In this article, I offer a reading of On Liberty II which focuses on the structural features of the argument that Mill presents. Mill's argument, I suggest, is grounded on an appeal to the value of truth, and is divided into three sub-arguments, treating true, false and partially true opinion respectively. In section 1, I consider what constraints the teleological orientation of Mill's argument places on the case he makes, before examining in section 2 what the division of Mill's argument into three exhaustive sub-arguments tells us about the nature of ‘discussion’ as Mill uses the term. I go on, in section 3, to suggest that although On Liberty II does not offer a defence of free speech in the broad sense in which the term is often now used, we should be optimistic about the chances of finding such a defence in On Liberty III.

Social media, particularly Twitter, is increasingly used to improve resilience during extreme weather events/emergency management situations, including floods: by communicating potential risks and their impacts, and informing agencies and responders. In this paper, we developed a prototype national-scale Twitter data mining pipeline for improved stakeholder situational awareness during flooding events across Great Britain, by retrieving relevant social geodata, grounded in environmental data sources (flood warnings and river levels). With potential users we identified and addressed three research questions to develop this application, whose components constitute a modular architecture for real-time dashboards. First, polling national flood warning and river level Web data sources to obtain at-risk locations. Secondly, real-time retrieval of geotagged tweets, proximate to at-risk areas. Thirdly, filtering flood-relevant tweets with natural language processing and machine learning libraries, using word embeddings of tweets. We demonstrated the national-scale social geodata pipeline using over 420,000 georeferenced tweets obtained between 20 and 29th June 2016.

The water–energy–food (WEF) nexus has been promoted in recent years as an intersectional concept designed to improve planning and regulatory decision-making across the three sectors. The production and consumption of water, energy and food resources are inextricably linked across multiple spatial scales (from the global to the local), but a common feature is competition for land which through different land management practices mediates provisioning ecosystem services. The nexus perspective seeks to understand the interlinkages and use systems-based thinking to frame management options for the present and the future. It aims to highlight advantage and minimise damaging and unsustainable outcomes through informed decisions regarding trade-offs inclusive of economic, ecological and equity considerations. Operationalizing the WEF approach is difficult because of the lack of complete data, knowledge and observability – and the nature of the challenge also depends on the scale of the investigation. Transboundary river basins are particularly challenging because whilst the basin unit defines the hydrological system this is not necessarily coincident with flows of food and energy. There are multiple national jurisdictions and geopolitical relations to consider. Land use changes have a profound influence on hydrological, agricultural, energy provisioning and regulating ecosystem services. Future policy decisions in the water, energy and food sectors could have profound effects, with different demands for land and water resources, intensifying competition for these resources in the future. In this study, we used Google Earth Engine (GEE) to analyse the land cover changes in the Zambezi river basin (1.4 million km2) from 1992 to 2015 using the European Space Agency annual global land cover dataset. Early results indicate transformative processes are underway with significant shifts from tree cover to cropland, with a 4.6 % loss in tree cover and a 16 % gain in cropland during the study period. The changes were found to be occurring mainly in the eastern (Malawi and Mozambique) and southern (Zimbabwe and southern Zambia) parts of the basin. The area under urban land uses was found to have more than doubled during the study period gearing urban centres increasingly as the foci for resource consumption. These preliminary findings are the first step in understanding the spatial and temporal interlinkages of water, energy and food by providing reliable and consistent evidence spanning the local, regional, national and whole transboundary basin scale.

Biogeochemical cycling of elements largely occurs in dissolved state, but many elements may also be bound to natural nanoparticles (NNP, 1-100 nm) and fine colloids (100-450 nm). We examined the hypothesis that the size and composition of stream water NNP and colloids vary systematically across Europe. To test this hypothesis, 96 stream water samples were simultaneously collected in 26 forested headwater catchments along two transects across Europe. Three size fractions (~1-20 nm, >20-60 nm, and >60 nm) of NNP and fine colloids were identified with Field Flow Fractionation coupled to inductively coupled plasma mass spectrometry and an organic carbon detector. The results showed that NNP and fine colloids constituted between 2 ± 5% (Si) and 53 ± 21% (Fe; mean ± SD) of total element concentrations, indicating a substantial contribution of particles to element transport in these European streams, especially for P and Fe. The particulate contents of Fe, Al, and organic C were correlated to their total element concentrations, but those of particulate Si, Mn, P, and Ca were not. As a result of societal transformations, political governance shifts, and advances in ICT, online information has become a crucial dimension in efforts by public authorities to make citizens better stewards of the environment. Yet their environmental information provision often lacks focus and knowledge of end users’ rationales, behaviours and appreciations. Our case study was dynamic river level information provided by an environmental regulator – updated once a day or more, and collected by a sensor network of 333 gauging stations along 232 Scottish rivers. We examined if profiling of web page user groups (phase 1 of this study) and the subsequent associated employment of a specially designed Natural Language Generation (NLG) system (phase 2), could be steps towards more effective (tailored) online information provision. We employed an online survey (ran over 222 days, n=1264), interviews (n=32), workshops (n=15), as well as a small-scale yet advanced online experiment to evaluate (additional) information provision through NLG (including pre- and post-experiment surveys, ‘like’ buttons, feedback boxes and the monitoring of website visit behaviour through mouse clicks and time spent on \ud2 \ud \udsections). In phase 1, we identified and described profiles for the three main user groups: ‘fishing’, ‘flood risk related’, and ‘kayaking’. The clear delineation and existence of welldistinguishable rationales was in itself an argument for profiling; the same river level information was used in entirely different ways by the three groups. Still, in terms of provided information categories through Natural Language Generation (phase 2), the category of ‘temporal trend’ came out as most important. The experiment also showed that, besides visual information, textual information can (still) be of much value; the additional textual layer of interpretation plays an important role in translating complex technical information to straightforward messages for the specific purposes of the user groups. A key recommendation is that tailoring of environmental information merits more attention as it can aid more effective, and potentially more inclusive, information provision and communication.

