Aim: Understanding the spatial ecology of animal movements is a critical element in conserving long-lived, highly mobile marine species. Analyzing networks developed from movements of six sea turtle species reveals marine connectivity and can help prioritize conservation efforts. Location: Global. Methods: We collated telemetry data from 1235 individuals and reviewed the literature to determine our dataset's representativeness. We used the telemetry data to develop spatial networks at different scales to examine areas, connections, and their geographic arrangement. We used graph theory metrics to compare networks across regions and species and to identify the role of important areas and connections. Results: Relevant literature and citations for data used in this study had very little overlap. Network analysis showed that sampling effort influenced network structure, and the arrangement of areas and connections for most networks was complex. However, important areas and connections identified by graph theory metrics can be different than areas of high data density. For the global network, marine regions in the Mediterranean had high closeness, while links with high betweenness among marine regions in the South Atlantic were critical for maintaining connectivity. Comparisons among species-specific networks showed that functional connectivity was related to movement ecology, resulting in networks composed of different areas and links. Main conclusions: Network analysis identified the structure and functional connectivity of the sea turtles in our sample at multiple scales. These network characteristics could help guide the coordination of management strategies for wide-ranging animals throughout their geographic extent. Most networks had complex structures that can contribute to greater robustness but may be more difficult to manage changes when compared to simpler forms. Area-based conservation measures would benefit sea turtle populations when directed toward areas with high closeness dominating network function. Promoting seascape connectivity of links with high betweenness would decrease network vulnerability. © 2022 The Authors. Diversity and Distributions published by John Wiley & Sons Ltd.

As part of the Post-2020 Biodiversity Framework, nations are assessing progress over the past decade in addressing the underlying drivers that influence direct pressures on biodiversity and formulating new policies and strategies for the decade to come. For marine conservation, global marine protected area (MPA) coverage is still falling short of the 10% target set in 2010. Here we show that while this reflects a lack of progress in many low- and middle-income countries, a few of these nations have met or exceeded international commitments. To provide an in-depth explanation of how this was achieved in Gabon, we summarize the lessons learnt by our consortium of policy makers and practitioners who helped implement a comprehensive and ecologically representative network of 20 MPAs. We show the importance of creating a national framework, building long-term stakeholder support, and focusing on research that guides implementation and policy; and outline a four-step approach that countries and donors could use as an example to help meet international commitments. By responding to calls to share lessons learned to inform future Convention on Biological Diversity targets, we show how Gabon's experiences could inform change elsewhere.

WOS:000542969500001; International audience; In many developing countries, small-scale fisheries provide employment and important food security for local populations. To support resource management, the description of the spatiotemporal extent of fisheries is necessary, but often poorly understood due to the diffuse nature of effort, operated from numerous small wooden vessels. Here, in Gabon, Central Africa, we applied Hidden Markov Models to detect fishing patterns in seven different fisheries (with different gears) from GPS data. Models were compared to information collected by on-board observers (7 trips) and, at a larger scale, to a visual interpretation method (99 trips). Models utilizing different sampling resolutions of GPS acquisition were also tested. Model prediction accuracy was high with GPS data sampling rates up to three minutes apart. The minor loss of accuracy linked to model classification is largely compensated by the savings in time required for analysis, especially in a context of nations or organizations with limited resources. This method could be applied to larger datasets at a national or international scale to identify and more adequately manage fishing effort.

International audience; The distributions of migratory species in the ocean span local, national and international jurisdictions. Across these ecologically interconnected regions, migratory marine species interact with anthropogenic stressors throughout their lives. Migratory connectivity, the geographical linking of individuals and populations throughout their migratory cycles, influences how spatial and temporal dynamics of stressors affect migratory animals and scale up to influence population abundance, distribution and species persistence. Population declines of many migratory marine species have led to calls for connectivity knowledge, especially insights from animal tracking studies, to be more systematically and synthetically incorporated into decision-making. Inclusion of migratory connectivity in the design of conservation and management measures is critical to ensure they are appropriate for the level of risk associated with various degrees of connectivity. Three mechanisms exist to incorporate migratory connectivity into international marine policy which guides conservation implementation: site-selection criteria, network design criteria and policy recommendations. Here, we review the concept of migratory connectivity and its use in international policy, and describe the Migratory Connectivity in the Ocean system, a migratory connectivity evidence-base for the ocean. We propose that without such collaboration focused on migratory connectivity, efforts to effectively conserve these critical species across jurisdictions will have limited effect.

