The monitoring of upstream and downstream halal standards is crucial for Indonesia due to its large Muslim population and the increasing global demand for halal products. Indonesia has the potential to become a leading center for the Sharia economy and finance. Thus, developing the halal food and Islamic finance sectors is one strategy to unlock their potential, while strengthening the halal-value chain ecosystem further aids the expansion of the halal food industry. Therefore, this study aims to develop the halal food sector and the Islamic financial sector by integrating the halal value chain into the establishment of a food court financed through the Cash Waqf Linked Sukuk (CWLS) Islamic financial instrument. This study used qualitative methods with primary and secondary data sources. The primary data came from observations and interviews with the Indonesian Waqf Board (BWI). While the secondary data used in this study includes research findings regarding the Halal Value Chain as well as the framework for the application of CWLS funds. The result shows that accelerating the establishment of a halal food court ecosystem can be implemented through CWLS funding. This framework offers financial assistance while maintaining the halal status of food court management. This study provides suggestions to the government on how to enhance the halal ecosystem for Indonesia’s halal ecosystem improvement.

The aim of this research is to examine the role of the Cash Waqf Linked Sukuk instrument in increasing export financing for Indonesian MSMEs. This research employs a descriptive qualitative approach using secondary data obtained from literature studies. Cash waqf can be utilized not only in religious-based domains but also in productive economic sectors. In the context of developing Indonesian export trade, Islamic financial instruments, namely CWLS, serve as a source of funding for the government and are channeled to the Indonesian Export Financing (LPEI) Institution for financing MSMEs based on Sharia principles. Export financing will be repaid to LPEI which will be distributed to the government in the form of taxes, non-tax deductions and a share of government profits. On the other hand, the government provides periodic returns to BWI which are then distributed to Nadzir to be managed for social interests.

Cash Waqf Linked Sukuk (CWLS) is a newly developed social investment instrument to stimulate Indonesia's productive waqf movement. CWLS has numerous commercial and social benefits and worship values. However, despite these advantages, it takes a long time for CWLS to collect funds due to various challenges and inadequate investors' response rate, which is still far from expectation. Thus, this study looks into the contributing factors and antecedence that entail and determine the decision of an institutional investor to invest. The theoretical framework applied the decomposed theory of planned behavior (DTPB). Additionally, it highlights a new perspective by delivering the specific determinants that impact investors' attitudes, moral norms, and perceived behavior control. These factors offer a deep understanding of the association and determine their definite effects on intentions. Based on a survey of 250 respondents, analyzed using partial least squares – structural equation modeling (PLS-SEM), it was found that the proposed hypotheses were accepted. Above all, the important finding is the contribution of attitude as the dominant determinant impacting the investor's intention. It was mainly driven by perceived Ihsan as part of the Muslim religiosity dimension reflecting the spirit to do good. This study's findings provide deeper insight into untested behavior literature. This study will also benefit policymakers, academicians, and future researchers.

This study offers an integrated analysis of the Cash Waqf Linked Sukuk application in Indonesia. The method employed is a review of the literature utilizing many data sources. Several significant ideas, like the sharing economy, Islamic financial innovation, and social impact bonds, have a significant link with the implementation of CWLS, according to the findings. Cash Waqf Linked Sukuk (CWLS) is a tool for placing waqf money (cash waqf) on Indonesia's sovereign Sukuk (SBSN), which was developed to support the social facilities development program. With the presence of CWLS, the private sector can actively contribute to the government's development of public facilities for widespread advantages. The primary advantage of CWLS is that its advantages can be enhanced through the provision of government-managed public infrastructure with solid governance and a low degree of risk. The Indonesian Waqf Board, Bank Indonesia, the Ministry of Finance, Islamic Financial Institutions, the Zakat Institutions, the Ministry of Religious Affairs, Investors, and (Mauquf Alaih) Beneficiaries are involved in the management of CWLS. The study finds that CWLS may be able to aid the community in achieving more sustainable and equitable economic growth.