The information provides a first overview of monitoring and evaluation that has been implemented in response to key European environmental policies. It provides a structured overview that permits a comparison of cases and policies and can assist other scholars and practitioners working on monitoring and evaluation.

One of the major challenges for agriculture is to understand the effects of agricultural practices on soil properties and diffuse pollution, to support practical farm-scale land management. Three conventionally managed grassland fields with similar short-term management, but different ploughing histories, were studied on a long-term research platform: the North Wyke Farm Platform. The aims were to (i) quantify the between-field and within-field spatial variation in soil properties by geostatistical analysis, (ii) understand the effects of soil condition (in terms of nitrogen, phosphorus and carbon contents) on the quality of discharge water and (iii) establish robust baseline data before the implementation of various grassland management scenarios. Although the fields sampled had experienced the same land use and similar management for at least 6 years, there were differences in their mean soil properties. They showed different patterns of soil spatial variation and different rates of diffuse nutrient losses to water. The oldest permanent pasture field had the largest soil macronutrient concentrations and the greatest diffuse nutrient losses. We show that management histories affect soil properties and diffuse losses. Potential gains in herbage yield or benefits in water quality might be achieved by characterizing every field or by area-specific management within fields (a form of precision agriculture for grasslands). Permanent pasture per se cannot be considered a mitigation measure for diffuse pollution. The between- and within-field soil spatial variation emphasizes the importance of baseline characterization and will enable the reliable identification of any effects of future management change on the Farm Platform. We describe the development of a manual of methods for mitigating diffuse water pollution from agriculture and its important influence on policy and practice in England and Wales. The objective of the ‘User Manual’ was to provide policy makers and those implementing policies with information about the cost, effectiveness and applicability of potential methods in a form that would be readily understood by non-specialists. The ‘User Manual’ was based on earlier reports synthesizing available research data and, where data were unavailable, used expert elicitation. The outcome generated 44 potential methods (under the broad categories of land use, soil management, livestock management, fertilizer management, manure management and farm infrastructure) and described the simultaneous impact of applying each method on losses of nitrate, phosphorus and faecal indicator organisms relative to baseline losses. Estimates of cost and effectiveness were presented at the whole-farm level for seven model farm types. Methods differed widely in their cost-effectiveness and applicability to the different model farms. Advantages and limitations of the approach are discussed and subsequent developments of the original ‘User Manual’ are described, together with the opinions of catchment officers who have used the ‘User Manual’ to implement mitigation methods on farms.

In an era of increased human pressure on planet Earth, sound environmental governance regimes are more important than ever. Digital technologies are increasingly turned to by environmental regulators to aid governance and communication. We examine the ‘behind the scenes’ institutional dynamics of a public body in its digital information provision (specifically dynamic river level information). Based on in-depth interviews with staff across a large environmental regulator we have brought to light four pivotal areas of institutional dynamics: (1) institutional priority and path dependency; (2) management and resources; (3) institutional identity and interdepartmental dynamics; and (4) ability and willingness to change. We gained insight into explicit and covert barriers and opportunities in relation to digital information provision that are likely to occur in other public institutions too. Besides identified barriers that were of a technical, structural, managerial or cultural nature, arguably the most important barrier was conceptual, i.e. the prevalence of ‘efficiency and efficacy’ perspectives on information and communications technology (ICT) amongst staff, in which ICT is primarily perceived as a neutral solution in itself to a wide variety of issues. Opportunities were nonetheless present in the form of enthusiasm and some critical thinking about digital innovation among staff, and an emphasis on the importance of stakeholder inclusion in the design of ICT. We conclude that there is a need to connect institutional social learning with the development of ‘conceptual perspectives’ on ICT, in which ICT is not seen as a solution in itself, but as a set of tools in a wider transformational process, or as a lens to look at existing or new practices. This is more likely to strengthen cornerstones of contemporary environmental governance, such as improved information access and reconceptualisations of ‘traditional’ barriers of uncertainty, liability and distrust in relation to information provision.

In this article, I wish to argue that J.S. Mill holds that theoretical reason is subordinate to practical reason. Ultimately, this amounts to the claim that the norms of theoretical reason – those rules governing how we ought to believe – are grounded in considerations of utility. I begin, in Section 1, by offering an outline of Mill’s account of the ‘Art of Life’ (the body of rules governing how we should act), before turning in Section 2, to Mill’s account of the ‘Art of Thinking’ (the body of rules governing how we should believe). In Section 3, I suggest that, for Mill, the Art of Thinking is subordinate to the Art of Life, and that in an important sense, therefore, theoretical reason is subordinate to practical reason.

River discharge and nutrient measurements are subject to aleatory and epistemic uncertainties. In this study, we present a novel method for estimating these uncertainties in colocated discharge and phosphorus (P) measurements. The “voting point”‐based method constrains the derived stage‐discharge rating curve both on the fit to available gaugings and to the catchment water balance. This helps reduce the uncertainty beyond the range of available gaugings and during out of bank situations. In the example presented here, for the top 5% of flows, uncertainties are shown to be 139% using a traditional power law fit, compared with 40% when using our updated “voting point” method. Furthermore, the method is extended to in situ and lab analysed nutrient concentration data pairings, with lower uncertainties (81%) shown for high concentrations (top 5%) than when a traditional regression is applied (102%). Overall, for both discharge and nutrient data, the method presented goes some way to accounting for epistemic uncertainties associated with nonstationary physical characteristics of the monitoring site.

