The objectives set in the 2030 agenda gravitate towards the concept of sustainability, a concept that is closely related to the efficiency of port operations. As a direct derivative of the search for more efficient logistics and port operations, a disruption of new technologies, associated with the term ‘Smart’, is making its way with a large range of new digital applications. The logistics and port sector is also undergoing a process of transition towards this kind of operational intelligence through digitized and increasingly automated devices. In this work, an analysis of the most relevant Spanish dry ports is carried out, with the clear objective of discovering their degree of adaptation to the ideal Smart concept. This was developed through the implementation of a descriptive statistical analysis and a Delphi methodology, a battery of indicators and measurement variables that classify, in an integral and objective way, the degree of the adaptation of these ports to the concept of the ideal Smart Dry Port; in this way, we obtained a ranking of the ports. The current and future trend of this type of Smart facilities is solid and clearly points towards a greater digitalization of port processes and an openness of information, with port facilities interconnected with each other through automated processes. The analysis gives a clear picture of the adaptation to digitalization and automation of three of the largest Spanish dry ports, in which there are ongoing efforts to adapt to this concept but for which there is still a long way to go.

The COVID-19 pandemic has wreaked havoc worldwide, with profound economic, environmental, and social implications. Fears about the economic situation have called attention to freight transportation performance as a derivative economic development demand. It is critical to economic growth, especially in industrialized countries with a strong positive relationship to road transport. The empirical evidence in developing countries, such as Colombia, showed that economic growth has had linked to road freight transport regardless of comparisons with other economic sectors. Thie main objective of the paper is to assess the impact caused by the COVID-19 restrictions on freight transport by road to depict the challenge between freight transport performance and economic growth. The total freight transported in 2020 was predicted based on a time series analysis considering the system's performance. As a result, in 2020, the ton of freight transported became only 40% of the predicted freight in the most critical month. The analysis can help planners implement policies to improve freight transport behavior and react during future economic downturns. Events such as the COVID-19 pandemic demonstrate that freight transportation must be fast and flexible, is crucial to act in the short term, and consider the long-term recovery. In addition, cooperation among the various economic sectors' stakeholders must be necessary.

The business methodology presented in this article reflects a complete methodological analysis for the evaluation of the situation or starting point of a company, or in this case a railway logistics platform, and the actions and strategies that must be followed to achieve the proposed objectives. It is carried out by a previous panel of experts to know the situation and to delimit the aspects to be considered in the internal and external analysis, weighted numerically. With this, and employing business analysis of strategies, the lines to be followed of the two most significant aspects of the weighted analysis (the highest and the lowest score) are delimited. This methodology has been successfully used in the case of the Albacete railway logistics platform., La metodología empresarial que se presenta en este artículo refleja un análisis metodológico completo para la evaluación de la situación o punto de partida de una empresa, o en este caso una plataforma logística ferroviaria; y las actuaciones y estrategias que se deben seguir para lograr los objetivos propuestos. Se realiza mediante un panel de expertos previo para conocer la situación y delimitar los aspectos a tener en cuenta en el análisis DAFO. Posteriormente se ponderan numéricamente, enfrentado los aspectos del DAFO para obtener un resultado por enfrentamientos y cuadrantes (Panel Delphi). Con ello, y un análisis empresarial CAME se delimitan las estrategias a seguir de los dos cuadrantes significativos (mayor y menor en puntuación). Esta metodología ha sido utilizada satisfactoriamente en el caso de la plataforma logística ferroviaria de Albacete.

