Abstract

Nonlinear wave mixing in the X-ray range can provide valuable insights into the structural and electron dynamics of atomic and molecular systems on ultrafast time scales, with state- and site-selectivity and atomic resolution. This promising experimental toolbox was so far limited by requiring at least one near-visible laser, thus preventing core-shell two-dimensional X-ray spectroscopy. In this work, we demonstrate the generation of background-free all-X-ray four-wave mixing (XFWM) signals from a dilute gaseous sample (Ne). The measured and simulated two-dimensional spectral maps ($\omega_{\text{in}},\omega_{\text{out}}$) show multiple contributions involving the coherent response from core electrons. Notably, two-color resonant XFWM signals, essential for generalized multi-color schemes that allow to locally probe the electronic excitation of matter, are observed in neutral Ne. Moreover, stimulated Ne$^+$ emission in each of the propagating X-ray pulses leads to an increase of the temporal coherence in a narrow-bandwidth, which results in the coherent mixing of three X-ray lasers. Preliminary X-ray excitation experiments making use of multi-color time-delayed X-ray pulses demonstrate temporal resolution capability and show a time dependency consistent with a signal dominated by resonant XFWM processes. This first all-X-ray four-wave-mixing approach represents a major breakthrough towards multidimensional X-ray correlation spectroscopy and the general application of nonlinear all-X-ray wave-mixing.

Abstract

Gaia's readout window strategy is challenged by very dense fields in the sky. Therefore, in addition to standard Gaia observations, full Sky Mapper (SM) images were recorded for nine selected regions in the sky. A new software pipeline exploits these Service Interface Function (SIF) images of crowded fields (CFs), making use of the availability of the full two-dimensional (2D) information. This new pipeline produced half a million additional Gaia sources in the region of the omega Centauri ($\omega$ Cen) cluster, which are published with this Focused Product Release. We discuss the dedicated SIF CF data reduction pipeline, validate its data products, and introduce their Gaia archive table. Our aim is to improve the completeness of the {\it Gaia} source inventory in a very dense region in the sky, $\omega$ Cen. An adapted version of {\it Gaia}'s Source Detection and Image Parameter Determination software located sources in the 2D SIF CF images. We validated the results by comparing them to the public {\it Gaia} DR3 catalogue and external Hubble Space Telescope data. With this Focused Product Release, 526\,587 new sources have been added to the {\it Gaia} catalogue in $\omega$ Cen. Apart from positions and brightnesses, the additional catalogue contains parallaxes and proper motions, but no meaningful colour information. While SIF CF source parameters generally have a lower precision than nominal {\it Gaia} sources, in the cluster centre they increase the depth of the combined catalogue by three magnitudes and improve the source density by a factor of ten. This first SIF CF data publication already adds great value to the {\it Gaia} catalogue. It demonstrates what to expect for the fourth {\it Gaia} catalogue, which will contain additional sources for all nine SIF CF regions.

Abstract

Context. Strongly lensed quasars are fundamental sources for cosmology. The Gaia space mission covers the entire sky with the unprecedented resolution of $0.18$" in the optical, making it an ideal instrument to search for gravitational lenses down to the limiting magnitude of 21. Nevertheless, the previous Gaia Data Releases are known to be incomplete for small angular separations such as those expected for most lenses. Aims. We present the Data Processing and Analysis Consortium GravLens pipeline, which was built to analyse all Gaia detections around quasars and to cluster them into sources, thus producing a catalogue of secondary sources around each quasar. We analysed the resulting catalogue to produce scores that indicate source configurations that are compatible with strongly lensed quasars. Methods. GravLens uses the DBSCAN unsupervised clustering algorithm to detect sources around quasars. The resulting catalogue of multiplets is then analysed with several methods to identify potential gravitational lenses. We developed and applied an outlier scoring method, a comparison between the average BP and RP spectra of the components, and we also used an extremely randomised tree algorithm. These methods produce scores to identify the most probable configurations and to establish a list of lens candidates. Results. We analysed the environment of 3 760 032 quasars. A total of 4 760 920 sources, including the quasars, were found within 6" of the quasar positions. This list is given in the Gaia archive. In 87\% of cases, the quasar remains a single source, and in 501 385 cases neighbouring sources were detected. We propose a list of 381 lensed candidates, of which we identified 49 as the most promising. Beyond these candidates, the associate tables in this Focused Product Release allow the entire community to explore the unique Gaia data for strong lensing studies further., Comment: 35 pages, 60 figures, accepted for publication by Astronomy and Astrophysics

