Porto has undergone significant economic and social changes in recent decades, closely intertwined with the evolution of its tourism sector. This research examines the vulnerabilities brought to light by the COVID-19 pandemic of this tourist city and tracks the resultant changes. We conducted an analysis of a set of variables focusing on the changes that have occurred during two distinct periods: during and post COVID-19. The data are analysed through longitudinal, comparative, and spatial approaches. The findings indicate the high exposure of Porto's tourism sector to international demand. Currently, the tourism sector growth exceeds 2019 levels and the challenges related to tourism development and its impact on local communities persist. Despite efforts to diversify tourism, the overall landscape seems largely unchanged from the pre-pandemic scenario. The vulnerabilities highlighted during the pandemic should guide the development towards a more sustainable future. It is crucial to maintain the multifunctionality of cities, particularly in the most tourist-driven areas, accommodating diverse activities alongside tourism, including residential, economic, and administrative functions., ¿De vuelta a la normalidad? Tomando lecciones de Porto (Portugal) para informar el futuro sostenible del turismo post COVID-19 Porto ha vivido cambios económicos y sociales significativos en las últimas décadas, estrechamente vinculados a la evolución de su sector turístico. Esta investigación examina las vulnerabilidades puestas de manifiesto por la pandemia de COVID-19 en esta ciudad turística y sigue los cambios resultantes. Realizamos un análisis de un conjunto de variables centrándonos en los cambios ocurridos durante dos periodos distintos: durante y después del COVID-19. Los datos se analizan mediante enfoques longitudinales, comparativos y espaciales. Los resultados indican la alta exposición del sector turístico de Porto a la demanda internacional. Actualmente, el crecimiento del sector turístico supera los niveles de 2019 y persisten los desafíos relacionados con el desarrollo turístico y su impacto en las comunidades locales. A pesar de los esfuerzos por diversificar el turismo, el paisaje general parece en gran medida inalterado desde el escenario previo a la pandemia. Las vulnerabilidades resaltadas durante la pandemia deberían guiar el desarrollo hacia un futuro más sostenible. Es crucial mantener la multifuncionalidad de las ciudades, especialmente en las áreas más turísticas, garantizando el mantenimiento de las funciones residenciales, económicas y administrativas.

The world is changing at an accelerating pace with relevant consequences to sustainability, territorial cohesion and the relation between territories. Over the past decades, the EU Cohesion Policy is supporting regulations, programs that ensure a harmonious development by reducing the differences existing between the various regions and strengthening of its economic, social, and territorial cohesion. In Portugal, different programs and measures addressed this issue, with a strong focus on identifying the inland/low-density municipalities that should be favoured by the EU Cohesion policy funds. However, there are no clear gains of territorial cohesion and most of the municipalities outside the two metropolitan areas or major regional urban centres are demanding more attention, a correct distribution of funding and a map of inland/low-density areas that translate the territorial dynamics. In this paper we analyse territorial cohesion in Portugal, presenting a new proposal – developed by some Portuguese municipalities – that establishes the criteria for identification of the low-density/inland areas that should be targeted with specific programs and investments., El mundo está cambiando a un ritmo acelerado con consecuencias relevantes para la sostenibilidad, la cohesión territorial y la relación entre territorios. En las últimas décadas, la Política de Cohesión de la UE está apoyando regulaciones y programas que aseguran un desarrollo armonioso al reducir las diferencias existentes entre las diversas regiones y fortalecer su cohesión económica, social y territorial. En Portugal, diferentes programas y medidas abordaron este problema, con un fuerte enfoque en la identificación de los municipios interiores / de baja densidad que deberían ser favorecidos por los fondos de la política de cohesión de la UE. Sin embargo, no hay ganancias claras de cohesión territorial y la mayoría de los municipios fuera de las dos áreas metropolitanas o grandes centros urbanos regionales están demandando más atención, una correcta distribución de la financiación y un mapa de áreas interiores / baja densidad que traduzca la dinámica territorial. En este trabajo analizamos la cohesión territorial en Portugal, presentando una nueva propuesta, desarrollada por algunos municipios portugueses, que establece los criterios para la identificación de las áreas de baja densidad/interior que deben ser dirigidas con programas e inversiones específicas.

This paper explores the rise of short-term rental (STR) management companies and reveals the transition from a sharing economy activity to the consolidation of a professional industry hinging on what we call ‘corporate hosts’. By relying on interviews with companies operating in Lisbon and Porto, Portugal, we found: first, that a phenomenon of market concentration occurred in which individual hosts have outsourced the management of their properties to corporate hosts; second, that through the use of digital technology and vertical integration, corporate hosts are able to enhance the profitability of large portfolios of STRs; and, third, that corporate hosts imitate practices from the hotel industry, leading to the formation of a hybrid product in which the lines between hotels and STRs have blurred. We argue that corporate hosts constitute a new layer of intermediation that challenges the way we understand the STR industry and the overall functioning of this market.

