Operations of the POLAR Plasma Source Instrument have provided adequate observing time with controlled spacecraft potential to begin a 3D characterization of the polar wind as it exists in the context of the auroral plasma fountain. The principal periods of such polar wind observation to date have been 15-18 Apr. 96, 28 may 96, 14 Jun. - 6 Sep. 96, 17-29 Mar. 97, 29 May - 12 Jun. 97, 13-27 Aug. 97. Separate observations have been made near 2 RE geocentric in the south polar perigee passes and between 6-8 RE geocentric in the north polar apogee passes. Analyses of data from the Thermal Ion Dynamics Experiment during these periods are used to characterize the altitude, local time, and invariant latitude distribution of the polar wind. Data from these and other periods are used to establish the auroral plasma heating context within which the polar wind outflows exist. The available data will be used to address the temporal variability of the polar wind during the period of operations to date. Comparisons between the observations and a coupled fluid-semikinetic model are used to interpret the observed spatial structure and temporal variability.

A comparison of measured data with the predictions of the earlier modeling effort will be discussed.

For the 32nd consecutive year, a NASA/ASEE Summer Faculty Fellowship Program was conducted at the Marshall Space Flight Center (MSFC). The program was conducted by the University of Alabama and MSFC during the period May 28, 1996 through August 2, 1996. Operated under the auspices of the American Society for Engineering Education, the MSFC program, as well as those at other NASA centers, was sponsored by the Higher Education Branch, Education Division, NASA Headquarters, Washington, D.C. The basic objectives of the programs, which are in the 33rd year of operation nationally, are (1) to further the professional knowledge of qualified engineering and science faculty members; (2) to stimulate an exchange of ideas between participants and NASA; (3) to enrich and refresh the research and teaching activities of the participants' institutions; and (4) to contribute to the research objectives of the NASA centers. The Faculty Fellows spent 10 weeks at MSFC engaged in a research project compatible with their interests and background and worked in collaboration with a NASA/MSFC colleague. This document is a compilation of Fellows' reports on their research during the summer of 1996. Core (0-50 eV) ion pitch angle measurements from the retarding ion mass spectrometer on Dynamics Explorer 1 are examined with respect to magnetic disturbance, invariant latitude, magnetic local time, and altitude for ions H(+), He(+), O(+), M/Z = 2 (D(+) or He(++)), and O(++). Included are outflow events in the auroral zone, polar cap, and cusp, separated into altitude regions below and above 3 R(sub E). In addition to the customary division into beam, conic, and upwelling distributions, the high-latitude observations fall into three categories corresponding to ion bulk speeds that are (1) less than, (2) comparable to, or (3) faster than that of the spacecraft. This separation, along with the altitude partition, serves to identify conditions under which ionospheric source ions are gravita- tionally bound and when they are more energetic and able to escape to the outer magnetosphere. Features of the cleft ion fountain inferred from single event studies are clearly identifiable in the statistical results. In addition, it is found that the dayside pre-noon cleft is a dayside afternoon cleft, or auroral zone, becomes an additional source for increased activity. The auroral oval as a whole appears to be a steady source of escape velocity H(+), a steady source of escape velocity He(+) ions for the dusk sector, and a source of escape velocity heavy ions for dusk local times primarily during increased activity. The polar cap above the auroral zone is a consistent source of low-energy ions, although only the lighter mass particles appear to have sufficient velocity, on average, to escape to higher altitudes. The observations support two concepts for outflow: (1) The cleft ion fountain consists of ionospheric plasma of 1-20 eV energy streaming upward into the magnetosphere where high-latitude convection electric fields cause poleward dispersion. (2) The auroral ion fountain involves field-aligned beams which flow out along auroral latitude field lines; and, in addition, for late afternoon local times, they experience additional acceleration such that the ion energy distribution tends to exceed the detection range of the instrument (greater than 50-60 eV).

The magnetospheric transport of low-energy ionospheric ions is examined by means of three-dimensional particle codes. Emphasis is placed on the behavior of polar wind and cleft originating protons. It is demonstrated that, via nonadiabatic motion inside the neutral sheet, these ions can significantly contribute to the populations of the plasma sheet. The importance of this contribution is found to depend critically upon the dynamics of particles originating from the highest latitudes, as these possibly have access to the distant tail. Hence it is shown that polar wind H(+) expelled into the magnetosphere at very low energies (in the electron volt range) preferentially feed the plasma sheet during quiet times, experiencing accelerations up to several kiloelectron volts upon return into the inner magnetosphere. In contrast, during disturbed times, the intensifying magnetospheric convection confines this population to low L shells where it travels in a nearly adiabatic manner. As for the protons originating from the cleft fountain, the simulations reveal that they can be transported up to the vicinity of the distant neutral line in the nightside sector. Via interaction with the neutral sheet, these ionospheric ions are rapidly raised to the characteristic plasma sheet energy range. The density levels contributed by these populations are quite substantial when compared to those measured in situ. These simulations establish an active role of low-energy ionospheric ions in the overall magnetospheric dynamics.