Basking sharks Cetorhinus maximus have undergone widespread historic exploita- tion in the northeast Atlantic and are of conservation concern. A greater knowledge of their spatial and temporal habitat use is required to better inform subsequent monitoring and management strategies. Techniques such as light-based geolocation have provided great insights into individ- ual movements, but currently available data do not permit extrapolation to the population level. Public recording schemes may, however, help to fill shortfalls in data gathering, especially when analysed in conjunction with data from these other techniques. We analysed 11 781 records (from 1988 to 2008) from 2 public recording databases operating in the UK. We describe 3 sightings hotspots: western Scotland, Isle of Man and southwest England, and highlight the marked season- ality of basking shark sightings, which were at their greatest during the northeast Atlantic sum- mer (June to August). We further highlight a significant correlation between the duration of the sightings season in each year and the North Atlantic Oscillation, an atmosphereocean climate oscillation that has been linked to forcing of marine ecosystems. We augment patterns from public sightings records with effort-related data collected by boat-based transects at 2 regional sightings hotspots (western Scotland and southwest England). Analysis of reported body size data indicated that the annual proportion of small sharks ( 6 m) remained constant. These patterns may be indicative of a population recovery fol- lowing systematic harvesting in the 20th century.

Despite a powerful, federal legislative framework established to protect threatened and endangered species in the United States, conservation actions can be hindered by the complexity of the full management structure. This is particularly true when state and federal agencies share the responsibility to conserve endangered species. To illustrate this point, this paper describes the management of sea turtle by-catch in commercial fisheries within the state waters of North Carolina. It reviews past and present by-catches, summarizes state and federal efforts intended to reduce sea turtle by-catch, and discusses the challenges posed by the involvement of multiple agencies with conflicting objectives. It concludes by recommending fundamental changes to this management framework and, in particular, proposes the establishment of a multilayered stakeholder group that would work to reduce sea turtle by-catch while supporting vibrant commercial fisheries in the state.

Differential habitat use and foraging behaviors at various life-stages within a population can have profound consequences for survivorship, stage duration, and time to maturity. While evidence for plasticity within a given life-stage in marine species is mounting, factors that contribute to this diversity remain poorly understood. We used stable isotope analysis of consumer and prey tissues to describe the trophic niche width of juvenile loggerhead turtles (Caretta caretta) that have been tracked and previously shown to have significant variation in movement behaviors (oceanic versus neritic). Results of a Bayesian mixing model indicated that whereas benthic invertebrates dominated the recent diet of neritic turtles (determined through blood plasma), pelagic prey items contributed substantially to the diets of oceanic turtles. Analysis of temporally protracted diet composition (determined through red blood cells) reflected contributions from pelagic prey for all turtle groups, indicating that all turtles fed in the pelagic zone during overwintering periods. These results imply that the previous satellite tracking results reflect the turtles' prior foraging habits. Our study highlights the need for an integrative management approach of North Atlantic juvenile loggerheads and validates the use of stable isotopes for determining their differential habitat use.

We conducted a 2 yr study of small juvenile green sea turtles Chelonia mydas in an estu- ary in North Carolina, USA, to examine how turtle behavior affected their vulnerability to incidental capture in an artisanal gill net fishery. We used sonic and satellite telemetry to track the movements and habitat use of 10 green turtles during the summers of 2005 and 2006. Individual turtles estab- lished summer foraging sites and showed very strong fidelity to particular tidal creeks and marsh islands. Turtles were strongly associated with seagrass habitat and were easily disturbed by natural and anthropogenic activity. We found that green turtles and gill net fishers exhibited similar habitat preferences, leading to the potential for entanglement, a finding corroborated by 8 yr of by-catch records. Individual turtles interacted with multiple gears during our study as a result of fishing activ- ity in their small home ranges.

