Abstract

This report presents findings from the Massachusetts Family Child Care study, a two-year evaluation of the impacts of an early childhood education program on providers and children in family child care. The program--"LearningGames"--is designed to train caregivers to stimulate children's cognitive, language, and social-emotional development. The evaluation of "LearningGames" is one of four state experiments conducted as part of the Evaluation of Child Care Subsidy Strategies. The study is being conducted by Abt Associates Inc, with its research partners MDRC and the National Center for Children in Poverty of Columbia University, under a contract with the Administration for Children and Families within the U.S. Department of Health and Human Services. The goal of the evaluation is to provide information that states and local communities can use to inform their decisions about the use of child care subsidy and child care quality improvement funds. Abstract

This report presents findings from the Massachusetts Family Child Care study, a two-year evaluation designed to examine the impacts on providers and children of an early childhood education program aimed at improving the development and learning opportunities in the care settings and, as a consequence, the outcomes for children in care. The early childhood education program--"LearningGames"--focuses on training caregivers to stimulate children's cognitive, language, and social-emotional development through game-like interactions with individual children across the day. This evaluation of "LearningGames" is one of four state experiments that were conducted as part of the Evaluation of Child Care Subsidy Strategies, whose overall objective is to determine how differences in certain aspects of child care subsidy policies and quality improvement initiatives are related to outcomes for parents, children, and/or child care providers. The study is being conducted by Abt Associates Inc, with its research partners MDRC and the National Center for Children in Poverty of Columbia University, under a contract with the Administration for Children and Families within the U.S. Department of Health and Human Services. This study showed that LearningGames had statistically significant positive impacts on the behavior of the family child care providers who received up to two years of support in implementing the program. "LearningGames" was effective at promoting high-quality, individualized and small group interactions between providers and children, which have been shown in previous research to be associated with children's cognitive and language development. The study identified many barriers to implementation of the professional development model that could be addressed in future implementations. With a stronger implementation model, it is possible that the impacts on providers could have been larger than occurred in the Massachusetts implementation. (Contains 4 exhibits and 3 footnotes.) Abstract

This book is intended to provide the content and structure for a group study of reading and instructional practices that advance reading achievement. The book includes concise summaries of research that reflect sound practices in reading instruction and the most current understanding of the process of reading. It pulls together much of what has been learned in recent years about reading and the teaching of reading. In the book, teachers engage in discussions about this content--the best way to gain the most from it is to join together and organize joint study of the research findings and plan and conduct "experiments" to try out useful ideas. Activities in the book for collectively studying reading are designed to build a professional culture of collaboration among those who participate in the study. The book finds this "professional learning community" highly beneficial in implementing new practices and developing the school's capacity to become self-diagnosing and self-renewing. The dual purposes of the book are: to make the best available research on effective reading instruction accessible to teachers and administrators; and to guide and support teachers and administrators as they form a professional learning community through the study and application of effective reading instruction. Includes a glossary of relevant terms. 44. National Study of Child Care for Low-Income Families. State and Community Substudy Interim Report.

