We have synthesized Sr$_6$Co$_5$O$_{15}$, a quasi-one-dimensional oxide, measured its magnetic properties and calculated its electronic structure by ab initio techniques. We have found strong evidence for its electronic and magnetic behavior not to follow the trend of its structural series. The magnetic coupling inside the CoO$_3$ chains is not purely ferromagnetic, the long-range coupling inside them is very weak. The Co moments are slightly canted due to their large orbital angular momenta being oriented along each particular quantization axis, that is different for each Co$^{4+}$ atom in the structure. Our thermopower calculations are in agreement with the experiment, supporting our model of the magnetic ground state of the compound., Comment: 9 pages, 5 figures, 3 tables

The Electrodynamic Dust Shield (EDS) has been developed as a means to lift, transport and remove dust from surfaces for over 18 years in the Electrostatics and Surface Physics Laboratory at NASA Kennedy Space Center. Resent advances in the technology have allowed large-scale EDSs to be fabricated using roll-to-roll techniques for quick efficient processing. The aim of the current research is to demonstrate the 3-dimensional (3-D) version of the EDS and its applicability to various surfaces of interest throughout the Artemis program that require dust mitigation. The conventional two dimensional (2-D) EDS has been comprised of interdigitated electrodes across a surface of alternating polarity to setup non-uniform electric fields in the location of interest for which the particles need to be removed. The 2-D system can be designed to accommodate various phases. For example, the two phase EDS is comprised of two electrodes 180˚ out of phase, while the 3-phase EDS is 120˚ out of phase with the adjacent leg. 4-phase EDS configurations are also possible but for each square wave a high voltage signal is applied to each leg.

Lunar dust proved to be a greater problem during the Apollo missions than was originally anticipated. The highly angular, charged dust particles stuck to seals, radiators, and visors; clogged mechanisms; and abraded space suits. As reported by Apollo 12 astronaut Pete Conrad "We must have had more than a hundred hours suited work with the same equipment, and the wear was not as bad on the training suits as it is on these flight suits in just the eight hours we were out.". Dust clinging to surfaces was also transport-ed into habitable spaces leading to lung and eye irritation of the astronauts. The Apollo astronauts were on the Lunar surface less than 24 hours and experienced many dust related problems. With the Artemis program, we are planning longer stays on the surface, with more activities that have the potential to put the astronauts and equipment in contact with greater quantities of Lunar dust. The success of these missions will depend on our understanding of material interactions with Lunar dust and the development of ways to mitigate dust effects in cases where exposure to dust will lead to failure of components, unacceptable loss of power or thermal control, unacceptable loss of visibility, or health issues. Through the Lunar Surface In-novation Initiative (LSII), we are initiating a Patch Plate Materials Compatibility Assessment project. The overall goal of the three year project is to develop passive approaches to mitigate Lunar dust adhesion to surfaces for technologies that are currently at TRL levels 2-3 to bring them to TRL level 5 through ground-based assessment, culminating in a demonstration flight experiment on a Commercial Lunar Payload Services (CLPS) lander in 2022-2023. Spacecraft are complex systems operating in challenging environments that require customized testing procedures designed to mitigate the unique hazards of a space launch environment. As an example of those testing procedures, we describe the test methodology and recommendations developed to mitigate electrostatic discharges that could have triggered an explosion of the Space Shuttle during launch, return to launch site, abort after one orbit, or during normal landing.

Recently, NASA Kennedy Space Center, Hawaii's state aerospace agency PISCES, and two Hawaii high schools Iolani and Kealakehe have come together in a unique collaboration called MoonRIDERS. This strategic partnership will allow Hawaii students to participate directly in sending a science experiment to the surface of the moon. The MoonRIDERS project started in the spring of 2014, with each institution responsible for its own project costs and activities. PISCES, given its legislative direction in advancing planetary surface systems, saw this collaboration as an important opportunity to inspire a young generation and encourage STEM (Science, Technology, Engineering, and Mathematics) learning. Under the guidance of PISCES and NASA, the students will be involved hands-on from start to finish in the engineering, testing, and validation of a space technology called the Electrodynamic Dust Shield (EDS). Dust is a critical issue for space exploration, as evidenced by the Apollo lunar missions and Mars rovers and landers. Dust creates a number of problems for humans and hardware, including inhalation, mechanical interference, wear and tear on spacesuits, inhibition of heat transfer on radiators, and reduced efficiency of solar panels. To address this, the EDS is designed to work on a variety of materials, and functions by generatingelectrodynamic fields to clear away the dust. The Google Lunar XPRIZE (GLXP), a space competition "designed to inspire pioneers to do robotic space transport on a budget," serves as a likely method for the MoonRIDERS to get their project to the moon. The EDS would potentially be flown as a hosted payload on a competitor's lander (still to be chosen). This briefing will provide an overview of the technology, the unique partnership, progress update and testing leading to this flight opportunity.

