Background: Residency programs transitioned to primarily virtual interviews due to the COVID-19 pandemic. This shift raised questions regarding expectations and patterns of applicant cancellation timeliness. The purpose of this study was to examine changes in applicant cancellations after transitioning to virtual interviews.Methods: This was a retrospective cohort study of interview data from a three-year emergency medicine residency at a tertiary-care academic medical center. Using archived data from Interview Broker, we examined scheduling patterns between one in-person (2019–2020) and two virtual interview cohorts (2020–2021 and 2021–2022). Our outcomes were the overall cancellation rates relative to interview slots as well as the proportion of cancellations that occurred within 7 or 14 days of the interview date.Results: There were 453 interview slots and 568 applicants invited. Overall, applicants canceled 17.1%of scheduled interviews. Compared with in-person interviews, applicants canceled significantly fewer virtual interviews (in person: 40/128 (31.3%), virtual year 1: 22/178 (12.4%), virtual year 2: 15/143 (10.5%), P = 0.001). Conversely, applicants canceled significantly more virtual interviews within both the 14-day threshold (in person: 8/40 (20%), virtual year 1: 12/22 (55.5%), virtual year 2: 12/15 (80%), P < 0.001) and the 7-day threshold (in person: 0/40 (0%), virtual year 1: 3/22 (13.6%), virtual year 2: 4/15 (26.7%), P = 0.004).Conclusion: While limited, at our site, changing to a virtual interview format correlated with fewer cancellations overall. The proportion of cancellations within 14 days was much higher during virtual interview seasons, with most cancellations occurring during that time frame. Additional studies are needed to determine the effects of cancellation patterns on emergency medicine recruitment.

Purpose: The effect of cancellation and postponement of primary total hip arthroplasty (THA) or knee arthroplasty (TKA) on patient outcomes is unclear. The aim was to assess whether cancellation and delay to arthroplasty was associated with worse joint specific function and quality of life (QoL) 1-year postoperatively. Methods: A single centre retrospective case–control study was performed for all patients planned to undergo THA or TKA in 2019. A total of 3133 arthroplasties were scheduled for 2019 (1484 THA, 1649 TKA), of which 344 (11.0%) were cancelled (136 THA [9.2%], 208 TKA [12.6%]). Pre-operative and one-year post-operative EuroQol (EQ-5D) and Oxford hip (OHS) or knee (OKS) scores were collected. Results: The median time between the date of cancellation and the subsequent operation was 46.0 days for TKA and 45.5 days for THA. The cancelled group were more likely to be male (odds ratio [OR] 1.23, p = 0.03), older (mean difference [MD] 1.19, p = 0.03), with a higher ASA grade (OR 1.88 [ASA 3], OR 5.3 [ASA 4], p = 0.001) or planned for a TKA (OR 1.41, p = 0.003). There were no differences in pre-operative OKS (mean difference [MD] 0.19, p = 0.828) or EQ-5D (MD 0.028, p = 0.394) or in the one-year postoperative OKS (MD 1.51, p = 0.064) or EQ-5D (MD 0.041, p = 0.067) between groups undergoing TKA. However, cancelled THA patients had lower pre-operative OHS (MD 2.73, p = 0.018) and EQ-5D (MD 0.134, p = 0.0017) but at one-year postoperatively there was no difference in the absolute OHS (MD 2.07, p = 0.052) or EQ5D (MD 0.04, p = 0.142). The improvement in hip EQ-5D was greater (MD 0.096, p = 0.016) in the cancelled group. Conclusion: Cancellation and short delay did not influence joint specific outcome or QoL following THA or TKA at one-year. Preoperative hip specific pain, function and QoL were worse in cancelled THA patients, suggesting deterioration while waiting for their surgery, but this did not affect their postoperative outcome. Our values possess a previously unrecognized distinctive kind of underlying unity. Discussion here begins with moral values, and it is argued that recent approaches like Scanlon's and Parfit's run together moral and rational values in an unintuitive way. A defense is then briefly given of a more intuitively plausible moral approach that focuses on empathy, and it is argued further that empathy itself can be theoretically grounded in updated versions of yin 陰 and yang 陽, with yin understood as receptivity and yang as directed purpose. The discussion then takes up notions like practical rationality, well-being, the (impersonally) Good, moral approval/disapproval, and nonethical value concepts like "good knife" and "beautiful face." It is argued that in every one of these spheres of evaluation positive value judgments imply attraction and negative value judgments repulsion but that in all cases these implications can be canceled in a Gricean way. And it also turns out that we can use yin/yang to better understand not only the positive and negative implications of value judgments but also the ways those implications can be contextually canceled. The article analyses the reasons and potential consequences of the abolition of the Commercial Code of Ukraine. It is noted that the Ukrainian legal system, like any other, must adapt to changes in society. Among the key factors influencing the need for changes are European integration processes and the consequences of the Russian-Ukrainian war. It also highlights internal problems and contradictions between different legislative acts that need to be resolved. The Commercial Code of Ukraine was adopted in 2003 to regulate economic relations between business entities and public authorities. It consisted of nine chapters covering