Decree-law 3/2024, of February 6th, aims to simplify and rationalize administration in Andalusia in order to improve citizen relations and promote economic activity in the region. Measures will be implemented to improve regulation, transparency, and reduce administrative burdens. Additionally, the digital transformation of the Administration will be sought to streamline procedures and simplify relations with citizens and businesses. The decree also includes modifications in different sectors, such as the environment, environmental management, hunting and fishing, and ports in Andalusia, with the aim of simplifying administrative procedures and expediting processes. Introduction/purpose: All data exchanged over the Internet as well as other computer networks should be considered exposed to various types of security threats. In light of this, the transmission of voice over applications that do not use any type of crypto-protection allows anyone to discern the content of communication. Since voice transmission requires as little delay as possible, various protocols are used to enable crypto protected real-time communication. This paper presents one solution in a desktop application variant. Methods: The essence in voice exchange systems as well as in other systems where real-time communication is necessary is the establishment of a crypto-protected session which is a virtual secure channel for communication to which only the communicating parties have access. Voice sessions in the application are established with the SIP (Session Initiation Protocol) protocol. The sessions are further protected using the ZRTP (Zimmerman Real-time Transport Protocol) protocol. FusionPBX was used as the SIP server (registrar) for testing purpouses. The application is developed in C++ language using the Qt framework. Results: The final version of the application demostrates that ZRTP and SIP protocols are well suited for establishing crypto protected voice communications with low delay. Conclusion: This solution provides cryptographic functions for data secrecy and the management of cryptographic keys. Improving the solution with digital signatures and certificates will result in additional cryptographic functions: data integrity and personal identification. La agenda de investigación de las comunicaciones es probablemente una de las más desafiadas por los vertiginosos cambios del espacio mediático, especialmente en el campo digital, en el que las nuevas interacciones y agencias ocurren en el marco de la globalización tecnológica y de la economía de la información algorítmica. En camino al fenómeno de lo que Casilli y Posada (2019) denominan la plataformización del trabajo y de la sociedad, con resultados aún inciertos, en octubre de 2022 se efectuó la compra de Twitter por 44.000 millones de dólares (Conger & Hirsch, 2022). Hasta entonces, esta plataforma de microblogging de acceso abierto era usada en gran medida como un instrumento de información esencial por distintos medios y, como afirma Vergeer (2015), era un recurso relevante de comunicación política.

En 2023, un grupo de investigadores latinoamericanos, agrupados en la Red de Investigadores de Comunicación Organizacional –Redlaco.org–, decidimos organizar la primera pre conferencia sobre relaciones públicas (del concepto Public Relations) y comunicación organizacional enfocada en América Latina en el marco de la conferencia de la International Communication Association (ICA) realizada en Toronto, Canadá. Ciertos miembros de este mismo grupo de investigadores ya habían hecho historia organizando los primeros paneles con presencia exclusivamente latinoamericana en dicha conferencia y editando un número especial al respecto en la revista Public Relations Inquiry (Waymer, 2022).

