We describe the problem of regular small telemetry losses incurred during coherency mode transitions in Cassini’s telecommunication. The project did not originally plan any corrective steps for avoiding these data losses, because of 1) the disparity between the small durations of the transitions (1-2 min) and large playback capability losses (15 min) needed for bracketing the transition time spans and 2) the unpredictable content of data downlinking during the transitions. However, as the intense science data return from the tour began, it became apparent that the impact of these small losses can sometimes be significant. We provide two examples of the impact on Radar-dedicated Titan flybys. In general, the impacts are larger for high-rate data and for data acquired during a targeted flyby of Titan and other icy satellites. Although the content of data during a transition for every downlink pass is unpredictable, we are certain that some important data will be lost on downlink passes dedicated to transmit the flyby data and it does not matter what part of the data will be hit by the transitions. We collected more than 200 days of data from Cassini tour operations between June 2004 and February 2005 to analyze the distributions of the start time and duration of the transitions. We found that the occurrence of a transition can be predicted within a 5-min window, with 95 percent confidence. Given that, it is possible to eliminate the data losses by pausing playback at the beginning of a transition for 5 minutes and resuming playback after transition completion. We briefly describe three operational fixes as to how to implement the playback pause, with the pros and cons for each method. Finally, we report the results of the method chosen by the project and implemented on the spacecraft for several Titan and icy satellites flybys between September and October, 2005.

The routine ground processing of data from the NASA radar altimeter of TOPEX/POSEIDON includes instrument corrections for the effects of significant wave height and attitude angle changes on the altimeter's estimates of range, backscattered power, and significant wave height. This paper describes how these instrument corrections were generated and how they are applied. Detailed waveform fitting to telemetered waveform samples is use to assess the effectiveness of the corrections. There are several altimeter hardware-caused small waveform departures from the model waveforms and these departures, designated waveform 'features', are described in detailed. A consequence of the waveform features, and their positioning relationship to range rate, is that range data for ground tracks moving toward the equator may differ systematically by about a centimeter compared to range data for ground tracks moving away from the equator. The results and discussion are limited to side A of the redundant altimeter, as only side A has been operated on orbit.

The exchange of angular momentum between the solid earth and the atmosphere from January 1976 through March 1982 is investigated using estimates of the earth's rotation from optical astrometry and lunar laser ranging and meteorological estimates of the atmospheric angular momentum M(atm). The physics of the earth's angular momentum budget is described, and earth rotation measurements are related to changes in the angular momentum of the fluid parts of the earth. The availability and reliability of earth rotation and M(atm) data are reported, and the possibility of estimating the exchange of angular momentum with the oceans and with the core is examined. Estimates of the power spectrum, cospectral coherence, and linear transfer functions and an analysis of the unmodeled part of the angular momentum budget are presented and discussed. The amplitude and phase of the semiannual, monthly, and fortnightly tidal variations in the length of day are estimated after removing observed atmospheric excitation.

Data on quiet-time ionospheric fluctuations on scales from 1 km to thousands of kilometers are reviewed. The effect of the fluctuations on satellite altimeter measurements are discussed, and corrections for both small scale and large-scale fluctuations are given. Large scale changes are considered to be those on scales greater than 500 km or 1 hr. Temporal changes were found to occur on solar, seasonal, and diurnal scales. Spatial variations include the equatorial anomaly and the mid-latitude trough. The correlation distance of the ionosphere (70 percent correlation) was approximately 2500-3000 km east-west and 1600 km north-south. It is shown that small scale flutuations can be described by a power law spectrum with a one-dimensional index of -1.5 to -2.0. The observed spectrum of density flutucations gave a vertical line-of-sight path-length fluctuation of 1-40 mm, on a horizontal scale of 1-500 km, for a radio signal at 13.7 GHz.

The JPL near-real-time VLBI system called Block I is discussed. The hardware and software of the system are described, and the Time and Earth Motion Precision Observations (TEMPO) which utilize Block I are discussed. These observations are designed to provide interstation clock synchronization to 10 nsec and to determine earth orientation (UT1 and polar motion - UTPM) to 30 cm or better in each component. TEMPO results for clock synchronization and UTPM are presented with data from the July 1980-August 1981 analyzed using the most recent JPL solution software and source catalog. Future plans for TEMPO and Block I are discussed.