various aspects of economic activity. Over time, shortcomings of the Code were identified, such as fragmentation of legal provisions and conflicts of consistency with other legislative acts. This necessitated its revision and improvement. It is emphasised that there are several approaches to solving the problem. Some experts believe that the contradictions between the Commercial and Civil Codes can only be resolved by cancelling the Commercial Code. Others are convinced that the Code can be modernised by removing contradictory provisions and harmonising it with other legislation. The abolition of the Commercial Code may lead to significant changes in the legal framework, create a period of legal uncertainty and cause problems for legal entities engaged in economic activity. However, it may also help to simplify the legal regulation of economic relations, making it more transparent and understandable for business entities in other societies. This can create the basis for the development of the business sector and attract investment to our country. It is important to carefully prepare for the abolition of the Commercial Code, ensure a smooth transition to the new legal framework and minimise possible risks to Ukraine’s economy and legal system. Background: The postponement of elective surgeries is a major problem that increases the time for patients on surgical waiting lists and can negatively affect psychologically and physically to patients and their families. Cancellation rates reported within the literature are highly variable with considerable differences depending on type of hospital, national health care systems or policies, geographical region, patient population, providers, and also the perioperative management practices present at specific institution. Aims and Objectives: The current study was to thoroughly understand the causes to minimize such cancellations in our institute. Materials and Methods: A prospective observational study was conducted in the Department of General Surgery in a tertiary care teaching hospital in North India. All the patients admitted for elective surgeries in the Department of General Surgery over a period of December 1st, 2022–May 30th, 2023 were noted and out of them, details of patients in whom surgery was cancelled were taken and they were followed for 2 months. Results: Out of a total 1065 patients, 92 patients got cancelled during the study period. Out of them, 67 patients (67.8%) were cancelled on the scheduled date of surgery or after reaching operation theatre whereas, 25 patients (27.2%) were cancelled on day before scheduled date of surgery. Maximum number of cancelled patients were of cholelithiasis planned for laparoscopic cholecystectomy followed by inguinoscrotal swellings. Maximum number of patients were deferred due to administrative-related factors, followed by medical related factors. Conclusion: This study will act as a quality improvement initiative by reducing the surgery cancellation rate thus improving utilization of limited resources and valuable time to provide better health care services in our institute. Such cancellations can be minimized by better planning and active inter-departmental communication regarding proposed plan of surgery.

The significance of this study lies in recognizing the crucial role grants play within the social fabric of Indonesian communities. Despite their importance, grants, particularly in the context of land inheritance, often pose challenges, leading to complications such as the potential for withdrawal or annulment. This research aimed to dissect and comprehend the legal ramifications of verbal agreements made prior to the formulation of a grant deed, especially focusing on how such agreements influence the withdrawal of land ownership rights, as illustrated by the decision of the Kupang High Court (Case No. 23/Pdt/2017/PT.KPG). Employing a normative legal research approach, this investigation delves into secondary data and legal literature to interpret the law both as it is written and as it governs societal behavior. A comparative analysis of similar cases provides additional insights, revealing how varying interpretations of verbal agreements can impact the enforceability of grant deeds across different jurisdictions. This study proposed a detailed analysis, asserting the necessity for clearly defining real evidence in the form of authentic deeds. These deeds serve not only as conclusive proof of land ownership but also as a foundational element for any modifications to such ownership, premised on the mutual consent and responsibilities undertaken by both the grantor and grantee during the deedʼs creation. The grant deed emerges as a pivotal document, ensuring the granteeʼs rights over the land, predicated on the lawful acts executed by both parties involved in the transaction. We also introduce a notion of cancellation in belief merging, inspired by the axiomatization of the Borda voting rule proposed by Young. STUDY QUESTION After an IVF cycle cancellation, does changing the stimulation protocol affect the odds of live birth and recurrent cancellation in the subsequent cycle? SUMMARY ANSWER After IVF cycle cancellation, compared to those who repeated the same stimulation protocol, those who changed their protocol had higher odds of live birth and lower odds of recurrent cycle cancellation. WHAT IS KNOWN ALREADY There is limited data addressing the effect of changing the stimulation protocol after an IVF cycle is cancelled during initial stimulation. The odds of live birth outcomes are not known so far in studies addressing the effect