The fourth industrial revolution is characterized by a high level of digitalization of systems and processes. This revolution has reached the Spanish ports. They have been investing for years in the implementation of new technologies, aimed at promoting sustainability and environmental quality, as well as seeking a more efficient and orderly logistics. Ports are moving towards their digital transformation, which is materialized in the well-known Ports 4.0. These intelligent ports, or Smart Ports, cover a multitude of aspects and variables. Automation, digitalization, technologies that allow interoperability, transparency, decentralization, and customer experience define the context of the application of the concept 'Ports 4.0' to the Spanish logistics-port sector. How to achieve a satisfactory digitization process that allows progress towards Port 4.0 in the Spanish port system is one of the questions being raised recently. The Spanish port world could be represented by a red ocean, since in a very generalist way it can be said that it is a marked described by a fierce competition lacking in differentiation. Therefore, with this proposal, the aim is to take the Spanish port system to a blue ocean, where a suitable strategy and innovation generate leaps in value that make competitors irrelevant because customers compare different products and services. To be able to respond to this, the Blue Ocean Strategy is planted, leaving aside the competition between ports and generating new demand. From the study carried out, it is concluded that Spanish ports still have a long way to go in terms of sustainability. It also concludes that a new management model would mean the innovation in value that is necessary for the process towards ports 4.0., La cuarta revolución industrial se caracteriza por una alta digitalización de los sistemas y los procesos. Esta revolución ha llegado a los puertos españoles. Estos llevan años invirtiendo en la implantación de nuevas tecnologías dirigidas a impulsar la sostenibilidad y la calidad medioambiental, así como a buscar una logística más eficiente y ordenada. Los puertos avanzan imparablemente hacia su transformación digital, que se materializa en los conocidos Puertos 4.0. Estos puertos inteligentes o Smart Ports, abarcan multitud de aspectos y variables. Automatización, digitalización, tecnologías que permiten la interoperabilidad, transparencia, descentralización y experiencia del cliente definen el contexto de aplicación del concepto ‘Puertos 4.0’ al sector logístico-portuario español. Cómo alcanzar un proceso de digitalización satisfactorio que permita avanzar hacia puerto 4.0 en el sistema portuario español es una de las cuestiones que se están planteando enlos últimos tiempos. El mundo portuario español podría representarse por un océano rojo, pues de forma muy generalista, se puede decir que está marcado por una feroz competencia carente de diferenciación. Por ello, con la propuesta lo que se pretende es llevar al sistema portuario español a un océano azul, donde una estrategia e innovación adecuada generan saltos de valor que hacen que los competidores sean irrelevantes porque los clientes comparan productos y servicios absolutamente diferentes. Para poderdar respuesta a ello se planta la Estrategia del Océano Azul, dejando de lado la competencia entre puertos y generando una nueva demanda. Del estudio desarrollado se concluye que los puertos españoles aún tienen un largo camino que recorrer en materia de sostenibilidad. Asimismo, se concluye que un nuevo modelo de gestión supondría la innovación en valor que necesaria en el proceso hacía puertos 4.0.

El Marco Estratégico portuario español vigente data del año 1998, durante más de 20 años ha sido el soporte del modelo portuario español, siendo uno de los principales pilares del desarrollo de los puertos españoles. Derivado de los grandes cambios internos y externos al propio sistema se hace fundamental una actualización del Marco Estratégico vigente, siendo necesario reformular las grandes líneas estratégicas y criterios de actuación del sector. Se pretende con este trabajo, tras un análisis de la situación del sistema marítimo español y de las tendencias globales, plantear una serie de propuestas que sirvan de marco para el desarrollo del sistema portuario, de forma que empresas, administraciones portuarias, trabajadores y la sociedad en su conjunto se puedan beneficiar de la aplicación de unas políticas encaminadas al desarrollo competitivo de los puertos en el contexto internacional. La metodología propuesta es un análisis DAFO partiendo de la definición de unos objetivos estratégicos para el nuevo marco estratégico, el paso previó será un benchmarking internacional que permita conocer las tendencias del sector en todo el mundo. Como principal conclusión se destaca que las Autoridades Portuarias han de seguir avanzando en el modelo Landlord, sin embargo, deben de cambiar de enfoque, evitando convertirse únicamente en un propietario pasivo de las infraestructuras portuarias sino en un facilitador de las actividades y servicios realizando una gestión más proactiva, incentivando la competencia intraportuaria y con miras a conseguir los objetivos estratégicos planteados.

The port system is immersed in a process of digital transformation towards the concept of Ports 4.0, under the new regulatory and connectivity requirements that are expected of them. As a result of the changes that the industrial revolution 4.0 is imposing, based on new information technologies and the change of energy model, the electrification of modes of transport from alternative energies and the total digitalization of the processes is occurring. This conversion to digital, intelligent, and green ports requires the implementation of the new technologies offered by the market. The inclusion of these enabling tools has allowed the development of automated terminals under a functional approach. This article aims to offer the responsible entities a new methodology (BOT) that allows them to successfully undertake the automation of terminals, taking into account the reality of the conditions of the environment in which they are developed. By quantifying the factors that facilitate or impede implementation, it will be possible to determine the strategy to be followed and the necessary measures to be adopted in the project; constituting, therefore, a novel management and planning tool.

