Purpose - The purpose of this paper is to present the findings of an early stage, exploratory case study of a proposed housing with care initiative (the Crichton Care Campus (CCC)). This sought the perspectives of a range of key stakeholders on the proposed model and how it might be best realised. The analyses of these findings show their relevance to debates on integrated housing with care, and reflect on the methodology used and its potential relevance to similar projects. Design/methodology/approach - The study used a transactive planning approach, where grounded views are sought from a variety of stakeholders. A purposive sample identified informants from relevant health, social care and housing organisations and nine semi-structured interviews were conducted. These were transcribed and data analysis was undertaken on an “interactive” basis, relating care theory to empirical expressions. Findings - The authors identify two contrasting orientations – inclusive “community-oriented” and professional “service-oriented”. This distinction provides the basis for a rudimentary conceptual map which can continue to be used in the planning process. Two significant variables within the conceptual map were the extent to which CCC should be intergenerational and as such, the degree to which care should come from formalised and self-care/informal sources. The potential to achieve an integrated approach was high with stakeholders across all sectors fully supporting the CCC concept and agreeing on the need for it to have a mixed tenure basis and include a range of non-care amenities. Originality/value- This paper offers originality in two respects. Methodologically, it describes an attempt to undertake early stage care planning using a needs led transactive methodology. This thesis seeks to advance understanding of the role of strategic agency in regional development, how it is exercised, and to what ends. Given the tendency for research in the field to focus on cities and dynamic regional success stories, it is particularly concerned with the experience of more peripheral places. Drawing on a geographical political economy approach, and incorporating insights from rural studies, it adopts a theoretical perspective that sees regional development as the outcome of economic, social and political relations across space, and of evolutionary and historical processes. While to some extent path dependent, outcomes are also open to influence by purposive and strategic human agency. A conceptual framework is presented based around multi-scalar governance (as the systems and arrangements through which collective agency can be exercised) and place leadership (as the process of mobilising resources from across different scales in support of strategic interventions). This is operationalised through an intensive, in-depth case study of Dumfries and Galloway, in south-west Scotland, to explore: 1) by whom and to what ends strategic agency is exercised; 2) how resources from different scales are harnessed (or not) in these efforts; and 3) how specific territorial and institutional arrangements for governing regional development are constructed and contested. The findings present Dumfries and Galloway as a region that has experienced economic and political peripheralisation through both ‘thin’ internal capacity for place leadership and a lack of alignment with priorities at higher levels of governance. The thesis therefore emphasises a need to consider power relations between actors at different scales, and the governance arrangements through which these are mediated. 1. Chemical aspects of pneumokoniosis are reviewed and the development of the 'solubility theory' of silicosis is traced. The general validity of, and some important exceptions to, this theory are discussed. 2. The effect of pre-treatment with various salt solutions, acids and buffers (pH 2-11) upon the solubilities of siliceous dusts has been investigated; and the existence of a high-solubility layer on the surface of such dust particles has been demonstrated by extractive solubility methods. Comparative solubility data have been obtained for five siliceous dusts - rock crystal, silica sand from Loch Aline, fused amorphous silica, olivine, and ortboclase felspar. Analytical methods are described for estimating 'colloidal' and 'dissolved' silica in silicic acid dispersions. The dispersion in a solvent of appreciable amounts of 'colloidal' silica from siliceous dust surfaces is shown to be connected with the dissolution of the high-solubility layer. The known effect of the addition of metallic aluminium to liquid/ siliceous dust systems has been further investigated, and also the effect of aluminium upon the composition of the resulting silicic acid dispersions. 3. The nature of the high-solubility layer is discussed, and the effect of grinding upon the density of quartz has been investigated. It is concluded that prolonged grinding of quartz converts a portion of it to the vitreous state. It is suggested that this conversion is a similar process to the formation of a Beilby layer produced by polishing, that the high-solubility layer is similar in nature to the Beilby layer, and that it is produced on the dust particle surfaces by the grinding process in the formation of the dust. 4. By employing a polishing treatment it was found possible to regenerate a new high-solubility layer on dust particle surfaces from which the original layer had previously been removed. Such a regeneration by purely mechanical means is considered to emphasise the similarity in nature of th
