Coordenação de Aperfeiçoamento de Pessoal de Nível Superior Significant amount of the total mass of municipal solid waste (MSW) is generated by the construction industry. From an environmental point of view, one of the main problems of construction and demolition waste (C&D waste) is the large volume generated resulting in a variety of negative impacts. Thus, generation, waste reduction, recycling and reuse of RCD are fundamental to changing this scenario. Sustainable alternatives have been studied for the use of C&D waste as recycled aggregate in chemical barriers, paving, production of concrete blocks, among others. Concerning the industrial sector, in the specific case of the city of Viçosa, MG, the construction industry accounts for approximately 22% of Gross Domestic Product. The continuous expansion of the Federal University of Viçosa (UFV) and the new job positions have demanded the construction of new housing, as well as the increasing and improvement of general services. In this context, the main aim of this thesis was to conduct a detailed diagnosis of the generation, transportation and disposal of C&D waste in the city of Viçosa and elaborate a proposal for a differentiated management of the C&D waste to this city. The secondary aim was to evaluate the retention capacity of some heavy metals (Mn2+, Zn2+, Cd2+ e Pb2+) by small particles of C&D waste, by batch tests, considering its possible use as a chemical barrier. The methodology was divided in field work, archival research and laboratorial analysis. The main results can be mentioned: the estimated of C&D waste generation in the city; elaboration of thematic maps identifying points of clandestine disposal and C&D waste disposal area; gravimetric composition and the chemical, physical and physicochemical and mineralogical composition of the C&D waste. Based on the obtained results, it was elaborated a proposal for a differentiated management of C&D Waste for the city of Viçosa,MG, which did not seek to exhaust the subject, or address all aspects relating to the preparation of a C&D Waste Management Plan. About the batch tests, it was found that the Langmuir and Freundlich models, with some exceptions, did not reflect well the adsorption of metal in C&D Waste. Parcela significativa da massa total dos resíduos sólidos urbanos (RSU) das cidades é gerada pela construção civil. Do ponto de vista ambiental, um dos principais problemas dos resíduos de construção e demolição (RCD) é o grande volume gerado, que resulta muitas vezes na disposição irregular acarretando uma série de impactos negativos. Dessa forma, a não geração, redução, reciclagem e a reutilização dos RCD, são fundamentais para a mudança deste cenário. Alternativas sustentáveis têm sido estudadas para o uso dos RCD como agregado reciclado em barreiras químicas, pavimentação, blocos, entre outras. No Município de Viçosa, MG, em relação ao setor industrial, a construção civil é responsável por, aproximadamente, 22% do PIB. As constantes expansões da Universidade Federal de Viçosa (UFV) e o surgimento de novos postos de trabalho têm demandado a construção de novas moradias, e ampliação e melhoria da prestação de serviços. Neste contexto, o objetivo principal desta tese foi realizar um diagnóstico detalhado da geração, transporte e disposição de RCD em Viçosa e elaborar uma proposta de gestão diferenciada dos RCD para o município. Avaliou-se, como objetivo secundário, a capacidade de retenção de metais traço (Mn2+, Zn2+, Cd2+ e Pb2+) pelas partículas mais finas desses resíduos, por meio de ensaios de equilíbrio em lote, tendo em vista sua utilização em barreiras químicas. A metodologia foi dividida em atividades de campo, pesquisa documental e análises laboratoriais. Entre os principais resultados podem-se citar: a estimativa de geração de RCD no município; elaboração de mapas temáticos identificando pontos de descarte clandestino e área de disposição de RCD; determinação da composição gravimétrica dos RCD e caracterização química, física e físico-química e mineralógica. Com base nos resultados obtidos,elaborou-se uma proposta de gestão diferenciada de RCD para o Município de Viçosa, MG, que não buscou abordar todos os aspectos relativos à elaboração de um Plano Integrado de Gerenciamento de Resíduos de Construção Civil (PIGRCC). Quanto aos ensaios de equilíbrio em lote, verificou-se que os modelos de Freundlich e Langmuir, com algumas exceções, não refletiram bem a adsorção de metais aos resíduos.