Abstract

The third Gaia Data Release (DR3) provided photometric time series of more than 2 million long-period variable (LPV) candidates. Anticipating the publication of full radial-velocity (RV) in DR4, this Focused Product Release (FPR) provides RV time series for a selection of LPVs with high-quality observations. We describe the production and content of the Gaia catalog of LPV RV time series, and the methods used to compute variability parameters published in the Gaia FPR. Starting from the DR3 LPVs catalog, we applied filters to construct a sample of sources with high-quality RV measurements. We modeled their RV and photometric time series to derive their periods and amplitudes, and further refined the sample by requiring compatibility between the RV period and at least one of the $G$, $G_{\rm BP}$, or $G_{\rm RP}$ photometric periods. The catalog includes RV time series and variability parameters for 9\,614 sources in the magnitude range $6\lesssim G/{\rm mag}\lesssim 14$, including a flagged top-quality subsample of 6\,093 stars whose RV periods are fully compatible with the values derived from the $G$, $G_{\rm BP}$, and $G_{\rm RP}$ photometric time series. The RV time series contain a mean of 24 measurements per source taken unevenly over a duration of about three years. We identify the great most sources (88%) as genuine LPVs, with about half of them showing a pulsation period and the other half displaying a long secondary period. The remaining 12% consists of candidate ellipsoidal binaries. Quality checks against RVs available in the literature show excellent agreement. We provide illustrative examples and cautionary remarks. The publication of RV time series for almost 10\,000 LPVs constitutes, by far, the largest such database available to date in the literature. Abstract Bovine mastitis is one of the main inflammatory diseases that can affect the udder during lactation. Somatic cell counts and sometimes microbiological tests are routinely adopted during monitoring diagnostics in dairy herds. However, subclinical mastitis is challenging to identify, reducing the possibility of early treatments. Abstract

Many simulation applications require the generation of long sequences of pseudo-random numbers. Linear recurrences modulo 2 are commonly used as the fundamental building block for constructing pseudo-random number generators with extended periods and excellent statistical properties. These generators consist of a lengthy binary state vector that evolves iteratively through linear transformations. One widely accepted pseudo-random generator in this category is the Mersenne twister 19937 (MT19937), proposed by Matsumoto and Nishimura, which has been implemented in numerous software libraries and numerical packages. The MT19937's popularity stems from its favorable distribution properties and the simplicity and speed of its algorithm. The linear transformation responsible for evolving the binary state vector can be expressed as a concise set of elementary bit manipulations. However, this transformation does not fully utilize the potential for parallelization through SIMD instructions available on modern hardware, limiting further speed enhancements. This paper introduces a new SIMD-friendly random number generator, which maintains the same statistical properties and period as the MT19937. It combines the random streams of multiple MT19937 instances with state vectors de-phased via jump-ahead transformations, then polls each instance in a round-robin fashion. By evolving their vector states simultaneously, the new generator achieves perfect vectorization, fully leveraging on SIMD hardware capabilities. Comprehensive test results demonstrate that the throughput of the new generator scales approximately linearly with the width of the SIMD registers used. This provides significant speed improvements, especially on modern CPUs equipped with larger SIMD registers, and allows for efficient generation of random numbers for various simulation applications.

14. Impact of a ‘Catheter Bundle’ on Infection Rates and Economic Costs in the Intensive Care Unit: A Retrospective Cohort Study

Abstract

Introduction: Catheter-related infections (CBRSIs) are a widespread problem that increase morbidity and mortality in intensive care unit (ICU) patients and management costs. Objective: The main aim of this study was to assess the prevalence of CBRSIs in an intensive care unit following international literature guidelines for managing vascular lines in critically ill patients. These guidelines include changing vascular lines every 7 days, using needle-free devices and port protectors, standardising closed infusion lines, employing chlorhexidine-impregnated dressings, and utilising sutureless devices for catheter securement. Materials and Methods: This single-centre retrospective observational study was conducted in a general Italian ICU. This study included all eligible patients aged > 1 year who were admitted between January 2018 and December 2022. Results: During the study period, 1240 patients were enrolled, of whom 9 were diagnosed with a CRBSI. The infection rate per 1000 catheters/day was as follows: femorally inserted central catheter, 1.04; centrally inserted central catheter, 0.77; pulmonary arterial catheter 0.71, arterial catheter, 0.1; and peripherally inserted central catheter and continuous veno-venous haemodialysis dialysis catheters equal to 0. No difference in CRBSI was observed between the years included in the study (p = 0.874). The multivariate analysis showed an association between the diagnosis of CBRSI and Nursing Activities Score (per single point increase β = 0.04–95%CI: −0.01–0.09, p = 0.048), reason for ICU admission—trauma (β = 0.77–95%CI: −0.03–1.49, p = 0.039), and use of therapeutic hypothermia (β = 2.06, 95%CI: 0.51–3.20, p < 0.001). Implementing the study protocol revealed a cost of EUR 130.00/patient, equivalent to a daily cost of EUR 15.20 per patient. Conclusions: This study highlights the importance of implementing a catheter care bundle to minimise the risk of CRBSI and the associated costs in the ICU setting. A policy change for infusion set replacement every 7 days has helped to maintain the CRBSI rate below the recommended rate, resulting in significant cost reduction and reduced production of ICU waste

