1. Stakeholder engagement in participatory research in French marine and freshwater social‐ecological systems: A systematic map protocol

Abstract: Abstract Stakeholder engagement (SkE) in research is currently experiencing significant growth within the fields of environmental and sustainability sciences. Stakeholder engagement ensures the relevance of research questions to societal expectations and the uptake and salience of the co‐produced knowledge and results for their use in the decision‐making process. In a context of societal challenges regarding biodiversity conservation and the sustainability of marine and freshwater social‐ecological systems (SESs), participatory approaches constitute key methods in applied research involving actions and decision‐making. There are, however, many gaps in the practical, conceptual and ethical ways stakeholders have been involved in research. We propose here a systematic map of the literature on SkE in research on marine and aquatic SESs carried out on French European and overseas territories, in order to draw up the first comprehensive overview of how SkE has developed and changed since 1945. This systematic map will identify a representative list of scientific articles on SkE in French marine and freshwater social‐ecological research. The literature search will include both academic literature (e.g. peer‐reviewed articles, reviews, meta‐analyses) and grey literature (e.g. reports, working papers) using the most relevant search engines for the scientific literature published between 1945 and 2023. Retrieved publications will be reviewed for relevance according to a predefined set of eligibility/ineligibility criteria by a group of trained reviewers. The eligibility check will be done in two successive screening steps: (1) title and abstract and (2) full text, each independently performed by two reviewers. All retained literature will be subjected to coding and metadata extraction using the Sysrev platform. No validity assessment will be undertaken. A database of the metadata extracted will be provided, along with a narrative description of the evidence base, and a set of figures and tables summarizing the relevant characteristics of the studies. This systematic map will provide a reliable overview of SkE conducted in research projects on French aquatic social‐ecological systems to strengthen the science–society relationship and help future research projects implement efficient and sustainable SkE processes in France and elsewhere.

Abstract: Over the past decade, efforts have been made to factor technical interactions into management recommendations for mixed fisheries. Yet, the dynamics underlying joint production in mixed fisheries are generally poorly captured in operational mixed fisheries models supporting total allowable catch advice. Using an integrated ecological–economic simulation model, we explore the extent to which fishers are likely to alter the species composition of their landings in a mixed fishery managed with individual transferable quotas, the Australian Southern and Eastern Scalefish and Shark Fishery. Our simulations capture three different types of joint production problems, highlighting the flexibility that exists in terms of achievable catch compositions when quota markets provide the economic incentives to adapt fishing practices to quota availability. These results highlight the importance of capturing the drivers of fishing choices when advising TAC decisions in mixed fisheries. We also identify a hierarchy of species in this fishery, with harvest targets set for primary commercial species determining most of its socio-economic performance.

Abstract: International audience; The shifting policy focus towards Ecosystem Based Management in Fisheries (EBFM) requires the integration of knowledge and disciplines and the engagement of stakeholders to support decision-making processes. Scientists contribute to this through (i) participatory research projects, (ii) stakeholder partnerships and (iii) institutional scientific advice processes. Understanding the role of scientists in such processes, the nature of the interactions between scientists, stakeholders and managers in knowledge integration and the link between science and policy is an emerging field of research addressing transdisciplinary challenges. In 2018, Ifremer-UMR AMURE organized the workshop ‘Science, Partnership and Decision-support in Fisheries’ bringing together international scientists from natural and social sciences to conduct a review based on twenty concrete case studies. Findings indicate that science-stakeholder-manager partnerships for decision-support in fisheries can play an essential role in the transition to EBFM. To foster this transition, eight recommendations are presented that cover the roles of the different participants, the expectations of partnerships, capacity building, the integration of the social sciences, and funding structures. Further, it is recommended that future research and innovation framework programmes into sustainable fisheries and other ocean uses should explicitly include mechanisms to foster transdisciplinary approaches and the development of best practices. Building-up networks and developing reflexive approaches to review experiences and practices for transdisciplinary approaches in EFBM decision-support will contribute to design the next generation transdisciplinary platforms and generating actionable knowledge towards EBFM.