of changing the protocol. STUDY DESIGN, SIZE, DURATION Retrospective Cohort Study using the 2014–2017 Society for Assisted Reproductive Technology Clinic Outcome Reporting System (SART CORS) database PARTICIPANTS/MATERIALS, SETTING, METHODS The data included 13 135 patients with a first autologous IVF cycle that resulted in a cycle cancellation and was followed by a second autologous cycle within the study period. We excluded fertility preservation cycles, supernumerary cycle attempts after the second IVF cycle attempt, and cycles with more than one stimulation protocol documented per cycle start. Patients who received the same protocol for both cycles (n = 6434) were compared to those who changed their protocol in the second cycle (n = 6701). Multivariable logistic regression analyses were performed to estimate the adjusted odds of live birth and recurrent cancellation. MAIN RESULTS AND THE ROLE OF CHANCE Changing the protocol in the second cycle resulted 14% lower odds of recurrent cycle cancellation (P  = 0.01) and 17% higher odds of live birth after fresh transfers (P  = 0.04). When stratifying the data by specific combinations of protocol change (agonist flare, agonist suppression, antagonist), there was an increase in live birth when switching from antagonist to agonist suppression (odds ratio (OR) = 1.36, P  = 0.03) and from agonist suppression to antagonist (OR = 1.73, P  = 0.01) compared to those who repeated their same stimulation protocol. Specifically in poor responders, outcomes were worse when using the agonist flare protocol and significantly improved with the agonist suppression protocol. LIMITATIONS, REASONS FOR CAUTION Comparison of response to stimulation between first and second cycles cannot be made in this study because the index IVF cycle was cancelled during ovarian stimulation, and thus there is no reportable outcome data for that cycle. Additionally, SART only tracks the three stimulation protocols addressed in this study and does not have data on more contemporary protocols that are used in poor responders thus limiting the generalizability of our findings WIDER IMPLICATIONS OF THE FINDINGS Using the SART CORS database, which includes >90% of all reported IVF cycles in the USA, provides generalizability to the demographically diverse IVF populations found here. In agreement with prior studies assessing change in IVF protocols, the agonist flare protocol seems to result in worse IVF outcomes, and based on our results, we believe that there is no role for the agonist flare protocol in patients with a prior poor response to stimulation. Assessment of cognitive impairments is a vital part of clinical practice. Cancellation (visual search) and line bisection are commonly used tasks to assess visuospatial attention. Despite the fact visuospatial attention is engaged in both near (within reach) and far-space (out of reach), most studies have been conducted in near-space alone. Moreover, despite their use in clinical practice, it is unclear whether cancellation and bisection tasks are related. Here, we investigated the impact of aging on cancellation and line bisection performance in far-space in a large healthy sample. We provide preliminary age-graded norms for assessing visuospatial attention in far-space calculated from a sample of 179 healthy adults, between the ages of 18–94 (mean age = 49.29). Cancellation and line bisection were presented on a large screen in far-space and completed using a wireless remote. Aging was accompanied by longer task duration for both tasks, slower search speed and poorer quality of search. However, there was no significant effect of aging on line bisection error. There was a significant correlation between the two tasks in that longer task duration in line bisection was associated with slower search speed and poorer quality of search. Overall, participants presented a leftward bias during cancellation and line bisection akin to pseudoneglect. Moreover, we found that irrespective of age, search speed was faster in males than females. We offer novel evidence that performance on cancellation and line bisection tasks are related to one another in far-space, but are also sensitive to age-related decline, and even sex differences. Changing or correcting the date of birth is one of the important and basic issues in the field of civil law, which despite its importance and many plans in the administrative and judicial courts, has not been sufficiently considered, examined, and explained, therefore, its realization is necessary according to the case. Legal conditions are possible through three references and five methods. One method is to act through the commission to determine the age of the subject of the single article of the law on preserving the validity of registered documents, etc. Another method is to request the Dispute Resolution Board of the Civil Registry Office and the third method, which is actually the continuation of the process of obtaining the right through the previous method, is to protest the decision of this authority before the court and request its violation and accept the request from the court. The fourth way is to file a lawsuit to change or correct the date of birth before the court and the last method is to file a lawsuit to cancel the current registry document and issue a new registry document with the actual date of birth before the latter authority. In all cases, according to its type and the competent authority, the request is subject to the fulfillment of legal conditions and the presentation of justified evidence to the investigating authority.