Abstract

We introduce THz Stark spectroscopy by using intense single-cycle terahertz pulses as the electric field source and monitoring the induced spectral response of an isotropic molecular ensemble with a coincident femtosecond supercontinuum pulse. THz Stark spectroscopy offers several advantages over conventional Stark spectroscopy and opens previously inaccessible perspectives. Most importantly, THz pulses oscillate faster than typical molecular rotations and consequently eliminate the requirement to freeze the samples to prevent poling effects. Hence, THz Stark spectroscopy allows for time-resolved studies at arbitrary temperatures, specifically ambient conditions more relevant to physiological or operative conditions. Moreover, dynamical field effects, e.g., higher order Stark contributions or hysteresis effects (non-Markovian behavior), can be studied on the time scales of molecular vibrations or rotations. We demonstrate THz Stark spectroscopy for two judiciously selected molecular systems and compare the results to conventional Stark spectroscopy and first principle calculations.

16. Thermal effects on fracture and brittle-to-ductile transition

Abstract

The fracture behavior of brittle and ductile materials can be strongly influenced by thermal fluctuations, especially in micro- and nano-devices as well as in rubberlike and biological materials. However, temperature effects, in particular on the brittle-to-ductile transition, still require a deeper theoretical investigation. As a step in this direction we propose a theory, based on equilibrium statistical mechanics, able to describe the temperature dependent brittle fracture and brittle-to-ductile transition in prototypical discrete systems consisting in a lattice with breakable elements. Concerning the brittle behavior, we obtain closed form expressions for the temperature-dependent fracture stress and strain, representing a generalized Griffith criterion, ultimately describing the fracture as a genuine phase transition. With regard to the brittle-to-ductile transition, we obtain a complex critical scenario characterized by a threshold temperature between the two fracture regimes (brittle and ductile), an upper and a lower yield strength, and a critical temperature corresponding to the complete breakdown. To show the effectiveness of the proposed models in describing thermal fracture behaviors at small scales, we successfully compare our theoretical results with molecular dynamics simulations of Si and GaN nanowires., Comment: 27 pages, 20 figures

Abstract

The identification of non-hematopoietic cells in effusions is a diagnostic challenge in cytology. Biopsies from mesothelium or primary lesions are infrequently performed in clinical settings and immunochemistry on smears or immunohistochemistry on cell blocks are the most common ancillary test to refine the cytological diagnosis. Cavitary effusions are an ideal matrix for flow cytometry and the availability of a cytometric panel to describe non-hematopoietic cells would represent a useful tool. Here we present the results of the flow cytometric and immunohistochemical determination of cytokeratin (CK), vimentin (VIM) and desmin (DES) in 36 canine effusions. The concordance between the two methods was perfect for CK (100%), substantial for VIM (77.8%), and almost perfect for DES (97.2%). The panel was interpreted to define the epithelial (CK+VIM-DES-), mesothelial (CK+VIM+DES+), or mesenchymal (CK-VIM+DES-) origin of the cells. Unexpected profiles were considered doubtful and observed patterns were individually discussed. The concordance of the panel interpretation between two methods was 75%. The evaluation of discordant and doubtful cases suggests a lower sensitivity of flow cytometry in detecting VIM expression and revealed a high frequency of VIM+ epithelial cells, variable expression of VIM in mesothelial cells, and an important role of DES in excluding an epithelial origin when positive. Multicentric studies based on histopathological diagnoses are necessary to confirm these findings and evaluate the diagnostic utility of the panel to refine cytological diagnosis. Our results show that flow cytometry can be a timesaving alternative to IHC on cell blocks in clinical settings to detect CK, VIM and DES expression. The interpretation of the panel is similar in most cases; however, occasional discordant results, particularly for VIM, may occur.

