Abstract

The State Higher Education Finance (SHEF) report is produced annually by the State Higher Education Executive Officers Association (SHEEO) to broaden understanding of the context and consequences of multiple public policy decisions in each state. These decisions contribute to public higher education funding levels and funding distributions across states and nationally. Although the price of college has been rising for students and families, so has the potential economic benefit of earning a postsecondary credential or degree. Greater attention to both the costs and benefits of higher education influences the environment in which political leaders, policymakers, and educators make decisions. This SHEF report supplies important context and trend analysis to help inform policy decisions. SHEF provides the earliest possible review of state and local support, tuition revenue, and enrollment trends for the most recently completed fiscal year. This year's report focuses on FY 2018, which for most states ran from July 1, 2017, through June 30, 2018. The report includes: (1) An explanation of the measures and methods used in the SHEF metrics for analysis; (2) A description of the revenue sources and uses for higher education; (3) An analysis of national trends in enrollment and revenue; (4) Comparisons of the SHEF metrics across states and over time; (5) Indicators of state tax capacity, tax effort, and relative allocations for higher education; and (6) A series of case studies that add important context and interpretation of the data presented in the report. Abstract

Spreading depolarizations (SDs) are profound disruptions of cellular homeostasis that slowly propagate through gray matter and present an extraordinary metabolic challenge to brain tissue. Recent work has shown that SDs occur commonly in human patients in the neurointensive care setting and have established a compelling case for their importance in the pathophysiology of acute brain injury. The International Conference on Spreading Depolarizations (iCSD) held in Boca Raton, Florida, in September of 2018 included a discussion session focused on the question of "Which SDs are deleterious to brain tissue?" iCSD is attended by investigators studying various animal species including invertebrates, in vivo and in vitro preparations, diseases of acute brain injury and migraine, computational modeling, and clinical brain injury, among other topics. The discussion included general agreement on many key issues, but also revealed divergent views on some topics that are relevant to the design of clinical interventions targeting SDs. A draft summary of viewpoints offered was then written by a multidisciplinary writing group of iCSD members, based on a transcript of the session. Feedback of all discussants was then formally collated, reviewed and incorporated into the final document. It is hoped that this report will stimulate collection of data that are needed to develop a more nuanced understanding of SD in different pathophysiological states, as the field continues to move toward effective clinical interventions.

10. Adult Promise Program: A Pilot Design Template for States

Abstract

A number of states have adopted, considered or proposed legislation creating promise programs. These proposals often are viewed as cost-effective strategies to encourage or promote postsecondary enrollment and improve attainment of credentials of value. For our purpose, credentials of value refer to certificates, associate degrees, bachelor's degrees, and any others that provide benefits to the individual. These promise programs offer free community college tuition and fees for a specific subset of students in a state. According to research by the Education Commission of the States (ECS), as of July 2016, a total of 22 states proposed 46 pieces of legislation to create these programs within the last year; however, the vast majority limited eligibility to traditional-age students (18-24). Eighteen policy proposals or enactments specifically define eligibility by the student's age, and 24 proposals limit eligibility by the year that the student graduated from high school. Two promise programs currently underway in Tennessee and Oregon are geared toward recent high school graduates. These programs function as last dollar scholarships and rely primarily on the federal Pell Grant to cover all or most of the tuition and fees, with existing state grants making up the difference where necessary. These programs do not represent significant investments of new state funding. In fact, for low-income students in Tennessee, tuition is already "free" because the Pell Grant covers these costs. If these programs are successful, it may be due to eliminating the sticker shock many potential students and families face when they consider paying for college prior to applying for financial aid. These programs make the promise of free tuition up front so that affording postsecondary education seems possible. In Tennessee, a strong mentoring component, designed to help students navigate postsecondary education and succeed, also may assist in improving credential attainment. The purpose of this document is to assist states interested in implementing a "promise-type" aid program specific to meeting the needs of adult students. It is intended to serve as a playbook to guide states through the implementation and pilot year of such a program.