There is an emerging and urgent need for new approaches for the management of environmental challenges such as flood hazard in the broad context of sustainability. This requires a new way of working which bridges disciplines and organisations, and that breaks down science-culture boundaries. With this, there is growing recognition that the appropriate involvement of local communities in catchment management decisions can result in multiple benefits. However, new tools are required to connect organisations and communities. The growth of cloud based technologies offers a novel way to facilitate this process of exchange of information in environmental science and management; however, stakeholders need to be engaged with as part of the development process from the beginning rather than being presented with a final product at the end. Here we present the development of a pilot Local Environmental Virtual Observatory Flooding Tool. The aim was to develop a cloud based learning platform for stakeholders, bringing together fragmented data, models and visualisation tools that will enable these stakeholders to make scientifically informed environmental management decisions at the local scale. It has been developed by engaging with different stakeholder groups in three catchment case studies in the UK and a panel of national experts in relevant topic areas. However, these case study catchments are typical of many northern latitude catchments. The tool was designed to communicate flood risk in locally impacted communities whilst engaging with landowners/farmers about the risk of runoff from the farmed landscape. It has been developed iteratively to reflect the needs, interests and capabilities of a wide range of stakeholders. The pilot tool combines cloud based services, local catchment datasets, a hydrological model and bespoke visualisation tools to explore real time hydrometric data and the impact of flood risk caused by future land use changes. The novel aspects of the pilot tool are; the co-evolution of tools on a cloud based platform with stakeholders, policy and scientists; encouraging different science disciplines to work together; a wealth of information that is accessible and understandable to a range of stakeholders; and provides a framework for how to approach the development of such a cloud based tool in the future. Above all, stakeholders saw the tool and the potential of cloud technologies as an effective means to taking a whole systems approach to solving environmental issues. This sense of community ownership is essential in order to facilitate future appropriate and acceptable land use management decisions to be codeveloped by local catchment communities. The development processes and the resulting pilot tool could be applied to local catchments globally to facilitate bottom up catchment management approaches. © 2015 The Authors. One of Mill’s primary targets, throughout his work, is intuitionism. In this paper, I distinguish two strands of intuitionism, against which Mill offers separate arguments. The first strand, ‘a priorism’ makes an epistemic claim about how we come to know norms. The second strand, ‘first principle pluralism’, makes a structural claim about how many fundamental norms there are. In this paper, I suggest that one natural reading of Mill’s argument against first principle pluralism is incompatible with the naturalism that drives his argument against a priorism. It must, therefore, be discarded. Such a reading, however, covertly attributes Mill realist commitments about the normative. These commitments are unnecessary. To the extent that Mill’s argument against first principle pluralism is taken seriously, I suggest, it is an argument that points towards Mill as having an antirealist approach to the normative.

Increasing pressures on the hydrological cycle from our changing planet have led to calls for a refocus of research in the sciences of hydrology and water resources. Opportunities for new and innovative research into these areas are being facilitated by advances in the use of cyberinfrastructure, such as the development of digital catchment observatories. This is enabling research into hydrological issues such as flooding to be approached differently. The ability to combine different sources of data, knowledge, and modeling capabilities from different groups such as scientists, policy makers, and the general public has the potential to provide novel insights into the way individual catchments respond at different temporal and spatial scales. While the potential benefits of the digital catchment observatory are large, this new way of carrying out research into hydrological sciences is likely to prove challenging on many levels. Along with the obvious technical and infrastructural challenges to this work, an important area for consideration is how to enable a digital observatory to work for a range of potential end-users, paving the way for new areas of research through developing a platform effective for engagement and knowledge exchange. Using examples from the recent local-scale hydrological exemplar in the Environmental Virtual Observatory pilot project (http://www.evo-uk.org), this commentary considers a number of issues around the communication between and engagement of different users, the use of local knowledge and uncertainty with cloud-based models, and the potential for decision support and directions for future research.

There is increasing demand from stakeholders for tools to support outcome-based approaches in environmental management. For such tools to be useful, understanding user requirements is key. In Scotland, UK, stakeholders were engaged in the development of an Environmental Decision Support System (EDSS) to support the management of land and freshwater resources for multiple policy outcomes. A structured participatory engagement process was employed to determine stakeholder requirements, establish development principles to fulfil these requirements and road-test prototypes. The EDSS specification that emerged from this bottom-up process was spatially-explicit, free at the point of use, and touch and mobile device compatible. This application, which is under development, does not closely resemble most existing published EDSS. We suggest that there is a mismatch between the way scientists typically conceptualise EDSS and the kinds of applications that are likely to be useful to decision-makers on the ground. Interactive mobile and web-based geospatial information services have become ubiquitous in our daily lives, but their importance is not reflected in current literature on EDSS. The current focus in environmental management on adaptive, stakeholder-centred strategies based on outcomes offers an opportunity to make better use of these new technologies to aid decision-making processes.

Climate projections for the future indicate that the United Kingdom will experience hotter, drier summers and warmer, wetter winters, bringing longer dry periods followed by rewetting. This will result in changes in phosphorus (P) mobilization patterns that will influence the transfer of P from land to water. We tested the hypothesis that changes in the future patterns of drying–rewetting will affect the amount of soluble reactive phosphorus (SRP) solubilized from soil. Estimations of dry period characteristics (duration and temperature) under current and predicted climate were determined using data from the UK Climate Projections (UKCP09) Weather Generator tool. Three soils (sieved 25°C are predicted in some places and dry periods of 30 to 90 d extremes are predicted. Combining the frequency of projected dry periods with the SRP concentration in leachate suggests that this may result overall in increased mobilization of P; however, critical breakpoints of 6.9 to 14.5 d dry occur wherein up to 28% more SRP can be solubilized following a rapid rewetting event. The precise cause of this increase could not be identified and warrants further investigation as the process is not currently included in P transfer models.

