Alpine tourism both contributes to the generation of greenhouse gases and suffers the consequences of climate change. This has been apparent in many destinations since the late 20th century and will exacerbate further in the future. It will particularly affect the winter season, which relies heavily on snow-based activities. Since the early 21st century, these effects have largely been dealt with by the use of artificial snowmaking, which will remain an important tool for alpine tourism destinations, despite increasing efforts and costs. The effects of climate change will not be ubiquitous but, rather, will impact low-lying and less prepared resorts first, whereas those in higher elevations and with the necessary infrastructure might even benefit in the short term by shifts in tourist flows away from less attractive sites. Long term, however, climate change is a serious issue for all alpine winter sports destinations, particularly because customers might lose interest in winter activities. Regarding summer tourism, the future looks brighter, and many authors even expect an increase in tourism as other areas such as the Mediterranean become less attractive. Yet other researchers are skeptical of setting too high hopes in these projections because the situation is much more complex than assumed in many models and scenarios, considering for instance the distinct temperature preferences of visitors practicing different tourism activities. The uncertainties regarding the future of alpine tourism are even greater when climate policy, directed toward the mitigation of climate change, is taken into account as well. In this regard, to date there have been no significant impacts, but this might change under future, more extreme climatic conditions, which could lead to bolder policy actions. Moreover, consumers might change their travel preferences, favoring less carbon-intensive alternatives.

A nivel global, México es de los países con mayor biodiversidad, pero también de los que soporta una destacada explotación de sus recursos naturales. La declaración de áreas naturales protegidas se ha convertido en una de las principales estrategias mexicanas para conservar la naturaleza. El artículo analiza los desafíos de esta herramienta de gestión territorial partiendo de la capacidad de gestión. Para alcanzar este fin, se realiza la oportuna revisión bibliográfica y el análisis de cuestionarios semiestructurados aplicados a actores clave de dos casos de estudio: las reservas de la biosfera Los Tuxtlas y Los Petenes. Los resultados demuestran que, si bien los espacios protegidas han contribuido a disminuir la destrucción del patrimonio natural, éste aún sigue sufriendo graves afectaciones a causa de los insuficientes recursos destinados a las políticas ambientales, lo que debilita la capacidad de gestión y, consiguientemente, dificulta alcanzar los objetivos de conservación.

Una de las principales estrategias para conservar las selvas tropicales del planeta es la declaración de áreas naturales protegidas. No obstante, se ha cuestionado si esta protección es efectiva para mitigar uno de los mayores riesgos para las selvas: los incendios forestales. El presente estudio analizó esta situación en un área natural protegida específica, la Reserva de la Biosfera Los Tuxtlas (México). La investigación se inició con una revisión del marco normativo y de los instrumentos de gestión relevantes, así como de su implementación por parte de los actores locales, con base en entrevistas semi-estructuradas. A continuación, se evaluó la efectividad de esta gestión, basada tanto en datos estadísticos oficiales como en el análisis de imágenes satelitales. Si bien los datos disponibles carecen de continuidad y precisión, se puede reconocer que las actividades de gestión empleadas han logrado evitar los impactos a gran escala que ocurrieron previos a la creación del área protegida en 1998 y que se ha observado una tendencia a la baja entre 2005 y 2020. Aun así, sigue siendo preocupante el número de hectáreas afectadas anualmente. Se indica que esto se debe principalmente al presupuesto limitado de las dependencias involucradas, restringiendo su alcance temporal y espacial. Los megaincendios se refieren a igniciones forestales de gran magnitud con marcados impactos ambientales y socioeconómicos. El presente artículo investiga la dinámica espacial y temporal de la ocurrencia de megaincendios y sus causas y efectos en las últimas dos décadas en México, donde este fenómeno ha sido poco explorado. Mediante un sistema de información geográfica y las bases de datos del Global Fire Atlas y de la Comisión Nacional Forestal se analizó la distribución espacial de la ocurrencia y superficie afectada; mientras que los impactos socioeconómicos se identificaron a partir de la revisión de fuentes hemerográficas. Los resultados demuestran que incendios de más de 500 ha y 1000 ha son frecuentes en casi todo el país, pero los eventos de más de 10 000 hectáreas son escasos y se concentran principalmente en los estados del norte. El número de megaincendios en México es mínimo en comparación con el total de incendios registrados a escala nacional. Sin embargo, abarcan gran parte de la superficie afectada, 45.8% según los datos de la Comisión Nacional Forestal y 58% según el Global Fire Atlas para los incendios en superficies mayores a 500 ha. La causa directa en la mayoría de los casos es de origen antropogénica, aunque existe una porción importante de megaincendios que resultaron de causas naturales, sobre todo en el norte del país. Con respecto a los efectos socioeconómicos estos fenómenos también abarcan un porcentaje significativo de los costos y daños generados.

