1. BRAZIL'S PRESENCE IN THE DEVELOPMENT AID COMMITTEE: NARRATIVES, REALITIES AND CHALLENGES

The Brazilian government promotes membership of the Organization for Economic Cooperation and Development (OECD) colloquially and sarcastically called the Club of the Rich. Membership of this body implies identification, approximation or consent to certain precepts and governance mechanisms promoted within it. On the issue of development, Brazil showed dissimbol and antagonistic stances to those set out in the Development Aid Committee (DAC). Brazil's human development situation suggests that it will not become, in the medium term, a fully member of the DAC, which does not mean that it does not participate and exercise leadership work that seeks change or the achievement of the objectives that had been set and promoted until the anounce of having interest in joining OECD. This article discusses Brazil's role and narrative on the issue of development cooperation, as well as the challenges and opportunities for Brazil and its policy of cooperation as part of its presence in the CAD since eventual adhesion to OECD. It examines the nature of DAC itself; the discussion around cooperation donors that are not members of the committee; the narrative used by Brazil in the recent past on development and its role as an important actor in South-South Cooperation and the prospective of its eventual role in DAC. It is concluded that the transition of the invited country to a member of the OECD non-CAD represents an opportunity for Brazil to push again, within the CAD, the agenda already promoted by countries that have this condition and that has been diminished by the reluctance of developed countries to address these issues.