No. of bitstreams: 0 Previous issue date: 2019-09-01 Centre Elile Borel, Institut Henri-Poincaré Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP) Avoiding whinges from various and potentially conflicting stakeholders is a major challenge for sustainable development and for the identification of sustainability scenarios or policies for biodiversity and ecosystem services. It turns out that independently complying with whinge thresholds and constraints of these stakeholders is not sufficient because dynamic ecological-economic interactions and uncertainties occur. Thus more demanding no whinge standards are needed. In this paper, we first argue that these new boundaries can be endogenously exhibited with the mathematical concepts of viability kernel and viable controls. Second, it is shown how these no whinge kernels have components, such as harvesting of resources, that should remain within safe corridor while some other components, in particular biodiversity, have only lower conservation limits. Thus, using radar charts, we show how this no whinge kernels can take the shape of a tree that we name viability tree. These trees of viability capture the idea that the unbounded renewal potential of biodiversity combined with a bounded use of the different ecosystem services are crucial ingredients for the sustainability of socio-ecosystems and the design of no whinge policies reconciling the different stakeholders involved. Abstract: International audience; An Impact Assessment (IA) is a process aimed at structuring and supporting the development of policies. Besides the fact that IA assumes different features when applied to different sectors, really it should help policy makers in evaluating the contribution to the fisheries sustainability of new regulations. The recent improvements and development around the IA methodologies go more and more toward the concept of a Sustainability Impact Assessment (SIA). The evolution of IA in the fishery sector has followed the general and increasing need in having a more and more integrated type of analysis, focusing on the three dimensions of sustainability (environmental, economic and social). This paper synthesizes the methodology developed under the EU FP7 SOCIOEC project,1 whose main objective was the application of the most recent EU guidelines on IA to the current (and future) EU fishery management. The result is an integrated approach taking into account the main pillars of sustainability and a strong stakeholders’ involvement. A clear step-by-step procedure based on both qualitative and quantitative type of analyses has been defined, the last step being the “rating” phase, an essential step in a SIA, that provides the possibility to assess the results of different policy options (allowing policy makers to select the most appropriate one) in terms of acceptability, effectiveness, coherence and efficiency. The overall methodology has been tested on different EU regions, fisheries and management measures.

Abstract: International audience; This paper examines the impact of climate change on the bio-economic performance of Bay of Biscay mixed fisheries and explores the capacity of alternative management strategies to cope with these impacts. A dynamic multi-species, multi-class, multi-fleet model is developed and calibrated using available biological, economic and environmental information for French fleets. Fishing and economic data have been collected within the European Data Collection Framework. Climate represented by the sea surface temperature is assumed to affect species recruitment. Three management strategies are compared in terms of bio-economic outcomes: the Status-Quo (SQ), a Multi-species Maximum Sustainable Yield (MMSY) strategy and a Multi-species Maximum Economic Yield (MMEY) strategy. These strategies are ranked with respect to two contrasted scenarios regarding the Representative Concentration Pathways (RCP) driving climate change. Results show that the SQ strategy is not sustainable and is characterized by a major decline of the key commercial species. By contrast, the MMSY strategy improves the ecological state and economic performance of the fishery. The MMEY strategy yields even greater bio-economic improvements. Bio-economic benefits are however altered by the effects of climate change. Under the MMEY strategy, fleets with more diversified catch structures perform better facing climate change.

Abstract: International audience; In the context of the Common Fisheries Policy Reform, the implementation of multiannual management plans for fisheries and the annual quota negotiations between EU member states has generated a growing demand from stakeholders and managers for integrated advice that goes beyond the usual biological advice. This has led to the emergence of bio-economic tools and methods for the comparison of the biological, economic and social tradeoffs associated with alternative options for fisheries management. A Decision Support Framework (DSF) has been developed in this context, with the objective to tackle technical and methodological challenges to be able to provide bio-economic advices to support decision at national and European level. It is based on a partnership approach involving the fishing industry, managers and scientists and on technical protocols. We present the development of a partnership DSF within three local case studies, highlighting key challenges and lessons learnt regarding appropriateness and application of a DSF. The data processing methods and collaborative platform were pivotal for scoping out objectives and management options, and for aligning DSF outcomes with decision makers' needs and agendas. Definition of common standards and institutionalization of the use of partnership DSF are still required to operationalize the integrated advice process at national and European levels.