Abstract

The National Study of Child Care for Low-Income Families, conducted for the Administration for Children and Families in the U.S. Department of Health and Human Services, is a 5-year research effort in 17 states and 25 communities that will provide information on the response of states and communities to the child care needs of low-income families, on the employment and child care choices made by these families, and on the factors that influence those choices. This report is the first in a series that will present study findings, and the first of three that will focus specifically on the issues at the state and community levels. The report's introductory chapter details the legislative context for the study, including the legislative and policy changes produced by welfare reform and the issues raised by those changes. This chapter also provides an overview of the study's objectives, activities and time-frame, and a framework for the report. The second chapter examines the changes and growth in child care expenditures in the study states in the first 3 years of welfare reform and the proportion of funds drawn from federal versus state sources, and from mandatory versus optional sources. Finally, the chapter describes the extent to which child care funds are used to address quality concerns or improve administrative efficiency, as opposed to direct expenditure on child care services. The third chapter focuses on how states are meeting the demand for child care subsidies. The chapter examines changes in the use of subsidies since the passage of welfare reform legislation, the ways in which TANF (Temporary Assistance for Needy Families) policies have influenced the use of subsidies and the strategies states have employed to address the subsidy needs of TANF and non-TANF families. The fourth chapter describes the administration of child care subsidies in states and communities. This chapter also examines the ways in which administrative procedures facilitate or make more difficult families' access to subsidies. The fifth chapter addresses questions about the types of care that states are purchasing with child care subsidies and the ways in which states may influence parents' choice of child care arrangement through regulatory policies and other requirements as well as payment rates and procedures. The sixth chapter addresses questions about how the supply of child care has responded to growth in the use of subsidies and what types of care seem to be in short supply. In addition, the chapter examines the strategies states use to distribute quality funds and the extent to which those funds are targeted to the improvement of care for low-income families versus more general improvement. The report's concluding chapter discusses some of the implications of the report's findings. Numerous tables are appended. (HTH)

Abstract

Schizophrenia is an idiopathic mental disorder with a heritable component and a substantial public health impact. We conducted a multi-stage genome-wide association study (GWAS) for schizophrenia beginning with a Swedish national sample (5,001 cases and 6,243 controls) followed by meta-analysis with previous schizophrenia GWAS (8,832 cases and 12,067 controls) and finally by replication of SNPs in 168 genomic regions in independent samples (7,413 cases, 19,762 controls and 581 parent-offspring trios). We identified 22 loci associated at genome-wide significance; 13 of these are new, and 1 was previously implicated in bipolar disorder. Examination of candidate genes at these loci suggests the involvement of neuronal calcium signaling. We estimate that 8,300 independent, mostly common SNPs (95% credible interval of 6,300-10,200 SNPs) contribute to risk for schizophrenia and that these collectively account for at least 32% of the variance in liability. Common genetic variation has an important role in the etiology of schizophrenia, and larger studies will allow more detailed understanding of this disorder.

46. CCAC Family Support Watch Audioconference Series: Summary of Proceedings (April-September 1993).

Abstract

This report summarizes four audioconferences held in the spring and summer of 1993 by the Child Care Action Coalition (CCAC) to address the implication of the Family Support Act (FSA) of 1988. The FSA was designed to reduce welfare costs by providing training, education, and child care to recipients of Aid to Families with Dependent Children (AFDC) so that they can become employed and self-sufficient. The first audioconference focused on recent FSA litigation, specifically lawsuits filed against California, Illinois, and Massachusetts to require the states to follow FSA mandates on child care provision. The second conference addressed state efforts to improve the Transitional Child Care (TCC) component of the FSA, while the third focused on current federal welfare reform initiatives under consideration by the Clinton Administration. The fourth conference looked at two state models using FSA funding in programs that provide comprehensive services to families in job programs. 48. Adult Service Clubs and Their Programs for Youth.

Abstract

A study described youth programs sponsored by 17 major national adult service organizations, including the traditionally male groups, mainline women's groups, and minority service organizations. Specific focus was on developmentally appropriate, community-based services for at-risk adolescents, aged 10 to 15. Information was collected through in-depth telephone interviews. Surveys were supplemented by examining annual reports, program newsletters, and training materials. Findings indicated that adult service clubs performed a variety of sometimes conflicting and contradictory functions. They could be categorized according to the degree to which affiliates are autonomous and the degree to which there is a hierarchy and a system of formal communication between the national office and local clubs. Adult service clubs did not conceive of early adolescence as a specific age category; programs were not generally targeted to at-risk, young adolescents. Recommendations to strengthen activities in this area included the following: promotion of awareness of at-risk, early adolescents; program development and cross-fertilization; evaluation; eradication of the vestiges of exclusivity; and further study. Each profile touches on the following areas: volunteers, nature of program development, and youth programs--national programs, local programs, public policy, collaborations, and publications.