Access to information is a right that should not be limited because of being a member of a linguistic minority. The Deaf Community, which has its own language and culture, faces limitations in access to the media, such as open-signal television, unlike hearing people. This phenomenon was investigated from the point of view of people from the Deaf Community in order to be able to raise coherent proposals to meet their needs. The objective was to know the perception of members of the Peruvian Deaf Community about the interpretation in Peruvian Sign Language (PSL) in open signal television channels in Peru. It was a qualitative study of phenomenological design in which a group of people representing the Deaf Community of Lima, Peru participated. Group interviews were conducted with the presence of an interpreter known by all the interviewees. The results show that the Deaf Community interviewed perceives that there are deficiencies in terms of the number of interpreters and the space assigned to them on screen. The people interviewed stated that the Deaf Community experiences a feeling of isolation and mockery due to the small number of programs that are interpreted and the appointment of interpreters who do not adequately convey the information. In addition, they consider that there is a need for better training of interpreters in aspects such as linguistic diversity and the use of classifiers and spacing. Based on the findings and their interpretation, the researchers make some final considerations to promote good practices aimed at reducing the gap in access to information for the Deaf Community in Lima, based on inclusion and equity. This article examines how people gathered and transmitted political information in Colombia during the second half of the nineteenth century. Existing scholarship has predominantly focused on the study of the press in Colombia and Latin America. However, few historians have explored other forms of information, such as telegrams, rumours and letters, or how Colombians combined these. By focusing on how various forms of information circulated through political, familial and commercial networks, this study offers a new dimension to our understanding of communications in Colombia. It argues that this was a period of increasing circulation of information due to social, political and economic change, as well as new links between oral and written practices. Thus, this article illuminates how Colombians circulated political information in a society of restricted literacy in post-colonial Latin America, offering new insights into politics, communications and the interplay between written and oral culture. Esta investigación implementa el uso de herramientas computacionales para el Sistema Información Geográfica “SIG” por medio de “ArcGIS”. De acuerdo con el Ministerio de las TIC de Colombia, hasta el 2018 aproximadamente el 50% de las regiones de Colombia contaban con conectividad limitada y las poblaciones más vulnerables tenían acceso del 20% al 40% de los servicios TIC (MinTIC, 2018). De esta forma, se hace necesario incrementar el porcentaje de accesibilidad a los servicios TIC en la población, en búsqueda de mejoras en las condiciones de vida. Usando la metodología del análisis espacial y con el objetivo de evaluar e identificar las áreas que presentan la mayor idoneidad para la instalación de sistemas de telecomunicaciones para la transmisión de señales radioeléctricas, se realiza la implementación de herramientas “SIG” por medio de “ArcGIS”. Este estudio se desarrolla sobre el área del municipio de San Antonio del Tequendama en Cundinamarca Colombia como estudio de caso.

El propósito de este trabajo consiste en examinar las consecuencias de las guerras civiles del siglo XIX en Colombia en el sistema de comunicación telegráfica. Dentro del marco de la corriente de la historia de la comunicación, se presentan evidencias documentales que dan cuenta del impacto de los fragores de estas guerras, especialmente las de 1876, 1884-1885 y 1895, en las oficinas, en la estructura administrativa y en la red telegráfica, así como también las gestiones adelantadas por el gobierno nacional y los gobiernos provinciales con miras al proceso de reconstrucción en medio de todas las afugias económicas y fiscales.

El objetivo es precisar la consolidación legal y regulatoria de las comunicaciones en Colombia como servicio público entre los años 1847-2020. La metodología se basa en un enfoque mixto -información primaria y secundaria. Los resultados evidencian que la estructura legal y regulatoria del servicio público de las comunicaciones en Colombia entre los años 1847 y 2020, a pesar de las diferentes ideologías y toma decisiones, responden a la premisa de aprendizaje institucional con alianzas y transferencia de conocimiento técnico por parte de actores internacionales y privados. La conclusión está enmarcada en un sector dinámico y progresivo, que a pesar que se regule como servicio público es muy diverso y complejo por la incidencia de la regulación internacional.

Given the essential role of communications within a space exploration mission, it is important to accurately plan communications systems around the environmental parameters they will meet with on mission location. Mars is the expected goal of many future missions, and as such requires an accurate model of radio propagation within its environment. Extant models with this goal tend to be highly localized. In this study, a global scale GIS model of the Martian communications environment is built using existing raster and vector data implemented in the QGIS program. Overlaying these properties created a map depicting favorable and unfavorable communication conditions across the Martian globe. The global scale and multilayered nature of this depiction can help mission planners understand and prepare for large scale environmental patterns affecting communications on Mars. This work aims to identify, classify, and categorize relevant activities regarding professional journalistic work in major disaster coverage, and develop a conceptual model that organizes them theoretically. We conducted a series of empirical data collection stages (background gathering through in-depth interviews and content analysis) and later applied the theory-building block approach that uses concepts to create and operationalize constructs. The main result is a six-dimension model based on the traditional questions of the journalistic process: How, why, who, when, what, and where. It comprehensively addresses the multiple aspects involved in disaster coverage: emotional, logistic, professional, and ethical challenges, as well as timing, key actors/roles, and their needs and demands according to the disaster type and stage they face. The model also brings together a group of potential activities journalists must confront and carry out when covering major disasters or highly significant social crises. En un mundo globalizado, regido por las tecnologías y comunicaciones, la realidad para la educación física es adversa, pues existe una gran brecha de desigualdad que ha dificultado su reinvención equilibrada e inclusiva en el ámbito virtual, a diferencia de lo ocurrido en otras áreas. Asimismo, en algunas instituciones ha desaparecido, en un momento en el que la mejora de los programas de educación física jugaría un papel importante en la prevención de trastornos mentales, el incremento de la salud física y la resiliencia en estudiantes, como lo afirma la Unesco (2019). También, en el Perú, en colegios con Bachillerato Internacional y particulares de elevado costo, las horas de educación física aumentaron, lo que evidencia el reconocimiento de su importancia para menguar el estrés, la ansiedad y el sedentarismo a mediano y largo plazos. Por tanto, se debe evaluar la situación mundial y peruana abordando el aspecto socioeconómico y la enseñanza de la educación física en el contexto de la pandemia y la globalización.