Abstract: An individual-based bio-economic model is presented and applied to the Bay of Biscay sole (Solea solea) fishery to investigate alternative quota management systems from a multicriteria perspective. For this study, the model integrates several institutional arrangements related to catch share management. The current French co-management system with nontransferability of quota is compared with an alternative individual transferable quota (ITQ) system in a context of transition to maximum sustainable yield. Trade-offs between ecological and socioeconomic impacts are highlighted and the effectiveness of governance scenarios is discussed in regard to the challenge of capacity adjustment. Results emphasize that the introduction of ITQs is expected to reduce by 40% the number of vessels in the fishery. While effectively mitigating the economic impacts of the transition phase to maximum sustainable yield, ITQs are also expected to increase substantially the fishing effort by trawlers, which may cause ecological concerns. The scenarios tested also include the simulation of a decommissioning scheme where subsequent decommissioned vessels are considerably different from the vessels that would lease out their quotas in an ITQ system, resulting in differentiated ecological and socioeconomic impacts between scenarios.

Abstract: Implementation of Ecosystem Based Management in fisheries has led to higher integration of knowledge in advices and higher engagement of stakeholders in the decision support Process. As part of the process, fisheries scientists contribute in different ways and at different levels to decision support and experienced partnership approaches in the context of research projects or institutional decision support. Role of scientists in the process is however not trivial to define and operationalize. Several pitfalls can occur that scientists may have experienced through partnership projects or in the expert assessments done for authorities. A workshop was organized from 15 to 17 January 2018 as part of the ScipaDe project of the Cluster of Excellence ('Labex') funded by the French 'Investment for the future' program and supported by the French Ministry of Research and Education. It brought together biologists, economists and social and political scientists involved in decision support processes and partnership approaches in fisheries at European level to share experiences and views across case studies, disciplines and projects. Context, content and lessons learnt from concrete experiences of bio-economic impact assessment of fisheries management scenarios provided in different case studies were reviewed and the links between scientists-stakeholders-decision makers in the decision support process in fisheries was explored through discussions and SWOT analyses. An Australian case was also reported to put into perspective the approaches and lessons learnt described at the European scale with respect to the institutionalized partnership platform for decision making used in Australian. This report provides information on the SciPaDe project, the participants to the workshop, the content of the workshop and the main perspectives and tasks identified. The workshop underlined the need to continue and better structure networks around interdisciplinary approaches, to share our vision of the role of scientists in decision support process, our experiences, methods and recommendations and to disseminate lessons learnt from analysis of practices in integrated science decision support in fisheries.

To fulfil society's intensifying and diversifying needs while ensuring ecologically sustainable development, more effective marine spatial planning and broader‐scope management of marine resources is necessary. Integrated ecological–economic fisheries models (IEEFMs) of marine systems are needed to evaluate impacts and sustainability of potential management actions and understand, and anticipate ecological, economic and social dynamics at a range of scales from local to national and regional. To make these models most effective, it is important to determine how model characteristics and methods of communicating results influence the model implementation, the nature of the advice that can be provided and the impact on decisions taken by managers. This article presents a global review and comparative evaluation of 35 IEEFMs applied to marine fisheries and marine ecosystem resources to identify the characteristics that determine their usefulness, effectiveness and implementation. The focus is on fully integrated models that allow for feedbacks between ecological and human processes although not all the models reviewed achieve that. Modellers must invest more time to make models user friendly and to participate in management fora where models and model results can be explained and discussed. Such involvement is beneficial to all parties, leading to improvement of mo‐dels and more effective implementation of advice, but demands substantial resources which must be built into the governance process. Abstract: In this deliverable we investigated the drivers of investment in fisheries and how those can be activated to stimulate investment in alternative technologies to protect the benthos. To capture a wider range of factors than quantitative factors only we modified the work plan and included interviews with fishing industries in all regions. As a result we identified a wide range of reasons why fishers have (or have not) invested in alternative gears. As expected, the profitability of alternative technology is an important factor to invest but we also found many others. Those drivers were classified as economic, technical, regulatory, social, governance and environmental drivers. As advice to managers we also identified where and how interventions could improve uptake of technology.