The International Space Exploration Coordination Group (ISECG) has chosen dust mitigation technology as a Global Exploration Roadmap (GER) critical technology need in order to reduce life cycle cost and risk, and increase the probability of mission success. NASA has also included Particulate Contamination Prevention and Mitigation as a cross-cutting technology to be developed for contamination prevention, cleaning and protection. This technology has been highlighted due to the detrimental effect of dust on both human and robotic missions. During manned Apollo missions, dust caused issues with both equipment and crew. Contamination of equipment caused many issues including incorrect instrument readings and increased temperatures due to masking of thermal radiators. The astronauts were directly affected by dust that covered space suits, obscured face shields and later propagated to the cabin and into the crew's eyes and lungs. Robotic missions on Mars were affected when solar panels were obscured by dust thereby reducing the effectiveness of the solar panels. The Electrostatics and Surface Physics Lab in Swamp Works at the Kennedy Space Center has been developing an Electrodynamic Dust Shield (EDS) to remove dust from multiple surfaces, including glass shields and thermal radiators. This technology has been tested in lab environments and has evolved over several years. Tests of the technology include reduced gravity flights (one-sixth g) in which Apollo Lunar dust samples were successfully removed from glass shields while under vacuum (10(exp -6) kPa).

The moons electrostatic environment requires careful consideration in the development of future lunar landers. Electrostatically charged dust was well documented during the Apollo missions to cause thermal control, mechanical, and visibility issues. The fine dust particles that make up the surface are electrostatically charged as a result of numerous charging mechanisms. The relatively dry conditions on the moon creates a prime tribocharging environment during surface operations. The photoelectric effect is dominant for lunar day static charging, while plasma electrons are the main contributor for lunar night electrostatic effects. Electrostatic charging is also dependent on solar intensity, Earth-moon relative positions, and cosmic ray flux. This leads to a very complex and dynamic electrostatic environment that must be studied for the success of long term lunar missions.In order to better understand the electrostatic environment of planetary bodies, Kennedy Space Center, in previous collaboration with the Jet Propulsion Laboratory, has developed an electrostatic sensor suite. One of the instruments included in this package is the triboelectric sensor array. It is comprised of strategically selected materials that span the triboelectric series and that also have previous spaceflight history. In this presentation, we discuss detailed testing with the triboelectric sensor array performed at Kennedy Space Center. We will discuss potential benefits and use cases of this low mass, low cost sensor package, both for science and for mission success.

A Wheel Electrostatic Spectrometer has been developed as a surveying tool to be incorporated into a planetary rover design. Electrostatic sensors with various protruding cover insulators are embedded into a prototype rover wheel. When these insulators come into contact with a surface, a charge develops on the cover insulator through tribocharging. A charge spectrum is created by analyzing the accumulated charge on each of the dissimilar cover insulators. We eventually intend to prove charge spectra can be used ~o determine differences in planetary regolith properties. We tested the effects of residual surface charge on the cover insulators and discovered a need to discharge the sensor cover insulators after each revolution. We proved the repeatability of the measurements for this sensor package and found that the sensor repeatability lies within one standard deviation of the noise in the signal.

Human exploration missions to Mars will require the development of technologies for the utilization of the planet's own resources for the production of commodities. However, the Martian atmosphere contains large amounts of dust. The extraction of commodities from this atmosphere requires prior removal of this dust. We report on our development of an electrostatic precipitator able to collect Martian simulated dust particles in atmospheric conditions approaching those of Mars. Extensive experiments with an initial prototype in a simulated Martian atmosphere showed efficiencies of 99%. High vacuum triboelectric testing of space materials was required to identify possible Electrostatic Discharge (ESD) concerns for the astronauts in space during electronics board replacement on the Hubble Space Telescope. Testing under high vacuum conditions with common materials resulted in some interesting results. Many materials were able to charge to high levels which did not dissipate quickly even when grounded. Certain materials were able to charge up in contact with grounded metals while others were not. An interesting result was that like materials did not exchange electrostatic charge under high vacuum conditions. The most surprising experimental result is the lack of brush discharges from charged insulators under high vacuum conditions.

Electrodynamic Dust Shields (EDS) have been in development at NASA as a dust mitigation method for lunar and Martian missions. An active dust mitigation strategy. such as that provided by the EDS, that can remove dust from surfaces, is of crucial importance to the planetary exploration program. We report on the development of a night experiment to fully ex pose four EDS panels to the space environment. This flight experiment is part of the Materials International Space Station experiment X(MISSE-X). an external platform on the International Space Station that will expose materials to the space environment.

Several In Situ Resource Utilization (lSRU) systems being considered to enable future manned exploration of Mars require capture of Martian atmospheric gas to extract oxygen and other commodities. However, the Martian atmosphere contains relatively large amounts of dust which must be removed in tbe collection systems of the ISRU chambers. The amount of atmospheric dust varies largely with the presence of daily dust devils and the less frequent but much more powerful global dust storms. A common and mature dust removal technology for terrestrial systems is the electrostatic precipitator. With this technology, dust particles being captured are imparted an electrostatic charge by means of a corona discharge. Charged dust particles are then driven to a region of high electric field which forces the particles onto a collector for capture. Several difficulties appear when this technology is adapted to the Martian atmospheric environment At the low atmospheric pressure of Mars, electrical breakdown occurs at much lower voltages than on Earth and corona discharge is difficult to sustain. In this paper, we report on our efforts to obtain a steady corona/glow discharge in a simulated Martian atmosphere of carbon dioxide at 9 millibars of pressure. We also present results on the design of a dust capture system under these atmospheric conditions.
