A second EC aviation package will liberalize the European aviation market by Jan 1, 1993. The liberalization is aimed towards the development of a flexible industry with lower real term rates and improved passenger service. However, the positive effects of the emerging development trend of corporate link-ups, which has resulted in larger air networks, are being decimated by the limits on airport and air control capacity. Airlines cannot press their advantages in route ownership and take-off and landing rights unless the EC also effects a market-based policy to improve airport capacity.
