15. The making of biotechnology : a case study of radical innovation

Abstract

This study examines decision making in large and small firms undertaking biotechnology innovation and identifies factors influencing innovation. It also considers aspects of environments external to firms, but relevant to the process of innovation. The study suggests that innovation is best understood as process of change both within the firm and in the external environment. Factors internal to firms influencing key decisions included economic and political evaluations, company culture, organization, and in large firms, previous areas of corporate activity. A scarcity of appropriate knowledge relating to technical and non-technical aspects of innovation acted as severe restraints to Dedicated Biotechnology Firms (DBFs). Factors external to firms shaping decisions about the technology included changes in the socio-economic and political environment, risk regulation and patenting. Lack of funding and difficulties associated with venture capital constituted additional hurdles for DBFs. The findings of the study highlight a series of erroneous assumptions built into the linear model of innovation. The cumulative nature of innovation and the importance of 'learning by doing' constitute elements of the critique of the linear model. For related reasons, some Post Fordist theories of current change in advanced industrialized countries, particularly those which advocate flexible specialization as a new model for industrial growth also prove problematic.

16. The African Institutions Initiative: Insights from the First Four Years

Abstract

In 2009, the Wellcome Trust launched a research capacity strengthening programme known as the "African Institutions Initiative" (AII). The AII is innovative in its methods and organization. The Initiative funded networked consortia (7 consortia involving 54 institutions in 18 African countries, and Northern partners). RAND Europe was commissioned to undertake a four year evaluation and learning project for the AII. The aims of the project were to (i) evaluate the performance of each consortium and ultimately the Initiative as a whole, based on high quality evidence; (ii) to support intra, inter and extra consortium networking for learning and exchange; and (iii) to extract lessons learnt from the Initiative and disseminate these to the Trust, other funders and relevant stakeholders in academic, policy and practice communities. The objectives of the Initiative represent an ambitious departure from traditional modes of strengthening research capacity in LMICs [low and middle income countries]. While the Initiative is at an early phase, evidence gathered in this evaluation show that consortia are contributing in multiple ways to developing sustainable research capacity. The unique features of the Initiative--an African-led, networked approach--have facilitated many of these achievements. The diversity of networking models for capacity building developed by consortia present the Wellcome Trust with a range of models with differing strengths and weaknesses.

Abstract

Most scientific research is concentrated in a few high-income countries and tends to focus on challenges that are not relevant to SDG challenges in low-income countries. Such unequal distribution of research efforts may be of little support to the SDGs. We show that countries' research priorities do not always align with their SDG challenges, which may hinder their capabilities to address them. Funders, donors and international organisations should seek to steer research priorities, including by consulting with a wider range of stakeholders and improving the assessment of research’s (unequal) impact on societies.

Abstract

How can international and regional actors on the one hand, and national actors on the other hand, align and realign practice, funding and support to ensure embedded excellence in science and research in sub-Saharan Africa (SSA)? What are the roles, challenges, and opportunities for science granting councils (SGCs) – science or research councils, or agencies responsible for the funding and/or management of science and research in SSA – in embedding scientific excellence in SSA? In this chapter, we examine the notion of embeddedness, or relevance, of scientific excellence to national development agenda. We discuss actions that SGCs can take to foster and support embedded excellence in science and research in SSA. We argue that the notion of excellence needs to extend beyond the traditional metrics, such as publications and citations, if science and research are to be relevant to national contexts. We maintain that in order to embed scientific excellence in SSA, adequate alignment and realignment of the various agenda (of international, regional and national actors), practice, funding and support for science and research in Africa will be necessary. To achieve this goal, SGCs in SSA will require greater ownership of their research agenda, autonomy, resource, vision and alliances. Grounding the ‘Republic of Science’ in the realities of national contexts will require this. First, this paper examines PPP's popularity. Second, we describe key characteristics of IAVI and explain why it differs from more traditional partnerships. Third, IAVI has had some success in bringing new science and technology closer to the world's poor and we look at how it has achieved this success and implications for theoretical and practical approaches to science and technology capacity building.
