Over the past few decades, we have witnessed a surge in publicly funded pre-K programs in the United States. Today, policy makers in 45 states and the District of Columbia have adopted them. Combining information from twelve datasets, we use event history analysis (EHA) to examine the influence of a set of predictors on states' decisions to adopt public pre-K. Findings indicate that party dominance in the legislature, legislative professionalism, and unemployment rates are associated with pre-K adoption; regional proximity to previously adopting states is also significant. The authors discuss implications for policy makers and advocates considering future legislative action in the early childhood education sector, including the expansion of pre-K eligibility requirements.

Policy observers have expressed concern over whether misalignment between pre-K and K--12 has negative consequences for children. This study considers students' exposure to redundant content across the pre-K and kindergarten years. Specifically, it asks, to what extent are skills and concepts taught in kindergarten redundant with skills and concepts taught in one state's public pre-K program, and for whom is redundancy most likely? Overall, findings from teacher surveys show that about 37% of the language, literacy, and math content covered in kindergarten is redundant with content covered in pre-K. The highest rates of redundancy seem to occur for basic (rather than advanced) content items, including the identification of letters and sight words. Moreover, children from families who live at or below the poverty line experience significantly higher rates of redundant content. Implications for policy, practice, and future research are discussed.

Research Findings: The present study examined the transition practices reported by 59 pre-kindergarten (pre-k) and 186 kindergarten teachers in the rural Southeastern United States, and asked if transition practices related to skills at the beginning and end of kindergarten for 387 children. Analyses indicated kindergarten teachers offered more transition practices than pre-k teachers, and the transition practices children received varied depending on the students served. Pre-k settings with more students from families with low incomes were more likely to hold individual meetings with parents but less likely to offer classroom visits and orientations. Kindergarten teachers in schools with higher proportions of ethnically and racially minoritized students were more likely to engage in classroom visits and sharing individual child data. Although overall we found little to no association with child outcomes, data sharing on individual children was associated with higher literacy skills at entry to kindergarten. Practice or Policy: This study raises several future directions for policy and practice related to school transitions. Although most transition practices are designed to help children feel better about moving into kindergarten, it appears that some practices, such as data sharing, may also improve school readiness skills, making them a promising focus for future policy investments.

Today, about 50% of US elementary schools have a pre-kindergarten (pre-K) program located in the building. This article systematically reviews the empirical literature on principal leadership of pre-K programs in elementary schools. We collected studies using academic database searches, scanning reference lists of relevant articles, and consulting with experts in the field. Our efforts yielded 16 sources for review. Using thematic synthesis, we analyzed the data to reveal key findings related to principal leadership of pre-K programs. There has been limited scholarly attention to principal leadership in the pre-K context. Prominent themes in the existing literature on the topic include (1) a common framing of the "colliding" worlds of pre-K and K-12 education, (2) principals' beliefs about pre-K, (3) the scope of principal responsibility for pre-K programs, and (4) principal preparation to lead pre-K programs. We unearthed limited evidence on the topic but charted a path for future research on pre-K principal leadership. Future research should focus on the design of principal capacity building efforts that have direct, positive impacts for students.

The purpose of this study is to shed light on the use of data in early education settings--specifically, North Carolina's Pre-K program. In this mixed-methods study, we draw upon in-depth interviews and survey data to examine (1) the types of data available to educators in Pre-K, (2) the ways in which data are intended to be used, (3) how data are reportedly used, and (4) the facilitators and inhibitors of effective data-driven decision making. Our findings reveal that Pre-K settings are data-rich environments, often with informal data collected through developmental screening tools and formative assessment systems. We find that engagement with and use of these data for instruction is variable. Finally, we find data sharing between grades is inconsistent, but an important factor predicting data sharing is co-location of Pre-K programs within elementary school buildings. We consider our findings in the context of existing academic literature and discuss the implications for policy and practice.