Low-energy H(+) data with 6-s resolution from the retarding ion mass spectrometer instrument on Dynamics Explorer (DE) 1 have been analyzed to reveal the fine structure at middle altitudes of the nightside auroral region. A new method for deconvolving the energy-integrated count rate in the spin plane of the satellite has been used to derive the two-dimensional phase space density. A detailed analysis reveals an alternating conic-beam-conic pattern with the observed conics correlated with large earthward currents in the auroral region. The strong downward current (larger than 1 microamperes per sq m (equivalent value at ionosphere)) provides a free energy source for the perpendicular ion heating, that generates the ion conics with energies from several eV to tens of eV. The bowl shape distribution of the low-energy H(+) is caused by the extended perpendicular heating. The strong correlation between conics and large downward currents suggests that the current-driven electrostatic ion cyclotron wave is an appropriate candidate for the transverse heating mechanism.

The low energy particle signature of substorm dipolarization is exhibited through a case study of RIMS data on DE-1 at approximately 2100 MLT, ILAT = 59 deg approximately 65 deg, L = 3.8 approximately 5.4 R(sub E), and geocentric distances 2.6 approximately 2.9 R(sub E). A strong cross-field-line, poleward outflow that lasts for a few minutes with a velocity that reaches at least 50 km/s is correlated with substorm activity evidenced in the AE index and the MAG-1 data. All the major species (H+, He+, O+) are observed to have the same bulk velocity. The parallel velocities are strongly correlated with the perpendicular velocities. The parallel acceleration is shown to result from the centrifugal force of the ExB drift induced by the dipolarizing perturbation of the magnetic field.

Data acquired during several multiday periods in 1982 at ground stations Siple, Halley, and Kerguelen and on satellites Dynamics Explorer 1, International Sun Earth Explorer 1, and GEOS 2 have been used to investigate thermal plasma structure and dynamics in the duskside plasmasphere bulge region of the Earth. The distribution of thermal plasma in the dusk bulge sector is difficult to describe realistically, in part because of the time integral manner in which the thermal plasma distribution depends upon on the effects of bulk cross-B flow and interchange plasma flows along B. While relatively simple MHD models can be useful for qualitatively predicting certain effects of enhanced convection on a quiet plasmasphere, such as an initial sunward entrainment of the outer regions, they are of limited value in predicting the duskside thermal plasma structures that are observed. Furthermore, use of such models can be misleading if one fails to realize that they do not address the question of the formation of the steep plasmapause profile or provide for a possible role of instabilities or other irreversible processes in plasmapause formation. Our specific findings, which are based both upon the present case studies and upon earlier work, include the following: (1) during active periods the plasmasphere appears to become divided into two entities, a main plasmasphere and a duskside bulge region. (2) in the aftermath of an increase in convection activity, the main plasmasphere tends (from a statistical point of view) to become roughly circular in equatorial cross section, with only a slight bulge at dusk; (3) the abrupt westward edge of the duskside bulge observed from whistlers represents a state in the evolution of sunward extending streamers; (4) in the aftermath of a weak magnetic storm, 10 to 30% of the plasma 'removed' from the outer plasmasphere appears to remain in the afternoon-dusk sector beyond the main plasmasphere. (5) outlying dense plasma structures may circulate in the outer duskside magetosphere for many days following an increase in convection, unless there is extremely deep quieting; (6) a day-night plasmatrough boundary may be identified in equatorial satellite data; (7) factor-of-2-to-10 density irregularities appear near the plasmatrough from the ionosphere at L = 4.6, predominantly bidirectional field aligned and equatorially trapped light ion pitch angle distributions give away to a predominantly isotropic distribution (as seen by DE 1) when the plasma density reaches a level a factor of about 3 below the satured plasmasphere level; (9) some outlying dense plasma structures are effectively detached from the main plasmasphere, while others appear to be connected to that body.

A general method for deconvolving an unknown function from integral measurements is described and applied to data from the instrument Retarding Ion Mass Spectrometer (RIMS) aboard the spacecraft Dynamics Explorer 1 (DE-1). The principal features of the method are: (1) it uses objective criteria based upon fundamental statistical principles, i.e. Bayesian statistics; (2) it provides for insertion of prior knowledge in a non-prejudicial, explicit manner through the choice of breakpoints that determine the bicubic spline expansion functions; (3) it prevents random fluctuations from controlling the fit to the data through the use of singular value decomposition and the elimination of small singular values; and (4) it guards agianst the introduction of spurious features into the result by including a penalty function and using the principle of generalized cross validation. Illustrative examples from RIMS data for H(+) and O(+) show that the method provides enhanced accuracy and detail in deconvolving the ion phase space density.