A description is presented of the results of experiments conducted to detect very-low-frequency (VLF)-band gravitational radiation. The experiments are based on Doppler tracking of the Voyager I spacecraft. There were basically two kinds of experiments performed. The first was concerned with the detection of solitary bursts of gravitational radiation such as might emanate from a single violent astrophysical event. There were no positive results of the search for such burst events at a level of 3 x 10 to the -14th, nearly two orders of magnitude away from the required sensitivity. The second kind of experiment performed was related to an attempt to detect the isotropic background of cosmic gravitational radiation. The negative results fail by a little over an order of magnitude to limit radiation below the existing limits due to cosmic evolution. In summary, there was no detection of gravitational radiation at an amplitude of 3 x 10 to the -14th for VLF waves of frequency around 0.001 Hz.

A set of experiments in the use of Differential Very Long Baseline Interferometry (delta VLBI) for spacecraft navigation were completed. Data using both Voyager spacecraft and a single quasar were acquired during the Jupiter encounter time period. The data were processed and analyzed to assess the navigation accuracy of delta VLBI. The data reduction and techniques for assessing data quality and consistency are discussed.

Known electromagnetic wave absorbing structures found in nature were first studied for clues of how one might later design large area man-made radiant-electric converters. This led to the study of the electro-optics of insect dielectric antennae. Insights were achieved into how these antennae probably operate in the infrared 7-14um range. EWEC theoretical models and relevant cases were concisely formulated and justified for metal and dielectric absorber materials. Finding the electromagnetic field solutions to these models is a problem not yet solved. A rough estimate of losses in metal, solid dielectric, and hollow dielectric waveguides indicates future radiant-electric EWEC research should aim toward dielectric materials for maximum conversion efficiency. It was also found that the absorber bandwidth is a theoretical limitation on radiant-electric conversion efficiency. Ideally, the absorbers' wavelength would be centered on the irradiating spectrum and have the same bandwith as the irradiating wave. The EWEC concept appears to have a valid scientific basis, but considerable more research is needed before it is thoroughly understood, especially for the complex randomly polarized, wide band, phase incoherent spectrum of the sun. Specific recommended research areas are identified.

A description is given of the Libra (Locations Interposed by Ranging Aircraft) system, by which geodesy and earth strain measurements can be performed rapidly and inexpensively to several hundred auxiliary points with respect to a few fundamental control points established by any other technique, such as radio interferometry or satellite ranging. This low-cost means of extending the accuracy of space age geodesy to local surveys provides speed and spatial resolution useful, for example, for earthquake hazards estimation. Libra may be combined with an existing system, Aries (Astronomical Radio Interferometric Earth Surveying) to provide a balanced system adequate to meet the geophysical needs, and applicable to conventional surveying. The basic hardware design was outlined and specifications were defined. Then need for network densification was described. The following activities required to implement the proposed Libra system are also described: hardware development, data reduction, tropospheric calibrations, schedule of development and estimated costs.

Turbulence in the solar wind near the sun is investigated using records of changes in the integrated electron columnar content along the line of sight to Mariners 6, 7, and 9. The comoving turbulence spectrum is found to be well represented by a power law with an index of about 3.9. The turbulence is shown to decline with heliocentric distance, and the data suggest a region of enhanced turbulence near the sun. The Mariner-9 spectral amplitudes are found to correspond with Zurich sunspot numbers. Implications of the present observations are discussed for contemporary theories on solar-wind heating.

The effects of the transmission media - the earth's troposphere and ionosphere, and the solar wind - on precise Doppler tracking are discussed. The charged particle effects can be largely removed by dual frequency observations; however there are limitations to these corrections (besides system noise and/or finite integration times) including the effects of magnetic fields, diffraction, and differential refraction, all of which must be carefully evaluated. The earth's troposphere can contribute an error of delta f/f approximately 10 to the minus 14th power.

The level of Doppler noise (DN) expected from solar wind (SW) density fluctuations (DF) is derived beginning with the expression for refractive index variations. The calculation takes account of up and downlink paths and of the method actually used to produce the DN values. The usual assumptions that the DF are frozen in, that the large-scale radial variation can be separated from the DF, that the DF power spectrum is a power law with outer scale k sub 0 and that the DF are homogeneous on scales less than 2c delta t, delta t = sample time, are made. The result agrees quite well with previous observations of DN. Corrections for the finite number of points used in the actual algorithm are discussed.

The accretion-disk model for the optical continuum of QSOs has been investigated using the standard viscous-stress ('alpha-P') formalism. It is found that with a maximum allowable mass of 10 billion solar masses, the standard model with sub-Eddington flow falls a factor of 10 short of the luminosity of the brightest QSOs. Models with the higher mass-flow rates required to reach the maximum luminosities produce most of their energy in an optically thin region which has not yet been self-consistently treated. The disk model with sub-Eddington flow has difficulty in producing a power law of the correct slope over the optical band. It is suggested that nonthermal processes may be needed to explain the optical properties of QSOs.