article i nfo For immature animals, diet quality and composition influence expression of life history traits such as growth rates and ultimately life stage duration and age to maturity. Circumglobally distributed loggerhead turtles (Caretta caretta) exhibit a multi-decade immature stage that generally occupies neritic habitats and is characterized by slow growth and an omnivorous diet. Although adult nesting populations are geographically distinct, foraging areas for immature loggerheads show a high degree of mixing of individuals that originate from multiple nesting stocks. Furthermore, despite their generalist foraging ecology, immature loggerheads have been observed to supplement their natural diets with fish from fishery discards and/or caught in fishing gear. However, whether trophic opportunism results in variation in loggerhead growth rates within or among feeding areas has not been investigated. In Core Sound, North Carolina (NC), USA, immature loggerheads demonstrate highly variable size-specific growth rates, in contrast to other studies that report discernible somatic growth functions in immature marine turtles. To determine whether inter-individual variation in growth rates at this site was due to variation in diet composition, and specifically variation in consumption of fish, we analyzed carbon and nitrogen stable isotope ratios of loggerhead blood plasma and of tissue samples of putative loggerhead prey, as well as commercially important fish species. Our results indicated that growth rates were not related to trophic levels at which individual turtles fed, but rather probably reflected inter- individual variation in overwintering or foraging behavior (i.e. nearshore vs. offshore). Furthermore, loggerhead diets were highly diverse, and comprised mainly blue crabs and/or whelks, as well as small proportions of cannonball jellies. Fish were unimportant dietary components for loggerheads. Although loggerheads in NC do not appear to feed on fish catch or discards, immature turtles showed dietary preferences for prey items that are also valuable to or are commonly taken as bycatch in commercial fisheries (e.g. blue crabs and whelks, respectively) in the region. Thus, the status of these prey items/fishery stocks as well as trends in loggerhead populations should be monitored to mitigate potential competitive interactions between fisheries activities and loggerhead turtles.

Animal movement has been the focus on much theoretical and empirical work in ecology over the last 25 years. By studying the causes and consequences of individual movement, ecologists have gained greater insight into the behavior of individuals and the spatial dynamics of populations at increasingly higher levels of organization. In particular, ecologists have focused on the interaction between individuals and their environment in an effort to understand future impacts from habitat loss and climate change. Tools to examine this interaction have included: fractal analysis, first passage time, Lévy flights, multi-behavioral analysis, hidden markov models, and state-space models. Concurrent with the development of movement models has been an increase in the sophistication and availability of hierarchical bayesian models. In this review we bring these two threads together by using hierarchical structures as a framework for reviewing individual models. We synthesize emerging themes in movement ecology, and propose a new hierarchical model for animal movement that builds on these emerging themes. This model moves away from traditional random walks, and instead focuses inference on how moving animals with complex behavior interact with their landscape and make choices about its suitability.

As eutrophication of estuaries and coastal oceans increases worldwide, the resulting expansion of hypoxic zones represents an increasingly frequent form of habitat degradation. Although impacts of prolonged hypoxia on benthic invertebrate species are well-documented, there is little understanding of how those effects subsequently influence the motile upper trophic levels in estuarine ecosystems. Quantitative nekton surveys in the Neuse River Estuary and field experiments in June and August 1999 using Atlantic croaker Micropogonias undulatus demonstrated that inter- mittent hypoxia decreased habitat quality for juvenile, demersal fish through 3 pathways: (1) hypoxia restricted the fishes in estuaries to shallow, oxygenated areas, where in the early part of the summer about 1 ⁄3 fewer prey resources were available. (2) This contraction of suitable habitat crowded the fish into smaller areas and may have resulted in density-dependent reduction of growth rates. (3) Most importantly, mortality of sessile infauna in deeper areas exposed to intermittent hypoxia decreased prey densities about 8-fold between the June and August experiments. Through these mechanisms, intermittent hypoxia may result in ecological crunches or bottlenecks. Field data collected from May to October in 3 yr (1998 to 2000) with differing levels of hypoxia support the conclusion that intermit- tent hypoxia may decrease habitat quality and result in ≥50% declines in juvenile fish growth rate. Incorporation of these indirect effects of hypoxia on juvenile growth rates into a population model demonstrated the potential for significant (~4%) reductions in population growth rate. Thus, sub- lethal effects of hypoxia-driven habitat degradation may impact fisheries production not only through reduced size at age, but also through reduced abundance of demersal fish populations.