In this paper, I examine the presumption that Mill endorses a form of metaethical non-cognitivism. I argue that the evidence traditionally cited for this interpretation is not convincing, and suggest that we should instead remain open to a cognitivist reading. I begin, in Section I, by laying out the ‘received view’ of Mill on the status of practical norms, as given by Alan Ryan in the 1970s. There is, I claim in Sections II and III, no firm textual evidence for this reading of Mill: his remarks on ‘art’ and ‘science’ do not show the metaethical commitments they have been taken to. Neither is there firm textual evidence for a cognitivist reading. However, I suggest in Section IV, a non-cognitivist interpretation suffers from the fault of anachronism, and is difficult to reconcile with a clear commitment in Utilitarianism IV.3 to the possibility of evidence being given for the desirability of pleasure. A cognitivist reading would not suffer from these faults, and on that basis, I conclude that we should think further about what a cognitivist reading of Mill might amount to.

Effective management of environmental systems involves assessment of multiple (physical, ecological, and socio-economic) issues, and often requires new research that spans multiple disciplines. Such integrative research across knowledge domains faces numerous theoretical and practical challenges. In this paper, we discuss how environmental modelling can overcome many of these challenges, and how models can provide a framework for successful integrative research. Integrative environmental modellers adopt various roles in integrative projects such as: technical specialist, knowledge broker, and facilitator. A model can act as a shared project goal, while the model development process provides a coordinated framework to integrate multi-disciplinary inputs. Modellers often have a broad generalist understanding of environmental systems. Their overarching perspective means that modellers are well-placed to facilitate integrative research processes. We discuss the challenges of interdisciplinary academic research, and provide a framework through which environmental modellers can play a role in guiding more successful integrative research programmes. A key feature of this approach is that environmental modellers are actively engaged in the research programme from the beginning-modelling is not simply an exercise in drawing together existing disciplinary knowledge, but acts as a guiding structure for new (cross-disciplinary) knowledge creation.

Mass transport, such as movement of phosphorus in soils and solutes in rivers, is a natural phenomenon and its study plays an important role in science and engineering. It is found that there are numerous practical diffusion phenomena that do not obey the classical advection-diffusion equation (ADE). Such diffusion is called abnormal or superdiffusion, and it is well described using a fractional advection-diffusion equation (FADE). The FADE finds a wide range of applications in various areas with great potential for studying complex mass transport in real hydrological systems. However, solution to the FADE is difficult, and the existing numerical methods are complicated and inefficient. In this study, a fresh lattice Boltzmann method is developed for solving the fractional advection-diffusion equation (LabFADE). The FADE is transformed into an equation similar to an advection-diffusion equation and solved using the lattice Boltzmann method. The LabFADE has all the advantages of the conventional lattice Boltzmann method and avoids a complex solution procedure, unlike other existing numerical methods. The method has been validated through simulations of several benchmark tests: a point-source diffusion, a boundary-value problem of steady diffusion, and an initial-boundary-value problem of unsteady diffusion with the coexistence of source and sink terms. In addition, by including the effects of the skewness β , the fractional order α , and the single relaxation time τ , the accuracy and convergence of the method have been assessed. The numerical predictions are compared with the analytical solutions, and they indicate that the method is second-order accurate. The method presented will allow the FADE to be more widely applied to complex mass transport problems in science and engineering.

RATIONALE The spatial variability of soil properties is poorly understood, despite its importance in designing appropriate experimental sampling strategies. As preparation for a farm-scale agro-ecosystem services monitoring project, the 'North Wyke Farm Platform', there was a need to assess the spatial variability of key soil chemical and physical properties. METHODS The field-scale spatial variability of soil chemical (total N, total C, soil organic matter), soil physical properties (bulk density and particle size distribution) and stable isotope ratios (δ(13) C and δ(15) N values) was studied using geostatistical approaches in an intensively managed grassland. RESULTS The scales over which stable isotopes vary (ranges: 212-258 m) were larger than those of the total nutrients, soil organic matter and bulk density (ranges: 84-170 m). Two visually and statistically distinct areas of Great Field (north and south) were identified in terms of co-occurring high/low values of several soil properties. CONCLUSIONS The resulting patterns of spatial variability suggest lower spatial variability of stable isotopes than that of total nutrients, soil organic matter and bulk density. Future sampling regimes should be conducted in a grid with 5 years) on the patterns of spatial variability.

RATIONALE Globally, many drylands are experiencing the encroachment of woody vegetation into grasslands. These changes in ecosystem structure and processes can result in increased sediment and nutrient fluxes due to fluvial erosion. As these changes are often accompanied by a shift from C4 to C3 vegetation with characteristic δ13C values, stable isotope analysis provides a promising mechanism for tracing these fluxes. METHODS Input vegetation, surface sediment and fluvially eroded sediment samples were collected across two contrasting C4-C3 dryland vegetation transitions in New Mexico, USA. In this article I discuss the nature of crimes against humanity. The various definitions that have been used, or alluded to, in the legal literature are outlined, and it is suggested that they fall neatly into two camps by interpreting ‘humanity’ differently. It is proposed that any theory which adequately captures the nature of this crime must distinguish it qualitatively from other ‘lower’ crimes, and that only members of one camp can do this. I go on to argue for one particular way of treating the crime – regarding it as a crime which hurts all humanity – and recommend adopting a view under which we would regard all humanity as one entity.

There is increasing demand from stakeholders for tools to support outcomes-based approaches in environmental management. For such tools to be useful, understanding user requirements is key. In Scotland, UK, stakeholders were engaged in the development of an Environmental Decision Support System (EDSS) to support the management of land and freshwater resources for multiple policy outcomes. A structured participatory engagement process was employed to determine stakeholder requirements, establish development principles to fulfil these requirements and road-test prototypes. The specification that emerged from this bottom-up process was for an EDSS to be spatially-explicit, free at the point of use, and mobile device compatible. This application, which is under development, does not closely resemble most existing published EDSS. We suggest that there is a mismatch between the way scientists typically conceptualise EDSS and the kinds of applications that are likely to be useful to decision-makers on the ground. Interactive mobile and web-based geospatial information services have become ubiquitous in our daily lives, but their importance is not reflected in the literature on EDSS. The current focus in environmental management on adaptive, stakeholder-centred strategies based on outcomes offers an opportunity to make better use of these new technologies to aid decision-making processes.