ZusammenfassungKap. 11 hat gezeigt, dass es derzeit noch große Unsicherheiten darüber gibt, wie hoch tatsächlich der Beitrag des Tourismus zu den nationalen und internationalen Treibhausgasemissionen ist. Es ist jedoch gewiss, dass der Anteil bedeutend ist und, in Zusammenhang mit dem prognostizierten Wachstum des weltweiten Tourismus, wahrscheinlich weiter steigen wird. Daher stellt sich die Frage, wie die Emissionen der touristischen Aktivitäten gesenkt werden könnten. Im vorliegenden Kapitel wird berichtet, welche Verpflichtungen und Strategien es dazu aktuell auf politischer Ebene gibt, beginnend mit internationalen Verträgen, insbesondere dem Pariser Klimaschutzabkommen, und Vorgaben der Europäischen Union, bei denen Österreich sich verpflichtet hat, teilzunehmen. In weiterer Folge richtet sich das Augenmerk auf eine detaillierte Betrachtung und Bewertung der Klimaschutz‑, Klimawandelanpassungs- und Tourismusstrategien auf Bundesebene und in den einzelnen Bundesländern. Im Anschluss daran werden allgemein mögliche Maßnahmen und Potenziale besprochen. Schließlich wird unter dem Schlagwort „Paris Lifestyle“ diskutiert, welche Maßnahmen notwendig sind, um auf individueller Ebene zum Ziel eines CO2-armen bzw. -neutralen Tourismus beitragen zu können. Dazu werden auch Beispiele innovativer, emissionsarmer Angebote von Tourismusbetrieben und Destinationen vorgestellt.

Bevor im Einzelnen auf die grundsätzlichen Strategien und Handlungsoptionen eingegangen wird, ist es wichtig, die dem Bericht zugrunde liegende Vision zu verdeutlichen.Der Tourismus unterscheidet sich von anderen Wirtschaftszweigen dadurch, dass die Kunden wesentlich flexibler sind und sehr rasch – oftmals von einer Saison auf die andere – „mit den Füßen abstimmen“. Wie die Darstellungen in Kap. 1 zeigen, hat diese Abhängigkeit durch eine Zunahme kürzerer Reisen und der sogenannten Stand-by-Touristen eher noch zugenommen. Daher kommt es im Tourismus nicht nur darauf an, ob und inwieweit das Angebot der österreichischen Tourismusbranche klimagerecht ist, sondern auch ob und wieweit es gelingt, den Kunden gezielt zu beeinflussen (Njoroge 2015).

ZusammenfassungDer österreichische Tourismus ist in hohem Maß von Auslandsmärkten abhängig. Dies gilt umso mehr, als rund die Hälfte der Reisen der Österreicherinnen und Österreicher ins Ausland erfolgt (Statistik Austria 2018a). In dieser Hinsicht ist eine umfassende Abschätzung der zukünftigen Entwicklung des Sektors nur unter Berücksichtigung von Veränderungen auf globaler und europäischer Ebene möglich. Das vorliegende Kapitel bietet daher einen Überblick über Studien, die sich mit dieser Thematik befassen, sowohl mit den direkten Auswirkungen des Klimawandels auf den europäischen Tourismus (insbesondere aufgrund von Temperatur- und Niederschlagsänderungen) als auch mit übrigen Einflussfaktoren auf die internationalen Touristenströme (z. B. demografische und ökonomische Entwicklungen, geopolitische Risiken, allgemeine Trends). Generell ist die vorliegende Thematik noch mit großen Unsicherheiten verbunden, unter anderem in Hinblick darauf, wie hoch die globale Erwärmung in bestimmten Zeitabschnitten sein wird. Wichtig ist dabei auch, inwieweit es gelingen wird, die anthropogenen Treibhausgasemissionen zu senken und herauszuarbeiten, inwieweit der Tourismus hierzu beitragen könnte. Daher beschäftigt sich der zweite Abschnitt des Kapitels mit Studien, die versuchen, den Anteil des Tourismus an den Emissionen zu berechnen, zuerst auf globaler Ebene und dann auch hinsichtlich der österreichischen Reisenden und der heimischen Tourismuswirtschaft.