In shared remuneration systems, wages can significantly increase when the economic performance of vessels improve, and consequently provide incentives to workers. Abstract: This paper examines the effect of climate warming on the bio-economic performance of Bay of Biscay mixed fisheries and provides insights into the best management strategy for coping with global warming. To achieve this, a dynamic multi-species, multi-class, multi-fleets model is developed and calibrated using biological and environmental ICES and IPCC data. Fishing and economic data have been collected within the European DCF. The climate represented by the Sea Surface temperature is assumed to affect species recruitment. Three management strategies are then compared in terms of bio-economic outcomes: Status-Quo (SQ), Multi-species Maximum Sustainable Yield (MMSY), Multispecies Maximum Economic Yield (MMEY). Strategies are ranked with respect to two climate scenarios. Results exhibit that the SQ strategy is not sustainable and is characterized by a major decline of Sole. By contrast, the MMSY and the MMEY strategies improve the ecological state and economic performance of fisheries. Furthermore, the MMEY strategy provides higher bio-economic performances than MMSY. These bio-economic benefits are however altered by climate change effects. Under the MMEY, fleets with more diversified catches perform better facing climate change., Cet article étudie l'effet du réchauffement climatique sur les performances bio-économiques des pêcheries mixtes du golfe de Gascogne et fournit un aperçu de la meilleure stratégie de gestion pour faire face au réchauffement climatique. Pour ce faire, un modèle dynamique multi-espèces, multi-classes, multi-flottilles est développé et calibré à l'aide de données biologiques et environnementales du CIEM et du GIEC. Des données économiques et de pêche ont été collectées au sein du DCF européen. Le climat, représenté par la température de la surface de la mer, est supposé affecter le recrutement des espèces. Trois stratégies de gestion sont ensuite comparées en termes de résultats bio-économiques : Statu-Quo (SQ), Multi-species Maximum Sustainable Yield (MMSY), Multi-species Maximum Economic Yield (MMEY), Les stratégies sont classées en fonction de deux scénarios climatiques. Les résultats démontrent que la stratégie SQ n'est pas durable et qu'elle se caractérise par un déclin majeur de la sole. En revanche, les stratégies MMSY et MMEY améliorent l'état écologique et les performances économiques des pêcheries. De plus, la stratégie MMEY produit des performances bio-économiques supérieures à la stratégie MMSY. Ces bénéfices bio-économiques sont cependant altérés par les effets du changement climatique. Dans le cadre du MMEY, les flottilles dotées de captures plus diversifiées sont plus performantes face aux changements climatiques.

Abstract: Reconciling food security, economic development and biodiversity conservation is a key challenge, especially in the face of the demographic transition characterizing many countries in the world. Fisheries and marine ecosystems constitute a difficult application of this bio-economic challenge. Many experts and scientists advocate an ecosystem approach to manage marine socio-ecosystems for their sustainability and resilience. However, the ways by which to operationalize ecosystem-based fisheries management (EBFM) remain poorly specified. We propose a specific methodological framework—viability modelling—to do so. We show how viability modelling can be applied using four contrasted case-studies: two small-scale fisheries in South America and Pacific and two larger-scale fisheries in Europe and Australia. The four fisheries are analysed using the same modelling framework, structured around a set of common methods, indicators and scenarios. The calibrated models are dynamic, multispecies and multifleet and account for various sources of uncertainty. A multicriteria evaluation is used to assess the scenarios’ outcomes over a long time horizon with different constraints based on ecological, social and economic reference points. Results show to what extent the bio-economic and ecosystem risks associated with the adoption of status quo strategies are relatively high and challenge the implementation of EBFM. In contrast, strategies called ecoviability or co-viability strategies, that aim at satisfying the viability constraints, reduce significantly these ecological and economic risks and promote EBFM. The gains associated with those ecoviability strategies, however, decrease with the intensity of regulations imposed on these fisheries. © 2017 John Wiley & Sons Ltd

Abstract: Most worldwide fish stocks are overexploited, and so exploited beyond the Maximum Sustainable Yield (MSY) and the Maximum Economic Yield (MEY). Not exploiting fisheries resources at MSY or MEY leads to the loss of production and rents from the fisheries. A large part of the EU fisheries are managed based on single species stock assessments; however, in reality, most species are caught together with other species and by different fleets. In multi-species and multi-fleet fisheries, single species assessments, and consequently MSY and MEY reference points, are often not valid, and so the catch recommendations. In this paper it is investigated the MSY and MEY estimation in multi-species and multi-fleet fisheries in comparison to single species assessments. Analyses are applied to the Bay of Biscay demersal fishery using the IAM bio-economic model. The impact of exploiting at MSY and MEY on the optimal effort allocation between fleets with different exploitation patterns and economic structures is analyzed. When accounting for the multi-species nature of the fishery, MSY landings are 0.4% to 2.7% lower than the single species simulations estimates. When accounting for the multi-fleet nature of the fishery, MSY landings are 27.2% to 30.2% higher than the single-fleet estimates. When considering the multi-fleet characteristics, MEY landings are 6.6% higher and profits are 66.5% higher than in the single-fleet simulation. Optimal effort at MEY is lower than at MSY, but when accounting for multi-fleet the optimal effort decreases for some fleets while increases for gillnetters. The results also provide an estimation of the profits at MEY (or costs of not being at MEY). Profits can be then up to 10.7 times larger than the current profits (256 million Euros compared to the current 24 million Euros).

