Abstract

When I first met Kenny, he was a bright, enthusiastic second grader with a charming smile, quick wit, and artistic bent. Over the course of the next two years, however, nearly everything changed. Homework wasn't turned in. Grades declined. Kenny became argumentative with adults and isolated from classmates he once considered friends. Even his appearance changed, as he started wearing clothes that made him look older and meaner. The only area in which he showed improvement was in finding increasingly clever ways to get removed from class.

25. PHILANTHROPY AS A VOICE MECHANISM: A STUDY OF THE EFFICACY OF PUBLIC SCHOOL FOUNDATIONS.

Abstract

The purpose of this study was to find out under what conditions people would be willing to donate money to public education; and to find out if foundations as an alternative for financial support, are an option for the schools. The study researched two primary questions dealing with individual's willingness to give, a voice factor, and the conditions under which people will philanthropically support public education, a choice factor rooted in exchange theory. The data was collected by structured, open-ended interviews with a selected sample of thirty residents of the subject school district. The sample included fifteen residents who supported a recent, failed budget override effort in the subject district, and fifteen residents who did not support the override. The data was qualitatively evaluated to derive answers to the study's research questions. Analysis of the data found that eighty-three percent of the respondents would conditionally donate money to public education through a foundation. One of the findings was the respondents' desire to have a voice in the functioning of the system through controlling their donations by manner of giving, or through designation of monies by earmarking for specific areas. Among the variables that affected the willingness to allocate private money to public education, perception of quality was the primary factor that was directly responsible for the decisions of the respondents. Conceptually this study looked at voice as an indicia of involvement, and as a way to reverse organizational exit. The ultimate goal of involvement becomes commitment or loyalty. Foundations may precipitate a process of increased community involvement in public schools.

Abstract

Recent Housing and Urban Development (HUD) public housing rental calculation changes, 24 CFR PART 913, and the Tenant Allowances for Utilities, 24 CFR PART 965, will result in considerable financial losses, and potential bankruptcy, for many housing authorities. One of these is the Alexandria Housing Authority, which has been able to operate without operating subsidies since 1981 despite rents that average only $65 a month. The changes in HUD regulations will result in an annual loss of $70,000 due to new rent determination rules and an additional one-time loss of $12,500 from the rent credit being determined by the time of moving in. The end result of these and other regulations, including those on Allowances for Utilities for Public Housing, will be bankruptcy in a short time. Ways to avoid this are proposed.

32. Eric Overmyer's on the Verge a Production Focusing on Feminine Values

Abstract

Eric Overmyer's play On the Verge focuses on three women who leave their world in the year 1888 and enter Terra Incognita, a fanciful world that propels then into the future until they land in the year 1955. The women in Overmyer's play are three extraordinary explorer/adventurers whom, I believe, are based upon three women explorers who actually lived in the late 1800s. The thrust of my thesis focuses on identifying the values displayed by the women in the play, and their real-life counterparts, and determining whether or not these values can be identified as "feminine" or, if indeed, there is such a distinction when focusing on values. Chapter I states the purpose for the thesis and includes some descriptions and qualifications for the terms feminine, masculine, womanly, manly, and value. In Chapter II, the play is looked at structurally and a brief history of the real-life Victorian women is given. Chapter III discusses the overall concept of the play and Chapter IV examines the production process. Chapter V acknowledges the actors and evaluates the success of the directional concept. The conclusions drawn are based, in part, on the material discussed in the chapters, and, in part, on external evaluation and criticism found in Appendix B. Appendix A contains a number of photos of the production and Appendix B contains outside evaluations from three sources.

Abstract

The "Dine To Your Heart's Content" program was assessed from points of view of selected patrons and restaurateurs in Virginia. Restaurateurs were interviewed and patrons responded to a mail questionnaire. Patrons were divided into four groups: 1)those following a heart healthy diet due to a physician's recommendation, 2)those with a self reported family history of heart disease, 3)those expressing interest in heart disease, and 4)those who expressed little or no interest in heart health. The frequencies with which patrons dined away from home, dined in restaurants offering this program, and complied with a heart healthy diet when dining out were analyzed. There were no significant differences among groups relative to these factors. The perceived degree of benefit provided by this program also was investigated.