Cities –or the urban complex spaces that they are becoming– are vital in society’s future, particularly in a general context of globalization. In this setting, power fragmentation and government to governance transitions, which are indisputable and significant phenomena, go hand in hand with urban movements that are becoming increasingly relevant, both through their direct action, and as a consequence of democratic responsibility. In Portugal, however, urban movements and civic associations in general seem rather discreet in their activities, dimension and role. In fact, there is no strong evidence that the 2008–2014 crisis has brought any dramatic change in these aspects. In this article we aim to shed some light on plausible explanations for this apparent inertia. Signs of change, in a context of increased governance and new urban dynamics do exist but do not seem to follow the trend that is thriving in several cities on other European countries. In face of new opportunities for a multiscalar approach to politics, planning and action, after centuries of a (still) dominant hierarchical and sectorial approach, we examine the context of the power of the cities and in the cities in Portugal., El poder de las ciudades y el poder en las ciudades: una perspectiva multiescalar desde Portugal Las ciudades, o los complejos espacios urbanos en que se están transformando, son vitales en la sociedad del futuro, particularmente en un contexto de globalización en que la fragmentación del poder y la transición de la gobernación tradicional a la gobernanza acompañan movimientos urbanos que aumentan su relevancia, ya sea a través de acción directa o por el incremento de la responsabilidad democrática. En Portugal, sin embargo, los movimientos urbanos y las asociaciones cívicas en general son discretos en sus actividades, dimensión y relevancia. De hecho, no hay indicios de que la crisis de 2008–2014 haya provocado un cambio muy significativo. En este artículo intentamos arrojar alguna luz sobre las causas de esta aparente inercia. Creemos que aun que haya algunos signos de cambio, en un contexto de transición a la gobernanza y de nuevas dinámicas urbanas, todo queda muy distante de lo que se está produciendo en otros países europeos. En un contexto de cambio para un abordaje multiescalar de la política, de las políticas públicas, de la planificación y de la acción, después de siglos de enfoque jerárquico y sectorial (aún) dominante, nuestro examen centra-se no contexto do poder de las ciudades y en las ciudades.

Urban tourism growth, favoured by short term rental platforms like Airbnb, is changing the cities dramatically. All over Europe local governments have been facing unbridled growth of the so-called sharing economy and developed different regulatory approaches: full prohibition; laissez-faire; and different sorts of limitations. We take Porto as a case-study, considering the exponential growth of tourism, Airbnb and floating city users over the past decade. We make use of qualitative and quantitative methods and draw on the official AirDNA database to analyse the relation between Airbnb and urban transformation, and the governance context. We conclude that the growth of floating city-users –stimulated by Airbnb– has been the main driver of urban change. The case of Porto –which in many ways illustrates the fast growth of short-term, rental-driven urban tourism in southern Europe– demonstrates that Airbnb’s global corporate narrative around property sharing, micro-entrepreneurship and tourism democratization hardly fits the urban reality of host professionalization, income concentration and growing massification. In this context, besides laissez-faire, urban sustainability concerns call for smarter regulatory approaches associated with more widely shared visions, and clear short, medium and long-term objectives., El papel de Airbnb en la creación de un "nuevo" centro de la ciudad vieja: hechos, problemas y controversias en PortoEl crecimiento del turismo urbano, favorecido por plataformas como Airbnb, está cambiando drásticamente las ciudades. En toda Europa, los gobiernos locales se han enfrentado al crecimiento descontrolado de la llamada economía colaborativa y han desarrollado diferentes enfoques reglamentarios: una prohibición total; laissez-faire; y la limitación. Tomamos Porto como un caso-estudio, teniendo en cuenta el crecimiento significativo del turismo, de la Airbnb y de los usuarios flotantes en los últimos dos años de la ciudad. Utilizamos diferentes tipos de métodos cualitativos y cuantitativos (a saber, la base de datos oficial de Airdna) para analizar los principales cambios urbanos, el papel de Airbnb y el contexto de gobernanza. Llegamos a la conclusión de que el crecimiento de los usuarios flotantes de la ciudad, estimulado por Airbnb, parece ser el principal impulsor del cambio. Todavía, en Porto, la narrativa global de economía colaborativa y democratización del turismo de Airbnb resulta errónea, ya que su dinámica está más o menos relacionada con el crecimiento de la economía hotelera, los anfitriones profesionales y las concentraciones de renda y masificación. En este contexto, además de laissez-faire, las preocupaciones de sostenibilidad urbana exigen enfoques regulatorios más inteligentes asociados con visiones más ampliamente compartidas, y objetivos claros a corto, medio y largo plazo.