The design of high-speed simply supported bridges in critical conditions, such as road or canal crossings, is a matter of concern, particularly under two-way crossings with sequential wheel loads. Contrarily to simple classical support, elastic bearings can serve towards vibration mitigation under high speed. In this paper, a non-dimensional framework is developed to understand the impact mechanism of an elastically supported (ES) beam under the action of single as well as opposite traversing loads. A good agreement with the available literature has been confirmed for the one-way crossing using the present methodology. Moreover, a parametric study is conducted for an ES beam, in which the effects of speed parameter (η), speed parameter ratio between two trains (R), interspatial distance between loads to the length of the bridge (ϵ), damping ζ, stiffness parameter (κ), and traversing time difference between two trains (t os ) are investigated. The theoretical results suggest the effective use of the ES beam under higher values of η for one-way and R for two-way traffic. The adoption of health care restrictions due to the COVID-19 pandemic led to the cancellation of elective surgical care. However, the impact on patients is unknown. To evaluate the psychological and economic impact of the cancellation of scheduled spinal operations. We identified 50 patients with cancelled surgeries between 16 March 2020 and 24 April 2020. Forty-nine (98%) participants were contacted, with whom the modified WES-Pi questionnaire was filled in during a telephone interview. Of the 49 respondents, 28 (57.2%) were aged <65 years. The most often reported problem (85.7%) was an ongoing limitation in basic daily activities. At least moderate sadness was experienced by 65.3% and disappointment by 73.5% of the patients. More than 80% reported concerns about the continuation and 73.5% about the progression of their symptoms. Out of 27 employees (55.1%), 63% could not work due to severe pain or movement limitation (p <.001). The inability to work was associated with anger (p =.037). The work-related impact of the cancellation was associated with stress (p <.0001) and concerns about continuing the symptoms (p =.004). Two-third of patients would undergo immediate surgery despite the current epidemic situation. The cancellations of elective spinal surgeries have a serious psychological impact on patients. This together with potential economic consequences is especially evident in employees unable to work due to pain or movement disability. The information is beneficial for health management. Background: Cancellation of elective surgery is said to occur when a patient's name appears on the operation list, but the operation is not done on the intended date. Cancelling elective surgeries is a long-standing problem faced by many countries worldwide. Reasons for cancellation of surgery vary from one hospital to another. The goal of this study was to identify factors associated with the cancellation of scheduled Oral and maxillofacial surgeries in the Lagos State University Teaching Hospital. Methodology: Cancellations of elective scheduled operations from January 2021 to July 2022 were reviewed retrospectively. All cancellations were recorded in a predesigned form which included information about the age of the patient, hospital identification number, date of cancellation, type of operation, the Surgeon and the Anaesthetist, preoperative anaesthetic evaluations, any associated medical problems and the presumed reasons for cancellations for in-patients and day case surgery. Patients who died before the time of their scheduled surgery were excluded. Result: 80 patients had their operation cancelled on the day of surgery, and the rate of cancellations was 44.2%. The most common causes of cancellations were patient-related (50%), accounting for up to half of the cancellations. The major reason for cancellation under the administrative category was insufficient time in the theatre to complete the operation list (18.8%). Financial constraint (16.3%) on the day of the surgery was noted more among planned day case procedures and delayed laboratory results (12.5%); oftentimes, covid test results were the major reasons for cancellations under the patient-factors category. Conclusion: The rate of cancellation in this study was high, most of which are patients related. Administrative-related reasons were also identified. Measuring selective attention in a speeded task can provide valuable insight into the concentration ability of an individual, and can inform neuropsychological assessment of attention in aging, traumatic brain injury, and in various psychiatric disorders. There are only a few tools to measure selective attention that are freely available, psychometrically validated, and can be used flexibly both for in-person and remote assessment. To address this gap, we developed a self-administrable, mobile-based test called "UCancellation" (University of California Cancellation), which was designed to assess selective attention and concentration and has two stimulus sets: Letters and Pictures. UCancellation takes less than 7 minutes to complete, is automatically scored, has multiple forms to allow repeated testing, and is compatible with a variety of iOS and Android devices. Abstract Background Cancellations of elective surgery cases are frequent and have significant negative consequences. It causes wasting of valuable resources, patient unhappiness, and psychological stress of patients. Despite this, little is known about the case cancellation and associated factors on the day of surgery in Ethiopia, particularly in the study area. Objective This study aimed to assess the magnitude of case cancellation and associated factors on the day of surgery in hospitals in Wolaita zone, South Ethiopia, from May 17 to June 17, 2023. Methods A hospital-based cross-sectional study involving 322 patients was conducted at Wolaita Sodo Zone, South Ethiopia. All elective surgical cases scheduled during the study period were included. Objective: This study aimed to investigate the causes and prevalence of elective surgery cancellations in the operating room, and the clinical outcomes of affected patients. Methods: This prospective, cross-sectional study assessed the prevalence and causes of elective surgery cancellations once patients are in the operating room. A tertiary academic referral center hosted the study between January 2022 and January 2023. The study sample consisted of 7,482 adult patients scheduled for elective surgeries and taken to the operating room. The 7,415 completed procedures were in Group 2, whereas the 67 cancelled surgeries were in Group 1. Patients were divided into two groups on the basis of whether their surgeries were completed or cancelled. Factors such as age, American Society of Anesthesiologists (ASA) status, and surgical department were analyzed. The two groups were compared on the basis of age, ASA status, surgical department, and surgery time (month and day). Objective: For patient safety, maintaining hemodynamic stability during surgical procedures is critical. Dynamic indices [such as systolic pressure variation (SPV) and pulse pressure variation (PPV)], have recently seen an increase in use. Given the risks associated with such invasive techniques, there is growing interest in non-invasive monitoring methods-and plethysmographic waveform analysis. However, many such non-invasive methods involve intricate calculations or brand-specific monitors. This study introduces the simple systolic ratio (SSR), derived from pulse oximetry tracings, as a non-invasive method to assess fluid responsiveness. Methods: This prospective observational study included 25 adult patients whose SPV, PPV, and SSR values were collected at 30-min intervals during open abdominal surgery. The SSR was defined as the ratio of the tallest waveform to the shortest waveform within pulse tracings. The correlations among SSR, SPV, and PPV were analyzed. Additionally, anaesthesia specialists visually assessed pulse oximetry tracings to determine fluid responsiveness using the SSR method. Results: Strong correlations were observed between SSR and both SPV (r = 0.715, P < 0.001) and PPV (r = 0.702, P < 0.001). Receiver operator curve analysis identified optimal SSR thresholds for predicting fluid responsiveness at 1.47 for SPV and 1.50 for PPV. A survey of anaesthesia specialists using the SSR method to visually assess fluid responsiveness produced an accuracy rate of 83%. Conclusion: Based on the strong correlations it exhibits with traditional markers, SSR has great potential as a clinical tool, especially in resource-limited settings. However, further research is needed to establish its role, especially as it pertains to its universal applicability across monitoring devices.