Pre-kindergarten (Pre-K) programs typically improve early academic skills, but those gains too often disappear after children transition to elementary school. At least three hypotheses explain this "fade-out" of Pre-K effects: Pre-K does not focus on the "trifecta skills" that uniquely support subsequent learning and development; the quality of school-age experiences as "sustaining environments" are more important for Pre-K attenders than nonattenders; and kindergarten (K) teachers provide "redundant instruction" by teaching the same skills taught in preschool programs. The present sample included the second year of assessments on 455 children living in rural counties in the Southeast recruited from Pre-K classrooms and the first year of assessments for 246 K classmates without center-based preschool experience. Children's academic, language, executive function (EF), and social skills were assessed each fall and spring, and the quality of classrooms was measured each winter. Propensity scores weighted the two groups on demographic characteristics. Hierarchical linear models indicated that the Pre-K attenders had higher levels of language, academic, and EF skills than nonattenders at the beginning of K, but those differences significantly declined for academic skills. By the end of K, the Pre-K group showed slightly higher language and EF skills than the nonattenders. Results appeared to support the trifecta skills hypothesis to explain fade-out, with no evidence supporting the differential sustaining environments or redundant instruction hypotheses. Implications and the study's limitations are discussed.

The last 5 years have witnessed growing support amongst government institutions and educational foundations for applying continuous improvement research (CIR) in school settings. CIR responds to the challenge of implementing effective educational innovations at scale by working with practitioners in local contexts to understand ''what works, for whom, and under what conditions.'' CIR works to achieve system improvement through the use of plan-do-study-act (PDSA) cycles, which are multiple tests of small changes. This comparative case study of two urban school districts examined how innovation design teams took up PDSA in their work to improve high school student outcomes, and their perceptions of PDSA as an approach to innovation development, adaptation, and implementation. Findings revealed both possibilities and challenges for implementing PDSA. Nearly all participants reported the value in PDSA, and participants pointed to "connections to previous experiences" and "PDSA training" as helping to build capacity. However, we found mixed levels of enthusiasm for actually conducting PDSA cycles, and capacity constraints regarding time and data collection. In recent years, a debate over kindergarten has ensued. We refer to the actors in this debate as "developmentalists," on the one hand, and "academic advocates," on the other. Developmentalists argue that kindergarten should be centered on child-initiated play and intentional teaching through play, art activities, and hands on activities. Academic advocates argue that young children are capable of learning academic content in kindergarten and that academic instruction is necessary to help some students "catch up" before formal schooling begins. In this paper, we identify the key policy organizations engaged in this debate and analyze the ways they construct their arguments and critique the positions of their opponents. We find that, when discussing their vision for kindergarten, developmentalists and academic advocates share similar goals and views. However, when we analyze the ways the two agendas discuss kindergarten as it is practiced today, clear divisions emerge. Specifically, the agendas use different types of causal narratives to describe the problems with kindergarten and how it got that way. We conclude with a discussion of policy implications and directions for future research.

Purpose: Recent reports by the National Academy of Sciences, Engineering, and Medicine have ignited a new wave of discourse regarding the future of education research and reinvigorated calls for education research to be more relevant to practice. An emerging research paradigm, continuous improvement research (CIR), responds to that debate by placing the pursuit of practice relevance at its core. This article seeks to understand how participants in the discourse surrounding the improvement research paradigm legitimize and justify their positions regarding its use and situate the method within the field of education research. Research Methods/Approach: Through systematic searches of education research databases, reviews of key improvement research websites, and queries to scholars in the field, we draw on Cochran-Smith and Fries's warrants framework to analyze the discourse surrounding CIR as it plays out in articles, reports, presentations, and speeches. Findings: We find that participants in the discourse surrounding improvement research in education rely on the political, evidentiary, and accountability warrants identified by Cochran-Smith and Fries, along with three novel claims, as they discuss CIR approaches and construct their arguments. Implications: These findings make explicit the varied assumptions and claims that underlie arguments regarding CIR. Moreover, they underscore that decisions regarding research funding and support will likely not be made based on empirical considerations alone—but also on stakeholders' values-based assessments regarding which models best hold researchers accountable for results, ensure the public interest is served, and efficiently spend limited research dollars. Leveraging data from two nationally representative cohorts from the ECLS-K (Early Childhood Longitudinal Study--Kindergarten), we examine the types of transition practices that schools use to ease children's adjustment to formal schooling. The transition to kindergarten is a critical juncture in a child's life that entails a host of social, behavioral, and academic changes. We find a modest increase between the two cohorts in the number of transition practices that schools offer children and their families, although we also find that fewer of these practices are offered in traditionally underserved schools. We conclude with a discussion of the implications of these findings and suggest areas for future research.