Government policies to encourage housing instigate the sector to produce wildly, using outdated construction techniques and employing unskilled labor, in an attempt to reduce costs and shorten timeline. The result of this impetus is the great generation of waste which, when untreated, are thrown into nature, causing irreparable environmental impacts. However, the recycling and production processes of recycled aggregates from construction waste (C&D waste) are consolidated in Brazil, but the same cannot be said of the use of these aggregates. Therefore, this study aims to characterize the recycled aggregates produced in Santa Maria to promote their use in paving. For this, the research was divided into three stages which contemplated the current situation of the C&D waste in the city: treatment and processing, characterization of recycled aggregates and possible implementation. The first phase consisted of the analysis of the waste management system employed in the city, which exposes an assessment of the management system since the implementation of the C&D waste treatment area, as well as reports examples and consequences of irregular disposal. The second stage involved the laboratory analysis, where the aggregates were divided according to the commercial size of gravel in the region and dosed properly to fit standards within the limits shown in the DNIT for granular material. From this, the aggregates were characterized and tested to see if they meet the criteria adopted by the NBR 15116, which specifies limits for use of this material in pavement. The third part consisted of the analysis of economic viability. This analysis was estimated by scaling up floors consisting of crushed stone and the other by recycled aggregate that presented the same responses to these efforts, and then the costs for obtaining and execution of the respective layers executed with these materials were compared. The results demonstrated that the aggregates meet the regulatory specifications for even high traffic volumes. In general, recycled aggregates, achieve better results when subjected to intermediate compaction energy, behaving similarly to gravel. A indústria da construção civil é caracterizada por ser o setor que mais sofre influência com o crescimento da economia. Políticas governamentais de incentivo à habitação instigam o setor a produzir desenfreadamente, utilizando técnicas construtivas ultrapassadas e empregando mão de obra desqualificada, na tentativa de diminuir custos e encurtar prazos. O resultado desse ímpeto é a grande geração de resíduos que, quando não tratados, são jogados na natureza, ocasionando impactos ambientais irreparáveis. No entanto, os processos reciclagem e produção de agregados reciclados provenientes de resíduos da construção civil (RCC) estão se consolidando no Brasil, mas o mesmo não se pode dizer do emprego desses agregados. Por isso, essa pesquisa tem como objetivo caracterizar os agregados reciclados produzidos em Santa Maria para propiciar a sua utilização em pavimentação. Para isso, a pesquisa foi dividida em três etapas que contemplaram a situação atual dos RCC na cidade: tratamento e beneficiamento, caracterização dos agregados reciclados e possível aplicação. A primeira etapa constou da análise do sistema de gestão de resíduos empregado na cidade, a qual expõe uma avaliação do sistema de gerenciamento desde a implantação da área de tratamento de RCC, assim como relata exemplos e consequências do descarte irregular. A segunda etapa englobou a análise laboratorial, onde os agregados reciclados foram divididos conforme o tamanho comercial das britas da região e dosados adequadamente para que enquadrassem nos limites exibidos nas normas do DNIT para material granular. A partir disso, os agregados foram caracterizados e ensaiados para observar se atendem os critérios adotados pela NBR 15116, que especifica limites para utilização desse material em pavimentação. A terceira parte consistiu na análise da viabilidade econômica. Essa análise foi estimada dimensionando-se pavimentos compostos por brita graduada e outro por agregado reciclado que apresentassem mesmas respostas aos esforços, então comparou-se os custos para obtenção e execução das respectivas camadas executadas com esses materiais. Os resultados demonstraram os agregados reciclados atendem as especificações normativas até mesmo para altos volumes de tráfego. No geral, os agregados reciclados alcançam melhores resultados quando submetidos à energia de compactação intermediária, comportando-se semelhantemente as britas.

