This editorial introduction to the Special Issue 'The rules, institutions and politics of housing informality in Europe' argues for a more holistic interpretation to housing informality in Europe as a critical heuristic for re-thinking the dynamics of informality in the global North. In so doing, it offers three modest theses. First, housing informality is an endogenous phenomenon in the development of European cities, closely connected to the logics of capitalist modernity and currently located at the intersection of new patterns of forced migration and an ever-intensifying housing crisis. Second, housing informality is (also) a by-product of direct forms of public support, toleration and legitimation, as well as the consequence of deliberate (in)action by the State. This results in a clear public politics of informal space, in the framework of which informal housing is an instrument of governmentality in the hands of ruling elites. Third, housing informality is normatively ambiguous. In fact, informal dwelling practices create an archipelago of institutional micro-geographies at the city scale, that generate, in turn, heterogeneous spheres of urban citizenship rights. This selective spatial autonomy can be inhabited as much by processes of rights expansion, emancipation and solidarity as well as by practices of right-restriction, exploitation and precarization. The academic reflection on different manifestations of building emptiness is broad, intersecting the last sixty years of various debates on urban issues. Despite this, the conceptualisation of building emptiness and its nuances is not yet completely satisfactory. Definitions are blurred and different phenomena are often mixed. It is against this backdrop that, after a short state-of-the-art review, this paper proposes a precise conceptualisation of the main states of emptiness of housing assets. Four critical conditions are identified: i) uncompletedness, that is the condition of a building which, during the construction phase, is left unfinished; ii) long-term vacancy, that is the state of a property which remains on the real estate market for a prolonged period of time, for any reason other than the conventional circumstances of the ordinary life of a building; iii) under- and unoccupancy, which are conditions of finished properties that are not available for sale or rent and are either used occasionally (under-occupancy) or not put to any residential use (unoccupancy); iv) abandonment, that is the state of an empty building which has not been inhabited and maintained for a long time, thus being detached from the housing market due to its physical decay. Subsequently, the implications of such conceptualisation are stressed, with reference to both descriptive and normative issues. For instance, this conceptualisation could help a finer understanding of the negative externalities of different states of housing emptiness, as well as it could favour more careful ethical judgements. The public and academic debate about urban squatting in Western cities has been dominated by research on collectively organized, politically-motivated occupations. By contrast, occupations promoted to fulfil urgent housing needs by uncoordinated urban poor without any connection with activists (i.e. need-based squatting) have been far less explored. The present paper contributes to filling this research gap concerning squatting as a sheltering strategy by marginalized individuals. To this end, this article focuses on the overlooked phenomenon of the illegal occupation of public buildings for residential purposes in Italy that occurs outside any explicit political framework. In particular, it provides an ethnographic investigation of a case of squatting in an abandoned school located in a public housing neighbourhood in Naples. This investigation is the basis for the conceptualization of a specific type of need-based squatting, that is to say 'individualistic squatting', whose specific features (including its distinct political character) are highlighted, together with its peculiarity vis-à-vis other types of need-based squatting. This paper puts forward the relevance of the concept of precarity in the investigation of the housing conditions of migrants. With this aim, the article presents an inductive journey, anchored in the analysis of the roots of migrant housing problems in Italy. Specific attention is paid to the connection of causal factors internal to the housing system (e.g. the shortcomings of the public housing system, the marginality of the private rental market, and the spread of illegal renting) with the functioning of public institutions, demonstrating that the housing precarity of migrants in Italy is institutionally constructed, maintained and shaped. Subsequently, the reflection lands on the notion of precarity; use of said term – which is usually confined to the analysis of the labor market − is extended to the field of housing. Four main epistemological dimensions of the concept of precarity are identified and explored: i) the centrality of the political and institutional creation of precarity; ii) the intersection of personal attributes and structural forces, of local and global causes; iii) the understanding of sectoral problems as part and parcel of an ontological condition of risk and uncertainty; iv) the indication of precarity as a potential point of departure for collective political agency, in particular among the disparate groups which − despite being marginalized by neoliberal exploitation − are not represented by traditional working-class organizations. This article investigates residential segregation at the intraurban level of migrants in two Italian cities, Rome and Milan, considering religion as a point of reference in light of its pivotal role in terms of identity references for many migrants. The article focuses in particular on Muslim migrants—due to both the magnitude of their presence and complex issues related to their settlement in Italian cities. The analysis shows a low level of intraurban residential segregation of Muslim migrants in both cities, with some relevant differences related to national subgroups (e.g., a higher concentration for people coming from Bangladesh and Pakistan), so that religion seems not yet to be a main driver of residential choice for Muslim migrants. In light of both the low level of segregation of Muslim migrants and some features of Italian urban policies on migration and religion, we argue that residential concentration can currently play a beneficial role in terms of the insertion of migrants in Italian cities and fulfillment of some of their needs (e.g., availability of minority places of worship).