Kindergarten readiness assessments are commonly used in schools nationwide. Prior work shows that the use of such assessments for class placement decisions has increased in recent years. This article uses the Early Childhood Longitudinal Study of 2011 to explore whether the use of readiness assessments for such purpose predicts differential sorting of students across classrooms by prior academic ability. Results from multilevel models as well as other sensitivity analyses suggest that the use of readiness assessments for classroom placements is predictive of slightly higher cross-class ability sorting, particularly in English/language arts. The implications for policy and practice are discussed.

Research Findings: Kindergarten Entry Assessments (KEAs) -- assessment tools used at the beginning of kindergarten to provide educators with a snapshot of children's readiness for school -- are increasingly being adopted by states across the country. The purpose of this study is to examine the implementation of North Carolina's KEA through analysis of data from an exploratory qualitative study during the initial years of implementation (2015-2018). We conducted interviews with state- and county-level administrators as well as kindergarten teachers. Our findings focus on the intervention itself, the process of data use, the organization and political context surrounding implementation, and potential outcomes of the KEA. Policy and Practice: Implications for policy and practice are identified, including the need to design KEAs to cover a holistic range of domains, for professional development to focus on use of data in addition to collection of data, and for KEA implementation to embed principles of continuous improvement. Recent research has demonstrated that elementary school leaders, under pressure to meet benchmarks set by state and federal governments, have begun "staffing to the test," moving to tested grades and subjects teachers whose previous students made substantive learning gains. This is particularly true in lower-performing schools or schools that recently experienced a drop in performance, as measured by the grade they received from the state accountability system. What is not known, however, is how widespread this phenomenon has become. Moreover, little is known about whether and how performance data is used by administrators of high schools, where scheduling complexity is amplified by graduation requirements, larger enrollments, and credentialing requirements that mandate teachers to be certified in all the subjects that they teach. By surveying high school principals in Florida and Texas, this article attempts to fill this gap.

Background: Traditional methods of implementing educational innovations face a number of critical challenges that have problematized efforts to improve practice, particularly at scale. Recently, continuous improvement approaches have gained attention, offering structured, iterative processes for developing innovations that incorporate the wisdom of practitioners, are responsive to individual school contexts, and promote organizational learning over time. Purpose: The National Center on Scaling Up Effective Schools (NCSU) is one purveyor of such an approach, working to enact partnership-based continuous improvement processes in two large urban school districts in the U.S. This study presents a systematic, empirical investigation of the NCSU's work in order to offer recommendations for future efforts to study and implement such approaches in the complex environment of public schools. Research Design and Methods: Drawing from an analysis of over 400 hours of recorded meetings, feedback forms, and cognitive interviews with participants, this study represents a detailed case study of the NCSU's implementation of its improvement process in a large urban school district in the U.S. Conclusions: Analysis of these data reveal 3 key lessons learned by the NCSU partners. First, engaging in collaborative, partnership-based continuous improvement demands that partners construct and adopt a new culture of improvement. Second, the evolutionary nature of continuous improvement work requires partners to respond to emergent and often difficult to predict demands for new capacities and resources. Finally, efforts to implement, adapt, and expand innovations are often interwoven, competing with one another and requiring an interlocking network of supports and structures to succeed.

Through comparative case study, we seek to understand the ways in which actors in high schools use and think about performance data. In particular, we compare data use in higher and lower value-added schools. Data use is conceptualized here as having access to a host of available performance data on students, using them to guide instructional decisions, and building cultures in which data are seen as vehicles for improvements in practice. While our findings do not show consistent differences in the higher and lower value-added schools, they do allow us to set out an expanded conceptualization of school data use.

Here, we examine over two decades of empirical literature to explore the ways scholars have been working to reveal the changing set of policy and political conditions in which teachers unions are operating. In this context, we identify the conceptual models educational researchers have used to frame their research and the applications of these frameworks in the literature on teachers unions. Our findings reveal that the research on teachers unions over the past two decades provides deep historical context. Less evident in this research are explicit conceptual groundings to theory and how the theoretical/empirical literature is applied in inquiry.