We report here the response of the water column and phytoplankton biomass of a large lagoonal estuary to a record freshwater discharge event which followed from extraordinary hurricane activity. In the fall of 1999, three hurricanes passed over eastern North Carolina coast in a 7-wk period: Hurricane Dennis (August 24–September 5), Hurricane Floyd (September 14–17), and Hurricane Irene (October 13–16). The hurricanes delivered record rainfall to the watersheds of the Pamlico Sound, North Carolina, the second largest estuary in North America. Hurricane Floyd was followed by a 500-yr flood that displaced 80% of the volume of the Sound and delivered half the annual nitrogen (N)-nutrient load to this N-limited system.

Juvenile loggerhead sea turtles spend more than a decade in the open ocean before returning to neritic waters to mature and reproduce. It has been assumed that this transition from an oceanic to neritic existence is a discrete ontogenetic niche shift. We tested this hypothesis by tracking the movements of large juveniles collected in a neritic foraging ground in North Carolina, USA. Our work shows that the shift from the oceanic to neritic waters is both complex and reversible; some individuals move back into coastal waters and then return to the open ocean for reasons that are still unclear, sometimes for multiple years. These findings have important consequences for efforts to protect these threatened marine reptiles from mortality in both coastal and open-ocean fisheries.

The unintended bycatch of long-lived marine species in fishing gear is an important global conservation issue. One suite of management approaches used to address this problem restricts or modifies fishing practices in areas where the probability of bycatch is believed to be high. Information on the distribution and behavior of the bycaught species is a desirable component of any such scheme, but such observations are often lacking. We describe a spatially explicit approach that combines data on the distribution of fishing effort and observations of the distribution of bycatch species derived from satellite telemetry. In a case study, we used a spatially explicit predator-prey model to investigate real-time interactions between three species of sea turtles (Caretta caretta, Chelonia mydas, and Lepidochelys kempii) and the fall large-mesh gill net fishery that targets southern flounder (Paralichthys lethostigma) in Pamlico Sound, North Carolina between 2002 and 2004. The model calculates a spatial overlap index, thereby allowing us to identify which fishing areas have the greatest risk of encountering bycatch. In this study, our telemetry deployments (n = 50) were designed specifically to address existing fisheries conservation measures in Pamlico Sound intended to reduce sea turtle bycatch. We were able to predict the spatial distribution of bycatch and evaluate management measures. This approach offers a powerful tool to managers faced with the need to reduce bycatch.

Stable isotope analysis can be used to infer geospatial linkages of highly migratory species. Identifying foraging grounds of marine organisms from their isotopic signatures is becoming de rigueur as it has been with terrestrial organisms. Sea turtles are being increasingly studied using a combination of satellite telemetry and stable isotope analysis; these studies along with those from other charismatic, highly vagile, and widely distributed species (e.g., tuna, billfish, sharks, dolphins, whales) have the potential to yield large datasets to develop methodologies to decipher migratory pathways in the marine realm. We collected tissue samples (epidermis and red blood cells) for carbon (δ13C) and nitrogen (δ15N) stable isotope analysis from 214 individual loggerheads (Caretta caretta) in the Northwest Atlantic Ocean (NWA). We used discriminant function analysis (DFA) to examine how well δ13C and δ15N classify loggerhead foraging areas. The DFA model was derived from isotopic signatures of 58 loggerheads equipped with satellite tags to identify foraging locations. We assessed model accuracy with the remaining 156 untracked loggerheads that were captured at their foraging locations. The DFA model correctly identified the foraging ground of 93.0% of individuals with a probability greater than 66.7%. The results of the external validation (1) confirm that assignment models based on tracked loggerheads in the NWA are robust and (2) provide the first independent evidence supporting the use of these models for migratory marine organisms. Additionally, we used these data to generate loggerhead-specific δ13C and δ15N isoscapes, the first for a predator in the Atlantic Ocean. We found a latitudinal trend of δ13C values with higher values in the southern region (20–25 °N) and a more complex pattern with δ15N, with intermediate latitudes (30–35 °N) near large coastal estuaries having higher δ15N-enrichment. These results indicate that this method with further refinement may provide a viable, more spatially-explicit option for identifying loggerhead foraging grounds.