ZusammenfassungWintertourismus in Österreich war im 20. Jahrhundert meist weniger bedeutend als der Sommertourismus. Eine Angleichung der Nächtigungszahlen vollzog sich erst im Laufe der 1980er- und 1990er-Jahre. Der Anteil der Winternächtigungen an den Gesamtnächtigungen lag im Jahr 2018 bei 48 % und hat sich seit dem Jahr 2000 nur geringfügig verändert. Jedoch sind die Tagesausgaben der Gäste im Winter höher (185 €) als im Sommer (160 €; Österreich Werbung 2018e, 2019). Wichtig wäre in diesem Zusammenhang eine Betrachtung der Unterschiede in der Wertschöpfung des Winter- bzw. Sommertourismus. Daten und Publikationen hierzu sind allerdings nicht bekannt. In den westlichen Bundesländern Vorarlberg, Tirol und Salzburg werden seit Mitte bis Ende der 1980er-Jahre im Winter (November–April) mehr Übernachtungen generiert als im Sommer (Mai–Oktober). Österreichweit sind die Winternächtigungen in den 1980ern um durchschnittlich 2,5 % pro Jahr gestiegen, in den 1990ern um 0,7 %, in den 2000ern um 1,7 % und im Zeitraum 2010–2018 um 1,3 % pro Jahr (Statistik Austria 2019). Der Wintersport spielt hierbei eine bedeutende Rolle: Rund 66 % der Winternächtigungen entfallen auf Wintersportgemeinden (mit drei oder mehr Seilbahn‑/ Schleppliftanlagen; Fleischhacker 2018). Die Nächtigungsentwicklung in Wintersportgemeinden war jedoch im Zeitraum 1997/1998–2017/2018 weniger dynamisch (durchschnittlich +1,28 % pro Jahr) als in den übrigen Gemeinden (+2,95 % pro Jahr). Innerhalb der Wintersportregionen zeigen sich auch Verschiebungen der Marktanteile mit Verlusten im Süden zugunsten von Regionen im Westen Österreichs (Firgo und Fritz 2017).

Ecotourism has the potential to foster human development in marginalised areas and, at the same time, promote environmental conservation. However, as studies have shown, ecotourism enterprises often struggle to be economically viable. In this context, cooperation and the establishment of networks on a regional scale have been proposed as promising strategies, which can benefit the enterprises in many ways, including information exchange, effective promotion, creation of competitive tourism products and representation of common political interests. Based on a mixed-method approach, the present investigation analyses to what extent this has been the case in the Los Tuxtlas region in Southern Mexico, where since the year 2000 several attempts have been made to form regional ecotourism networks. Mapping and the use of quantitative network analysis tools, based on the application of questionnaires, demonstrate the current structure of both formally established networks and the net of informal cooperation in the region. In combining these data with qualitative information obtained from interviews, insights are gained regarding the catalysts that initiate networking processes and the stakeholders involved, the main obstacles as well as costs and benefits of forming part of regional networks.

La región de Los Tuxtlas, una de las áreas con mayor biodiversidad en México, fue declarada reserva de la biosfera en el 1998. Desde entonces, en la reserva se ha impulsado el ecoturismo, para promover tanto la conservación como el desarrollo humano. A pesar de que en algunas localidades se han tenido efectos positivos desde el punto de visto ecológico, el ecoturismo no ha logrado establecerse como una opción económicamente viable para la población local. Esta limitación pone en cuestión la sustentabilidad de la actividad ecoturística en el área en general e impide que sus beneficios ecológicos se puedan extender en la escala regional. Para analizar las causas de esta situación, el presente trabajo introduce el enfoque de la ecología política, el cual permite analizar el papel de los actores externos involucrados en múltiples escalas que fomentan u obstaculizan el desarrollo del ecoturismo. Los resultados se basan en métodos de trabajo de campo cualitativo, particularmente entrevistas semiestructuradas con expertos locales.