This study aims to identify problems, solutions, and strategies that hinder the use of Cash Waqf Linked Sukuk (CWLS) as an instrument for procuring health facilities in Indonesia as seen from the dimensions of waqif, promotion, government, regulation, and nadzir. The data analysis technique used is the Analytic Network Process (ANP), using seven expert respondents from academics, regulators, and practitioners. The results of this study indicate that the priority dimension of problems and solutions in general in the use of the CWLS instrument for the procurement of health facilities in Indonesia has to do with the promotional dimension. This is because promotion is a means of communicating to the public about the CWLS instrument. Therefore, promotional activities can minimize people who do not know about the CWLS instrument. The overall strategic priority is the implementation of waqf literacy classes by the Ministry of Religion and the Indonesian Waqf Board to the community. Literacy is an essential component in influencing someone to contribute to waqf. Thus, with this strategy, it is hoped that the public will know about the CWLS instrument. This research is expected to provide benefits for stakeholders of the CWLS instrument to evaluate the strategies that have been carried out previously so that in the future, the utilization of the CWLS instrument in the health sector is more optimal, and the role of waqf in economic development can be achieved. This paper is intended to examine and dissect more closely the optimization of the role of Cash Waqf Linked Sukuk as a new idea of the Islamic financial sistem as an effort to empower the community, so that their lives will be more qualified and competitive. The potential and opportunity for cash waqf in Indonesia will be a serious study for the government and waqf stakeholders so that waqf assets can be managed and developed optimally and maximally. The joint work between the government and waqf stakeholders found a new idea, where productive waqf assets would be allocated for investment in SBSN with the CWLS model. The results show that Cash Waqf Linked Sukuk have several very significant roles in increasing community empowerment in various programs and fields, such as health, education, social and economic fields. BWI in utilizing CWLS fees uses several variants of contracts, ijarah, wakalah, qordhul hasan and mudarabah.

Many people only know that waqf is only in the form of land assets, even though today, there is the latest innovation in waqf through Cash Waqf Linked Sukuk to build social infrastructure such as building hospitals. However, CWLS experiences growth every year. This study aims to analyze the public's intention to buy Cash Waqf Linked Sukuk through the Theory of Reasoned Action and also to determine the effect of religiosity on attitudes. Using the causality method, this study uses primary data through questionnaires distributed online to Indonesian Muslim residents over 18 years old who know the Cash Waqf Linked Sukuk program and understand the CWLS program. This study uses Structural Equation Modeling - Partial Least Square to analyze the data. This study found that religiosity had a positive and significant effect on attitudes. In addition, it was also found that subjective attitudes and norms have a positive and significant influence on people's intentions to buy cash waqf-linked Sukuk waqf. The implication of this research is to be the reference for regulators in conducting the study and also to give information about CWLS to the community. The discussion about Cash Waqf Linked Sukuk in Indonesia is still limited; therefore this study was conducted to enhance people's knowledge. [ABSTRACT FROM AUTHOR]

This study aimed to examine the Government's strategy to optimize the performance of cash waqf through its Cash Waqf Linked Sukuk (CWLS) Retail policy. There is a large potential for cash waqf in Indonesia; however, when the Government issued the CWLS Retail instrument, the results were not optimal, so there is still a fairly high gap between the potential and realization of cash waqf. This was descriptive qualitative research. Data collection was done through interviews, a literature search, and document review. The results of the study showed that, firstly, the Government needs to regulate related issues including waqf that is sent directly from institutions to the Government, standardization of reporting from Nazir to stakeholders, Nazir appointment mechanisms, CWLS Retail taxation aspects, and cash waqf from abroad in the form of non-rupiah. Second, the use of offline and online platforms should be optimized to reach all levels of society. Third, a tenor of two or three years can be used according to conditions; a wakala contract can be used; the nominal issuance needs a lower number to accommodate wakif beginners and lower-middle-income classes; and social projects can use proposals from Nazir and joint projects. Finally, the Government can use more effective marketing strategies by targeting segmented investors, allowing longer offering times and diversifying the media used. [ABSTRACT FROM AUTHOR]

The purpose of this research is to solve the problem of financing export-oriented MSMEs affected by the Covid-19 pandemic, by exploring and building Cash Waqf Linked Sukuk (CWLS) model. The research method used is qualitative. The data sources used are of the secondary type in the form of journal articles, books, reports from the government, national news websites, and other relevant sources that have previously been accessed and downloaded. The data analysis technique uses descriptive analysis, by analyzing the reference sources that have been collected and then integrated with the research argument. The results show that CWLS model has the potential to be an alternative source of new funding that is safe, easy, and risk-free for export-oriented MSMEs actors affected by the pandemic. Other findings show that the potential for cash waqf that can be explored in Indonesia reaches IDR. 13.9 trillion per year, so it has the opportunity to finance as many as 27,800 new export-oriented MSMEs. In addition, the value of the use of waqf funds is quite large, reaching IDR. 1.3 trillion with a two-year tenor. This value is sufficient to finance social development projects such as mosques or schools.
