerning contemporary development processes has underlined the increasing role of the cultural dimension for local development and has focused on different paths of clustering around cultural investment. The authors review the latest literature on cultural districts and illustrate some key cases around the postindustrialized world in which culture played a critical role by acting as a catalyst for major economic and social renewal. The authors present a strategic model of a progressive cultural district based on an asset-action matrix that intersects cultural policy drivers with capital resources. The authors define a new model of cultural district—the system-wide cultural district—as an emergent, self-organized model of cultural supply that displays significant strategic complementaries with other production chains with a typical, postindustrial characterization.