A deficiency of the postanesthesia care unit (PACU) beds or nurses may cause delays in the operating rooms (ORs) and increase the number of cancellations. Some disruptions like the COVID-19 pandemic may cause this deficiency. This paper investigates two integrated OR and PACU scheduling problems; one with few PACU beds, and the other with few PACU nurses. For each problem, a mathematical model and a matheuristic are proposed for minimising the number of cancellations. To the best of our knowledge, it is the first study that investigates the implications of a severe lack of the PACU beds or nurses on the number of cancellations. The matheuristics hybridise the decomposition of each instance into some small-sized sub-instances with a variable neighbourhood search algorithm. The main advantages of these methods are their flexibility to incorporate many problem details (such as a step-wise demand for the PACU nurses) and to solve any large-scale problem. Numerical results for a data set with 22 ORs show that with an increasingly severe lack of PACU capacity there is progressively greater benefit of the matheuristics than their initial solutions. The findings suggest that while Village Regulations lacking an evaluation mechanism, determined solely by the Village Head, contravene Article 69 paragraph (4) of Law Number 6 of 2014 on Villages, the Regent/Mayor cannot annul such regulations under Article 36 paragraph (1) of Minister of Home Affairs Regulation Number 20 of 2018 unless the Village Head disregards the Regent/Mayor's evaluation findings, maintaining the validity of the Village Regulation. Let R be a commutative Noetherian ring of dimension d. In 1973, Eisenbud and Evans proposed three conjectures on the polynomial ring R [ T ]. These conjectures were settled in the affirmative by Sathaye, Mohan Kumar and Plumstead. One of the primary objectives of this article is to investigate the validity of these conjectures over Noetherian subrings of R [ T ] of dimension d + 1 , containing R. We formulate a class of such rings, which includes polynomial rings, Rees algebras, Rees-like algebras and Noetherian symbolic Rees algebras, and exhibit that all three conjectures hold for rings belonging to this class. Objective: For patient safety, maintaining hemodynamic stability during surgical procedures is critical. Dynamic indices [such as systolic pressure variation (SPV) and pulse pressure variation (PPV)], have recently seen an increase in use. Given the risks associated with such invasive techniques, there is growing interest in non-invasive monitoring methods-and plethysmographic waveform analysis. However, many such non-invasive methods involve intricate calculations or brand-specific monitors. This study introduces the simple systolic ratio (SSR), derived from pulse oximetry tracings, as a non-invasive method to assess fluid responsiveness. Methods: This prospective observational study included 25 adult patients whose SPV, PPV, and SSR values were collected at 30-min intervals during open abdominal surgery. The SSR was defined as the ratio of the tallest waveform to the shortest waveform within pulse tracings. The correlations among SSR, SPV, and PPV were analyzed. Additionally, anaesthesia specialists visually assessed pulse oximetry tracings to determine fluid responsiveness using the SSR method. Results: Strong correlations were observed between SSR and both SPV (r = 0.715, P < 0.001) and PPV (r = 0.702, P < 0.001). Receiver operator curve analysis identified optimal SSR thresholds for predicting fluid responsiveness at 1.47 for SPV and 1.50 for PPV. A survey of anaesthesia specialists using the SSR method to visually assess fluid responsiveness produced an accuracy rate of 83%. Conclusion: Based on the strong correlations it exhibits with traditional markers, SSR has great potential as a clinical tool, especially in resource-limited settings. Objective: This study aimed to investigate the causes and prevalence of elective surgery cancellations in the operating room, and the clinical outcomes of affected patients. Methods: This prospective, cross-sectional study assessed the prevalence and causes of elective surgery cancellations once patients are in the operating room. A tertiary academic referral center hosted the study between January 2022 and January 2023. The study sample consisted of 7,482 adult patients scheduled for elective surgeries and taken to the operating room. The 7,415 completed procedures were in Group 2, whereas the 67 cancelled surgeries were in Group 1. Patients were divided into two groups on the basis of whether their surgeries were completed or cancelled. Factors such as age, American Society of Anesthesiologists (ASA) status, and surgical department were analyzed. The two groups were compared on the basis of age, ASA status, surgical department, and surgery time (month and day). Results: Elective surgery cancellations occurred in the operating room at a rate of 0.9%. Group 1 was substantially older than Group 2 (p<0.001). Group 1 had a larger number of ASA III patients (p<0.001). The department with the highest cancellation rate was ophthalmology (2.5%), followed by general surgery (2.1%), urology (1.5%), and ear, nose, and throat (1.4%). It was possible to avoid 59.7% of cancelations. Conclusion: The study revealed a 0.9% prevalence rate of elective surgery cancelations in the operating room. Older age and higher ASA status greatly influenced these cancellations. Optimized surgery scheduling and patient assessment processes may prevent many of these cancellation. [ABSTRACT FROM AUTHOR]

