Nowadays cellular operators utilize improved planning techniques for enhanced capacity management, but on the other hand the number of mobile subscribers rapidly increases and additionally, new data-technologies for wireless access add extra traffic to the already overloaded networks, often causing serious problems to their performance. In this paper, we present a resource management system for increasing the efficiency of 2G and 2.5G cellular networks especially during overloading periods through the introduction of innovative extra elements. For validating the system's behavior, a set of trials have been performed focusing on alleviating both voice and data congestion problems. The results of these trials show important improvements on the network's capacity availability when the presented system intervenes. Abstract

This paper presents a machine learning approach to the topological optimization of computer networks. Traditionally formulated as an integer program, this problem is well known to be a very difficult one, only solvable by means of heuristic methods. This paper addresses the specific problem of inferring new design rules that can reduce the cost of the network, or reduce the message delay below some acceptable threshold. More specifically, it extends a recent approach using a rule-based system in order to prevent the risk of combinatorial explosion and to reduce the search space of feasible network topologies. This extension essentially implements an efficient inductive learning algorithm leading to the refinement of existing rules and to the discovery of new rules from examples, defined as network topologies satisfying a given reliability constraint. The contribution of this paper is the integration of learning capabilities into topological optimization of computer networks. Computational results confirm the efficiency of the discovered rules. Asynchronous transfer mode (ATM), an international set of standards for high-speed data transmission, is attracting much interest. This is due to ATM's ability to transmit huge amounts of data, voice, graphics and video information simultaneously over a single network. This is made possible by dividing information into 53-byte cells, attaching an address to each cell and transmitting the cells at speeds ranging from 45 megabytes/sec. to 1.2 gigabytes/sec. However, businesses are wary of adopting the ATM standard until its capabilities have been widely proven.
