RIVM rapport:Parabenen zijn stoffen die als conserveermiddel in verschillende consumentenproducten kunnen worden gebruikt, zoals persoonlijke verzorgingsproducten, voedsel en medicijnen. Ze gaan de groei van schimmels en bacteriën tegen. Parabenen worden er van verdacht dat ze een hormoonverstorende werking hebben. Hormoonverstorende stoffen kunnen de hormoonhuishouding in de war brengen. Het RIVM heeft in een literatuurstudie voor de drie meest gebruikte parabenen (methyl-, ethyl- en propylparabeen) onderzocht of deze als een hormoonverstorende stof beschouwd kunnen worden. De beschikbare gegevens uit dierstudies die in de literatuur zijn beschreven, leveren echter onvoldoende informatie om hierover een conclusie te trekken. In de studie is ook bekeken of de mogelijke hormoonverstorende effecten zijn meegenomen in de wettelijke beoordelingskaders die van toepassing zijn. Omdat er onvoldoende gegevens zijn, is dat niet het geval bij de huidige risicobeoordeling. De blootstelling door persoonlijke verzorgingsproducten is behoorlijk goed onderzocht en lijkt in het algemeen het meest aan de totale blootstelling bij te dragen. De blootstelling vanuit voedsel blijkt verwaarloosbaar. Voor een acceptabele, eerste schatting van de blootstelling vanuit medicijnen is te weinig informatie beschikbaar. Uit de studie blijkt verder dat de mate waarin mensen aan de afzonderlijke parabenen worden blootgesteld naar schatting lager lijkt te zijn dan de hoeveelheid waarbij een gezondheidseffect kan worden verwacht. Voor deze blootstellingsschattingen zijn veiligheidshalve zeer ongunstige aannames gebruikt. In de praktijk worden mensen echter aan een combinatie van verschillende stoffen blootgesteld. Het is nog onduidelijk of en hoe deze gecombineerde blootstelling aan de verschillende parabenen meegenomen kan worden in de risicobeoordeling. Om hiaten in de kennis te vullen adviseert het RIVM om aanvullend onderzoek te doen naar de mogelijk hormoonverstorende werking van, Parabens inhibit the growth of fungi and bacteria and, as such, are substances that can be used as preservatives in a variety of consumer products, such as personal care products, food and medicines. Parabens, however, are suspected of having an endocrine-disrupting effect. Endocrine-disrupting substances can disturb the hormonal system. On the basis of a literature review, RIVM has investigated whether the three most commonly-used parabens (methyl-, ethyl- and propylparaben) can be considered as endocrine-disrupting substances. However, the available data from animal studies described in the literature do not provide sufficient information to be able to reach this conclusion. This report also examines whether the possible endocrine-disrupting effects are included in the applicable legal assessment frameworks. Because there are insufficient data, this is not the case within the current risk assessment. Exposure via personal care products has been examined in some detail and generally seems to be the greatest contributor to total exposure. Exposure via food appears to be negligible. Too little information is available for an acceptable estimate of exposure via medicines. The report also shows that the extent to which people are exposed to the individual parabens appears to be lower than the level at which a health effect can be expected. For safety reasons, exposure assessments have been performed with very unfavourable assumptions. However, in practice, people are exposed to a combination of substances. It is still unclear whether and how combined exposure to individual parabens can be included in risk assessment. In order to fill the knowledge gaps, RIVM recommends that additional research should be undertaken into the possible endocrine-disrupting effect of parabens and refinement of the exposure assessment methods. Recommendations for this are provided.

