This report provides an overview on Open Science actors, practices and policies at European level and beyond with the aim of supporting the EOSC governance board to take informed decisions in the design and implementation of EOSC. EOSC aims at making research data in Europe accessible to all researchers under the same terms of use and distribution, encouraging a culture of open research data and FAIR principles. It is the result of a long quest for innovation and collaboration started many years ago. This report maps the point of view and ongoing practices of EOSC-relevant stakeholders in 35 countries, analysing their familiarity with EOSC and Open Science principles. It gathers also information on the services they provide, on user communities and on policies in place. The analysis presented here integrates results of several surveys and data gathering activities carried out by four EU-funded regional projects: EOSC-Pillar, NI4OS-Europe, EOSC-Nordic and EOSC-Synergy. Representatives of 30 countries have been reached through online surveys, while five additional countries have been analysed through desk research and secondary data analysis. Information was collected and elaborated in different moments between September 2019 and June 2020.

The Landscaping Task Force, consisting of representatives of EOSC Regional Projects (EOSC-Pillar, EOSC-Nordic, NI4OS-Europe, EOSC Synergy, ExPaNDS, FAIRsFAIR), has created an initial list of indicators by exploiting the requirements of the Landscape Working Group in collaboration with EOSCsecretariat.eu and EOSChub. In addition to the Landscape Analysis, the results would strongly benefit the Strategic Research and Innovation Agenda (SRIA). This document is based on the report Working Proposal for Living Indicators to Monitor MS Progresses towards EOSC Readiness prepared by the Landscaping Task Force. The summary briefly explains the findings of the workshop “National Policy Development Supporting the EOSC Implementation” held during the EOSChub Week in May 2020. The aim of the report is to reply on questions of usefulness of indicators, responsibility to monitor indicators, frequency to monitor the indicators, evaluation of an initial list of candidate indicators.

In early 2020, the EOSC Community took another crucial step on the road to the development and implementation of the European Open Science Cloud, as seven key EOSC-related Horizon 2020 projects signed a Collaboration Agreement in support of the EOSC Governance. The Agreement involves all the projects supported within the INFRAEOSC-05-2018-2019 call. The Agreement provides a useful framework for all parties to collaborate on a wide range of topics, in order to enhance synergies in all mutual activities related to the EOSC. The projects also agreed on a Joint Activity Plan, which will guide them towards the first iteration of EOSC. Overlaps and complementarities among projects were identified, as well as specific areas for potential cooperation, ultimately aimed at the development of a common strategy to synchronise activities with the EOSC Working Groups. Between April and May 2020, EOSCsecretariat.eu collected the position papers on EOSC compiled by the INFRAEOSC 5b projects, the subgroup that specifically includes the four regional projects covering all corners of Europe, as well as the thematic project ExPaNDS. We would like to thank the five Horizon 2020 projects which have contributed to the making of this compilation of EOSC position papers: EOSC-Nordic (GA No. 857652), EOSC-Pillar (GA No. 857650), EOSC-synergy (GA No. 857647), ExPaNDS (GA No. 857641), and NI4OS-Europe (GA No. 857645). The EOSCpilot project has recently published draft policy recommendations (deliverable 3.3) as a step towards establishing the required policy environment to support the European Open Science Cloud (EOSC). The inclusion of ethical principles and policies are of fundamental importance to the EOSC, but it is difficult to anticipate all the ethical issues that may emerge as the scientific, technical, social and political landscape evolves. Therefore, a survey was performed to collect feedback on the proposals made from the different key stakeholder groups, plus explore how the draft recommendations can be integrated into the ‘policy supporting services’ that now need to be developed. This document summarises methods and results of the EOSCpilot ethics survey.

The Open Science and Open Scholarship section includes consideration of Scholarly Communications; Intellectual Property Rights; Access to Infrastructures, Services and Resources; and KPIs/Metrics for Open Science. For each area, draft policy recommendations are proposed for further consultation. This document comprises five papers: The main deliverable and four ‘White Papers’, one on each of the four areas described above.

The topics examined in this White Paper are pertinent to openness in terms not only of the content/ data themselves, but also of the infrastructures and services necessary to create, process, analyse or store such data. In addition, the White Paper covers management practices of scientific data and other research outputs relating to knowledge sharing and research reproducibility. The structure of this paper reflects the main areas where policy interventions are necessary in order to establish and sustain open science practices in the context of the EOSC. These are expressed in a “matrix of openness”, where we investigate different constraints and drivers in the context of Infrastructures, Research Outputs and practices of monitoring open access respectively. For each of these areas we suggest a set of draft policy recommendations which address features of the specific area, while contributing to the establishment of a common set of policies supporting Open Science. This document is a supporting document to Deliverable D3.3, Draft Policy Recommendations, which proposes a wider set of draft recommendations covering also the areas of Ethics, Data Protection and Public Procurement.