This research aims to determine the resistance to cancellation of auction for the collateral object of the mortgage right and the creditor’s responsibility toward the auction winner, when, the object of the mortgage right has a lawsuit against the creditor from another party. The research method used in this research is a normative juridical research method. The research results show that the auction cannot be canceled if it complies with existing regulations and procedures as regulated in PMK.No.213/PMK.06/2020 concerning instructions for carrying out auctions. Creditors can be held responsible if an auction is canceled after the auction has been executed as regulated in Minister of Finance Regulation, PMK No. 213/PMK.06/2020 concerning instructions for implementing auctions. Creditors must ensure the validity of the mortgage object being auctioned. As the fiscal administrative acts constitute a species of the administrative acts, it is necessary to verify to what extent it is applied the theory of nullity from the administrative law and referring to the former. Given the reality that the taxation statement is an act originating from the taxpayer/payer, but being assimilated to a taxation decision, subject to a subsequent verification, there are also present in the fiscal procedure, as well as in the civil procedural law, two categories of acts: acts issued by the fiscal authorities and acts originating from the debtors of the fiscal obligations. Consequently, for the latter, we will encounter inevitably the vices of unlawfulness specific to the documents drawn up by individuals, arising from non-compliance with the general conditions of validity regarding capacity, the consent (the manifestation of will in the sense of declaring the information necessary to establish the taxable base and of undertaking to fulfil the fiscal obligation), the object of the legal act and its cause. Since the doctrine in fiscal matters, especially the monographs on the fiscal procedural law, does not classify the acts related to this branch of law except according to the criterion of their object, it should be pointed out that, also for fiscal administrative documents, their classification is applicable, according to the criterion of the extent of the legal effects that they produce, into normative fiscal administrative acts and the individual fiscal administrative acts. This classification, used in the administrative law, is justified by the presence of the fiscal administrative acts that contain fiscal normative regulations, such as the orders of the president of the National Agency of Fiscal Administration, of the Minister of Finance and other ministers, with an impact in the field of taxation. Background: A meticulously planned elective surgery list is a very important strategy of a hospital to ensure efficient utilization of its resources. Cancellation of surgery causes wastage of already scare tertiary care resources, and psychological and financial strain on the patient, the importance of which is felt even more if the cause is preventable. This study was executed to ascertain the incidence and causes for cancellation of elective surgeries on the scheduled day at a tertiary care hospital with the intention of maximally utilizing the available resources. Materials and Methods: The study was executed from January 1, 2019, to March 18, 2020. Data were obtained from each operating room of all specialties pertaining to patient details, planned surgery, and the reason for cancellation. Results: Total canceled cases were 206 (2.31%) out of 8937 cases. Most cases that were canceled belonged to the surgical gastroenterology (28.16% of the total canceled cases of all departments; n = 58) followed by neurosurgery department (19.41%; n = 40). Most cancellations were due to time constraints (~39%, n = 81). The second most common reason was surgeon related (34.6%), mainly overbooking. Patient-related issues caused cancellation in 16.5% (n = 39) of cases. Conclusions: Time constraints due to unexpected prolongation of previous cases and overbooking of operation theater were the significant reasons for the cancellation of elective cases on the day of surgery.