Abstract For decades, it was considered all but impossible to perform Stark spectroscopy on molecules in a liquid solution, because their concomitant orientation to the applied electric field results in overwhelming background signals. A way out was to immobilize the solute molecules by freezing the solvent. While mitigating solute orientation, freezing removes the possibility to study molecules in liquid environments at ambient conditions. Here we demonstrate time-resolved THz Stark spectroscopy, utilizing intense single-cycle terahertz pulses as electric field source. At THz frequencies, solute molecules have no time to orient their dipole moments. Hence, dynamic Stark spectroscopy on the time scales of molecular vibrations or rotations in both non-polar and polar solvents at arbitrary temperatures is now possible. We verify THz Stark spectroscopy for two judiciously selected molecular systems and compare the results to conventional Stark spectroscopy and first principle calculations.

Abstract

Introduction Vascular graft infections (VGIs) are challenging and potentially life-threatening complications following femoropopliteal bypasses. The treatments of choice in peripheral VGIs are antimicrobial therapy, surgical excision, and in-situ reconstruction with an autologous superficial vein. An extraanatomical homograft bypass and antimicrobial therapy could be resolutive in patients presenting with recurrent VGIs and unavailable autologous veins.Case Report We present the case of a 74-year-old Caucasian man with a history of a below-the-knee (BTK) right femoropopliteal bypass using polytetrafluoroethylene (PTFE) for chronic peripheral artery disease (Rutherford Grade 3). He presented at the emergency department with septic arthritis of the right knee involving the previous PTFE femoropopliteal bypass. The graft was excised, and an insitu saphenous vein BTK femoropopliteal bypass was performed. Due to multiple recurrences of graft infection of the proximal anastomosis, an extra-anatomical cryopreserved arterial homograft reconstruction from the external iliac artery to the profunda femoral artery was necessary as a definitive treatment. At three years follow-up the patient is alive, with patency of both vascular reconstructions.Conclusion Despite aggressive treatment, managing vascular graft infections can be challenging, typically requiring a blend of surgical and medical interventions. Patient-specific surgical approaches, such as graft removal, infected tissue debridement andextra-anatomical reconstruction with biological grafts is crucial. In those patients with unavailable autologous veins, consideration could be given to a cryopreserved homograft due to its resistance against infections.

23. Implementing Feminist Language Pedagogy: Development of Students' Critical Consciousness and L2 Writing

Abstract

Feminist pedagogy is a teaching practice, philosophy and process that seeks to confront and deconstruct oppressive power structures both within and outside of the classroom using a gendered lens. As Women's Studies departments continue to grow in many universities, feminist pedagogy seems to be gaining popularity as an approach to engaging students in liberatory classroom practices. However, feminist language pedagogy (feminist pedagogy in the second language learning context) appears to have stagnated. This paper investigates the implementation of feminist language pedagogy in an EAP writing classroom for first-year students at a public university in the Southwest of the United States. Using action research, the teacher, who is the author of this paper, examined how feminist language pedagogy aids the development of her students' critical consciousness and serves as a motivational tool for L2 writing development. The author finds that even in a short, sixteen-week semester, it is possible for students to foster critical consciousness without sacrificing linguistic development.

Abstract

Abstract One of the most relevant challenges for healthcare providers during the COVID– 19 pandemic has been assuring the continuity of care to patients with complex health needs such as people living with rare diseases (RDs). The COVID–19 pandemic accelerated the healthcare sector’s digital transformation agenda. The delivery of telemedicine services instead of many face-to-face procedures has been expanded and, many healthcare services not directly related to COVID-19 treatments shifted online remotely. Many hospitals, specialist centres, patients and families started to use telemedicine because they were forced to. This trend could directly represent a good practice on how care services could be organized and continuity of care could be ensured for patients. If done properly, it could boast improved patient outcomes and become a post COVID-19 major shift in the care paradigm. There is a fragmented stakeholders spectrum, as many questions arise on: how is e-health interacting with ‘traditional’ healthcare providers; about the role of the European Reference Networks (ERNs); if remote care can retain a human touch and stay patient centric. The manuscript is one of the results of the European Brain Council (EBC) Value of Treatment research project on rare brain disorders focusing on progressive ataxias, dystonia and phenylketonuria with the support of Academic Partners and in collaboration with European Reference Networks (ERNs) experts, applying empirical evidence from different European countries. The main purpose of this work is to investigate the impact of the COVID-19 pandemic on the continuity of care for ataxias, dystonia and phenylketonuria (PKU) in Europe. The analysis carried out makes it possible to highlight the critical points encountered and to learn from the best experiences. Here, we propose a scoping review that investigates this topic, focusing on continuity of care and novel methods (e.g., digital approaches) used to reduce the care disruption. This scoping review was designed according to the Preferred Reporting Items for Systematic Reviews and Meta-Analyses extension for scoping reviews (PRISMA-ScR) standards. This work showed that the implementation of telemedicine services was the main measure that healthcare providers (HCPs) put in place and adopted for mitigating the effects of disruption or discontinuity of the healthcare services of people with rare neurological diseases and with neurometabolic disorders in Europe.