Abstract: International audience; Quota allocation mechanisms have distributional effects that are highly relevant to the economic organization of fisheries. In France, where fishing allocations are non-transferable, quotas are shared among Producer Organizations (POs) based on the historical landings of their members. Each PO is then responsible for implementing their own internal rules that provide individual or collective allocations to their members. This study investigates the distributional effects of the various quota management systems adopted by POs on quotas and production for the Bay of Biscay sole fishery. A comparison between initial allocations by vessel based on historical landings and actual observed landings is presented. Inequality metrics are used to quantify distributional effects, and a new method that is based on the decomposability property of the Theil index is introduced. Results show that the French management system successfully avoided concentration of production while reducing the fishing capacity through decommissioning schemes. The non-transferability of fishing allocations is a critical element that favored this outcome by allowing POs to control the distribution of catch shares in the fishery. Besides, it appears that the allocation strategies developed by POs were notably influenced by their local roots and their fishing fleet profiles. The various quota allocation systems among POs had contrasting effects on vessels’ production, including greater equity within particular subfleets, benefits to vessels most dependent on sole in most POs, and benefits to the small-scale fisheries in a few POs.

Abstract: This study compares the details and performance of fisheries management between the EU and a selection of other countries worldwide: Iceland, New Zealand, and Australia, which are considered in many respects to be among the most advanced in the world in fisheries management. Fisheries management in the EU, Iceland, Australia, and New Zealand has developed following different paths, despite being based on similar instruments and principles. Iceland, Australia, and New Zealand have been at the forefront of developing management practices such as stakeholder involvement, legally binding management targets (Australia, New Zealand), individual transferable quotas, and discard bans (Iceland, New Zealand). The EU has since the beginning of the 21st century taken significant steps to better involve stakeholders and establish quantitative targets through management plans, and a landing obligation is gradually being implemented from 2015 onward. The management of domestic fisheries resources in Australia, New Zealand, and Iceland has, overall, performed better than in the EU, in terms of conservation and economic efficiency. It should, however, be stressed that, compared to Australia, New Zealand, and Iceland, (i) initial over-capacity was more of an issue in the EU when management measures became legally binding and also that (ii) EU has been progressive in developing common enforcement standards, on stocks shared by sovereign nations. The situation of EU fisheries has substantially improved over the period 2004–2013 in the northeast Atlantic, with fishery status getting close to that in the other jurisdictions, but the lack of recovery for Mediterranean fish stocks remains a concern.

Abstract: International audience; Fisheries policy is increasingly influenced by civil society organizations. The newest example of this is the formulation of the landing obligation, a regulation that should reduce the contested practice of discarding unwanted fish. In this paper the implementation process of the landing obligation in four European countries is compared. From this comparison it becomes clear that fishers are working on diminishing discards. However it also shows that for the legitimacy, and the effectiveness of policy it is not only vital to increase the influence of civil society actors, but also the participation of resource users. Their views, knowledge, and cooperation are vital for a successful implementation of the regulation. Otherwise, resistance become too high, and regulation becomes more symbolic than a tool for change.

Abstract: International audience; This study considers how to reconcile different spatial scales to find the best common denominator to be used as an ecosystem-based management unit. For this, two fishery production zones differing ecologically, economically, legally and institutionally were investigated. The first case study is located within French territorial waters, in a MPA created in 2007- the Parc Naturel Marin d'Iroise (PNMI). The second case study, the Bay of Biscay, covers both territorial waters and the French exclusive economic zone. The paper adopts a multidisciplinary approach. Relevant questions concern how marine space is shared between exploited species and fishing fleets, especially the spatial mobility strategies they employ. An assessment of the institutional system established for the PNMI contributes to the discussion of changes in coastal space use. It is obvious that the area in need of protection, defined on the basis of essential fish habitats, does not solely concern the fisheries located within the coastal zone. Experiments conducted by scientists and professionals in the Bay of Biscay provide other key points for the discussion in terms of what institutional frameworks to promote.