Abstract Introduction Canceling scheduled surgeries on the day of surgery places a heavy burden on healthcare providers and has psychological, social, and financial consequences on patients and their families. This study aimed to investigate the main reasons for cancellations of elective procedures and provide appropriate recommendations to reduce the rate of such avoidable cancellations. Methods Data were collected retrospectively from all consecutive elective cases scheduled for various elective surgeries from January 1, 2020 to March 31, 2022 at Namazi Teaching Hospital, a major referral center in southern Iran with a capacity of 938 beds. Daily data were collected on the number of planned electives, cancellations, and reasons for cancellations. Surgical cancellation reasons were categorized as patient-related, surgeon-related, hospital/system-related, and anesthesia-related. Data were expressed as frequency (percentage) and analyzed with SPSS version 19 software. Results The cancellation rate on surgery day for elective procedures in all fields was 6.3%. The highest cancellation rate was related to minor surgeries (19%), followed by urology (8%), pediatrics (7%), and plastic surgery (7%). The most common reasons for cancellation were patients not suitable for the procedure (37%), followed by patients who did not follow instructions (10%), lack of time (10.5%), and equipment/supplies problems (10%), and refusal to consent (6%). Conclusions According to this study, patients’ unsuitability for surgery, non-compliance with instructions, lack of time, and problems with equipment/supplies are the main reasons for canceling surgery. Proper preoperative assessment and preparation of patients and improved communication between medical teams and patients reduce the cancellation of booked surgeries.

After the Supreme Court Decision, Number 50 P / HUM / 2018 concerning the Cancellation of Permenkumham Number 62 of 2016 concerning Terms and Procedures for Appointment, Transfer, Dismissal, and Extension of Notary Term of Office, which is considered contrary to Article 3 of Law Number 2 of 2014 concerning Amendments to Law Number 30 of 2004 concerning the Position of Notary has an impact, namely the issuance of Permenkumham Number 19 of 2019. Permenkumham Number 19 of 2019 changed the notary appointment examination as one of the conditions for the appointment of the position of Notary to the required photocopy of the training certificate for improving the quality of the Notary position. The cancellation of the Permenkumham was then repeated with the Supreme Court Decision No. 3 P/HUM/2022 which invalidated Article 2 paragraph (3) of Permenkumham No. 19 of 2019, which was deemed detrimental by the Petitioner in this case because of the long, long-winded and costly process. This research is expected to provide explanations and solutions to the above problems carried out using normative juridical methods guided by applicable laws and regulations.

Furthermore, we will show that direct complements in a module M are almost unique iff idempotents in S : = End (M R) are central modulo ∇ (M) , where ∇ (M) : = { f ∈ S : Im f ≪ M }. As an immediate consequence, if M is an epi-projective module, then direct complements in M are almost unique iff M is strongly perspective (i.e. if A and B are isomorphic direct summands of M and M = A ⊕ X , then M = B ⊕ X). In particular, direct complements in a ring R are almost unique iff R is strongly perspective. Hotel cancellation policies have shifted considerably in recent years. This is mainly in response to growing rates of last-minute cancellations and no shows and the resulting negative impact on the hotel's performance. This study explores how two key policy elements, the penalty and the cancellation window, are likely to benefit the hotel. That is, how the severity of the policies is likely to positively impact the hotel's financial performance. We developed a mathematical model and used cancellation and performance information data from a random sample of over 500 U.S. hotels to examine the effectiveness of a range of cancellation policies. The empirical findings support the mathematical model's prediction that moderate cancellation policies are likely to generate better financial performance levels, compared to more lenient or more stringent policies. In this paper, the internal and external cancellation phenomena for damped beams subjected to multi-moving loads are investigated in detail. To start, the theory for the vibration of a simply supported beam is revisited by including the effect of damping. For the first time, a simple expression is derived for the free vibration of the damped beam under multi-moving loads. Based on the concept of local minimum, two cancellation conditions are identified. One is the internal cancellation, which relates to the inherent property of the beam and is conventionally known. The other is the newly formulated external cancellation that relates to the number and spacing of moving loads. For comparison, both the resonant condition and the optimal criterion for span length of the bridge are also briefed. By comparing with the classical solution, the present simple expression for the free vibration of the beam is firstly validated. Then the factors affecting the cancellation are investigated against various load cases and damping levels. The results show that external cancellation occurs more frequently due to the increase in the number and spacing of the moving loads. The damping of the beam has a leaking effect on cancellation, in that nonzero vibration may occur, but it is also quickly damped out by damping itself. [ABSTRACT FROM AUTHOR]