Summary Understanding factors influencing river water quality is of increasing importance. We are now able to intensively monitor water variables resulting in large time series which can be used to facilitate this understanding. These time series represent the aggregation of many complex processes driven by external factors and occurring at different temporal scales. The challenge is to use the time series to elucidate the dominant climatic, hydrological and biogeochemical processes occurring at each temporal scale (or frequency). The time series are typically non-stationary and so classical methods, such as Fourier analysis, are not suitable. In this paper we demonstrate that the Discrete wavelet packet transform (DWPT) and an adaptation of this (the Maximal Overlap DWPT—MODWPT) are appropriate tools for analysing these complex signals. We exemplify this by considering measurements of nitrate and chloride concentration, temperature and discharge from the Taw River, Devon, UK. The wavelet analysis is able to distinguish frequency specific behaviour as well as intermittent events that were not visually apparent in the original time series. We find supporting evidence for observations made on similar systems by other workers and make some additional observations. We conclude that the MODWPT is an important tool which can help hydrologists and biogeochemists gain insight into the complex behaviour of catchment systems.

This work presents data on a suite of diffuse pollutants, monitored in a stream draining an intensively managed grassland on a 30 min time step during a period of intense rainfall to better understand their sources and pathways. Nitrite (92 mu g l(-1)), particulate phosphorus (107 mu g l(-1)) and soluble phosphorus (74 mu g l(-1)) exceeded environmental limits during base flow. Concentrations of nitrate and nitrite were decreased during the storm event, whereas all other pollutants generally increased and exceeded environmental limits where specified, especially when associated with a small subsidiary hydrograph on the rising limb of the main hydrograph. Total pollutants loads, when using a 60 min sampling frequency, would have led to significant over and under-estimations depending on which 60 min sample set was used. In the worst case, loads of ammonium could have been under-estimated by 35% or over estimated by 25% with errors being associated with loads on the rising limb of the hydrograph and more specifically a small subsidiary hydrograph. This subsidiary hydrograph may have occurred as a result of runoff from the farm hard standings within the catchment. Incidental transfer of pollutants associate with this runoff have masked the overall grassland pollutant response. To better understand these different source areas and pollutant dynamics, there is a need for novel tracing techniques to elucidate their relative contribution and pathways.

Anthropogenic impacts on the aquatic environment, especially in the context of nutrients, provide a major challenge for water resource management. The heterogeneous nature of policy relevant management units (e.g. catchments), in terms of environmental controls on nutrient source and transport, leads to the need for holistic management. However, current strategies are limited by current understanding and knowledge that is transferable between spatial scales and landscape typologies. This study presents a spatially-explicit framework to support the modelling of nutrients from land to water, encompassing environmental and spatial complexities. The framework recognises nine homogeneous landscape units, distinct in terms of sensitivity of nutrient losses to waterbodies. The functionality of the framework is demonstrated by supporting an exemplar nutrient model, applied within the Environmental Virtual Observatory pilot (EVOp) cloud cyber-infrastructure. We demonstrate scope for the use of the framework as a management decision support tool and for further development of integrated biogeochemical modelling. Catchments are increasingly used to structure collaborative knowledge to advance understanding and management of terrestrial and freshwater natural resources. To produce collaborative knowledge of catchment systems requires greater levels of integrative research based on networks of researchers, policymakers, and practitioners. To enable increased levels of integrative research depends on development and application of digital technologies to improve collection, use, and sharing of data, and devising new knowledge infrastructures. Catchment observatories that integrate existing and novel physical, social, and digital networks of knowledge infrastructures are urgently needed. This chapter presents three leading international examples of collaborative networks of catchment researchers. In particular, the digital infrastructures they have developed to support collaborative knowledge in catchment research networks. This chapter provides future research directions required for the production, sharing, and use of collaborative knowledge in catchment research networks based on catchment systems science.