The generation of construction and demolition (C&D) waste has increased worldwide in recent years. Given this reality, many countries have implemented or adapted its environmental laws in order to improve their performance on this issue, and has been growing interest in academia for developing management alternatives that may assist municipalities in this task. In Brazil, the Conama Resolution 307/2002 and more recently the National Policy on Solid Waste establish guidelines for proper management of these wastes. However, until now, most municipalities is far short of the law requirements. One cause of this is the lack of information that support decision-making on the best alternatives for the management of C&D waste and the establishment of effective and objective actions in this task, which should be specific for each municipality as a result of the peculiarities that each presents. Therefore, it is essential to carry out a diagnosis of management of these wastes, which provides information on the characteristics of the municipality, on the C&D waste generated therein, about the actions of existing C&D waste management, as well as on the level of compliance with legislation C&D waste by the municipality. Thus, in view of this need, the present study aimed to develop a method for performing diagnostic management of C&D waste that enables the development of an Integrated Management Plan of C&D Waste objective and effective in meeting the legislation and a generic model for the development of this plan, allowing constant updating of diagnosis for improving the management of such waste. To develop the diagnostic method, tools were used as process mapping, Ishikawa Diagram and 5W1H, which allowed the identification of the requirements necessary to meet the legislation on C&D waste and the causes of management problems, and action planning needed to prepare the plan. And to develop the model of the Integrated Management Plan of C&D Waste, was used as the basis ISO 9001:2008, which allowed a process approach and thus establish more objective actions. Then, to validate the developed method, we conducted a case study in the municipality of Angra dos Reis, from which it was established that the method provides the information that was intended and, as expected, you can?t get a initial diagnosis of C&D waste management that allows the implementation of a fully Integrated Management Plan of C&D Waste that meets the laws. However, from the initial diagnosis, the plan must be implemented within existing possibilities and, thereafter, it will be possible to obtain more accurate information to enable their continuous improvement, until it reaches its fullness. A geração de resíduos de construção civil (RCC) tem crescido no mundo todo nos últimos anos. Diante dessa realidade, muitos países têm implantado ou adaptado sua legislação ambiental com o objetivo de melhorar seu desempenho nessa questão, bem como tem crescido o interesse no meio acadêmico pelo desenvolvimento de alternativas de gestão que possam auxiliar os municípios nessa tarefa. No Brasil, a Resolução Conama 307/2002 e mais recentemente a Política Nacional de Resíduos Sólidos estabelecem as diretrizes para uma gestão adequada desses resíduos. No entanto, até o momento, a maioria dos municípios se encontra muito aquém do que determina a legislação. Uma das causas disso é a inexistência de informações que subsidiem a tomada de decisões sobre as melhores alternativas para a gestão dos RCC e o estabelecimento de ações objetivas e eficazes nessa tarefa, as quais devem ser específicas para cada município em conseqüência das peculiaridades que cada um apresenta. Diante disso, é essencial a realização de um diagnóstico da gestão desses resíduos, que forneça informações sobre as características do município, sobre os RCC gerados no mesmo, sobre as ações de gestão de RCC existentes, bem como sobre o nível de atendimento à legislação sobre RCC pelo município. Assim, tendo em vista essa necessidade, o presente trabalho teve como objetivos desenvolver um método de realização de diagnóstico de gestão de RCC que possibilite a elaboração de um Plano Integrado de Gerenciamento de RCC (PIGRCC) objetivo e eficaz no atendimento à legislação, bem como um modelo genérico para a elaboração do PIGRCC, que permita a constante atualização do diagnóstico para melhoria da gestão desses resíduos. Para desenvolver o método de diagnóstico, foram utilizadas ferramentas como mapeamento de processos, Diagrama de Ishikawa e 5W1H, as quais permitiram a identificação dos requisitos necessários ao atendimento da legislação e das causas dos problemas de gestão, bem como o planejamento das ações necessárias para elaboração do plano. E para desenvolver o modelo do mesmo foi utilizada como base a NBR ISO 9001:2008, que permitiu uma abordagem por processos e, assim o estabelecimento de ações mais objetivas. Em seguida, para verificar a eficácia do método desenvolvido, foi realizado um estudo de caso no Município de Angra dos Reis, a partir do qual foi possível constatar que o mesmo fornece as informações que se pretendia e, tal como se esperava, não é possível obter um diagnóstico inicial da gestão de RCC, que permita a implementação de um PIGRCC que atenda plenamente à legislação. Porém, a partir do diagnóstico inicial, o PIGRCC deve ser implementado dentro das possibilidades existentes e, a partir de então, será possível a obtenção de informações mais precisas que possibilitem a melhoria continua do mesmo, até que se alcance sua plenitude. 261 f.: il.