Through policies like No Child Left Behind, the federal government incentivized the use of student performance data as a core strategy for improving student achievement. The assumption behind these efforts is that data will be used to guide teacher practice and promote high-quality instruction. This study examined how teachers describe using data in their instructional practices. Findings reveal that few teachers were able to articulate an ability to bridge the divide between using data to identify students in need of help and using data to modify instruction. We discuss factors that supported or impeded educators' use of data.

There is increasing interest in researcher-practitioner partnerships, particularly those that take the form of a networked improvement community. In this paper, we describe the partnership between the National Center on Scaling Up Effective Schools and the Fort Worth Independent School District to build student ownership and responsibility. By outlining the organizational structures established to enact the partnership and roles of our various partners, we provide an in-depth look at how one researcher-practitioner partnership operates. We begin by describing the concept of an improvement community as one type of partnership, identify several types of improvement communities currently operating in educational systems, and define the key features of improvement communities. Then, we outline the specific improvement communities that are central to the Center's work, highlighting how these structures help us enact our partnership. We end with our reflections about how the partnership created new roles for both researchers and practitioners as well as the challenges and opportunities that accompanied those new roles.

Purpose: Research indicates that a culture of learning is a key factor in building high schools that foster academic achievement in all students. Yet less is known about which elements of a culture of learning differentiate schools with higher levels of academic performance. To fill this gap, this comparative case study examined the cultures of learning among adults and students in two highly effective high schools and two less effective high schools with similar demographics in a single large, urban school district. Research Method: Using 135 interviews and focus groups with administrators, teachers, and students across four case study schools, the authors analyzed the extent to which various elements of a culture of learning was present within and across schools. Findings: Effective high schools had stronger cultures of learning with distinct structures and practices that distinguished them from the less effective schools. These included frequent opportunities for formal collaboration, shared goals centered on universal high expectations, structured opportunities for participatory leadership, and deliberate supports to help students engage and achieve in academics. Findings further revealed that certain structures were necessary though not sufficient in fostering effective cultures of learning, the active role of school leaders in reinforcing a culture of learning, and high leverage practices that addressed multiple elements of a culture of learning. Implications: This study provides implications for how school leaders can begin to create and improve on school-wide cultures of learning by drawing on the high leverage practices that distinguished the highly effective case study schools.

This article presents findings from a year-long multilevel comparative case study exploring the characteristics of effective urban high schools. We developed a comprehensive framework from the school effectiveness research that guided our data collection and analysis at the four high schools. Using value-added methodology, we identified two higher and two lower performing high schools in Broward County, Florida. We found that the two higher performing high schools in the study had strong and deliberate structures, programs, and practices that attended to both students' academic and social learning needs, something we call "Personalization for Academic and Social Emotional Learning". Because of the study's inductive focus on effectiveness, we follow our findings with a discussion of theories and prior research that substantiate the importance of schools' attention to the connection between students' academic and social emotional learning needs in high schools.

Today, with states' near-universal adoption of the Common Core State Standards, the political system has achieved that which was not possible less than 2 decades ago. Just why this is so remains unanswered. Some observers have attributed states' embrace of the standards to the substantial financial incentives that the federal government embedded in its $4.35 billion Race to the Top initiative. Despite these perceptions, little is known about states' adoption and the degree to which federal incentivization conditioned their decisions. Using an innovation diffusion conceptual lens and event history analysis, we test the influence of states' aspiration for Race to the Top funds, controlling for a set of other predictors typically correlated with states' decisions to undertake policy adoption.

For the past dozen years, the federal government has held schools accountable for students' achievement in reading and mathematics. Schools that have not demonstrated improved student scores have faced heavy sanctions, including reconstitution and closure. In response to this high-stakes environment, schools appear to have extended the time students spend in instruction in various ways. In this article, the authors develop a typology of the programs and reforms that extend instruction along three dimensions: time, target, and providers. On the time dimension, extended instruction can occur within a school day or outside of it. Along the target dimension, some types of extended instruction are delivered to all of a school's students while others target particular subpopulations, such as those who have failed to meet certain performance thresholds. Finally, extended instruction may be provided by a school's core instructional staff or by others, including specialized teachers, private providers, and peers. Through the typology, the authors provide a framework for understanding schools' instructional responses to federal accountability requirements and set forth a research agenda that calls attention to unanswered questions about the effectiveness and equity of instructional time interventions.

