In surveying the portfolio for climate change assigned to Commissioner-designate Arias Cañete, Andrei Marcu finds in this CEPS Commentary that the approach proposed in the European Commission's January 2014 package offers a sound basis on which to proceed overall, but he specifies that it needs to be put in a context where the causes and symptoms are correctly identified. He singles out timing and governance as other important elements and discusses their practical implications.

The report examines new scientific evidence of the the likelihood of extreme droughts as a result of global warming, and of large-scale and possible abrupt changes in arctic, mountain, and tropical forest ecosystems. The report then examines the effects of global climate change on people living in poor nations and communities and makes a series of recommendations on what can be done to mitigate the suffering of those negatively affected by global climate change.

Climate change will impact many sectors of the economy, and while required adaptations for some sectors already have been studied in depth, the same can not be said of transportation infrastructure. This report provides background on the potential impacts of climate change on transportation, information regarding legislative and executive vehicles for adaptation policy, and recommendations for federal policy action.

CBO cannot independently evaluate the relevant scientific research, so our paper draws from numerous published sources to summarize the current state of climate science and provides a conceptual framework for addressing climate change as an economic concern. The paper was reviewed by several knowledgeable external reviewers and, as with all CBO analysis, makes no recommendations. The paper discusses potential impacts on the physical environment (temperature, precipitation, severe storms, ocean currents, climate oscillations. sea level, and ocean acidification); biological systems(ecosystems and biological diversity, agriculture, forestry, and fisheries); and the economy and human health (water supply, infrastructure, human health, and economic growth)."

This report, the Synthesis and Assessment Product 4.6 (SAP 4.6), focuses on impacts of global climate change, especially impacts on three broad dimensions of the human condition: human health, human settlements, and human welfare. The SAP 4.6 has been prepared by a team of experts from academia, government, and the private sector in response to the mandate of the U.S. Climate Change Science Program's Strategic Plan (2003). The assessment examines potential impacts of climate change on human society, opportunities for adaptation, and associated recommendations for addressing data gaps and near- and long-term research goals.