The poster targets Libraries and federation operators with the aim to encourage collaboration on the set up of Federated Identity Management and Single Sign ON. SSO is the only way to support researchers who need to access library resources, catalogues, repositories, articles and monographs, and increasingly research data, from many different locations. With SSO libraries and publishers can benefit from better tailored contracts, improved access to statistical data, better ways to mitigate abuse. Researchers and students can benefit from better customization of services, more control over their data easier access to resources. More and more publishers mandate that libraries use Single Sign On (SSO) to access their resources, instead of IP-based authentication. More work in this area is needed to improve SSO user experience. This trend is irreversible but the speed of change can be accelerated in various ways. Incentives for Service Providers can include making federated access a mandatory feature of major scientific publishing contracts. The AARC project developed a Library toolkit offering access to three pilots to improve library experience with SSO. The AARC pilot with EZproxy showed how it would be possible to use one interface to the users to enable them to login in a federated manner, whilst the EXproxy is configured to support both IP-based authentication and SAML-based authentication. Based on the AARC experience federations/NRENs could offer managed IdP solutions to support library users, and stimulate collaboration between federations and library consortia. The report offers a Framework to help organisations to plan the professional development of their staff, as EOSC service operators or users, and for any individual to identify competences and learning materials that match the capabilities they need. It provides a set of core competences for data stewardship, relating topics to recommended expertise levels for researchers and the professional groups that support them. The Framework also offers examples of capability and competence statements, focusing these on skills areas that we have identified as gaps for stakeholders. The Framework provides an approach to describing similar competence and capability statements that will be of continued use as EOSC services evolve. It is of use to service operators and others with an interest in skills development. Conclusions are provided about the need to consult further on Research Infrastructure and other stakeholder expectations about the role of the Skills Framework in scoping and supporting the generic skills needed to enable the EOSC. This consultation is planned with EOSCpilot partners and Research Infrastructure training coordinators to inform the final recommendations of WP7.

Editor: Grant, Friedel.-- This Open Science Roadmap is the result of contributions from across the LIBER community., Embracing Open Science is critical if we are to make science more collaborative, reproducible, transparent and impactful. Open Science undoubtedly has the power to positively influence society, but its implementation is not yet universal., A revolution is required: one which opens up research processes and changes mindsets in favour of a world where policies, tools and infrastructures universally support the growth and sharing of knowledge., Research libraries are well placed to make that revolution happen, and LIBER's Open Science Roadmap outlines the specific actions libraries can take to champion Open Science, both within and beyond their own institutions., As we explain in detail throughout this document, libraries need to advocate for Open Science locally and internationally, to support Open Science through tools and services and to expand the impact of their work through collaboration and partnerships. LIBER has shaped its 2018-2022 Strategy to support and enable Open Science and it is our hope that this Roadmap will help Europe’s research libraries to do the same., This document was written during spring 2018, when the Open Science Policy Platform (OSPP) produced integrated advice for the EC and key stakeholders. People from across the LIBER community translated the OSPP recommendations for libraries and combined them with suggestions drawn from their own expertise and experiences.

- Abstract
Embracing Open Science is critical if we are to make science more collaborative, reproducible, transparent and impactful. Open Science undoubtedly has the power to positively influence society, but its implementation is not yet universal., A revolution is required: one which opens up research processes and changes mindsets in favour of a world where policies, tools and infrastructures universally support the growth and sharing of knowledge., Research libraries are well placed to make that revolution happen, and LIBER's Open Science Roadmap outlines the specific actions libraries can take to champion Open Science, both within and beyond their own institutions., As we explain in detail throughout this document, libraries need to advocate for Open Science locally and internationally, to support Open Science through tools and services and to expand the impact of their work through collaboration and partnerships. LIBER has shaped its 2018-2022 Strategy to support and enable Open Science and it is our hope that this Roadmap will help Europe’s research libraries to do the same., This document was written during spring 2018, when the Open Science Policy Platform (OSPP) produced integrated advice for the EC and key stakeholders. People from across the LIBER community translated the OSPP recommendations for libraries and combined them with suggestions drawn from their own expertise and experiences.

This report is a full revision of the earlier D2.5 [Guidelines on Open Access and Restricted Data (draft)] on restricted data. It looks in particular at the new legal requirements for information service providers in storing and processing personal data under the EU General Data Protection Regulation (GDPR), the particular impacts of the GDPR on the EUDAT CDI and EUDAT service providers, and offers a number of supporting policies, technical approaches and guidelines for EUDAT in managing, storing and processing open and restricted data.

The SERENATE project held its Final Workshop in Bad Nauheim, Germany on 16-17 June 2003. More than ninety representatives of research and education networking organisations, national governments and funding bodies, network operators, equipment manufacturers and the scientific and education community participated in a programme of presentations and group discussions about the findings of the project.

This report documents the delivery and outcomes of the four main WP7 training events held between November 2017 and August 2018. Three were consultative workshops targeting trainers in the Research Infrastructure community and coordinators of research data management services in Institutions. The fourth was the GridKa School 2018, which offered the opportunity to test the applicability of the Skills Framework developed in WP7 to a broad data science training curriculum. The consultative workshops identified priorities resulting from discussion of three main challenges: (1) infrastructure for training; (2) assisting research performing organisations to develop the competences and capabilities for open data science; and (3) policy coordination on skills and reward mechanisms to stimulate open research data practices. The report then describes the relevance of GridKa School training to the skills gaps previously identified in WP7. This leads to an assessment of the topics that trainees were interested in learning about, and how these relate to the EOSCpilot Skills Framework. Finally, the report draws conclusions from the two kinds of event organised in WP7; discussion of opportunities and challenges to delivering the skills improvements needed, and delivery of training to do that.
