The sea level rise challenges the future of coastal areas. Although since 2012 in France, the State and local authorities have been working on the future of urbanised coastlines within the framework of the national strategy for the integrated management of the coastline, the natural coastal environments have been the great omission from these discussions. Marginal spaces whose marine and/or land boundaries are constantly being questioned by regulations and the pressures exerted by urbanization, they are also the first to be impacted in the event of marine submersion or erosion. Their marginality is also the result of the low stakes involved, in a reflection essentially centred on urban areas. Recently, however, a reverse trend has emerged and the future of these heritage areas is being questioned. As with other types of territory, the question is whether to resist or adapt. Could this adaptation involve the relocation of certain ecosystems ? This article proposes to answer these questions based on surveys conducted as part of a research project on several French nature reserves.

This article is based on a study carried out in 2019 on the island of Ré concerning illegal mooring on eelgrass beds, a habitat that has been preserved since 1992 by the “Habitat Directive”. The thorny issue of illegal mooring on the island has been revived through the issue of the damages it causes to eelgrass beds. In the context of the Charente coastline, and more particularly the Ré island, the article analyses the construction process of an environmental policy to regulate the mooring impact on eelgrass beds. This process crosses political, environmental and economic issues mobilising heterogeneous actors at different decision-making levels. The agenda setting and local policy making - by setting up light dedicated Mooring Zones (french « Zones de Mouillages et d’équipements Légers » (ZMEL)) - are conflicting. It gives rise to controversy and blockages by the various stakeholders (sailors, locally elected representatives and decentralized State departments) which can only be understood by considering the socio-historical context of the area. The difficult emergence of this environmental policy is highlighted by the interaction of successive administrative reforms - transforming the organization and prerogatives of decentralized State departments -, the representations of sailors, the fuzzy governance frame of the eelgrass beds, and local political games and its power relations.

This article proposes an analysis of the production of land-use conflicts between interested party in the management of a coastal area exposed to coastal risks along the North Sea coast, in the Hauts de France Region. The Platier d'Oye, a reclaimed coastal area at the beginning of the 20th century, is the object of successive logics of appropriation and of coastal dynamics which have contributed to the development of conflicts between the stakeholders. The article analyzes in a first part these different logics which contributed to the development of this coastal territory with first an urbanized space, then a protected nature area and a coastal area at risk. The article focuses on the analysis of the emergence of conflicts of uses in this coastal territory in connection with the development of coastal risks and the protection of natural heritage. The second part of the article proposes an original analysis of usage conflicts linked to the management of tourist and resident attendance and conflicts related to the risks of coastal erosion and marine flooding. The data collected and the analyses mobilized in this paper are based on the research project "Co-construction of adaptation strategies to climate change in the Opal Coast" (COSACO) supported by the program "Coasts for tomorrow?" of the Fondation de France.

The “Dunes de Flandre”, a coastal dunes system located between Dunkirk and the Belgian border at the edge of the North Sea, constitute the last coastal dunes of the Nord department of France. This specificity makes these protected natural sites very exposed to an important frequentation especially in zones with very high urban densities. Within this framework, the Syndicat Intercommunal des Dunes de Flandre (SIDF) started in 2011 an “Opération Grand Site” (OGS), to reach a “Grand Site de France” certification by 2020. A one-year study of visitors was conducted by the research center TVES research center. This paper proposes some thoughts on the coherence of data (quantitative and qualitative) collected during our visitor monitoring with the general objectives set by OGS approach. This knowledge helps management through two aspects: on the one hand, it makes it possible to reinforce approach OGS by confirming the choice of the perimeter and, on the other hand, to set up recommendations to develop these spaces.

From two different projects in which the monitoring visitors led between 2009 and 2014 in two different places (Nord et Languedoc-Roussillon), a cross analysis was realized on the users of the natural and protected littoral areas. Differences and similarities between visitors of nine studied places appear, they are determined by social groups, age, gender, type of public (local people, tourists,...), as well as their perceptions of places. The knowledge of type of management of this places and the results of 356 inquiries realized highlight the influence of the infrastructures and the choices of management on the felt of the users with regard to the place.