The advent of railways and especially highspeed railways marks great strides in human transportation history. To guarantee exclusive right-of-way, highspeed railways are often built on equal simply supported beams resting on piers. In this paper, a historical review will be given of the resonance and cancellation phenomena observed for simply supported beams traveled by a set of moving loads, as they are typical of highspeed railways. The phenomenon of resonance was observed by early investigators including Timoshenko, Bolotin, Frýba, Matsuura, etc. However, the phenomenon of cancellation was noted lately in 1997 by Yang et al. By letting the conditions of resonance and cancellation coincident, they proposed the optimal span length for suppressing the resonance of simple beams, which is equal to 1.5 times the car length. This 1.5 times rule has been verified and adopted in the design of some highspeed railways. In this article, the theoretical solution for the problem will be revisited for unveiling the key parameters such as the resonance speed (in temporal domain) and resonance wavelength (in spatial domain). Then a rather in-depth review will be given of existing works on the resonance and cancellation of railway bridges from the waves perspective. Research on channel coding for network transmission using polar codes has produced excellent results. By removing error redundancy from the decoding process, cyclic redundancy check (CRC) is frequently used by researchers to increase a system’s performance. In prior research, the application of decoder algorithms for polar codes was examined but not thoroughly compared. For the general capabilities of the previously proposed algorithms to be ascertained, it is crucial to analyze the employment of polar decoders especially successive cancellation (SC)-based polar decoders and the use of CRC in additive white gaussian noise (AWGN). Hence, this paper analyzes the performance of CRC with SC-based polar decoders in AWGN. In the simulation setup, (256,128) polar codes and CRCs with three-bit sizes (6, 8, and 11) were utilized. SC-based polar decoders, such as SC, soft-output cancellation, SC list (SCL) and simplified SC, were applied at the decoder part. The outcomes show that CRC-aided SC-based polar decoders reduced redundancy error. Among all the decoders, the SCL decoder with 11-bits CRC performed well when the normalized signal-to-noise ratio was high. Based on the analysis, removing errors at the highest level is possible using a suitable CRC size for SC-based polar decoders. [ABSTRACT FROM AUTHOR]

Previous research on ISO 9001 certification maintenance, decertification and recertification is fragmented and lacks an integrated theoretical framework. Thus, the aims of this study are to provide an overview of current research, develop an integrated framework and identify research gaps. The research methodology consists of a systematic literature review (SLR) which starts with the definition of a research protocol, proceeds with searches in Web of Science and Scopus, and selects a final sample of 32 articles for analysis. Results show that the research interest in certification maintenance, decertification and recertification is growing, but is still scarce. Extant research focuses on certification maintenance factors, benefits and frameworks; decertification reasons and consequences, and recertification impact on efficiency. There is a lack of consensus on these topics, but the data extracted from the literature is used to develop a theoretical framework of what companies do in the post-certification period. The framework identifies the main variables involved in certification maintenance, decertification and recertification, and establishes the main relationships between them. This is the first SLR conducted on these topics, which provides the first integrated framework of the research phenomena, a comprehensive list of research gaps to guide future studies, and relevant management recommendations. Suspensive condition in contracts is the one that takes effect from occurrence of another event based on the contents of the contract and resolutive condition is an arrangement between the parties that an agreement will end in the event of certain circumstances. Despite the conditional unity of nature of the two institutions, the distinction in the subject of their conditionality has created different rulings and effects. This paper, reviews the difference between the two institutions in terms of rulings and effects, with focus on Imam Khomeini’s views, while offering a thorough definition of the two and the general rules on suspensive condition in contracts and its cancellation. This study will show that in view of Imam Khomeini, whereas suspensive contract occurs in its composition, until before realization of the condition, no contract shall be considered effective, hence no obligation will be created and no conveyance shall be made either. However, under resolutive condition, a full contract is made first but with the occurrence of the condition, the considerations will be withdrawn by either owner or party. Therefore, in suspensive contract, the owners will be entitled to possess their property by all means and ways, but in conditional agreement, the conveyee is obliged to preserve the objection of conveyance, although violation of this imperative rule does not have any dispositive effect.

Dominant motor control theories propose that the brain predicts and attenuates the somatosensory consequences of actions, referred to as somatosensory attenuation. Support comes from psychophysical and neuroimaging studies showing that touch applied on a passive hand elicits attenuated perceptual and neural responses if it is actively generated by one’s other hand, compared to an identical touch from an external origin. However, recent experimental findings have challenged this view by providing psychophysical evidence that the perceived intensity of touch on the passive hand is enhanced if the active hand does not receive touch simultaneously with the passive hand (somatosensory enhancement) and by further attributing attenuation to the double tactile stimulation of the hands upon contact. Here, we directly contrasted the hypotheses of the attenuation and enhancement models regarding how action influences somatosensory perception by manipulating whether the active hand contacts the passive hand. We further assessed somatosensory perception in the absence of any predictive cues in a condition that turned out to be essential for interpreting the experimental findings. In three pre-registered experiments, we demonstrate that action does not enhance the predicted touch (Experiment 1), that the previously reported ‘enhancement’ effects are driven by the reference condition used (Experiment 2), and that self-generated touch is robustly attenuated regardless of whether the two hands make contact (Experiment 3). Our results provide conclusive evidence that action does not enhance but attenuates predicted touch and prompt a reappraisal of recent experimental findings upon which theoretical frameworks proposing a perceptual enhancement by action prediction are based.
