3. Impacts of export restrictions on the global personal protective equipment trade network during COVID-19

Abstract

The COVID-19 pandemic has caused a dramatic surge in demand for personal protective equipment (PPE) worldwide. Many countries have imposed export restrictions on PPE to ensure the sufficient domestic supply. The surging demand and export restrictions cause shortage contagions on the global PPE trade network. Here, we develop an integrated network model, which integrates a metapopulation model and a threshold model, to investigate the shortage contagion patterns. The metapopulation model captures disease contagion across countries. The threshold model captures the shortage contagion on the global PPE trade network. Results show that, the shortage contagion patterns are mainly decided by top exporters. Export restrictions exacerbate the shortages of PPE and cause the shortage contagion to transmit even faster than the disease contagion. Besides, export restrictions lead to ineffective and inefficient allocation of PPE around the world, which has no benefits for the world to fight against the pandemic., Comment: 7 pages, 6 figures

6. A hybrid machine learning framework for analyzing human decision making through learning preferences

Abstract

Machine learning has recently been widely adopted to address the managerial decision making problems, in which the decision maker needs to be able to interpret the contributions of individual attributes in an explicit form. However, there is a trade-off between performance and interpretability. Full complexity models are non-traceable black-box, whereas classic interpretable models are usually simplified with lower accuracy. This trade-off limits the application of state-of-the-art machine learning models in management problems, which requires high prediction performance, as well as the understanding of individual attributes' contributions to the model outcome. Multiple criteria decision aiding (MCDA) is a family of analytic approaches to depicting the rationale of human decision. It is also limited by strong assumptions. To meet the decision maker's demand for more interpretable machine learning models, we propose a novel hybrid method, namely Neural Network-based Multiple Criteria Decision Aiding, which combines an additive value model and a fully-connected multilayer perceptron (MLP) to achieve good performance while capturing the explicit relationships between individual attributes and the prediction. NN-MCDA has a linear component to characterize such relationships through providing explicit marginal value functions, and a nonlinear component to capture the implicit high-order interactions between attributes and their complex nonlinear transformations. We demonstrate the effectiveness of NN-MCDA with extensive simulation studies and three real-world datasets. To the best of our knowledge, this research is the first to enhance the interpretability of machine learning models with MCDA techniques. The proposed framework also sheds light on how to use machine learning techniques to free MCDA from strong assumptions.

19. Cutting down the travel distance of put systems at Kunming International Flower Auction Market.

Abstract

At Kunming International Flower Auction Market (KIFA), about 2.5 million cut flowers traded in 10,000 transactions need to be distributed daily to buyers in its distribution area. Small lots and many buyers per trolley are two distinctive features at KIFA and the identities of the buyers and their demands are not known in advance. The growing transaction volume has recently increased the distribution workforce and the buyers’ waiting time. In this paper, we introduce a modified class-based location policy using KIFA’s historical data to improve its current put system performance. We use the closest-open location method in each class area, which improves the put system performance at KIFA. We examine the effects of the distribution area shape and the number of blocks in each class area on performance measures, and find that KIFA’s put system performance can be further improved. 22. A Note on the Structure of Joint Inventory-Pricing Control with Lead Times.

Abstract

We consider a joint inventory-pricing control problem for a periodic-review, single-stage inventory system with a positive order leadtime and a linear order cost. Demands in consecutive periods are independent but their distributions depend on the price in accordance with a stochastic demand function of additive form. Pricing and ordering decisions are made simultaneously at the beginning of each period. The objective is to maximize the total expected discounted profit over a finite horizon. We partially characterize the structure of the optimal joint ordering and pricing policies. We also show that our structural analysis can be extended to a multi-stage (or serial) inventory system with constant or stochastic leadtimes and an assemble-to-order system with price-sensitive demand.

Abstract

Background: Homecare, a cornerstone of public health, is essential for health systems to achieve the Sustainable Development Goal (SDG) of universal health coverage while maintaining its own sustainability. Notwithstanding homecare's system-level significance, there is a lack of economic evaluations of homecare services in terms of their system-wide cost-savings. Specifically, decisions informed by a joint medical-social budgetary perspective can maximize the allocative efficiency of assigning a diverse service mix to address the complex needs of the older adult population. However, little is known regarding which homecare service mix is most system-wide cost-effective when paired with which clinical profiles., Methods: Valuation of homecare's complex interventions was performed under a generalized cost-effectiveness analysis (GCEA) framework with proportional hazard-adjusted metrics representing the common numeraire between medical and social care., Results: Instrumental homecare, on its own or combined with either one or both of the other homecare services, yielded the greatest cost savings compared to other services or the lack thereof. When expressed under a joint medical-social budgetary perspective, instrumental homecare can reduce medical costs of HK$34.53 (US$4.40) and HK$85.03 (US$10.84) for every HK$1 (US$0.13) invested in instrumental and instrumental-restorative homecare, respectively., Conclusion: Instrumental homecare can increase hospitalization-free days among community-dwelling older adult and yield significant net system-wide cost savings.