RIVM rapport:RIVM has developed a manual for ConsExpo Web. This web application has been developed for use by exposure experts and risk assessors to estimate exposure to chemical substances from various products under various exposure conditions. Exposure assessments provide necessary information for the evaluation of the safety of chemical substances in consumer products. ConsExpo Web is the successor to ConsExpo 4. Using ConsExpo Web, exposure experts and risk assessors from authorities, institutes and companies can assess consumer exposure in a transparent, standardized fashion. There is a wide variety of consumer products, ranging from cosmetics to cleaning products and pest control products. Their use (e.g. how much of the product is used and how frequently) also varies among consumers. ConsExpo Web provides a number of generally applicable exposure assessment models and a database of exposure factors. Together, the models and the database provide a basis on which exposure from a specific product can be estimated. This document provides an overview of ConsExpo Web, an explanation of the exposure and absorption models available in ConsExpo Web and guidance for the careful analysis of the exposure assessment. RIVM rapport:Accurate estimation of consumer exposure is a necessity in assessing the potential risks of chemical substances in consumer products. RIVM has developed the computer program ConsExpo, for which recently an online version was launched (ConsExpo Web), to estimate such exposure. ConsExpo Web can be used to calculate indoor consumer exposure to substances during the use of for example paint, cleaning products and personal care products. Fact Sheets that describe default models and default values for exposure parameters have been written for users of ConsExpo Web. Using these models and default values, the exposure assessment is performed in a standardised and transparent way. Several Fact Sheets are available. Following the update of the General Fact Sheet in 2014, the Cleaning Products Fact Sheet is now updated as well. The Cleaning Products Fact Sheet describes default values useful in estimating exposure to substances in a cleaning product, such as for frequency of use and product amount. The updated version of the Cleaning Products Fact Sheet describes the latest data sources. This new information has been evaluated and the default values are adjusted when necessary. The defaults in the ConsExpo database of amongst others laundry detergents, dishwashing products, all-purpose cleaners, abrasives, bathroom cleaners, floor, carpet and furniture cleaners and other cleaning products, will be renewed parallel to the publication of the revised Cleaning Products Fact Sheet., Om mogelijke risico's van chemische stoffen in consumentenproducten te kunnen beoordelen, is een goede schatting nodig van de mate waarin mensen eraan blootstaan als zij het product gebruiken. Er zijn meerdere Factsheets, waarvan, in navolging op de Factsheet Algemeen in 2014, nu de Schoonmaakmiddelen Factsheet is herzien. In de Schoonmaakmiddelen Factsheet staan standaardwaarden die bruikbaar zijn om de blootstelling aan een stof in een schoonmaakmiddel te schatten. Voorbeelden van die waarden zijn de frequentie van het gebruik en hoeveelheden van het gebruikte product. In de herziene versie staan de nieuwste beschikbare databronnen beschreven, is de nieuwe informatie beoordeeld en waar nodig zijn de standaardwaarden aangepast. Parallel aan de publicatie van de herziene Schoonmaakmiddelen Factsheet zullen ook de gepubliceerde standaardwaarden in de ConsExpo-database van onder meer wasmiddelen, afwasmiddelen, allesreinigers, schuurmiddelen, badkamerreinigers, vloer-, tapijt, -en meubelreinigingsmiddelen worden vernieuwd.

