Abstract

International audience; The way urban stormwater is managed is changing rapidly to meet increasingly numerous and complex challenges: control of water flows and pollutants produced by the city, preservation of resources, better integration into the landscape, consideration of social, economic, climatic, ecological and environmental objectives, etc. In addition, this change is part of broader developments concerning both the city and the management of an aging and expensive to maintain sewerage heritage. To meet these challenges and develop management solutions fitted to these new needs, hydrologists and drainage specialists must work with an increasing number of actors who approach the issue with very different cultures. In this context, terminology becomes very important to be able to exchange and understand each other. However, the vocabulary, like the concepts, are still in the construction phase. The objective of this paper, written by a large panel of specialists in the field, aims to show the great diversity of the vocabulary associated with stormwater management today, and proposes a reading grid to clarify as much as possible the main concepts. The aim is not to fall into the trap of a standardizing words, but to help improve understanding between actors. This paper covers the general concepts that structure thinking and strategy, as well as technical vocabulary and in particular how to distinguish solutions. This document is intended for all the actors of the city on the one hand and of water and the environment management on the other hand. It does not claim to close the debate.; La façon de gérer les eaux pluviales urbaines est en train de changer rapidement pour répondre à des enjeux de plus en plus nombreux et complexes : maîtrise des flux d’eau et de polluants produits par la ville, préservation des ressources, meilleure intégration dans le paysage, prise en compte d’objectifs sociaux, économiques, climatiques, écologiques et environnementaux, etc. De plus, ce changement s’inscrit dans des évolutions plus larges concernant à la fois la ville et la gestion d’un patrimoine assainissement vieillissant et coûteux à entretenir. Pour répondre à ces enjeux et développer des solutions de gestion adaptées à ces nouveaux besoins, les hydrologues et les spécialistes de l’assainissement doivent travailler avec des acteurs de plus en plus nombreux qui abordent la question avec des cultures très différentes les unes des autres. Dans ce contexte, la terminologie devient très importante pour pouvoir échanger et se comprendre. Or le vocabulaire comme les concepts sont encore en phase de construction. L’objectif de ce texte, rédigé par un panel varié de spécialistes du domaine de l’hydrologie urbaine, vise à montrer la grande diversité du vocabulaire aujourd’hui associé à la gestion des eaux pluviales, et propose une grille de lecture pour clarifier autant que possible les principales notions. Il ne s’agit pas de tomber dans le piège d’une normalisation des mots, mais d’aider à une meilleure compréhension entre acteurs. Ce travail porte sur les concepts généraux qui structurent la réflexion et la stratégie, ainsi que sur le vocabulaire technique et en particulier sur la façon de distinguer les solutions. Ce document est destiné à tous les acteurs de la ville, d’une part, et de la gestion de l’eau et de l’environnement, d’autre part. Il n’a pas la prétention de clore le débat.

14. Settling velocity grading of particle bound PAHs: case of wet weather flows within combined sewer systems

Abstract

The elaboration, management, and design of the sedimentation devices require an improved knowledge not only on the suspended solids (SS) settling velocity but also on the distributions of these particulate pollutants by category of SS settling velocity. Nevertheless, there is currently a lack of available data regarding the settling velocity grading of particle bound pollutants. As a consequence, this study investigating the settling velocity grading of particle bound polycyclic aromatic hydrocarbons (PAHs) in wet weather flows within combined sewers was launched. The pursed objectives were to compare the SS and PAH settling velocity grading curves and hence to assess whether or not PAHs were associated with a specific settling velocity category. Investigations were carried out for three storms at two sampling sites within the Parisian combined sewer. Results indicate that most of PAHs seem to be preferentially associated with particles with a settling velocity >0.3 mm [s.sup.-1]. 15. VICAS--an operating protocol to measure the distributions of suspended solid settling velocities within urban drainage samples