Abstract: A survey of past and existing management measures applied to different fisheries in European Western Waters is analyzed as a typology of co-management between governments and stakeholders. Faced with increasing constraints on accessing fish stocks, management measures have evolved toward fishing rights individualization, limited access and various other specific measures. Restrictions on access have changed fishermen's behaviour in several significant ways. A comparative analysis, based on qualitative data collected through interviews and focus groups, is developed for fisheries from the following European countries France, Ireland, Spain and the United Kingdom. Although labor is one of the main costs in fisheries and the share remuneration system has a strong influence on firm behavior and its economic performance, little attention has been paid it. In a share remuneration system, crew salaries can significantly increase when the economic performance of a vessel improves. This allows the crew to capture part of the fisheries rent. Bioeconomic analyses are performed for the Bay of Biscay nephrops fishery on main management targets. Abstract: In the context of the Common Fisheries Policy reform, the need for decreasing discards has been highlighted in discussions on the implementation of a discard ban. While most of the research has focused on the quantification of discards by species and métier, identification and quantification of the causes of discards have received little attention. This study presents the results of on-board surveys conducted in the Southern Bay of Biscay fleets of netters and longliners. A large variability of discards was observed. It is also shown that in these passive gear fisheries the main reasons for discarding put forward by fishermen are, firstly, market-related and, secondly, quality-related; discards related to the application of regulations are minor. The results therefore illustrate that decisions to discard can also occur in highly selective fisheries because of economic constraint and the results also show that a part is discarded alive., Dans le cadre de la réforme de la politique commune de la pêche, la nécessité de diminuer les rejets a été mis en évidence dans les discussions sur la mise en œuvre d'une interdiction des rejets. Alors que la plupart des recherches ont porté sur la quantification des rejets par espèce et par métier, l'identification et la quantification des causes des rejets ont reçu peu d'attention. Cette étude présente les résultats d'observations et d'interviews menés à bord de flottilles de fileyeurs et de palangriers, dans le sud du Golfe de Gascogne. Une grande variabilité des rejets a été observée. Il est également montré que, dans ces pêches aux engins passifs, les principales raisons des rejets mis en avant par les pêcheurs sont liées au marché et à la mauvaise qualité des poissons; les rejets liés à l'application de la réglementation sont mineures. Les résultats montrent donc que les décisions de rejeter peuvent également se produire dans une pêche très sélective, en raison de contraintes économiques. Les résultats montrent également qu'une partie est jetée vivante.

Abstract: International audience; As part of the ecosystem approach to managing fisheries and other uses of marine ecosystems, there has been a growing call for the development of integrated assessment tools to support the provision of both tactical and strategic management advice. Of particular importance in this domain is the development of models that capture the dynamic interactions between social and economic systems, and marine ecosystems. In February 2013, a workshop jointly organised by the ICES working group on Integrative, Physical biological and Ecosystem Modelling and researchers attending the "Mathematics of Bio-economics" initiative, a contribution to the international event "Mathematics of Planet Earth 2013", brought together experts to discuss recent advances and key methodological challenges posed by this field of research. The manuscript provides a brief report of the key points discussed during the workshop, including identification of the research which may help progress both the development of these modelling approaches and their application to actual management decision problems.

However, in fisheries where discards account for an important share of the catches, the yield, effort, and biomass at MSY can be significantly different when accounting or not for discards and thus when, basing the yield estimations on landings or catches. Also whether accounting for a certain survival rate, of discards can lead to different MSY targets estimates. Hence, both decisions have important, implications on catch and effort reduction recommendations, and consequently on the quota, calculations for fisheries managed by quotas. Results from the Bay of Biscay nephrops fishery confirm, that the optimal exploitation level can vary significantly when optimising for catches or landings, and, by assuming a certain survival rate of the discards. A stochastic viability approach is proposed to address the trade-offs associated with balancing ecological, economic and social objectives in regulating mixed fisheries, taking into account the complexity and uncertainty of the dynamic interactions which characterize such fisheries. We focus on the demersal fishery in the Bay of Biscay and more specifically on the fleets harvesting Norway Lobster (Nephrops norvegicus), Hake (Merluccius merluccius) and Sole (Solea solea). A bio-economic multi-species and multi-fleet model with technical interactions is developed to examine the trade-offs between preserving Spawning Stock Biomass (SSB) of every species and maintaining the economic profitability of the various fishing fleets. Different management strategies are tested and compared. Results suggest that ensuring viability of this demersal fishery requires a significant decrease in fishing capacity as compared to the reference year. The simulations allow comparing the trade-offs associated with different allocations of this decrease across fleets.