RIVM rapport:This report describes the methods used to calculate emissions from product usage by consumers, construction and services by the Dutch PRTR for reporting greenhouse gas (GHG) emissions under UNFCCC, Kyoto Protocol, EU Monitoring Mechanism Regulation (MMR) and EU Effort Sharing Decision (ESD), and for international reporting obligations of other pollutants under CLRTAP and the NEC Directive., Het RIVM heeft beschreven hoe de Nederlandse Emissieregistratie de uitstoot berekent van verontreinigende stoffen door het gebruik van producten. Nederland is vanwege internationale verdragen, zoals het Kyoto-protocol, de EU-Emissieplafonds (NEC-Directive) en de Convention on Long-range Transboundary Air Pollution (CLRTAP), verplicht om jaarlijks volgens de meest actuele wetenschappelijk inzichten te rapporteren over de uitstoot van broeikasgassen, verzurende stoffen en stoffen die gerelateerd zijn aan grootschalige luchtverontreiniging. De gerapporteerde uitstoot door productgebruik wordt met de methoden beschreven in dit rapport onderbouwd. RIVM rapport:Cosmetica zijn in principe veilig, maar kunnen soms huidklachten veroorzaken, zoals roodheid en jeuk. Het RIVM beheert sinds 2009 een monitoringssysteem waarin deelnemende dermatologen ongewenste en allergische reacties na gebruik van cosmetica kunnen registreren (CESES, Consumer Exposure Skin Effects and Surveillance). Net als in voorgaande jaren meldden de dermatologen vooral klachten op het gezicht en de handen na gebruik van huid- of gezichtsverzorgingsproducten en haarproducten. De meest gestelde diagnose is contactallergie. Net als in voorgaande perioden veroorzaakten de conserveringsmiddelen isothiazolinonen en geurstoffen de meeste allergische reacties. Dit blijkt uit een overzicht van de negentig meldingen die binnen CESES tussen oktober 2015 en 2017 zijn afgerond. Om te bepalen welk ingrediënt de klacht veroorzaakt, voeren dermatologen bij deze patiënten een allergieonderzoek uit, indien nodig met specifieke ingrediënten uit het verdachte product. Isothiazolinonen zijn al lange tijd bekende veroorzakers van contactallergie. Daarom mag het mengsel methylchloorisothiazolinon /methylisothiazolinon (MCI/MI) sinds 2015 alleen nog worden gebruikt in producten die je afspoelt in een lage concentratie (0,0015 procent). Deze beperkingen gaan in 2018 ook gelden voor methylisothiazolinon (MI). In de afgelopen twee jaar is er maar één klacht gemeld over MCI/MI. Naar verwachting zal ook het aantal klachten door MI verminderen. Wel moet in de gaten worden gehouden of eventuele vervangende conserveringsmiddelen ongewenste reacties veroorzaken. Er waren drie meldingen van allergische reacties op (meth)acrylaten in nagelproducten. Aangezien dat er meer zijn dan in voorgaande jaren, wordt dit nauwgezet in de gaten gehouden. Om te stimuleren dat klachten in CESES worden gemeld, is een van de klinieken ondersteund bij het invoeren van de gegevens in de vragenlijst. Onderzocht wordt of deze succesvolle proef ook bij andere centra kan worden, Cosmetics are in principle safe to use. In some cases, however, cosmetic products may lead to undesirable reactions, such as itching and erythema. In 2009, the RIVM set up a monitoring system in which participating dermatologists can register undesirable and allergic reactions caused by cosmetics: Consumer Exposure Skin Effects and Surveillance (CESES). In the period under consideration, as in previous years, undesirable and allergic reactions mainly occurred on the face and hands after using skin/facial care and hair products. Most patients were diagnosed with contact allergy. Again as in previous years, isothiazolinones (preservatives) and fragrances were the ingredients causing most of the allergic reactions. This report provides an overview of the 90 notifications received within CESES in the period October 2015-October 2017. Dermatologists carry out patch tests and, where necessary, tests on specific ingredients of the associated cosmetic products. Isothiazolinones are widely recognised as an important cause of contact dermatitis. For this reason, the use of the potent allergen methylchloroisothiazolinone/methylisothiazolinone (MCI/MI) was prohibited in leave-on products in 2015. In rinse-off products it may be used in a concentration up to 0.0015%. The same limitations will start to apply to methylisothiazolinone (MI) in 2018. Only one notified case could be attributed to MCI/MI in the last two years. It is expected that in the course of 2018 the incidence of notifications caused by MI in cosmetics will decline. It is not yet clear what preservative(s) will replace MI, and developments will be closely followed. Three cases of allergic reactions to (meth)acrylates in nail products were reported. As this is an increase over previous years, this development will be monitored. Aanleiding voor het