There is evidence that school leaders are using test score data for decisions about everything from the curriculum to what is served for lunch. Research suggests that staffing too is data-driven, with principals using test score data to hire, assign, and develop their teachers. Semi-structured interviews with principals and other school actors in 10 case study elementary schools show that while principals report using test score data as they assign students to classes, they are not using the assignment process as a strategy for overall school improvement, but instead to ensure within-class heterogeneity and a sense of "fairness" among teachers.

This article examines the federal role in adolescent literacy from its roots in Lyndon B. Johnson's administration with the Economic Opportunity Act (1964) through the Reading for Understanding grants of 2010. The authors consider the extent to which the recent attention to and changes in the federal approach to adolescent literacy can be explained through the policy regime framework. Specifically, the study traces shifts in the policy paradigm around adolescent literacy and asks whether key actors and issue specialists that have routinely been part of the reading education policy regime at the federal level have changed over time. Background/Context: This study examines the implementation of an academic and social-emotional learning innovation called Personalization for Academic and Social-Emotional Learning, or PASL. The innovation was designed, tested, and implemented using a continuous continuous-improvement model. The model emphasized a top-and-bottom process in which implementers played a central role in the innovation design, and adaptations were planned, tested, and refined based on local school contexts. Purpose: This study sought to understand what implementation integrity looked like in three high schools participating in a continuous continuous-improvement process that promoted deliberate, planned adaptations to PASL, and as well as to uncover factors that may explain differences in the integrity of PASL implementation across the three schools. Research Design: We conducted embedded, qualitative case studies of three large, racially-, ethnically-, and linguistically-diverse urban high schools. Data collected and analyzed included interviews with school innovation design design-team members, student focus groups, and observations of teachers implementing PASL. Findings: Each school made site-specific adaptations to the PASL innovation before and during implementation. However, there was variation in the extent to which the schools demonstrated integrity to the PASL design and their own adaptations. A combination of local contextual factors helped explain differences in implementation integrity across the schools. These factors included the availability of resources and ongoing technical support, the will of local implementers, and perceptions about policy alignment. Conclusions/Recommendations: While PASL was implemented across the three school sites, the degree of implementation integrity varied, suggesting that encouraging program adaptation alone may not solve longstanding challenges associated with achieving depth of implementation. This is the first study of its kind in education, however, and more research is clearly warranted.

Following a multiyear debate, Florida lawmakers passed the "Student Success Act" in March 2011, introducing some of the most sweeping educational reforms in the state's history--the introduction of teacher evaluation systems based on value-added modeling, mandatory "performance pay" for teachers, and the elimination of long-term professional service contracts. Using Stone's (1989) Causal Stories framework, this article analyzes arguments made for and against these reforms by numerous policy actors. Analysis of transcripts, news coverage, and policy reports reveals that actors on both sides of the debate constructed competing stories regarding the "causes" of poor student achievement. These competing causal narratives were central to actors' efforts to define the nature of the educative process, identify the "players" who controlled student learning, and portray the proposed reforms as solutions to the problem of underachievement, on one hand, or ill-conceived and poorly targeted answers, on the other. Applying a Multiple Streams framework, the article documents the development and ultimate undoing of what became known as the national sales tax plan for education. The authors identify four factors that coalesced to lead the Nixon administration to propose replacing local property taxes with a federal value-added tax to finance K-12 education. They further delineate key supporters and opponents, along with their arguments for and against the plan, finding that intergovernmental tension between administration officials and state governors, opposition on Capitol Hill, public opinion, a supreme court ruling, and the Watergate scandal came together to unravel the plan before it could be formally introduced in Congress. Finally, the authors discuss what this case tells us about the complexity federalism brings to public school finance. (Contains 1 table.)