The dayside to nightside circulation of plasma along the magnetopause inside the magnetosphere is examined by means of three-dimensional single-particle codes. It is demonstrated that particles incident upon the outer cusp region experience transient non-adiabatic motions, owing to a localized minimum in the field magnitude. Here, possibly large magnetic moment changes yield injection into the loss cone of fractions of the incoming population or, alternatively, enhanced bouncing motions at high altitudes. It is shown that particles gaining access to the magnetotail over the polar cap are progressively extracted from the weak field region by the large-scale convection electric field. In this latter case, the trajectory simulations suggest an implicit 'entry boundary' into the nightside magnetosphere, which corresponds to the sunward edge of field lines featuring monotonic decrease of the field magnitude along their length.

Consideration is given to a case study based on a combination of ground whistler and satellite measurements of thermal plasma density which provides additional evidence that the abrupt western edge of the bulge region of the magnetosphere, reported earlier from whistlers, is a real phenomenon. The present data and previous MHD modeling work suggest that this distinctive feature develops during periods of steady or declining substorm activity, when dense plasma previously carried sunward under the influence of enhanced convection activity begins to rotate with the earth at angular velocities that decrease with increasing L value and becomes spirallike in form. Whistler data are used to identify a narrow dense plasma feature, separated from the main plasmasphere and extending sunward into the late afternoon sector at L values near the outer observed limits of the main plasmasphere and extending sunward into the edge of the main bulge, found by both whistler stations to be at about 1800 MLT, appeared to be quasi-stationary in sun-earth coordinates during the prevailing conditions of gradually declining geomagnetic agitation.

Quasi-static electric field data collected by the DE-1 spacecraft were used to study ionospheric ion upwelling events observed in the vicinity of the dayside cleft. Bulk plasma parameters such as ion-species density and field-aligned bulk velocity and flux were derived at points within several upwelling ion events for the H(+), He(+), O(+), and O(2+), and the ion-species bulk parameters near the source altitude were compared. It was found that O(+) ions comprise about 90 percent of the upwelling particle density, followed by H(+) at less than 10 percent; He(+) and O(2+) contribute about 1 percent each. The upwelling O(+) flux is also dominant, followed by upward H(+) flux, which is relatively more significant than the fractional H(+) density, due to its high upward flow velocity.

Plasmaspheric density profiles and their cold plasma boundaries observed by the retarding ion mass spectrometer aboard the DE-1 satellite were classified using the results of a statistical study. Six different categories of the plasmasphere density profiles were identified: 'featureless', featureless with enhancement near left, multiple-plateau, featureless with trough, multiple-plateau with trough, and other complex structure profiles. An explanation for the occurrence of these different profiles is presented.

This paper presents Dynamic Explorer data on the plasma coupling between the plasmasphere and ionosphere. DE 1 measurements of ion composition and temperatures at 1.4-3.5 R(F) in the plasmasphere were combined with DE-2 measurements of ion composition and electron and ion temperatures in the upper F region/topside ionosphere, closely spaced in universal and local time for cases in the November 6-11, 1981 period. The observations are compared directly with the field-line interhemispheric plasma (FLIP) model calculations of altitudinal ion density and temperature profiles. It was found that, when the FLIP model permitted fractional trapping of ionospheric photoelectrons and consequent plasmaspheric heating, good agreement with the observations was obtained.

Observations made by the retarding ion mass spectrometer on the Dynamics Explorer-1 satellite are used to study the relationship between He(+) and H(+). The observations are compared to theoretical values obtained using the field line interhemispheric plasma model (Richards and Torr, 1988). The observations are presented in the form of statistical L shell distributions and density versus L shell profiles. To obtain agreement between the measured and predicted ion temperature, it must be assumed that approximaterly 55 pct of the energy of the ionospheric photoelectron escape flux is deposited in the plasmasphere.

A three-dimensional particle trajectory tracing in empirical models of the geoelectric and geomagnetic fields is used to study the ionospheric contribution to magnetospheric plasma. Various ionospheric outflows are examined and results on ion transport are presented in terms of density, composition, and energy. Results are presented for two opposite magnetospheric configurations, ground state and storm phases. An estimate of the contribution of ionospheric O(+) to the hot plasma sheet is given. The simulation results are compared with observational data.

By the early 1990s, magnetospheric physics will have progressed primarily through observations made from Explorer-class spacecraft, sounding rockets, ground based facilities, and shuttle based experiments. The global geospace science (GGS) element of the International Solar Terrestrial Physics program, when combined with contributions to the ESA Cluster mission and ground based and computer modeling programs, will form the basis for a major U.S. initiative in magnetospheric physics. The scientific objectives of the GGS program involve the study of energy transport throughout geospace. The Cluster mission will investigate turbulence and boundary phenomena in geospace, particularly at high latitudes on the dayside and in the region of the neutral sheet at geocentric distances of about 20 earth radii on the night side of the earth. The current state of knowledge is reviewed and the goals of these missions are briefly discussed.
