Adelphi University, an institution whose primary recommendation is good teaching and whose principal source of support is tuition, can survive only by meeting the educational needs of the community surrounding it. This article presents the author's opinions regarding the subjects of behavioral science research and urban problems. The author suggests that there is a link between poor quality housing in cities and maladjusted behavior in the residents, especially young African Americans and Puerto Ricans. The unemployment rates in urban areas including Boston, Massachusetts and Chicago, Illinois are also discussed. The author proposes ways to improve the living conditions in the aforementioned cities.

Preliminary to a description of five change decisions made by New York City municipal government, rules of political practice as they affect change are discussed briefly, a simple taxonomy of organizational change is illustrated from municipal experience, and differences between the public and private sectors that either facilitate or hinder change are identified. An inductive method is used to describe five municipal changes in the areas of organization, education, labor relations, air pollution, and model cities, and then to analyze the processes through which the changes occurred.