Special attention to activities related to the preservation of nuclear knowledge and its transfer to new generations has given the International Atomic Energy Agency. In order to achieve a better nuclear knowledge management within the framework of the national actions foreseen within the regional project RLA 0057, the Cuban Youth Nuclear Network was created. Since its conception, it aims to provide a space for the exchange of knowledge for the dissemination and development of nuclear technologies for peaceful purposes. This work presents an educational strategy designed with the collaboration of the Higher Institute of Technologies and Applied Sciences of the University of Havana and the Agency for Nuclear Energy and Advanced Technologies, whose impact will result in an increase in the participation of young students and professionals in the sector in the promotion and development of nuclear technologies. As part of this strategy, an action plan was executed in the 2019-2020 biennium, the results of which are shown. The strategy described and the actions developed to execute it had a direct impact on the more active participation of young students and professionals in the sector in the promotion and development of nuclear applications. Likewise, the results of the application of the proposed action plan demonstrated the relevance of said strategy to achieve the objectives set by the network. [ABSTRACT FROM AUTHOR]

Objetivo: El trabajo de investigación está orientado a demostrar que las Tecnologías de Información y Comunicación (TIC) contribuyen en el desarrollo académico de las universidades públicas de Lima Metropolitana y Callao, con el objetivo de mejorar las competencias y conocimientos de los estudiantes a fin de que en el futuro sean competitivos en su desempeño profesional y laboral. Método: El tipo de investigación es descriptivo y aplicativo, se empleó el diseño no experimental y transeccional, puesto que se analizó un periodo único de tiempo. Así mismo, el trabajo de investigación es correlacional debido a que existe relación entre las variables que fueron objeto de estudio. Los datos fueron obtenidos de las encuestas realizadas a estudiantes y docentes de las diferentes universidades Públicas de Lima Metropolitana y Callao, cuya muestra total corresponde a 246 personas. Resultados: Se midió la fiabilidad del instrumento a través del índice de Alpha de Cronbach cuyo valor es de 0,907, siendo un valor altamente confiable. Los resultados expresaron que las tecnologías de información y comunicación inciden con el desarrollo académico de las universidades públicas de Lima Metropolitana y Callao. Conclusiones: Se concluye que las tecnologías de información y comunicación se relacionan directamente con el desarrollo académico de las universidades públicas de Lima Metropolitana y Callao. Las mismas que fueron validados con pruebas estadísticas aplicadas.