The influence of pyrene added in a single application (0, 50, 100 and 200 mg kg(-1)) was investigated in Multiple applications (1 X 50, 2 X 50 and 4 X 50 mg kg(-1)) on the evolution of catabolic activity in a pristine pasture soil. The microbial community's ability to degrade pyrene was assessed at 0, 4, 8 and 12 weeks by the mineralization of added C-14-pyrene. Significant mineralization (> 5%) of added C-14-pyrene only occurred after 4 weeks soil-pyrene contact time in most of the pyrene-amended soils. Pyrene-amended soils showed statistically significantly shorter (P < 0.05) lag times compared to the control soil after 8 and 12 weeks soil-pyrene contact time. Further, the rates of degradation increased in the presence of pyrene, peaking at 8 weeks. In terms of the overall extents of pyrene mineralization, there were statistically significant increases (P < 0.05) between 4 and 8 weeks, with little difference between 8 and 12 weeks, with the general trend that an increase in pyrene concentration resulted in higher levels of mineralization. In this study, temporal changes in the extractability of C-14-pyrene, at native concentrations, were followed in two soils with differing organic matter contents, under sterile and non-sterile conditions over 24 weeks by a sequential solvent extraction scheme. No significant loss of the added C-14-pyrene was observed during the incubation. Significant decreases in methanol:water and n-butanol extractability were observed with increasing soil-pyrene contact time. Significant non-extractable residues were formed in all soils, with the largest increases found in the non-sterile soils. After 8 weeks soil-pyrene contact time, there was a significant increase in the rate and extent of sequestration of pyrene in the biologically active soils. This indicated that the aging of pyrene was initially a physical process, with active microbial communities increasing the rate and extent of residue formation after 8 weeks soil-pyrene contact time. These findings suggest that there is a need for longer term ageing experiments following the role of microbial communities on the formation of solvent non-extractable residues. The humin fraction of the soil organic matter contained the majority of the C-14-pyrene associated activity which was not extractable using the scheme of sequential solvents. Saponification of the soil humin resulted in the release of similar amounts of C-14-pyrene associated activity from sterile and non-sterile soils. Solvent extraction with methanol:water was found to significantly underestimate the bioavailable fraction, whereas n-butanol overestimated the bioavailability of the C-14-pyrene-associated activity when assessed by bacterial mineralization after 24 weeks soil-pyrene contact time. ions from intuition – but in order for such to be formed, somemore primitive concepts must be available to guide the abstraction of empirical concepts. Such pure concepts of the Understanding – the Categories – are our most basic modes of interpreting the world. Causation is one such concept – and this concept is spontaneously applied to interpret the manifold of intuition. The characteristic feature of spontaneity in Kant’s work, of course, is that it is empirically uncaused – when Kant discusses the freedom of the will in the Third Antinomy, he draws upon the notion: “[t]he transcendental idea of freedom [...] is that of the absolute spontaneity of an action.”35 And it is in the sense of being spontaneous that judgments of the Understanding are free: “If an appearance is given to us, we are still completely free as to how we want to judge things from it.”36 This process is one of active judging, and Kant notes “this spontaneity is the reason I call myself an intelligence.”37 Kant holds that were judgments not made freely, by the spontaneous application of concepts to intuition, they simply would not be my judgments: they would be mere changes in a belief profile, causally brought about. “When I say: I think, I act, etc., then either the word I is applied falsely, or I am free. Were I not free, then I could not say: I do it, but rather I would have to say: I feel in me a desire to do, which someone has aroused in me. But when I say: I do it, that means spontaneity in the transcendental sense.”38 In order to see why judgments made spontaneously might be afforded a basic level of trust, wemust observe that for Kant, the world to which concepts like causation apply – the phenomenalworld; theworld of appearances – is not itselfmind-independent. Thisworld is constructed by the mind. What constitutes correct judgment about that world is therefore intimately tied up with the functioning of our minds; objects of the phenomenal world must conform to our modes of understanding. If the phenomenal world is constructed by the mind, it is no surprise that concepts which are spontaneously applied by the mind to the world have some prima facie validity. (Of course, concepts such as that of causation do not apply to the noumenal world of things-in-themselves.) Categories that reflect the structure of the reasoning subject can be taken as appropriate to the phenomenal world, exactly because the structure of the phenomenal world is itself a reflection of the reasoning subject. And neither is the freedom of such judgments mysterious – after all, in their transcendental aspect, such judgments are themselves not empirically caused events, but acts of a non-empirical subject that is outside and prior to that causal nexus. This account of theoretical spontaneity is the basis for Kant’s account of practical spontaneity.39 Kant’s commitment to the reciprocal relation between morality and freedom is well known. “The autonomy of the will” is the “supreme principle of morality.”40 If morality is to take the form of a universal and necessary law – “for all rational beings as such, not merely under contingent conditions and with exceptions, but with absolute necessity”41 – then its directives cannot be based on any particular willed end, but rather on the purely formal basis of law itself. “[N]othing is left but the universality of a law as such, with which the maxim of the action ought to conform,” and such forms the basis for the derivation of the Categorical Imperative.42 When one acts on a maxim that is in accordance with the Categorical Imperative, one is in this sense conditioned by no end, acting with autonomy – an individual’s action is not subject to any “natural law of his needs.”43 Moral freedom is the property of the will such that “it can be efficient independently of alien causes determining it.”44 In this sense, the connection of ethical action to spontaneity is clear, and Kant draws out exactly this connection in the Groundwork III, when outlining how transcendental idealism could allow us to conceive of ourselves as free by locating man in the intelligible world.

Drylands worldwide are experiencing rapid and extensive environmental change, concomitant with the encroachment of woody vegetation into grasslands. Woody encroachment leads to changes in both the structure and function of dryland ecosystems and has been shown to result in accelerated soil erosion and loss of soil nutrients. Covering 40% of the terrestrial land surface, dryland environments are of global importance, both as a habitat and a soil carbon store. Relationships between environmental change, soil erosion, and the carbon cycle are uncertain. There is a clear need to further our understanding of dryland vegetation change and impacts on carbon dynamics. Here two grass-to-woody ecotones that occur across large areas of the southwestern United States are investigated. This study takes a multidisciplinary approach, combining ecohydrological monitoring of structure and function and a dual-proxy biogeochemical tracing approach using the unique natural biochemical signatures of the vegetation. Results show that following woody encroachment, not only do these drylands lose significantly more soil and organic carbon via erosion but that this includes significant amounts of legacy organic carbon which would previously have been stable under grass cover. Results suggest that these dryland soils may not act as a stable organic carbon pool, following encroachment and that accelerated erosion of carbon, driven by vegetation change, has important implications for carbon dynamics.

During the romantic period, various authors expressed the belief that through creativity, we can directly access truth. To modern ears, this claim sounds strange. In this paper, I attempt to render the position comprehensible, and to show how it came to seem plausible to the romantics. I begin by offering examples of this position as found in the work of the British romantics. Each thinks that the deepest knowledge can only be gained by an act of creativity. I suggest the belief should be seen in the context of the post-Kantian embrace of “intellectual intuition.” Unresolved tensions in Kant's philosophy had encouraged a belief that creation and discovery were not distinct categories. The post-Kantians held that in certain cases of knowledge (for Fichte, knowledge of self and world; for Schelling, knowledge of the Absolute) the distinction between discovering a truth and creating that truth dissolves. In this context, the cognitive role assigned to acts of creativity is not without its own appeal.