The balance between heritage conservation and tourism development is a key issue in the Grand Cul-de-Sac Marin in Guadeloupe. The lagoon was recently invented as a touristic and heritage site and cumulates three functions: i) it’s an area exploited for its marine resources, ii) it’s a leisure destination for the local community, and iii) it’s a tourist destination where a tourism services sector has been developed throughout the archipelago. This context leads to specific difficulties and issues. The great spatial concentration of tourism practices in areas of greater sensitivity and ecological value requires finding innovative management solutions. The governance of the bay is also the subject of a major overhaul in which the National Park is invited to shed its role of "gendarme" to propose increased consultation with users. Even if all the local stakeholders (inhabitants, tourists, tourist services providers, local communities) do not have the same vision of the place to leave to touristic development, the three visions they have today about the protected area demonstrate that they share the same heritage values and the same attachment to the islets and the natural environment. The debate is therefore about the degree of protection and the management tools which can limit the environmental impacts of tourism.

Cet article propose une analyse de la fabrication des conflits d’usages entre acteurs de la gestion d’un espace exposé à des risques naturels côtiers le long de la mer du Nord, dans la Région Hauts de France, le Platier d’Oye. Il s’agit d’un espace littoral poldérisé au début du 20e siècle, objet de logiques successives d’appropriation et de dynamiques côtières qui ont contribué au développement de conflits entre les acteurs, porteurs de ces différentes logiques. L’article analyse dans une première partie ces différentes logiques qui ont contribué à la fabrication de ce territoire côtier avec d’abord un espace urbanisé, un espace de nature protégée et un espace à risques. L’article se focalise sur l’analyse des processus d’émergence des conflits d’usages dans ce territoire côtier en lien avec le développement des risques côtiers et de la protection du patrimoine naturel. La seconde partie de l’article propose une analyse inédite des conflits d’usages liés à la gestion de la fréquentation et à la gestion des risques d’érosion côtière et de submersion marine. International audience; "Understanding public perception of climate change risks in coastal communities is a prerequisite for effective climate adaptation. This study aimed at evaluating the potential impacts of climate change on two coastal communities on the northern coast of France by producing prospective maps of the coastline by 2065 and at assessing the local inhabitants' risk perception and preferred strategies for facing future coastal risks through a survey of 285 households. The solutions inhabitants considered the more appropriate to preserve their living environment while adapting to the potential impacts of climate change were analyzed. A vast majority of the inhabitants is aware of coastal risks in their municipality, but their feeling of exposure is spatially-influenced depending on the distance to the hazard source. Conversely, no relationship was found between preferred strategies for facing future coastal risks and proximity to the shoreline. In the municipality where only soft defense structures are present, more inhabitants opt for the “hold the line” solution, while in the other municipality where a portion of the coast is protected by a seawall, a much larger proportion of the surveyed residents prefer the adaptation option." International audience; Coastal lagoons are important for coastal and marine biodiversity. Nevertheless, they are very sensitive and vulnerable to human impacts, which often result in a decrease of their biodiversity and degradation of their water quality. Considering recent efforts for ecological restoration of coastal lagoons, it appears appropriate to compare the social representations of users of the coastal lagoons and of inhabitants, with ecological diagnoses of biodiversity and water quality. The main question is whether there is congruence between water quality defined by environmental criteria on one hand and the social representations of these issues by lagoon users and local populations on the other hand? How can we explain the social representations of lagoons concerning landscape, water quality and biodiversity? This study was focused on two Mediterranean lagoon areas, i.e., the Palavas lagoon complex (Gulf of Lions) and Biguglia lagoon (Corsica). We have documented these changes of ecosystem states using the criteria of regional monitoring programs that anticipated the implementation of the Water Framework Directive (WFD). Accordingly, both systems have shown bad water quality in the past with recent improvements. For studying the social representations, we conducted 267 surveys with lagoon inhabitants that live close to the lagoons and users of these spaces. In general, most of the residents living close to the lagoons considered that water quality is moderate to good, that biodiversity is good to high and that the current situation is better than in the past. However, some discrepancies between social representations and ecological diagnoses were observed.