Abstract

To meet the need for an operating protocol to measure the distributions of suspended solid settling velocities within urban drainage, the CEREVE research laboratory has developed and validated the VICAS protocol. This procedure makes it possible, through the use of a compact, inexpensive and easy-to-operate settling column, to measure the settling velocity of suspended solids conveyed by either storm water or combined sewage, immediately after collecting a reduced volume sample (4.5 L), and without any pretreatment steps. Two measurement data processing methods were developed and may be easily implemented by means of a series of macros written in Excel. Tests were also conducted for the purpose of evaluating the level of measurement uncertainty specific to the protocol. In aquatic systems, dissolved organic matter (DOM) constitutes a key component of the carbon cycle controlling the transport, speciation, bioavailability and toxicity of trace metals. In this work, we study the spatio-temporal variability of the MO in terms of both quality and quantity from upstream to downstream the Parisian conurbation. Urban discharges which are the main source of allochthonous organic matter into the Seine at low water periods were also investigated. The DOM collected was fractionated according to polarity criteria into five fractions: hydrophobic, transphilic, hydrophilic acid, hydrophilic basic and hydrophilic neutral. Due to urban discharges a strong enrichment in the hydrophilic (HPI) fraction was observed for downstream sites. This hydrophilic fraction presented stronger binding capacities for copper than hydrophobic fraction from less urbanized site (upstream from Paris) and than Suwannee river fulvic acid (SRFA). Furthermore, biotests highlighted a significant copper bioavailability decrease in presence of hydrophilic DOM.

Abstract

International audience; In typical life cycle impact assessment (LCIA) studies of urban wastewater systems (UWS), average conditions are modelled but there are many annual flooding events with releases of untreated sewage. Such peak conditions are not considered and present a high temporal variability which is not currently accounted for. In addition, the aggregation of the loads from several storm events could bring an issue for the impact assessment on the aquatic categories of eutrophication and ecotoxicity. Hence we are investigating the contributions of these wet weather-induced discharges along with the inclusion of temporal variability in the life cycle inventory (LCI) for UWS. In the framework of the OPUR research programme (Observatory of Urban Pollutants) and in collaboration with the Paris public sanitation service (SIAAP), this work aimed at identifying and describing contributing flows from the UWS in the Paris area by a selection of routine wastewater parameters and priority pollutants. This collected data is organized according to archetypical weather days over a 24-hr span. Secondly, for each archetypical weather days and its associated flows to the receiving river water (Seine) the parameters of pollutant loads (statistical distribution of concentrations and volumes) are determined with statistical treatment of data. Then, the inventory flows (i.e. the potential loads from the UWS) can be used as inputs in a classical LCA to investigate the relative importance of episodic wet weather versus "continuous" dry weather loads coupled to further uncertainty analysis using a Monte Carlo method. Results analysis showed that a few severe events can be important contributors to the total annual pollutant load on some parameters (routine wastewater pollutants but also priority pollutants). The proposed method based on the definition and characterization of archetypical weather days has shown the appropriate level of temporal differentiation in the LCI to assess the impacts from unmanaged pollutant loads from UWS during intense storm events. With such significant contributions of pollutant loads at the LCIA level, further research is required to include temporally-differentiated emissions in the methodological framework of the aquatic categories of eutrophication and ecotoxicity, to better understand how the performance of an UWS system affects the receiving environment for given local weather conditions.

Abstract

The measurement of suspended solid concentration profiles in dry weather wastewater of the 'Le Marais' combined sewer network, Paris, has shown an increase in concentration in the lower part of the sewer's flow (1-3 g/L). To obtain a precise description of the composition of the water-sediment interface, an observation system was set up, which showed that an immobile layer composed of fibers and organic matter formed at the bottom of trunks over the coarse mineral deposits. The concentration profiles obtained result from the removal of this layer by aspiration. Samples were taken from this organic layer using a specially adapted system. The accumulation rate of the organic layer is 215 g/([m.sup.2] [multiplied by] day). The particles of this organic layer are heavily loaded with pollutants (volatile solids to suspended solids = 66-75%). This layer is located at points where the shear stress is [is less than] 0.1 N/[m.sup.2]. Flush experiments have shown that it can be eroded by small rainfall events. When these results are extrapolated over the whole catchment area by mapping the organic layer, they show that the organic layer is stored in the same quantities as the mass eroded during a rainfall event in the sewer system and it can therefore contribute to pollution in urban storm-water discharge.