onderzoek is de maatschappelijke bezorgdheid die ontstond na de televisie-uitzending van Zembla 'Gevaarlijk spel' in oktober 2016. Het RIVM hoopt met de resultaten bij te dragen aan de beantwoording van de vragen van ministeries, gemeenten, sportclubs en ouders. Om te kunnen beoordelen in hoeverre sporten op granulaat een risico voor de gezondheid vormt, is het belangrijk om eerst te bepalen welke schadelijke stoffen in het granulaat zitten en in welke mate ze eruit kunnen vrijkomen. Vervolgens moet worden gekeken op welke manieren sporters in contact komen met deze stoffen en of dat gevolgen voor de gezondheid heeft. In rubbergranulaat zitten heel veel verschillende stoffen, zoals polycyclische aromatische koolwaterstoffen (PAK's), metalen, weekmakers (ftalaten) en bisfenol A (BPA). RIVM rapport:Polycyclische aromatische koolwaterstoffen (PAK's) zijn schadelijke stoffen die onder andere in artikelen van rubber kunnen voorkomen. Voor een veilig gebruik van rubberen artikelen, zoals valdempende tegels, moeten producenten zich houden aan de Europese norm voor PAK's in consumentenproducten. Valdempende rubbertegels worden meestal gemaakt van afgedankte autobanden en bevatten PAK's. Het RIVM is gevraagd te onderzoeken of de huidige productnorm voor PAK's in rubbertegels gebruikers voldoende beschermt tegen het ontstaan van kanker. Op dit moment kan alleen een indicatie van het risico op kanker worden gegeven. Dat komt doordat veel betrouwbare gegevens ontbreken over de mate waarin kinderen in contact komen met de PAK's uit de tegels (via contact van de huid en via hand-mond-contact). Het gaat onder andere om gegevens over de duur van het contact tussen de tegel en de huid en de mate waarin PAK's dan uit de tegels vrijkomen. Deze informatie is wel nodig om de onzekerheden in de huidige risicobeoordeling te verkleinen. Aanvullend onderzoek hiernaar kon binnen het tijdbestek van dit onderzoek niet worden uitgevoerd. Daarnaast is er geen overeenstemming binnen Europa over de hoogte van zogeheten veiligheidsfactoren voor kankerverwekkende stoffen. Veiligheidsfactoren worden gebruikt om het risico op effecten op de gezondheid voor mensen te kunnen afleiden uit de resultaten van dierstudies. In de huidige studie is een standaard veiligheidsfactor voor kankerverwekkende stoffen gebruikt. Het RIVM beveelt daarom aan om op Europees niveau een discussie te initiëren om hierover overeenstemming te bereiken. In het algemeen worden de risico's van de blootstelling aan kankerverwekkende stoffen uitgedrukt in het extra aantal mensen dat kanker krijgt per miljoen blootgestelden; de term 'extra' wordt gebruikt omdat mensen ook zonder blootstelling aan deze stoffen het risico lopen om kanker te krijgen. Een extra risico van 1 op de miljoen blootgestelde mensen wordt bij de risicob, Polycyclic aromatic hydrocarbons (PAHs) are harmful substances that can be present in, among other things, rubber articles. For the safe use of rubber articles, like shock-absorbing tiles, producers have to comply with the European limit which has been set for PAHs in consumer products. Shock-absorbing rubber tiles are made of used car tyres and contain PAHs. RIVM has received a request to investigate whether the current product limit for PAHs in rubber tiles provides an adequate level of protection against the development of cancer. At this moment, only an indication of the extra risk of developing cancer can be given, because there is a lack of reliable data regarding the exposure of children to PAHs from the tiles (via dermal contact and hand-to-mouth contact). These data, however, are necessary for a proper risk assessment to be made. Missing data, for example, include the skin-tile contact time and the rate that the PAHs migrate from the tiles. Further investigation into these data was not possible within the time limits of the study. To reduce the uncertainties in the present risk assessment, additional data on the exposure are required. In addition, to derive the extra risk of adverse health effects from the results of animal studies, so-called safety factors are used. In this study, a standard safety factor for substances which cause cancer was used. At this moment, there is no agreement within Europe on the use of extra safety factors for cancer-causing substances. For this reason, RIVM