This paper describes the validation and application of a simple flask-based (14)C-respirometer system designed to assess mineralisation of (14)C-labelled substrates under defined conditions. Validation of this respirometer system indicated stoichiometric CO(2) trapping up to a maximum of 400 micromol of CO(2) (in a single trap). Polycyclic aromatic hydrocarbon (PAH)-degrading bacteria were used to measure growth-linked biodegradation of [(14)C]naphthalene to (14)CO(2). A (14)C activity balance of 101.7+/-8.9% (n=6), after 74 h incubation time and 10 respirometer-opening events, indicated the suitability of the system for monitoring substrate mineralisation. This respirometric apparatus was then successfully applied to assess: (i) the PAH catabolism of microbes in a field contaminated soil, where naphthalene and phenanthrene were rapidly mineralised and (ii) soil-associated organic contaminant bioavailability, where increased soil-phenanthrene contact time resulted in a reduction in phenanthrene mineralisation in the soil. The described respirometer system differs from existing respirometer systems in that the CO(2) trap can be removed and replaced quickly and easily. The system is efficient, reproducible, adaptable to many situations, easy to construct and simple to use, it therefore affords advantages over existing systems.

Connectivity has recently emerged as a key concept for understanding hydrological response to vegetation change in semi-arid environments, providing an explanatory link between abiotic and biotic, structure and function. Reduced vegetation cover following woody encroachment, generally promotes longer, more connected overland flow pathways, which has the potential to result in an accentuated rainfall-runoff response and fluxes of both soil erosion and carbon. This paper investigates changing hydrological connectivity as an emergent property of changing ecosystem structure over two contrasting semi-arid grass to woody vegetation transitions in New Mexico, USA. Vegetation structure is quantified to evaluate if it can be used to explain observed variations in water, sediment and carbon fluxes. Hydrological connectivity is quantified using a flow length metric, combining topographic and vegetation cover data. Results demonstrate that the two woody-dominated sites have significantly longer mean flowpath lengths (4 · 3 m), than the grass-dominated sites (2 · 4 m). Mean flowpath lengths illustrate a significant positive relationship with the functional response. The woody-dominated sites lost more water, soil and carbon than their grassland counterparts. Woody sites erode more, with mean event-based sediment yields of 1203 g, compared to 295 g from grasslands. In addition, the woody sites lost more organic carbon, with mean event yields of 39 g compared to 5 g from grassland sites. Finally, hydrological connectivity (expressed as mean flowpath length) is discussed as a meaningful measure of the interaction between structure and function and how this manifests under the extreme rainfall that occurs in semi-arid deserts. In combination with rainfall characteristics, connectivity emerges as a useful tool to explain the impact of vegetation change on water, soil and carbon losses across semi-arid environments. We report on the evaluation of a novel grass hybrid that provides efficient forage production and could help mitigate flooding. Perennial ryegrass (Lolium perenne) is the grass species of choice for most farmers, but lacks resilience against extremes of climate. We hybridised L. perenne onto a closely related and more stress-resistant grass species, meadow fescue Festuca pratensis. We demonstrate that the L. perenne × F. pratensis cultivar can reduce runoff during the events by 51% compared to a leading UK nationally recommended L. perenne cultivar and by 43% compared to F. pratensis over a two year field experiment. We present evidence that the reduced runoff from this Festulolium cultivar was due to intense initial root growth followed by rapid senescence, especially at depth. Hybrid grasses of this type show potential for reducing the likelihood of flooding, whilst providing food production under conditions of changing climate.

It is the purpose of this paper to offer an account of Mill’s metaethics, byexpanding on clues given recently by Dale Miller, and previously by JohnSkorupski, to the effect that, when it comes to the foundations of hisphilosophy, Mill might share more with the intuitionists than we areaccustomed to think. Common wisdom holds that Mill had no time forthe normativity of intuitions. I wish to dispute, or at least temper, thisdogma, by claiming that Mill’s attitude towards intuitions is far morecomplex and ambivalent than is generally thought. The investigation,then, centres on the question of whether, for Mill, intuitions carrynormative warrant: whether, in itself, the fact that a belief is intuitionalprovides reason to think that belief a warranted one. I argue that,according to Mill, our belief in the reliability of inductive moves andapparent memories, as well as the desirability of pleasure, is vindicated bysomething akin to intuition. Although his endorsement of the normativityof these intuitions might seem to be in tension with the arguments heoffers against the ‘intuitionist school’, this tension is only apparent.

Soils are important sources of sediment and phosphorus in rural catchments, necessitating the development of mathematical models for impact assessment. In this paper, multiple empirical models are tested on an event basis at four nested locations in an intensively managed grassland headwater catchment while accounting for parameter and data uncertainties using extended Generalized Likelihood Uncertainty Estimation (GLUE). The study provides the first template of model comparison under data uncertainty in soil erosion and phosphorus transfer modelling as well as hypotheses of soil and water processes in the study catchment. A fodder field, yielding large sediment and phosphorus concentrations in runoff, is characterized by inter-event variation in sediment-discharge relationship, mild intra-event hysteretic behaviour and seemingly random erosion incidents. Sediment-discharge variation is partly formalized by parameter variation as a function of antecedent soil moisture, indicative of a gradual shift from transport- to source-limited behaviour, decreasing soil erodibility and/or decreasing initial flow erosivity and transport capacity with increasing antecedent wetness. The catchment outlet appears to be source-limited while converging flows with different sediment concentrations, variable erosion processes and/or sporadic entrainment of near- or in-stream sediments gain importance. Phosphorus dynamics are strongly linked to those of sediment. Non-linearities can be explained by preferential transfer of phosphorus-rich organic matter at small flows while there is no significant evidence of preferential transfer of phosphorus-rich mineral fines. Iterating between collecting data, constraining uncertainties and rejecting and improving models is suggested as a consistent framework for understanding soil erosion and phosphorus movement.

