Abstract

Red quasars are candidate young objects in an early transition stage of massive galaxy evolution. Our team recently discovered a population of extremely red quasars (ERQs) in the Baryon Oscillation Spectroscopic Survey (BOSS) that has a suite of peculiar emission-line properties including large rest equivalent widths (REWs), unusual "wingless" line profiles, large NV/Lya, NV/CIV, SiIV/CIV and other flux ratios, and very broad and blueshifted [OIII] 5007. Here we present a new catalog of CIV and NV emission-line data for 216,188 BOSS quasars to characterize the ERQ line properties further. We show that they depend sharply on UV-to-mid-IR color, secondarily on REW(CIV), and not at all on luminosity or the Baldwin Effect. We identify a "core" sample of 97 ERQs with nearly uniform peculiar properties selected via i-W3 > 4.6 (AB) and REW(CIV) > 100 A at redshifts 2.0-3.4. A broader search finds 235 more red quasars with similar unusual characteristics. The core ERQs have median luminosity log L (ergs/s) ~ 47.1, sky density 0.010 deg^-2, surprisingly flat/blue UV spectra given their red UV-to-mid-IR colors, and common outflow signatures including BALs or BAL-like features and large CIV emission-line blueshifts. Their SEDs and line properties are inconsistent with normal quasars behind a dust reddening screen. We argue that the core ERQs are a unique obscured quasar population with extreme physical conditions related to powerful outflows across the line-forming regions. Patchy obscuration by small dusty clouds could produce the observed UV extinctions without substantial UV reddening., Comment: 36 pages, 18 figures, accepted for publication in the MNRAS. 22. Powers, possibility, and the essential cosmological argument.

Abstract

One classical version of cosmological argument, defended famously by Thomas Aquinas and Duns Scotus, deduces the existence of a First Cause from the existence of a particular sort of causal series: one that is 'essentially ordered'. This argument has received renewed defence in recent work by Feser (2013), Cohoe (2013), and Kerr (2015). I agree with these philosophers that the argument is sound. I believe, however, that the standard defence given of the ECA in these philosophers can be complemented by a formulation that appeals to the powers theory of possibility. This approach to possibility has been defended in recent years by, for example, Pruss (2002), Jacobs (2010), and Vetter (2015). In this article, I show how this modal theory allows us to defend the ECA in a way that is dialectically advantageous as well as clarifying. [ABSTRACT FROM AUTHOR]

Executive SummaryThe field of hydroecology seeks to explain the relationships between hydrological processes, biotic structure and ecological processes at a variety of spatial scales. This report presents the hydroecological natural heritage story of Cape York Peninsula. Unlike many areas of Australia, freshwater-dependent ecosystems of Cape York Peninsula have high ecological integrity, possessing a diverse and unique array of aquatic, riparian and terrestrial biodiversity, near-natural flow regimes, and relatively intact riverine landscapes. These aquatic ecosystems not only provide clean water, food and recreation opportunities for human societies but have important intrinsic natural and cultural heritage values that are potentially significant from a national and international perspective.The report outlines the potential natural heritage values of freshwater-dependent ecosystems, aquatic biodiversity and hydroecological processes of the region with respect to National and World Heritage selection criteria. The report documents:1. the extent, variety and distinctiveness of aquatic ecosystem types in the region,2. biodiversity and biogeographic patterns of freshwater-dependent flora and fauna,3. hydroecological processes that sustain the natural integrity and biodiversity of freshwater-dependent ecosystems,4. preliminary assessments of the National and International natural heritage significance of hydroecological features of Cape York  Peninsula. These assessments are made using multiple lines of evidence, including indicators of significance, comparative analyses, and natural integrity.Information in the report was compiled from the literature as well as expert knowledge and personal experience of the research team on the aquatic ecosystems of Cape York Peninsula. As much as possible, the report is written in lay person terms and in a creative way so that it can be read and appreciated by a broad audience.

Some of these transfers have had negative impacts on the resident populations. Hybridization and introgression are some of the impacts that are associated with species incursions. These processes can potentially result in successful invasions and jeopardize the existence of native species and populations. It is thought that intraspecific hybridization can result in the loss of local adaptations and decrease adaptive divergence among populations. Understanding the factors affecting survival of the native species in altered landscapes is an important issue in species conservation. This study explores the processes that could lead to asymmetrical hybridization between two closely related lineages of freshwater shrimp Paratya australiensis. Selection pressure appears to be leading to extinction of one lineage in most of the sites adjacent to a pool where a translocation resulted in mixing of the two lineages (Hughes 2003). The aim of the thesis was to identify the processes and traits involved in the shaping of the current genetic structure of this shrimp following the translocation event; using genetic markers to identify what could have triggered the asymmetrical hybridization and almost complete extinction of the resident lineage. This is an ideal model system to study and understand interactions between recently (2-3 million years ago) diverged lineages. The translocated lineage 4 comes from Kilcoy Creek, which is at a higher altitude (cold temperatures) than Stony Creek, where the resident lineage 6 is situated (warm temperatures). The temperature differences and the fact that the two lineages were thought to have been isolated for 3million years, led to the expectation of some degree of reproductive isolation. Hughes et al. Abstract

After the Edward Snowden disclosures regarding the National Security Agency's surveillance activities under the Foreign Intelligence Surveillance Act (FISA), Congress reformed both the substantive FISA surveillance laws and the procedural rules of the FISA Court (FISC)--the court Congress established in FISA to adjudicate government surveillance requests--to better protect privacy interests and increase the representation of privacy interests before the court. Previously, the court very rarely heard opposition to the government's arguments supporting surveillance requests. The reform legislation--the USA FREEDOM Act--requires the court to hear from one of five pooled amici when it is presented with novel or significant interpretations of law. The statute also requires those pooled amici to support arguments that advance individual privacy and civil liberties. The statute, however, risks violating separation of powers principles if the amicus and FISC interpret the statute narrowly as preventing an amicus from advancing arguments that support intelligence collection or conflict with individual privacy interests. While Congress retains total authority to control the jurisdiction and procedures of the FISC, the judicial power inherent in any court includes the authority to decide the law, administer justice, and control the amicus process. By interfering with the court's ability to consider which arguments it hears from an amicus that the court has appointed to materially assist in deciding the law, the statute would violate the separation of powers doctrine. So, even if such a broad reading would render the amicus duty superfluous and insignificant, the court should interpret the amicus duty broadly to allow virtually any legal argument that the court deems helpful and appropriate. A broad interpretation would allow the court to fulfill its constitutional obligations while avoiding the need to declare the statute in violation of the separation of powers. [ABSTRACT FROM AUTHOR]
