Chinese state-owned enterprises (SOEs) established schools to reduce the burdens of the government to the provision of public education to its citizens since the 1950s. They spend billions of Chinese yuan each year to educate the children of their employees by creating and operating a variety of early years centers, schools, vocational institutes, and universities. However, the Chinese SOEs schools are required to transfer to local education bureaus under the modern enterprise system. This article utilizes network governance theory to explore the process of handover of Civil Aviation Guangzhou Children's School from the Civil Aviation Department to the local education bureau. It traces the historical development of SOEs schools under the Civil Aviation industry. By drawing on policy document analysis and semi-constructed interviews of different stakeholders, this article reports the detailed process of transferring. By applying Asia as method lens of network governance, Mohe involves various stakeholders to work together to solve the problems and achieve win-win results. This article argues that education governance in the Chinese administrative system has entered a new phase, from a central hierarchical approach to the approach of central steering with local diversity. The central government drove its core policy objective, and the local governments were able to achieve the objective by their own means in ways that reflected local characteristics. The liberal theory of industrialism is one of the chief political theories impacting education. Such a framework associates academic achievement directly with employability and establishes education's dominant position in mediating social mobility. However, Chinese graduates are confronted with the broken promises of higher education, since college credentials are no longer regarded as 'golden tickets' that guarantee decent jobs or high social status. Therefore, this paper establishes a critical framework for analysing the liberal theory of industrialism. By referencing to empirical research, the current study provides an in‐depth discussion from the national perspective and offers explanations from both quantitative and qualitative evidence. The study suggests that the implementation of the theory in egalitarian societies has been largely compromised with regard to meritocratic selection. Meanwhile, the theory relies on a veil of ignorance, for it assumes that people would have a unanimous perception regarding social status. In both respects, it is argued to be incompatible with the contemporary Chinese context. Greater demand for quality post-secondary education has been seen in Asia, particularly in China. Many Western countries have seen a rise in international education. Increasingly, schools in Australia are embracing internationalisation policies, leading to an increase in international student enrolment before the COVID-19 pandemic in 2020. International students in school education are something of a little-understood issue for educational scholars, policy makers and the general public. Leadership is seen as pivotal in the success of schools' internationalisation program. By applying a mixed-method approach to collect data from an online Qualtrics survey and semi-structured interviews with independent school leaders in Australia, this paper reports how school leaders understand Confucian Heritage Culture (CHC) international students' linguistic, cultural and educational contributions to schools, and their experience in supporting the international students to adapt into the new educational environments through various programs and strategies. This article also advocates that it is vital to respect the international students' educational subjectivities generated in their "home" countries when providing support programs to help them engage with new educational contexts in "host" nations. The integration of technology into learning is a crucial capability for students to address future challenges. However, East Asian teachers exhibit a relatively lower level of support for students' technology use compared with the OECD average. The present study tries to uncover the foundational factors influencing teacher-supported student use of technology in five East Asian countries (economies) by analyzing Teaching and Learning International Survey (TALIS) 2018 data. The multilevel structural equation modeling was adopted to analyze the sample data, which combined the teacher-level and school-level factors. Additionally, teacher-level variables are aggregated to the school level to examine contextual effect. Results indicate that teachers' professional collaboration in lessons, team innovativeness, and self-efficacy in student engagement positively and significantly correlated with teacher-supported student use of technology. Notably, an opposing association is observed between teachers' perceptions of disciplinary climate and technology use in Shanghai and Singapore. However, in comparison to teacher-level variables, school-level and contextual variables, particularly fundamental school features such as material resources, budgets, and number of enrolled students, marginally explain associations. Importantly, these associations demonstrate variations across the five east Asian countries (economies), attributable to the fact that these economies have developed their educational technology policies grounded in technology determinism, emphasizing the necessity of equipping schools with the latest devices. Consequently, this study posits that there is a requisite shift in policy evolution from technology determinism to technology instrumentalism. This entails a pragmatic focus transition from merely distributing devices to the integration of technology within instructional practices. • Teachers' self-efficacy in student engagement significantly related with TSSUT. • School-level and contextual factors were found to have marginal effects on TSSUT. • The associations between T3COLES, T3TEAM, T3WLOAD varied across the subsamples. • A contextual effect found Korea teachers' T3COLES negatively related with TSSUT2.
