Libraries should ensure that their collection of journals provide users with a balanced presentation of political views. In this respect, a study was conducted to determine whether academic libraries have balanced resources collections. Two lists of journals were prepared to serve as basis in judging whether a collection is liberal or conservative. One list contains journals that express rightist political views while the other presents leftist opinions. Findings showed that libraries generally have both liberal and conservative journals of opinion in their collections. However, it has been found that a big number of the new conservative journals are not indexed.

The measures of cost effectiveness in library collections devised by the Library Staff of the Louisiana State University (LSU) include brief circulation analysis of newly catalogued books, current periodical use compared to cost, faculty ranking of journals and use/vs. cost and faculty use of books. Circulation data gathered at LSU shows that no single department, regardless of size, monopolized the selection and acquisitions of books and serials. Diversity in books is considered important as the interlocking nature of individual journal titles. A minimum standard of one new book per student per year is recommended for academic libraries.