Introduction: Maritime transport sector has always been characterized by cooperative behavior, through collaboration and vertical and horizontal integration, in which shipping companies are presented as the main actors onstage at maritime concentration. They have chosen to develop a strategy of alliances that allows them to benefit from economies of scale and expand its geographical coverage through planning and joint coordination of ships on a global scale; offering a better service. Objective: This article aims to elucidate the possible strategies to be followed by the shipping companies to continue on the path of growth and to achieve greater stability in an environment characterized by globalization, constantly changing and evolving. Method: So the internal characteristics and the external situation (SWOT) are analyzed through analysis CAME, on the basis of the information obtained to a Delphi panel. Results: The strengths acquired by the shipping companies, which make up the various alliances, lead them to establish a defensive strategy (Strengths - Threats) - offensive (Strengths - Opportunities). Conclusions: The horizontal cooperation and integration of the shipping companies has created a scenario of concentration, in which the most important shipping companies (top 10) belong to one of the established alliances. As a result of this concentration, the carriers have greater bargaining power that allows them to mitigate fluctuations in the price of oil and take advantage of new market opportunities such as new technologies applied to the tracking and manipulation of goods., Introducción: El sector del transporte marítimo se ha caracterizado por un comportamiento cooperativo, a través de una colaboración e integración vertical y horizontal, en el cual las navieras se presentan como los principales actores en el escenario de concentración marítima. Optando por desarrollar una estrategia de alianzas que les permiten beneficiarse de las economías de escala y ampliar su cobertura geográfica mediante la planificación y coordinación conjunta de los buques a escala global; ofertando un mejor servicio. Objetivo: El objetivo de este artículo es dilucidar las posibles estrategias a seguir por las navieras para continuar en el camino del crecimiento y lograr una mayor estabilidad en un entorno caracterizado por la globalización, cambiante y en constante evolución. Metodología: se analizan las características internas y la situación externa (DAFO) a través de un análisis CAME, partiendo de la información obtenida de realizar un panel Delphi Resultados: Las fortalezas adquiridas por las navieras, que integran las diversas alianzas, les conduce a establecer una estrategia defensiva (Fortalezas – Amenazas) – ofensiva (primer cuadrante, Fortalezas – Oportunidades) para mantener su supremacía en el sector. Conclusiones: La cooperación e integración horizontal de las navieras ha dibujado un escenario de concentración, en el que las navieras más importantes (top 10) pertenecen a alguna de las alianzas establecidas. Fruto de esta concentración las navieras presentan un mayor poder de negociación que les permite mitigar las fluctuaciones presentes en el precio del petróleo y aprovechar las nuevas oportunidades que presenta el mercado como las nuevas tecnologías aplicadas al seguimiento y manipulación de la mercancía.

Ports are drivers, but at the same time they are immersed in the processes of globalization of societies. That is why they are not alien to the potential of data mining methodologies, which try to discover patterns in large volumes of data sets such as those handled in the port area: Data mining is a discipline linked to the artificial intelligence that, applied in a port environment, makes it possible to find new tools to increase port sustainability. This article aims to analyze port sustainability through the relationships established between sustainability variables, using artificial intelligence techniques such as Bayesian networks. The main conclusion drawn from the analysis is that the fundamental pillar of port sustainability is the institutional dimension., Los puertos son impulsores, pero a la vez están inmersos en los procesos de globalización de las sociedades. Es por ello que no son ajenos a la potencialidad de las metodologías de minería de datos, las cuales intentan descubrir patrones en grandes volúmenes de conjuntos de datos como los que se manejan en el ámbito portuario: La minería de datos es una disciplina ligada a la inteligencia artificial que, aplicado en un entorno portuario, posibilita encontrar nuevas herramientas para aumentar la sostenibilidad portuaria. Este artículo pretende analizar la sostenibilidad portuaria a través de las relaciones que se establecen entre variables de sostenibilidad, empleando para ello técnicas de inteligencia artificial como son las redes bayesianas. La principal conclusión que se extrae del análisis es que el pilar fundamental de la sostenibilidad portuaria es la dimensión institucional.