Abstract: International audience; The Common Fisheries Policy reform proposal is aiming to generalise the principle of individual transferable fishing concessions (TFCs) to all EU member states. In France, the transfer of quotas is prohibited by law. This paper considers the quota management system being implemented in this context. It demonstrates the originality of the French system as regards quota management, and how it has evolved to adapt to constraints associated with non-transferability. We show how the current system in practise allows producers to manage and exchange their landings track records while giving significant prerogatives to Producer Organisations (PO) in the collective management of quotas. The pooling of quotas by Producer Organisations in fact allows them to compensate to a large extent for the absence of transferability. The allocation of vessel quota is still quite limited insofar as many quotas are still under-utilised. (C) 2013 Elsevier Ltd. All rights reserved.

Among the main fleets, bottom trawlers target Norway lobster (Nephrops norvegicus) and, together with gillnetters, they also catch hake (Merluccius merluccius). Trawling leads to average-size catches that are below the minimum landing size (MLS); such catches are discarded since they cannot be sold. These discards result in negative impacts on stock renewal, as most of them do not survive. This also results in an economic loss for both bottom trawlers and gillnetters since these discards represent a future loss of rent. This study, based on the 2009 and 2010 selectivity experiments at sea, assesses the short-and long-term bio-economic impacts of four experimental selective devices aimed at reducing N. norvegicus and M. merluccius discards over a 20-year simulation period. Tests were conducted at sea on a research trawler. Using the impact assessment model for fisheries management (IAM model), selectivity scenarios for trawlers in the Bay of Biscay were compared to a theoretical selective scenario of adopting an optimal device that catches only N. norvegicus and M. merluccius above MLS (9 cm and 27 cm total length, respectively). Costs and benefits were analyzed with the objective of finding the best compromise between a reduction in discards of undersized fish and a loss of valuable catches among the experimental devices. Selectivity scenarios show positive impacts on stocks but different economic impacts between fleets. The combination of a square mesh cylinder with a grid and square mesh panels gives the closest results to the theoretical scenario tested in terms of stock recovery and economic benefits. This experimental device leads to low economic losses in the short term and eventually to higher N. norvegicus yields, which would be favourable for fleets that greatly contribute to N. norvegicus fishing efforts.

Abstract: Using the Celtic Sea and the North Sea as case studies, we show that a fleet-based approach is the pathway to implement an effective ecosystem approach to fisheries management (EAFM) in European seas. First, a diagnostic on the health of each ecosystem is proposed based on: the reconstruction of long time-series of catch, the analysis of mean indicators or stocks trajectories derived from ICES stock assessment results, and the analysis of ecosystem indicators. Then, we present a fleet-based synthesis using indicators of both the ecological impact and the economic performances of the major fleets operating within each ecosystem. In particular, assessment diagrams show whether each fleet segment, on average, sustainably exploits the stocks. Although results are preliminary due to the poor quality of available data, the analysis shows that simple indicators can be estimated and clearly highlight contrasts between fleet segments. Abstract: This document, which is the eighth edition of a series started in 2000, provides a global overview of the data collected in 2010 as part of the Fisheries Observatory of Ifremer. It aims to present a summary of the activity and economic situation of the French fleets operating in the North Sea, English Channel, Northeast Atlantic and Mediterranean Sea in 2009. It updates the 2008 issue, which was published in 2010. The summary is intended for a wide audience. The document contains several fact sheets: • The first sheet provides a description of the French national fishing fleet (North Sea - Channel, Atlantic and Mediterranean Sea, excluding overseas), including vessel and crew characteristics. It also presents the evolution of the French fishing fleet since 1990. • Then, other sheets provide a detailed breakdown of the fishing fleet of each coast. Information provided includes vessel and crew characteristics, spatial distribution of fishing activities and catches, and gear used. A description of fleets (defined as sub-groups of vessels using the same gear combination) is also provided. • The following sheets offer a detailed description of the fishing activity and economic status of each fleet for each coast: the information provided includes the number of vessels, the activity range, technical characteristics, administrative region, gear used or metiers practiced, species targeted and average economic indicators. The description of fishing activities is based on a complete survey on the vessels registered in the French Community Fishing Fleet register for the year 2009. Les résultats économiques présentés reposent sur des enquêtes auprès d’un échantillon de ces navires.