La región de Los Tuxtlas es privilegiada por la existencia de múltiples ecosistemas que brindan servicios a las poblaciones locales y albergan una gran biodiversidad de importancia nacional. Ante ello, en 1998 se decreta la Reserva de la Biosfera de Los Tuxtlas, cuyo objetivo es preservar y desarrollar junto con la población estrategias de conservación, entre ellas, el ecoturismo. La presente investigación analiza desde un enfoque regional las contribuciones e impactos de esta actividad en materia de conservación ambiental. Para esto se aplican métodos etnográficos y se elabora una representación cartográfica, para poder comprender las conjeturas territoriales de esta actividad. Se pudo evidenciar que las iniciativas de ecoturismo han logrado generar impactos de pequeña escala en el nivel local, aunque existe todavía un potencial importante para aumentar el impacto positivo, si se lograse juntar los esfuerzos dispersos para integrarlos bajo una estrategia general a nivel regional. The Los Tuxtlas region in the south of the state of Veracruz is privileged by the existence of multiple ecosystems that provide services to local populations and host a great biodiversity of national importance. Therefore, in 1998 the Los Tuxtlas Biosphere Reserve was decreed, whose objective is to preserve and develop conservation strategies together with the population, including ecotourism. This research analyses from a regional perspective the contributions and impacts of this activity in the field of environmental conservation. This is reached by the application of ethnographic methods and the elaboration of a cartographic representation, in order to understand the territorial conjectures of this activity. It could be shown that the ecotourism initiatives have managed to generate small‑scale positive impacts on the local level. However, there is still potential to increase this impact, if the disperse efforts would be integrated into a general strategy on the regional level.

In relation to international obligations, under the Paris Climate Agreement and as a member state of the EU, Austria is expected to drastically cut carbon emissions over the coming years. In order to achieve this goal, measures to reduce emissions have to be taken in all sectors of the national economy. In this context it is interesting to note that to date it is widely unknown how much emissions are caused by the Austrian tourism sector, despite its great importance in the country's economy, making up for 6.4% of the gross domestic product. The main reason for this situation is that most products and services consumed by tourists are not exclusive to tourism alone. Transport emissions, for instance, are caused by tourists, but also by commuters, transport of goods, and other reasons. The present paper explores how the complete emissions of tourism in Austria might be calculated for a given year, or even integrated into a regular monitoring scheme. In addition, first estimates are made, based on currently available data, following a destination-based accounting which takes into consideration not only emissions caused within Austria but also those generated abroad by travel of international tourists visiting the country. The results demonstrate the crucial importance of tourism as a contributor to the nation-wide carbon emissions, especially tourist transport by car and aircraft. In line with these findings, the paper indicates what measures should be taken to reduce the carbon footprint of the Austrian tourism sector.

Ecotourism aims at protecting the natural environment while at the same time bringing benefits to the local population. Therefore, it is often used as a conservation strategy in protected areas all over the world. However, the ways ecotourism is implemented vary greatly not only between different regions, even within one region there can be a large range of different approaches. The kind of strategy used subsequently determines its success regarding ecotourism’s central goals of environmental conservation and development. Almost three decades ago, ecotourism was introduced to the area of the Los Tuxtlas Biosphere Reserve in the Mexican state of Veracruz. This was mainly driven by efforts of the public sector, which especially promoted community-based ecotourism initiatives. On the other hand, there have been several private attempts as well. Finally, ecotourism companies in the region also tried to network among each other – although to date with only little success. In this study, the authors take a look at how ecotourism developed in the area from its beginnings until now. This is carried out basically by indepth interviews with local actors involved in ecotourism as well as by direct observation. The main purpose of this research is to analyse and evaluate the steps in the region’s ecotourism development and the different strategies used by the ecotourism companies. Furthermore, the authors try to identify ecotourism’s effects in the region on the whole.
