In Evacuation, Peter Adey examines the politics, aesthetics, and practice of moving people and animals from harm during emergencies. He outlines how the governance and design of evacuation are recursive, operating on myriad political, symbolic, and affective levels in ways that reflect and reinforce social hierarchies. Drawing on a wide range of case studies, from the retrieval of wounded soldiers from the battlefield during World War I and escaping the World Trade Center on 9/11 to the human and animal evacuations in response to the 2009 Australian bushfires and the 2010 Haiti earthquake, Adey demonstrates that evacuation is not an equal process. Some people may choose not to move while others are forced; some may even be brought into harm through evacuation. Often the poorest, racialized, and most marginalized communities hold the least power in such moments. At the same time, these communities can generate compassionate, creative, and democratic forms of care that offer alternative responses to crises. Ultimately, Adey contends, understanding the practice of evacuation illuminates its importance to power relations and everyday governance.

Crisis and Criticism is a series of interventions from 2009 to 2021 engaging with the literary, cultural and political responses to the capitalist crisis of 2007–8. Challenging the tendency to treat crisis as natural and beyond human control, this book interrogates our cultural understanding of crisis and suggests the necessity of ruthless criticism of the existing world. While responses to crisis have retreated from the critical, choosing to inhabit apocalyptic fantasies instead, only a critical understanding of the causes of crisis within capitalism itself can promise their eventual overcoming.

Most of the phenomena described in this book have arisen as a result of various crises, disasters, threats, and forms of violence (such as wars, refugee crises, and political regimes, but also devastating practices of the anthropogenic drive and environmental pollution). Others are a form of response to new political, social and cultural changes that we are experiencing due to the rapid development of technology or progressive economic stratification. The research perspective proposed in Postcollectivity draws on the authors'approaches, combining academic and theoretical discourse with social engagement and artistic practice with critical thought. This open access book explores a special species of trouble afflicting modern societies: creeping crises. These crises evolve over time, reveal themselves in different ways, and resist comprehensive responses despite periodic public attention. As a result, these crises continue to creep in front of our eyes. This book begins by defining the concept of a creeping crisis, showing how existing literature fails to properly define and explore this phenomenon and outlining the challenges such crises pose to practitioners. Drawing on ongoing research, this book presents a diverse set of case studies on: antimicrobial resistance, climate change-induced migration, energy extraction, big data, Covid-19, migration, foreign fighters, and cyberattacks. Each chapter explores how creeping crises come into existence, why they can develop unimpeded, and the consequences they bring in terms of damage and legitimacy loss. The book provides a proof-of-concept to help launch the systematic study of creeping crises. Our analysis helps academics understand a new species of threat and practitioners recognize and prepare for creeping crises.

In this book, João Nunes de Almeida rethinks the relationship between crisis and fascism in today's liberal democratic societies. Arguing that fascism has adapted to a post-modern idea of endless crisis, Almeida challenges one of the strongest liberal myths in western politics, namely that fascism and liberal democracy have different roots. Fascism, in Almeida's view, is at the center of the very production of social relations in western capitalist societies, and is the result of the very desire to be saved from crisis underlying liberal democracy. It draws on stormy examples from Portugal's contemporary history, with a particular focus on its fascist past and revolution, to explore affinities between crisis and fascism in other spatial and historical contexts. João Nunes de Almeida concludes that refusing to be saved from crisis becomes the refusal of any form of fascism in a more global context.

La obra es una crítica del concepto de resiliencia –habilidad de un sistema para, de forma eficiente, anticipar, absorber, acomodarse o recuperarse de los efectos adversos de un acontecimiento azaroso—, cuya importancia académica y política ha aumentado en los últimos años. Los autores desmenuzan la urdimbre de poder que opera mediante el imaginario de resiliencia; observan el proceso de cambio del liberalismo, desde una estrategia basada en el ofrecimiento de seguridad a una en que se institucionaliza la inseguridad y se celebra la resiliencia de las poblaciones ante las catástrofes.

This book develops a discourse theory of crisis and change in global politics. Crisis is conceptualized as structural dislocation, resting on difference and incompleteness. Change is seen as the continuous but ultimately futile effort to gain a full identity. The incompleteness and contingent character of the social represents the most important condition for democratic politics to become possible and for a theory of crisis and change to become conceivable. In this new understanding, crisis loses its everyday meaning of a periodically occurring event. Instead, crisis becomes an omnipresent feature of the social fabric. It represents the absence of ground, of social foundation, and it rests within the subject as well as within the social whole.

What does it mean to live dangerously? This is not just a philosophical question or an ethical call to reflect upon our own individual recklessness. It is a deeply political issue, fundamental to the new doctrine of ‘resilience'that is becoming a key term of art for governing planetary life in the 21st Century. No longer should we think in terms of evading the possibility of traumatic experiences. Catastrophic events, we are told, are not just inevitable but learning experiences from which we have to grow and prosper, collectively and individually. Vulnerability to threat, injury and loss has to be accepted as a reality of human existence. In this original and compelling text, Brad Evans and Julian Reid explore the political and philosophical stakes of the resilience turn in security and governmental thinking. Resilience, they argue, is a neo-liberal deceit that works by disempowering endangered populations of autonomous agency. Its consequences represent a profound assault on the human subject whose meaning and sole purpose is reduced to survivability. Not only does this reveal the nihilistic qualities of a liberal project that is coming to terms with its political demise. All life now enters into lasting crises that are catastrophic unto the end.

The presence of turbulence in multiple areas of our society--food, fuel, and finances-being but three critical areas presently being impacted means that long-held assumptions are no longer true, that the past is not prologue, and that the future is not clear. And enter into this unstable present the discipline of evaluation-a discipline formed and shaped in the past fifty years of stability, little turbulence, and strong assumptions that everything will go according to plan. If things do not go well, it is because of either a poor theory of change on how to bring about positive outcomes, or weak efforts at implementation. It is not because of the stormy present upsetting our quiet past. As it is, conventional evaluation behavior and beliefs are ill suited for these times. The transformational nature of the'Arab Spring'is just one arena in which it is clear that a business as usual approach to evaluation is entirely inappropriate. The papers in this volume are from the 2011 Global Assembly of the International Development Evaluation Association (IDEAS). Nearly 350 development evaluators from eighty-five countries came together in Amman, Jordan to discuss and analyze the consequences of turbulence on evaluation. The intent of these papers is to systematically assess what changes have come during this time of turbulence and how these changes are impacting the craft of development evaluation. To be clear: this book is not about how to assess the impacts of crises on development and on people's lives. It is about the meaning of a changed world and changed assumptions on the concepts and methods used in evaluation.