We study one dimensional, prototypical schemes able to represent the behavior of several biomacromolecules and the phase transformation phenomena in solid mechanics. To elucidate the effects of thermal fluctuations on the non-convex non-local behavior of such systems, we consider three models of different complexity relying on thermodynamics and statistical mechanics: (i) an Ising-type scheme with an arbitrary temperature dependent number of interfaces between different domains, (ii) a zipper model with a single interface between two evolving domains, and (iii) an approximation based on the stationary phase method. In all three cases, we study the system under both isometric condition (prescribed extension, matching with the Helmholtz ensemble of the statistical mechanics) and isotensional condition (applied force, matching with the Gibbs ensemble). Interestingly, in the Helmholtz ensemble the analysis shows the possibility of interpreting the experimentally observed thermal effects with the theoretical force-extension relation characterized by a temperature dependent force plateau (Maxwell stress) and a force peak (nucleation stress). We obtain explicit relations for the configurational properties of the system as well (expected values of the phase fractions and number of interfaces). Moreover, we are able to prove the equivalence of the two thermodynamic ensembles in the thermodynamic limit. We finally discuss the comparison with data from the literature showing the efficiency of the proposed model in describing known experimental effects.

Abstract

Abstract Mastitis is an inflammatory disease in dairy cows, causing economic losses and reducing animal welfare. In order to contribute for the discovery of early and noninvasive indicators, our objective was to determine the effects of a lipopolysaccharide (LPS) challenge on the microRNA profile (miRNome) of milk fat, using microarray analyses in cows. Cows were fed a lactation diet at ad libitum intake (n = 6). At 27 ± 3 days in milk, cows were injected with 50 µg of LPS Escherichia coli in one healthy rear mammary quarter. Milk samples were collected just before LPS challenge (LPS−) and 6.5 h after LPS challenge (LPS +) from the same cows. Microarray analysis was performed using customized 8 × 60 K ruminant miRNA microarrays to compare LPS− to LPS + miRNome. In silico functional analyses were performed using OmicsNet and Mienturnet software. MiRNome comparison between LPS− and LPS + identified 37 differentially abundant miRNAs (q-value ≤ 0.05). The predicted target genes of the 37 differentially abundant miRNAs are mostly involved in cell life including apoptosis, cell cycle, proliferation and differentiation and in gene expression processes. MiRNome analyses suggest that miRNAs profile is related to the inflammation response of the mammary gland. In conclusion, we demonstrated that milk fat might be an easy and rapid source of miRNAs that are potential indicators of early mastitis in cows.

Abstract

In this article, we provide an exposition about symplectic toric manifolds, which are symplectic manifolds $(M^{2n}, \omega)$ equipped with an effective Hamiltonian $\mathbb{T}^n\cong (S^1)^n$-action. We summarize the construction of $M$ as a symplectic quotient of $\mathbb{C}^d$, the $\mathbb{T}^n$-actions on $M$ and their moment maps, and Guillemin's K\"ahler potential on $M$. While the theories presented in this paper are for compact toric manifolds, they do carry over for some noncompact examples as well, such as the canonical line bundle $K_M$, which is one of our main running examples, along with the complex projective space $\mathbb{P}^n$ and its canonical bundle $K_{\mathbb{P}^n}$. One main topic explored in this article is how to write the moment map in terms of the complex homogeneous coordinates $z\in \mathbb{C}^d$, or equivalently, the relationship between the action-angle coordinates and the complex toric coordinates. We end with a brief review of homological mirror symmetry for toric geometries, where the main connection with the rest of the paper is that $K_M$ provides a prototypical class of examples of a Calabi-Yau toric manifold $Y$ which serves as the total space of a symplectic fibration $W: Y \to \mathbb{C}$ with a singular fiber above $0$, known as a Landau-Ginzburg model in mirror symmetry. Abstract