Abstract

The firefly luciferin analog thioluciferin (S-luc) was synthesised as a key element of bioluminescent reporters for oxidation state and thiol/disulfide equilibria. It shows blue-shifts in absorption and fluorescence compared to luciferin, and is a modest luciferase substrate. These features are attributed to a π-system that is less conjugated than luciferin.

14. Serving the Equity Imperative: Intentional Action toward Greater Student Success

Abstract

If states are to achieve their postsecondary education attainment goals they must take direct and immediate action to address the equity gaps between underserved populations and white and Asian students who are succeeding at higher rates. Not only is earning a postsecondary credential essential for individual economic vitality, but it is necessary to the economic vitality of our states and our nation. Unfortunately, these students are disproportionately impacted by components of the education system that consistently have not served students well. Underserved students are overrepresented in a remedial education system from which few students ever emerge. They are more likely to attend underresourced institutions with fewer structures known to support student success and, as a result, accumulate fewer credits in their first year. All these factors contribute to the gap in completion rates. The data presented in this policy brief support the notion that time is, in fact, the enemy and that many underserved students fail to achieve a higher education credential because the path to a degree is unnecessarily long, costs too much, and does not support success for all students. These data show that few gaps exist across race/ethnicity for students who successfully complete the education pipeline. States and their higher education systems must address the equity gaps at each stage of the education pipeline to make real progress in addressing the attainment gap. The CCA dataset provides state level data that can be examined by race/ethnicity category and institution type throughout each step of the postsecondary education from enrollment through completion. This level of detail has previously not been available and allows states to drill down into the "black box" between enrollment and completion/non-completion to really understand where equity gaps develop or grow.

No single report can provide definitive answers to these broad and fundamental questions of public policy, but the SHEF report provides important context, trend analysis, and information to help inform such decisions. The report includes: (1) An Overview and Highlights of national trends and the current status of state funding for higher education; (2) An explanation of the Measures, Methods, and Analytical Tools used in this report; (3) A description of the Revenue Sources and Uses for higher education, including state tax and nontax revenues, local tax support, tuition revenue, and the proportion of this funding available for general educational support; (4) An analysis of National Trends in Enrollment and Revenue; in particular, changes over time in the public resources available for general operating support; (5) Interstate Comparisons--Making Sense of Many Variables, using tables, charts, and graphs to compare data among states and over time; (6) Indicators of relative State Wealth, Tax Effort, and Allocations for Higher Education, along with ways to take these factors into account when making interstate comparisons; and (7) A series of Case Studies that adds important context and understanding to the data presented in the report. 19. Cerebral autoregulation, spreading depolarization, and implications for targeted therapy in brain injury and ischemia.

Abstract

Cerebral autoregulation is an intrinsic myogenic response of cerebral vasculature that allows for preservation of stable cerebral blood flow levels in response to changing systemic blood pressure. It is effective across a broad range of blood pressure levels through precapillary vasoconstriction and dilation. Autoregulation is difficult to directly measure and methods to indirectly ascertain cerebral autoregulation status inherently require certain assumptions. Patients with impaired cerebral autoregulation may be at risk of brain ischemia. One of the central mechanisms of ischemia in patients with metabolically compromised states is likely the triggering of spreading depolarization (SD) events and ultimately, terminal (or anoxic) depolarization. Cerebral autoregulation and SD are therefore linked when considering the risk of ischemia. In this scoping review, we will discuss the range of methods to measure cerebral autoregulation, their theoretical strengths and weaknesses, and the available clinical evidence to support their utility. We will then discuss the emerging link between impaired cerebral autoregulation and the occurrence of SD events. Abstract

We have discovered a fragment of the natural product roseophilin, a member of the prodiginine family, that antagonizes Mcl-1 functions in a liposome-based assay for mitochondrial membrane permeabilization. By tailoring this substance such that it can participate in salt bridging with the protein surface, we have prepared the first prodiginine inspired structure that shows direct, saturable binding to a recombinant Bcl-2 family member in vitro.

