The coordination of policy measures and objectives can boost the effects of policy implementation. This paper collects the policies of general project contracts released in China from 2010 to 2021, quantifying the policies from dimensions of policy strength, measures, and objectives. It analyzes the coordination evolution of policy objectives and policy measures by a coordination measurement model. The results show that coordinating various policy objectives and measures shows an increasing trend. However, there is still an imbalance in policy usage. The results suggest emphasizing the support of fiscal and financial policy measures, strengthening the promotion of the construction industry's modernization, accelerating international integration, and combining other policy measures and policy objectives. The issue of clean production and energy efficiency has become a major concern, especially in the chemical and processing industries. In this paper, an enhanced optimization algorithm satisfying heat-waste minimization and waste-mass minimization is proposed. First, a nodes-based non-structural model and random walk algorithm with compulsive evolution for mass exchanger network synthesis are constructed. The optimization mode of continuous variables is analyzed after analyzing the characteristics of the mass exchange process. To enhance the optimization ability of the heuristic algorithm, a novel coordinated evolution strategy combining the dynamic operations of the walk length optimization and participating evolution probability adjustment is proposed. The proposed strategy can adjust the walk length via an instant objective function change and simultaneously controls the participating evolution of the number of units for effective coupled evolution. The quantified data show that the proposed strategy assists the algorithm in enhancing the local and global optimization abilities, with the final TACs of a benchmark aromatic plant case and phenol absorption process achieved being 125,457 $/yr and 334,696.6 $/yr, respectively. To evaluate the effectiveness of the proposed strategy, it was successfully applied in two industrial-scale cases of heat exchanger network synthesis, where the TAC of the aromatics plant case achieved was 2,892,800 $/yr while the TAC of a gasoline distillation case was 5,089,402.7 $/yr.

Clarifying the formation mechanism of single-atom sites guides the design of emerging single-atom catalysts (SACs) and facilitates the identification of the active sites at atomic scale. Herein, a molten-salt atomization strategy is developed for synthesizing zinc (Zn) SACs with temperature universality from 400 to 1000/1100 °C and an evolved coordination from Zn-N 2 Cl 2 to Zn-N 4 . The electrochemical tests and in situ attenuated total reflectance-surface-enhanced infrared absorption spectroscopy confirm that the Zn-N 4 atomic sites are active for electrochemical carbon dioxide (CO 2 ) conversion to carbon monoxide (CO). In a strongly acidic medium (0.2 m K 2 SO 4 , pH = 1), the Zn SAC formed at 1000 °C (Zn 1 NC) containing Zn-N 4 sites enables highly selective CO 2 electroreduction to CO, with nearly 100% selectivity toward CO product in a wide current density range of 100-600 mA cm -2 . During a 50 h continuous electrolysis at the industrial current density of 200 mA cm -2 , Zn 1 NC achieves Faradaic efficiencies greater than 95% for CO product. The work presents a temperature-universal formation of single-atom sites, which provides a novel platform for unraveling the active sites in Zn SACs for CO 2 electroreduction and extends the synthesis of SACs with controllable coordination sites., (© 2024 Wiley‐VCH GmbH.)

Society, economic and resources environment system interaction, constituted a dynamic opening multiplexed system. This article takes the accelerates genetic algorithm and synergetic theory as a foundation, constructs three system's degree of order models and the coordination evolution model, gives the corresponding computational method. Uses Dalian's history statistical data, unfold the empirical study of coordination evolves in society, economy and the resources environment multiplexed system, takes the model computed result as the basis, gives the related policy suggestion. The result indicates that this model might fairly reflect the coordination evolution relations of various subsystems, manifest this com- plicated system's partial relevance and the whole evolution tends stability completely, has the widespread application value in three system constitution's multiplexed system.