La conciliation entre conservation patrimoniale et ouverture au tourisme est une question clé dans le Grand Cul-de-Sac Marin en Guadeloupe. Ce dernier est à la fois un espace exploité pour ses ressources marines, une destination de loisirs pour les populations locales, et un espace touristique sur lequel s’est structuré tout un secteur de prestations de tourisme vendues à l’échelle de l’archipel. Cette situation qui explique l’invention d’un haut-lieu touristique et patrimonial n’est pas sans poser un certain nombre de difficultés. La grande concentration des pratiques touristiques dans les espaces de plus forte sensibilité et valeur écologiques nécessite ainsi de trouver des solutions innovantes de gestion. La gouvernance de la baie fait également l’objet d’une refonte importante dans laquelle le Parc national est invité à se défaire de son rôle de « gendarme » pour proposer une concertation accrue avec les usagers. Même si tous les acteurs locaux (habitants, touristes, prestataires touristiques, collectivités locales) n’ont pas la même vision de la place à laisser aux usages touristiques, les trois visions qu’ils développent aujourd’hui au sujet de l’espace protégé témoignent néanmoins d’une appropriation patrimoniale bien partagée mais aussi d’un grand attachement aux îlets et aux milieux naturels. Le débat est donc celui du degré de protection et des moyens de gestion à choisir pour limiter les impacts environnementaux du tourisme. La reconciliación entre la conservación del patrimonio y la apertura al turismo es un tema clave en el Grand Cul-de-Sac Marin en Guadalupe. La bahía es una zona explotada por sus recursos marinos, un destino de ocio para las poblaciones locales y una zona turística en la que se ha estructurado todo un sector de servicios turísticos vendidos en todo el archipiélago. Esta situación, que explica la invención de un sitio turístico y patrimonial, plantea una serie de dificultades. La gran concentración de prácticas turísticas en áreas de mayor sensibilidad y valor ecológico requiere, por lo tanto, la búsqueda de soluciones de gestión innovadoras. La gobernanza de la bahía también es objeto de una importante revisión en la que se invita el Parque Nacional a abandonar su papel de "gendarme" para proponer una mayor consulta con los usuarios. Incluso si todos los actores locales (habitantes, turistas, proveedores de servicios turísticos, comunidades locales) no tienen la misma visión del lugar para irse a los usos turísticos, las tres visiones que desarrollan hoy sobre el espacio protegido demuestran que tienen la misma visión del patrimonio y el mismo apego a los islotes y el ambiente natural. Por lo tanto, el debate es sobre el grado de protección y los medios de gestión para limitar los impactos ambientales del turismo.

Situées en bordure de la mer du Nord, les dunes de Flandre constituent les derniers ensembles dunaires du département du Nord. Cette spécificité rend ces sites naturels protégés particulièrement exposés à une importante fréquentation dans des zones de très fortes densités urbaines. C’est dans ce cadre que le Syndicat Intercommunal des Dunes de Flandre a souhaité engager en 2011 une Opération Grand Site (OGS) pour accéder d’ici à 2020 à la labellisation « Grand Site de France ». Pour cela, une étude de fréquentation a été menée par des chercheurs du laboratoire Territoires, Villes, Environnement & Société (TVES) EA 4477 durant un an sur les grands ensembles dunaires situés entre Dunkerque et la frontière belge. L’article vise à mettre en écho les objectifs généraux de la démarche OGS avec les résultats de notre étude dont le but est d’apporter des connaissances (quantitatives et qualitatives) sur les usagers des sites. Ces connaissances aident à la gestion, notamment sur deux aspects : d’une part, elles permettent de renforcer la démarche OGS quant au choix du périmètre qui a été décidé antérieurement à l’étude et d’autre part, d’élaborer des recommandations pour valoriser ces espaces. The “Dunes de Flandre”, a coastal dunes system located between Dunkirk and the Belgian border at the edge of the North Sea, constitute the last coastal dunes of the Nord department of France. This specificity makes these protected natural sites very exposed to an important frequentation especially in zones with very high urban densities. Within this framework, the Syndicat Intercommunal des Dunes de Flandre (SIDF) started in 2011 an “Opération Grand Site” (OGS), to reach a “Grand Site de France” certification by 2020. A one-year study of visitors was conducted by the research center TVES research center. This paper proposes some thoughts on the coherence of data (quantitative and qualitative) collected during our visitor monitoring with the general objectives set by OGS approach. This knowledge helps management through two aspects: on the one hand, it makes it possible to reinforce approach OGS by confirming the choice of the perimeter and, on the other hand, to set up recommendations to develop these spaces.