Abstract

Spreading depolarization (SD) has emerged as an important contributor to the enlargement of acute brain injuries. We previously showed that the N-methyl-D-aspartate receptor antagonist ketamine was able to prevent deleterious consequences of SD in brain slices, under conditions of metabolic compromise. The current study aimed to extend these observations into an in vivo stroke model, to test whether gradients of metabolic capacity lead to differential accumulation of calcium (Ca2+) following SD. In addition, we tested whether ketamine protects vulnerable tissuewhile allowing SD to propagate through surrounding undamaged tissue. Focal lesions were generated using a distal middle cerebral artery occlusion in mice, and clusters of SD were generated at 20 min intervals with remote microinjection of potassium chloride. SDs invading peri-infarct regions had significantly different consequences, depending on the distance from the infarct core. Proximal to the lesion, Ca2+ transients were extended, as compared with responses in better-perfused tissue more remote from the lesion. Extracellular potential shifts were also longer and hyperemia responses were reduced in proximal regions following SDs. Consistent with in vitro studies, ketamine, at concentrations that did not abolish the propagation of SD, reduced the accumulation of intracellular Ca2+ in proximal regions following an SD wave. These findings suggest that deleterious consequences of SD can be targeted in vivo, without requiring outright block of SD initiation and propagation. [ABSTRACT FROM AUTHOR]

34. Evaluation of shoreline rotenone application to control Largemouth Bass recruitment in small impoundments.

Abstract

Objective: Reducing Largemouth Bass Micropterus salmoides recruitment and therefore population density could benefit recreational fisheries in small impoundments by improving individual growth rates and increasing the average size and condition of Largemouth Bass. To achieve these effects, methods of controlling Largemouth Bass recruitment should avoid reducing the productivity of their primary prey species, the Bluegill Lepomis macrochirus. Methods: We tested this hypothesis by evaluating the effects of shoreline rotenone application on the density of Bluegill and the density, growth, and survival of age‐0 and age‐1 Largemouth Bass in 15 Alabama small impoundments. Result: After treatment, Largemouth Bass age‐0 densities declined and mean age‐1 length increased, whereas Bluegill populations were not significantly reduced. Conclusion: Our study indicates that shoreline rotenone application may be a valuable method for reducing Largemouth Bass recruitment and increasing the growth of age‐1 Largemouth Bass in small impoundments. However, further research is needed to understand the effects of treatment on nontarget fishes and to better assess the effects of factors such as impoundment surface area and treatment frequency and duration on the ultimate utility of the approach. We found that shoreline rotenone application improved age‐1 Largemouth Bass growth rates while Bluegill densities were unaffected. Abstract

BACKGROUND Cerebrospinal fluid (CSF) leakage is a frequent and challenging complication in neurosurgery, especially in the posterior fossa, with a prevalence of 8%. It is associated with substantial morbidity and increased healthcare costs. A novel dural sealant patch (LIQOSEAL) was developed for watertight dural closure. The objective of this study is to clinically assess the safety and effectiveness of LIQOSEAL as a means of reducing intra- as well as postoperative CSF leakage in patients undergoing elective posterior fossa intradural surgery with a dural closure procedure compared to the best currently available dural sealants. METHODS We will conduct a two-arm, randomized controlled, multicenter study with a 90-day follow-up. A total of 228 patients will be enrolled in 19 sites, of which 114 will receive LIQOSEAL and 114 an FDA-approved PEG sealant. The composite primary endpoint is defined as intraoperative CSF leakage at PEEP 20 cm H$_{2}$O, percutaneous CSF leakage within 90 days of, wound infection within 90 days of or pseudomeningocele of more than 20cc on MRI or requiring intervention. We hypothesize that the primary endpoint will not be reached by more than 10 patients (9%) in the investigational arm, which will demonstrate non-inferiority of LIQOSEAL compared to control. DISCUSSION This trial will evaluate whether LIQOSEAL is non-inferior to control as a means of reducing CSF leakage and safety TRIAL REGISTRATION: ClinicalTrials.gov NCT04086550 .
