This book, published by the Council on Interracial Books for Children, presents a content analysis instrument for assessing the portrayal of women and third world peoples in U.S. History textbooks. Thirteen textbooks published since 1970 and one which was published in 1967 are examined for their treatment of six groups: women, African Americans, Asian Americans, Chicanos, Native Americans and Puerto Ricans. Each section of the book begins with a short introductory essay and is followed by criteria for evaluating the information provided by the textbooks. A passage from a sample textbook comments on what is right, wrong, or missing from that excerpt, and one or more references to added sources of information is provided. A checklist for use in evaluating any textbook for racist and sexist information is included along with a bibliography, classified by minority group. (Author/AM)

Salient facts about white control and minority oppression are provided for major areas such as the economy, health, housing, education, the media, government, and the census. Economic data on white control cover topics such as wealth, the stock exchange, businesses, banks, union control and membership, and others. Data per training to minority oppression address median income, income and education, poverty and unemployment. Minority oppression in the health field is examined in terms of life expectancy, death rates, birth, health care, and diseases. Findings of the U.S. Commission on Civil Rights for 1974, banking realtors, suburbs and jobs, segregation and rents, and ownership and quality issues are examined under housing. The section on education addresses white control over school boards, professional staffs, and college faculty. Minority oppression information includes a minority profile, suspensions, college, and representation in various professions. White control of the news media addresses newspapers, magazines, publishing, T.V. and radio broadcasting. White control of government discusses the presidency, congress, elected officials, government agencies, federal employees, and others. Facts on minority oppression and government include punishment, sentencing, bail, prisons, and jailers. Judges, attorneys, the military, and punishment are the focus of a section on the courts in government. The census section notes that minorities are undercounted for 1970. (Author/AM)

Following sections that define sexism, that give examples of individual, cultural, and institutional sexism, and that provide random thoughts on sexism and racism, statistics are listed for women and their relationship to various areas such as the economy, education, sports, the government, the media, and housing. Specific topics subsumed under these areas provide statistics on the following: women who work, what women earn, the effect of racism on income and occupation, education and its effect on income, union membership and control, places where women are employed, unemployment rates, what women's work is, women in fields such as medicine, libraries, banking, insurance, securities, retail trade, engineering, law enforcement, percent of women who are employed, women truck drivers, vocational training, college entrance, college graduation, special college enrollments, college degrees, job slots and pay, rate of women involved in elementary education, women on school boards, college and university positions, faculty salary, trends for women in higher education, Ph.D.s and jobs, boys vs girls in sports, women as U.S. government employees, minority women among women in government, women in newspapers, broadcasting, films, television, and publishing, and male head of family vs female head of family for low income area residents. This issue of the "Interracial Books for Children Bulletin" contains a special section focusing on the film called, "The Speaker". This film purports to deal with an assault on the First Amendment and with the necessity for eternal vigilance in defense of U.S. Constitutional freedom. The setting is an integrated high school which is thrown into turmoil when its current events committee schedules the appearance of a scholar who believes that blacks are genetically inferior to whites. The alleged assault on freedom occurs when the school authorities cancel the event. A comprehensive discussion of the film and related issues is presented in a series of articles. Other articles in this issue deal with: 1)activities conducted by a Boston area group which is working with teachers to promote anti-racist education, 2)a graphic look at the current status of women and minorities on U.S. school staffs, and 3)a teacher offers pointers on what to avoid in classroom discussions about Native Americans. This report presents various facts relating to the relatively low status of blacks and other minorities in United States society. The information provided is taken from periodicals and government documents, and covers the following areas: (1) economic and employment status; (2) health; (3) housing; (4) education; (5) media; and (6) government. For each area the phenomena of white dominance and minority oppression are substantiated with statistical data. (MK)

This issue of the Interracial Books for Children Bulletin contains three major articles. The first focuses on textbook bias and presents statements presented by the Council for Interracial Books for Children (CIBC) and the National Organization for Women at a National Coalition Against Censorship Conference. The Council strongly supports the regulation of instructional materials selection to insure that educational materials reflect the reality of a pluralistic society as perceived by all groups. The second article focuses on two textbook hearings in Sacramento, California. It presents the case of Pilipino educators in California vs. textbook publishers. Here it is noted that despite the publishers' exposure to minority points of view at the hearing, they seemed unconvinced they were doing anything wrong. The third article presents a bibliography designed for classroom use to supplement the film "Roots" and to fill in its historical gaps. It focuses on readings on the Slavery and Reconstruction Periods. (Author/AM)

Analysis of sex and race representation in almost 3000 stories drawn from 77 basal readers in 7 series published between 1980 and 1982 shows that, although minority and female numerical representation has increased, there has been little progress in role models offered. In terms of representation in the labor force, males of all races were overrepresented, while females of all races were underrepresented. The options for role models among men of color (i.e, all groups except whites) and women of all races were found to be excessively narrow and often unrealistic. Older people, one-parent families, and the disabled were all severely underrepresented. (RDN)

This is a collection of articles in which the treatment of Puerto Ricans in published children textbooks over the past 10 years is reviewed. The collection is preceded by an editorial responding to an "American Educator" article branding the Council on Interracial Books for Children as a "leftist extremist" organization. The articles which follow include: (1) "A Decade of Progress?" by Byron Williams; (2) "Children's Literature on Puerto Rican Themes" (Part I, "The Messages of Fiction," and Part II, "Non-Fiction"), by Sonia Nieto; (3) "U.S. History Texts: Any Change in Ten Years?" by Sharon Wigutoff and Iris Santos-Rivera; (4) "The Roles of Women in Puerto Rico," by Iris Santos-Rivera; (5) "The Black Presence in Puerto Rico," by Juan Hernandez-Cruz; (6) "Racism No Longer Denied," by Samuel Betances and Virginia Copeland; (7) "AV Materials on Puerto Rican Themes: What Are the Messages?" by Anaida Colon-Muniz; and (8) "U.S. Influence on Puerto Rican Schools: A Tragi-Comedy." Also included in this collection are a table of books with Puerto Rican themes published each year since 1972, and commentaries on defamation of the Spanish language, on Puerto Rican statehood propaganda, on ethnocentric English usage, on Pura Belpre, and on Spanish language texts. Finally, recommended readings on Puerto Rico are provided, as are several reviews of books dealing with minority issues. (AOS)