Abstract

National audience; The "Observatory of Urban Pollutants in Île-de-France/Paris region" (OPUR) research program aims at improving the knowledge on production and transfers of pollutants in urban stormwater and urban wastewater within urban areas. The ambition and originality of the OPUR research program is to create and conduct a field observatory federating different research teams and sewer stakeholders. This observatory aims to be a reference site at the national and international scales. The phase 3 of the OPUR research program (OPUR 3, 2007-2011) was focused on the sources and transfers of pollutants in urban catchments. On the one hand, this phase aimed at examining the quality of urban stormwater (from residential to high densely populated areas). On the other hand, its objectives were also to improve the knowledge on the quality of urban wastewater. This paper describes all studies carried out on urban wastewater and presents the various methodologies applied during the OPUR phase 3. Three tasks were defined: - physical and chemical quality of urban wastewater; - efficiency of different wastewater treatments in regard to chemical and biological contaminants; - and quality of treated effluents and impacts on the receiving waters.

Abstract

International audience; Monitoring of priority and/or emerging substances to generate information about their occurrence and effects in the environment has become an important issue in particular in Europe with the implementation of the Water Framework Directive (WFD). However, there is a need to harmonize, at least at the national level, the contaminants to be followed, on the monitoring, sampling procedures & analytical methods in order to provide input for databases useful for researchers, operators in charge of stormwater management. INOGEV project (2010-2013) is an ambitious multidisciplinary project launched in early 2010 by the national network HURRBIS gathering three advanced research French observatories in the field of stormwater management. Micropollutants study in stormwater field is a recent issue, more and more developed at a worldwide scale. However, both separate sewers systems and atmospheric micropollutants have been few studied until now. Focusing on INOGEV research program in progress, it appears clearly a difficulty to establish comparisons between results due to structural differences on the assessed molecules, on the monitored compartments and even on sample and analytical processing. The approach followed by the project presented in the paper aims at giving some clues to overcome those problems. The first step of this project was devoted to the harmonization of the analytical protocols from sampling up to the analysis in itself. This paper presents how this aspect has been conducted.

Abstract

After the implementation of the Water Framework Directive (WFD), there is an increasing need to monitor pollutant concentrations entering surfaces waters. This concerns all kinds of effluents, as well as urban waters (i.e., wastewater and stormwater). This study provides the first database on the occurrence of 88 individual substances in urban water and highlights direct discharges of these substances to the aquatic environment. Indeed, these hazardous pollutants, listed or not in the WFD, could be released without any treatment to watercourses during a storm.

Abstract

Stormwater from separate sewer networks in two urban and peri-urban watersheds was analysed to establish the concentrations of contaminants it contains, together with the distribution of dissolved and particulate pollutants. Furthermore, sedimentation of suspended solids (SS) and pollutants in these effluents was assessed by using two protocols currently applied in France: VICAS and VICPOL. Concentrations of SS are higher on Grigny (peri-urban site), whereas trace metal concentrations are lower. The distribution between dissolved phase and particulate phase pollutants follows the same trend on both sites. A non-negligible part of organic contamination and zinc and nickel contamination was found in the dissolved fraction. Median settling velocities measured for SS vary between 0.40 and 0.72 m/h for Tolbiac (urban site) and 0.52 and 1.96 m/h for Grigny (peri-urban site). At the two sites, the settling velocities for contaminants differ significantly from one rain event to another and can be very much lower than those of suspended solids. These results contribute to determine the settling times needed, as a function of the height to which settling basins are filled, to attain statutory objectives in SS reduction.