Porcine pleuropneumonia (PPP) is one of the main causes leading to massive losses in the pig industry, with high economic impacts. Among different etiological agents, Actinobacillus pleuropneumoniae (APP) is responsible for severe fibrinous-necrotizing pleuropneumonia. A total of 19 different APP serotypes are currently recognized. This study aimed to identify APP serotypes isolated from pneumonic lesions in naturally infected and dead pigs in the Piedmont Region and to describe lesions. A total of 107 dead pigs with a suspected PPP diagnosis were included in this study. Lungs were evaluated using gross-pathology scoring systems, histopathology, and APP isolation and serotypes identification by multiplex PCR were conducted. Gross lung lesions were mainly represented by fibrinous pneumonia and pleuropneumonia. APP was isolated in 20/107 (18.7%) samples. PCR indicated APP DNA presence in 53/107 (49.5%) of lung samples. The most observed serotypes were serotype 2 in 24/53 (45.3%) and serotype 6 in 13/53 (24.5%) samples. Moreover, multiplex PCR results suggested a coinfection of different serotypes in five samples. This study emphasizes the importance of an integrated approach, utilizing various techniques, such as gross- and histopathology, and bacteriological culture and PCR, to enhance the diagnosis of APP infections.

Abstract

Background: Vaccination is one of the most important measures to contain the COVID-19 pandemic, especially for frail patients. VACCINATE is a multicentre prospective observational study promoted by the European Reference Network on Rare and Complex Connective Tissue and Musculoskeletal Diseases (ERN ReCONNET) aimed at assessing the long-term outcomes of COVID-19 vaccination in patients with rare and complex connective tissue diseases (rcCTDs) in terms of efficacy and safety. Methods: Adult rcCTDs patients were eligible for recruitment. Demographic, clinical and vaccination data were collected at enrolment. Follow-up visits were scheduled 4, 12, 24, 36 and 48 weeks after completion of the first vaccination cycle; data on adverse events, disease exacerbations and the occurrence of new SARS-CoV-2 infections were collected at these time-points. Findings: 365 rcCTDs patients (87 % female, mean age 51.8 ± 14.6 years) were recruited. Overall, 200 patients (54.8 %) experienced at least one adverse event, generally mild and in most cases occurring early after the vaccination. During follow-up, 55 disease exacerbations were recorded in 39 patients (10.7 %), distributed over the entire observation period, although most frequently within 4 weeks after completion of the vaccination cycle. The incidence of new SARS-CoV-2 infections was 8.9 per 1000 person-months, with no cases within 12 weeks from vaccine administration and an increasing trend of infections moving away from the primary vaccination cycle. Only one case of severe COVID-19 was reported during the study period. Interpretation: COVID-19 vaccination seems effective and safe in rcCTDs patients. The rate of new infections was rather low and serious infections were uncommon in our cohort. No increased risk of disease flares was observed compared to previous disease history; however, such exacerbations may be potentially severe, emphasising the need for close monitoring of our patients.

Abstract

We present a systematic search for short-duration gamma-ray bursts (GRBs) in the local Universe based on 14 years of observations with the Neil Gehrels Swift Observatory. We cross-correlate the GRB positions with the GLADE catalogue of nearby galaxies, and find no event at a distance $\lesssim$100 Mpc and four plausible candidates in the range 100 Mpc$\lesssim$$D$$\lesssim$200 Mpc. Although affected by low statistics, this number is higher than the one expected for chance alignments to random galaxies, and possibly suggests a physical association between these bursts and nearby galaxies. By assuming a local origin, we use these events to constrain the range of properties for X-ray counterparts of neutron star mergers. Optical upper limits place tight constraints on the onset of a blue kilonova, and imply either low masses ($\lesssim10^{-3}\,M_{\odot}$) of lanthanide-poor ejecta or unfavorable orientations ($\theta_{obs}\gtrsim$30 deg). Finally, we derive that the all-sky rate of detectable short GRBs within 200 Mpc is $1.3^{+1.7}_{-0.8}$ yr$^{-1}$ (68\% confidence interval), and discuss the implications for the GRB outflow structure. If these candidates are instead of cosmological origin, we set a upper limit of $\lesssim$2.0 yr$^{-1}$ (90\% confidence interval) to the rate of nearby events detectable with operating gamma-ray observatories, such as Swift and Fermi., Comment: 13 pages, 9 figures, 1 table, accepted for publication in MNRAS