This chapter presents an expert qualitative assessment of climate impacts on diffuse substances from UK agriculture, focusing on hydrological mobilization processes. The assessment was carried out through five activities: definition of objectives and system with stakeholders, selection of expert working group, facilitated systemic expert group elicitation, systematic review of the peer reviewed literature and synthesis, critical reflection and communication. The assessment is based on a review of projected changes in UK climate by 2020 and three representative model farm systems (arable, lowland dairy, and upland sheep). In general, mobilization of diffuse substances is likely to be most vulnerable to climate change in lowland dairy systems, followed by upland sheep and arable systems, respectively. Mobilization in the form of solubilization was greater than detachment in all systems and has the greatest levels of uncertainty. Research is required to increase our knowledge of how climatic drivers at the event, season, and annual scales will alter solubilization from the soil pore to farm scales. There is a need for long term research platforms that combine process and system experimentation and modeling to compare the responses of different agricultural systems to the impacts of climate change. This methodology is potentially applicable to agricultural systems in other regions of the world, given a peer reviewed knowledge base for the systematic review and appropriate expertise that covers the domain of the assessment.

International audience; Temperate productive grasslands are often located in areas of high rainfall prone to flooding, but even here moderate summer droughts occur with regularity causing significant yield reductions. Grasslands capable of resisting both water excess and deficit are required. Alternative breeding technologies are employed to combine as Festulolium cultivars the desirable traits of Lolium and Festuca species, and also through their enhanced root systems, improve soil structures and hydrology. An amphiploid L. perenne × F. pratensis cultivar can significantly reduce rainfall runoff compared to either its parental species. Evidence suggests this was due to an initial intensive root growth followed by extensive root senescence. This appears to alter soil structure and increase soil porosity and moisture retention providing an ecosystem service by both combating run-off subsequent to heavy rainfall and increasing soil water supply during dry periods.

It is demonstrated for the first time how model parameter, structural and data uncertainties can be accounted for explicitly and simultaneously within the Generalized Likelihood Uncertainty Estimation (GLUE) methodology. As an example application, 72 variants of a single soil moisture accounting store are tested as simplified hypotheses of runoff generation at six experimental grassland field-scale lysimeters through model rejection and a novel diagnostic scheme. The fields, designed as replicates, exhibit different hydrological behaviors which yield different model performances. For fields with low initial discharge levels at the beginning of events, the conceptual stores considered reach their limit of applicability. Conversely, one of the fields yielding more discharge than the others, but having larger data gaps, allows for greater flexibility in the choice of model structures. As a model learning exercise, the study points to a “leaking” of the fields not evident from previous field experiments. It is discussed how understanding observational uncertainties and incorporating these into model diagnostics can help appreciate the scale of model structural error.

Global demand for food is increasing as is the recognition that this must be achieved with minimal negative impacts on the environment or other ecosystem services (ESs). Here we develop an understanding of the relationships among ESs delivered within temperate agricultural grassland systems in lowland Europe. We reviewed the refereed literature on pair-wise interactions between nine different ESs. These were agricultural production, climate regulation, air quality regulation, water quality regulation, hydrological regulation, soil erosion regulation, nutrient cycling, biodiversity conservation, and landscape quality. For each pair, we sought information on how each ES responds to changes in the other. Each interaction was assigned to one of five categories: (i) no direct relationship between the driving ES on the responding ES, (ii) the driving ES has a negative impact on the responding ES, (iii) the driving ES has a positive impact on the responding ES, (iv) the evidence of direction of effect is inconclusive, because of either inadequate information or contradictions in the literature, and (v) there is no current evidence in the current literature for a relationship. Negative relationships resulted only from the effects of increasing the intensity of agricultural production on other ESs. Available evidence infers that erosion regulation and good nutrient cycling were the only two driving ESs shown to enhance agricultural production implying that their protection will enhance our ability to meet future food needs. In order for agriculture to become more sustainable, we need to develop agricultural methods that can minimize the negative impacts of these win–lose relationships.

Mathematical models help to quantify agricultural sediment and phosphorus transfers and to simulate mitigation of pollution. This paper develops empirical models of the dominant sediment and phosphorus event dynamics observed at high resolution in a drained and undrained, intensive grassland field-scale lysimeter (1 ha) experiment. The uncertainties in model development and simulation are addressed using Generalized Likelihood Uncertainty Estimation. A comparison of suspended solids (SS) and total phosphorus (TP) samples with a limited number of manual repeats indicates larger data variability at low flows. Quantitative uncertainty estimates for discharge (Q) are available from another study. Suspended solids-discharge (SS-Q) hysteresis is analyzed for four events and two drained and two undrained fields. Hysteresis loops differ spatially and temporally, and exhaustion is apparent between sequential hydrograph peaks. A coherent empirical model framework for hysteresis, where SS is a function of Q and rate of change of Q, is proposed. This is evaluated taking the Q uncertainty into account, which can contribute substantially to the overall uncertainty of model simulations. The model simulates small hysteresis loops well but fails to simulate exhaustion of SS sources and flushing at the onset of events. Analysis of the TP-SS relationship reveals that most of the variability occurs at low flows, and a power-law relationship can explain the dominant behavior at higher flows, which is consistent across events, fields, and pathways. The need for further field experiments to test hypotheses of sediment mobilization and to quantify data uncertainties is identified.

"Greater integration between researchers and policy makers is required to provide an evidence base that is transparent, integrated, and adaptive to support the complexities of sustainable catchment management. Opening-up and closing-down mechanisms are equally important in creating and establishing such an evidence base. We provide examples of both types based on our recent research and knowledge-transfer activities at the science-policy interface. Through our coordination role for the United Kingdom government we provide opening up physical and virtual forums for researchers and government science and policy staff to learn about and assess the gaps and uncertainties of the evidence base. Closing-down mechanisms are vital to policy cycles, in that they distil what is known and what is unknown. The Diffuse Pollution User Manual provides a valuable tool for policy and catchment management staff to assess the potential effectiveness of different combinations of remedial diffuse-pollution mitigation methods. It is vital that that opening-up and closing-down mechanisms are iteratively linked given the complexity and uncertainty of the science and policy cycles. Advances in integrative research at the science-policy interface are vital if there is to be a move to more deliberative policy making."
