The building, designed by architect Frederick Carl Eberely was built as a working-class hotel in 1899 by German immigrant, Albert Kopper. The property is listed on the National Register of Historic Places.

Built in 1912 as the Baxter Hotel, it is a Beaux-Arts style building with a brick exterior and decorative bracketing. Prominent quoins, keystones, lintels, and sills are on the exterior. A metal awning is hung over the entrance and neon lights read: "Rossonian," on the awning and side of the building. The building is on the National Register of Historic Places and in the Welton Historic District.

Other notable features of the building include a flat roof, an elaborate cornice, a shaped parapet spindles, and first floor awnings.

The building is decorated, with simple straight lines and white trim, segmental arched bays accented by radiating voussoirs and stone sills. A large mural is painted on the building that shows a circular picture of snowcapped mountains, and the slogan: "Say Yes to Chaffee County- Poncha Springs- Buena Vista- Salida." The building was constructed in 1880.

Other features include quoins, a rusticated stone foundation, balconies, and different window treatments on each floor. A sign on the second floor reads: "What is in the Alta? 832-7294" "Cafe Alta" "Riddle Development Co." "Williams Design" "Davis & Brandeberry Assoc." "Kinetics Fitness Studio" "Slick Hair Salon" "PSL Foundation" "The Rose Ladies" "The Beach."

Shows the Larimer Street elevation of a corner commercial building. The three-story red brick structure has a flat roof and a cornice of corbeled brick work. There are windows on the second and third floors; the round arched windows on the third story form arcades. The ground floor has three storefronts in addition to an arched entrance to the upper stories. Letters incorporated into the arch spell out "The Burlington." The storefronts have recessed entries, and kick plates below plate glass display windows. Signs for ground floor businesses read: "Pharmacy," "Prescriptions," "Hotel," and "VA Thrift Store." A building nearby has cornice with brackets and windows with broken pediments. A sign reads: "El Bronco Bar."