Sur la disparition programmee de Tuvalu se sont accordees doxa scientifique et rumeur mediatique : l'elevation du niveau marin ne peut, par la submersion de cet archipel, qu'apporter la preuve dirimante d'un changement climatique global. Cette disparition consideree comme inexorable a deja conduit a s'interroger sur la realite juridique d'un Etat deterritorialise et sur l'identite d'une communaute condamnee a l'exil. Peut-on imaginer un decalage plus flagrant entre les fantasmes qu'inspirent la destinee de ces neuf iles coralliennes et le quotidien de ses habitants ? Plus que la perspective d'une ineluctable elevation du niveau marin, et d'un exode force, leurs preoccupations immediates se portent sur les deficits pluviometriques, sur la surabondance des dechets menagers, sur la salinisation et la pollution de la lentille d'eau douce, autant de contraintes auxquelles se trouve, en particulier, confrontee l'ile-capitale qui rassemble desormais plus de 5 000 habitants sur moins de 150 hectares. Abreuves de previsions alarmistes, les Tuvaluans se refusent neanmoins a se projeter a la fin du XXIe siecle quand ils seraient ineluctablement appeles a devenir les premiers « refugies climatiques », et, s'ils marquent un fort attachement a leur territoire, ils sont encore loin de se mobiliser pour surmonter les difficultes presentes qu'ils y vivent, loin de l'image idyllique associee aux iles atolliennes.

An underwater survey of the Maldives archipelago has documented various types of erosion features in the Pleistocene reef rock record. Among these were several littoral notches, whose equivalent is found in many other parts of the world. The morphology of the notches at −24 and −35 m suggests that the decelerations of the Holocene transgression were true standstills, or episodes of very slow rise, followed by episodes of rapid rise of the water level. Some deeper water notches were also surveyed. Many caves and cavities in the Pleistocene reef rock, although excavated during low glacial levels, appear to have also been reworked by marine erosion during the Holocene rise. Les fonctions touristiques des stations balnéaires du nord de la France sont rediscutées suite à la hausse du nombre de résidences secondaires dont la majorité des propriétaires est retraitée. Leur rôle influe ainsi sur les usages et les services de ces lieux, devant répondre à une plus grande flexibilité présentielle, soutenue par la mobilité et les infrastructures (Stock, 2006). Les comportements des résidents secondaires retraités traduisent une hybridation des usages du territoire entre résidentialité (recherche de services, de calme et de tranquillité, des activités du quotidien) et touristicité (recherche d'activités de loisirs et de récréativité pour eux-mêmes et pour leurs petits-enfants en période de vacances scolaires dans un lieu hors du quotidien (Knafou et al., 1997 ; Talandier, Jousseaume, 2013). Cette évolution répond à une interrogation sur le statut de cette population qui remet en cause la définition d'un résident secondaire en tant que touriste, fixée par l'OMT et reprise par les institutions nationales (Stock et al., 2017). Ce flou statutaire questionne également les choix des municipalités dans l'aménagement des stations et les plans d'investissement pour le maintien d'une économie dynamique des stations balnéaires (Morice et al., 2008). Cette thèse propose de revoir ce statut de touriste pour les résidents secondaires, à travers une étude menée, dans quatre stations balnéaires du nord de la France, auprès des résidents secondaires retraités qui, par leur connaissance du territoire et leur expérience de vie dans ces lieux, permet de comprendre la complexité de leurs habitudes de vie et d'apporter une vision plus claire dans les choix d'aménagement du territoire des stations balnéaires.