The article considers the types of needs of the individual in the field of culture and art as a communicative component of modern society, namely, the cultural and aesthetic needs, which are based on the dissemination of social information. Social information in society is the most important condition for maintaining the activities of individual and collective entities at the level of modern requirements, goals and objectives of the individual. In the modern world, the interaction of cultures is the basis of social development and is of paramount importance, occupying a leading place in the value orientations of people. The information space creates a favorable field for the formation of personality, but also becomes an area of actual reality in which targeted influence and management of human interests, needs, beliefs and views are conducted. The basic needs of people in the field of culture and art can be considered as a way classification of their communicative activity. Developed cultural and aesthetic information needs absorb many of the highest human needs: in building a universal picture of the world and knowing those sides and phenomena that most interest a person in self-knowledge, self-education; in discussing the crucial issues of human being; in communication and self-expression in the development of their human forces and abilities. La demanda en el incremento de la capacidad de las redes inalámbricas ha motivado la reciente búsqueda hacia el desarrollo de sistemas que utilicen/reutilicen el espacio radioeléctrico de manera selectiva. Los sistemas de antenas inteligentes proporcionan oportunidades para incrementar la capacidad del mismo, tendientes a la obtención de calidad de servicio. El presente proyecto consiste en la implementación de un sistema robótico cuyo efector final es una antena parabólica, el cual constará de un sensor de campo magnético, que indicará la intensidad de señal con el objetivo de que el brazo establezca la posición final de la antena según la mayor intensidad de señal del emisor y establecer el ángulo de arribo de la señal del emisor. El sistema podrá ser controlado de forma inalámbrica por una estación base, la cual recolectara los datos.

El presente documento describe el proceso de construcción de una plataforma tecnológica enfocada a prestar un servicio de comunicación en tiempo real utilizando Websocket. Primero se realiza la descripción de las tecnologías Polling, Long Polling y Streaming con el fin de contextualizar los enfoques que anteriormente se empleaban para lograr simular una comunicación full-duplex. Posteriormente, hace una definición de lo que el Websocket y su integración con HTML5. Por último, se muestra el desarrollo de la plataforma y las herramientas software que se emplearon.

La seguridad en los sistemas de gestión de Edificios (SGE) es de gran importancia, la falsa creencia de que no es un blanco de interés para hackers, o incluso para usuarios o empleados, puede llevar a ingratas sorpresas, que varían desde una consecuencia incómoda, a un verdadero riesgo empresarial. Se debe proteger tanto de amenazas externas como internas. Los estándares de comunicación de SGE como KNX han comenzado en forma reactiva a implementar niveles de seguridad en sus sistemas. En el trabajo, se propone una metodología que permita implementar medidas para brindar seguridad en las comunicaciones de un SGE automatizado con KNX; y que clasifica las amenazas y los sectores vulnerables, implementa mecanismos para contrarrestar o evitar ataques y describe una arquitectura de red segura. La metodología puede ser utilizada también en SGE basados en otros estándares de comunicación diferentes a KNX.

The objective of the study is to identify technologies for managing conflicts that occur on ethno-domestic background in the Republic of Tatarstan, to define the stabilization potential of interethnic relations management subjects. This research is interdisciplinary; as a methodology for the study of social interaction between parties to ethno-domestic conflicts, the structural-functional and sociocultural approaches, as well as the theory of social conflict were used. Timely management of ethno-domestic conflicts establishes counteraction to ideological, national, religious hostility against any ethnic, religious or social group and creates a safe environment in local communities. The content of the 847 papers presented by authors from Spanish universities at the six conferences of the Spanish Association for Communication Research (AE-IC) is analyzed. The six conferences were held in Santiago de Compostela (2008), Malaga (2010), Tarragona (2012), Bilbao (2014), Madrid (2016), and Salamanca (2018). The research variables of study are: author's profiles, geographic location, gender, home university, most commonly studied topics, and considered media. The results confirm that the gender divide no longer exist: in fact, there are more female than male authors. Universidad Complutense de Madrid and Universitat Autònoma de Barcelona exhibit the highest rates of participation, and Madrid and Catalonia are the most active regions, followed by Andalusia and Valencia. The topics treated are quite diverse, with the study of media content standing out, mainly those focused on political communication. The set of investigations and operations that under the name Operação Lava Jato (Operation Car Wash) carried out in Brazil in recent years, culminated in the imprisonment of former President Luiz Inácio Lula da Silva. The political situation created, with the impeachment of President Dilma Rouseff, and the appointment of her Vice-President Michel Temer as President, set the stage for the triumph of President Jair Bolsonaro. Based on the assumptions about the systemic code "power-not power", and the autonomy of the powers (Executive, Legislative, Judicial), the objective of this work is to describe and identify these processes in the analysis plane of communications between the political-administrative and legal systems. As conclusions, we formulate the hypothesis about the limited autonomy between the powers and the porous limits between them, as a cause that stops an effective fight against corruption.