Abstract: International audience; This article investigates the relationship between optimal gear selectivity and effort cost in the fishing industry We first show that optimal selectivity depends negatively on the level of effort cost, but that this relationship is not continuous. Optimal selectivity switches when real effort cost goes beyond a certain level, and this switch induces a non-marginal reduction in the level of fishing effort. In the second part of this article, we shoot, that the current level of real effort cost in the Nephrops fishery of the Bay of Biscay is far below the switch point, which makes high selectivity optimal. The discrepancy between optimal and current selectivity may be explained by the state of the fishery management and also by the fact that selectivity is hardly observable with the type of gear presently used.

Abstract: The Nephrops trawl fishery is one of the most important fisheries in the Bay of Biscay. The fishery management essentially relies on conservation measures, a total at I owed catch (TAC) for Nephrops together with a mini mum landing size (MLS) and minimum trawl mesh size (70 mm stretched mesh). These measures have failed to prevent high discard levels of many species that characterize the fishery. Nephrops trawlers thus discard about half of their Nephrops catches in numbers (a third in weight) of which only 30% survive. Nephrops discards mainly occur in younger Nephrops age groups below the MLS. This is a waste for the already overexploited Nephrops stock as well as for the fleet. Based on a bio-economic simulation model, the paper analyses the consequences of several scenarios of improving Nephrops selectivity. The potential impacts of these scenarios on Nephrops biomass, landings, discards and economic indicators (e.g. rent) are examined and a cost-benefit analysis of each scenario is carried out. We show that a better exploitation pattern would benefit fisheries that have high level of discards. Reducing non-commercial Nephrops discards leads to positive net present values of rent with better value realized from the production potential and limited short-term losses for the fishing units. By taking account of the economic dynamics of increasing effort however, we show that selectivity measures are insufficient. Regulating access to the fishery is also required to ensure the sustainability of the fishery and a better exploitation of the production potential. (C) 2008 Elsevier B.V. All rights reserved.

39. A microeconomic model of discarding behaviour

Abstract: This paper proposes a formal analysis of the discarding issue including the sorting labour costs. Empirical evidences from an application to the Nephrops fishery in the Bay of Biscay show that sorting is an important time consuming activity on board and a factor of discarding. However existing literature does not explicitly take into account the sorting activity and mainly focus on quota and catch constraints. The discarding model described in the paper includes sorting as a factor explaining discards. The costs of sorting landings and the time to sort them are included in the approach. The model is developed for one species studied at a tow scale with the assumption that catches are exogenous. It is shown that taking sorting costs into account, discarding of one species may occur and that time or effort constraints can induce an over incentive to discard.

Abstract: A R tool (SENSECO) has been developed in the BENTHIS project (task 5.1) to analyze economic consequences for fishing fleets or vessels of the adoption of new gears (or shift to alternative métier) in combination or substitution to the current gears (or métier). The tool adopts a microeconomic perspective. It performs static comparative analysis of economic performances under different conditions and assumptions of effort reallocation. It enables to analyze risk of gear change in terms of probability of being viable according to different criteria and to uncertainties parameters. It is also designed for exploration of economic impacts and economic incentives of alternative gear adoption according to expected CPUE, prices, or costs structure. The interactive interface enables real time variation of inputs and representation of impacts on outputs with opportunity for stakeholders consultation and expertise inclusion. The document is a guideline for the use of the SENSECO tool. It details the inputs, outputs, parameterization and possibilities of the model.

Abstract: IAM (Impact Assessment Model) est un modèle bio-économique de simulation de dynamiques de pêcheries, intégrant des outils spécifiques d’aide à la décision dans le cadre de mises en application théoriques de mesures de gestion. Ce document constitue un support d’utilisation du modèle, décrivant les étapes de paramétrage et de lancement des simulations, exposant les méthodologies et équations fonctionnelles utilisées en arrière-plan, et analysant les possibilités offertes par l’outil. Une première partie principalement théorique décrira l’architecture modulaire du modèle, détaillera les paramètres mis en jeu ainsi que les liens fonctionnels les unissant. Les différents outils de simulation greffés au modèle "basique" et les méthodologies associées seront également présentés dans cette partie. Plus techniquement, la méthode de constitution du fichier de paramétrage fera l’objet alors qu’une troisième et dernière partie reprendra l’ensemble des vignettes associées au package décrivant la mise en application des simulations au sein d’un environnement R.
