"The Department of Corrections, as part of the criminal justice system, contributes to the public safety and supports victims of crime by exercising safe and effective containment and supervision of inmates, by managing offenders in the community, and by actively encouraging and assisting offenders to become law-abiding citizens."

"Because the office of Director of Penal Institutions has been in existence since July 1, 1957, it is believed advisable to present a summary of the major activities of that office since the date of its establishment. This summary, submitted to those State officials most vitally interested in the development of a modern and efficient penal system for Kansas, will contain a more detailed description of actual accomplishments and problems encountered then will be included in the biennial report for the Director and the three penal institutions under his supervision which will be submitted to the 1959 Session of the Legislature."

The report of the Citizens' Advisory Committee on Penal and Correctional Institutions recommended that the Board of Penal Institutions be disolved and a State Department of Corrections be established. In 1939 the Kansas Board of Administration was reorganized and given jurisdiction over the penal institutions only (Penitentiary, State Industrial Farm for Women, State Industrial Reformatory). In 1953 the name of the Board of Administration was changed to the Board of Penal Institutions. The change was one of name only and the Board continued to function in the same manner as before. This law was repealed in 1957 and the office of State Director of Penal Institutions was established and created. The State Director assumed all powers and duties previously conferred on the chairman of the State Board of Administration.