recommends initiating a discussion at European level to obtain agreement on this subject. In general, the risks of the exposure to substances which cause cancer is indicated as the extra number of people who get cancer per million of exposed people; the term 'extra' is used as people have the risk of developing cancer without this exposure. Aanleiding voor het onderzoek is de maatschappelijke bezorgdheid die ontstond na de televisie-uitzending van Zembla 'Gevaarlijk spel' in oktober 2016. Het RIVM hoopt met de resultaten bij te dragen aan de beantwoording van de vragen van ministeries, gemeenten, sportclubs en ouders. Om te kunnen beoordelen in hoeverre sporten op granulaat een risico voor de gezondheid vormt, is het belangrijk om eerst te bepalen welke schadelijke stoffen in het granulaat zitten en in welke mate ze eruit kunnen vrijkomen. Vervolgens moet worden gekeken op welke manieren sporters in contact komen met deze stoffen en of dat gevolgen voor de gezondheid heeft. In rubbergranulaat zitten heel veel verschillende stoffen, zoals polycyclische aromatische koolwaterstoffen (PAK's), metalen, weekmakers (ftalaten) en bisfenol A (BPA). De stoffen blijken in zeer lage hoeveelheden uit de korrels vrij te komen. Dat komt doordat de stoffen min of meer in het granulaat zijn 'opgesloten'. Hierdoor is het schadelijke effect op de gezondheid praktisch verwaarloosbaar. Wat heeft het RIVM onderzocht? Het RIVM heeft de stoffen onderzocht in rubbergranulaat van 100 sportvelden die representatief zijn voor de kunstgrasvelden in Nederland. Daarnaast zijn drie soorten laboratoriumproeven uitgevoerd om te onderzoeken welke stoffen uit de korrels vrijkomen als de sporter ermee in aanraking komt. Met deze zogeheten migratiestudies is uitgezocht in welke mate stoffen via de huid in het lichaam kunnen terechtkomen, via het spijsverteringskanaal of via de longen. Vervolgens is berekend in hoeverre mensen aan de vrijgekomen stoffen blootstaan en wat dat betekent voor de gezondheid. RIVM rapport:Om de veiligheid van producten te waarborgen zijn er wetten die beschrijven aan welke eisen ze moeten voldoen. Afhankelijk van het type product vallen ze onder de Warenwet, de Geneesmiddelenwet, de Wet op de medische hulpmiddelen of de Biocidenverordening. In het verlengde daarvan zijn verschillende instanties ervoor verantwoordelijk dat de wetten worden nageleefd. Deze wetten sluiten niet naadloos op elkaar aan. Het RIVM heeft geïnventariseerd welke producten op het grensvlak van medische hulpmiddelen, waren (consumentenproducten) en biociden zitten. RIVM rapport:Cosmetica zijn in principe veilig, maar kunnen soms huidklachten veroorzaken, zoals roodheid en jeuk. Het RIVM beheert sinds 2009 een monitoringssysteem waarin deelnemende dermatologen ongewenste en allergische reacties na gebruik van cosmetica kunnen registreren (CESES, Consumer Exposure Skin Effects and Surveillance). Net als in voorgaande jaren melden de dermatologen vooral klachten op het gezicht en de handen na gebruik van huid/gezichtsverzorgingsproducten en haarproducten. De meest gestelde diagnose is contactallergie. Net als in voorgaande perioden veroorzaakten de conserveringsmiddelen isothiazolinonen en geurstoffen de meeste allergische reacties. Dit blijkt uit een overzicht van de 38 meldingen die binnen CESES tussen oktober 2014 en 2015 zijn afgerond. Om te bepalen welk ingrediënt de klacht veroorzaakt, voeren dermatologen bij deze patiënten een allergieonderzoek uit, indien nodig met specifieke ingrediënten uit het verdachte product. Isothiazolinonen zijn bekende veroorzakers van contactallergie. Momenteel evalueert de Europese Commissie opnieuw het toegestane gebruik en de concentratielimiet van methylisothiazolinon (MI) in cosmetica, omdat deze stof veel klachten veroorzaakt. Daarnaast hebben producenten en importeurs van chemische stoffen de verplichting om deze, afhankelijk van de hoeveelheid waarin ze worden geproduceerd, te registreren in verband met de Europese verordening voor de productie en handel van chemische stoffen REACH (Registratie, Evaluatie, Autorisatie en restrictie van Chemische stoffen). Bij de registratie van een chemische stof moeten mogelijke gevaren worden beoordeeld en moet worden aangetoond dat het gebruik van de stof veilig is. Ook biedt REACH overheden de mogelijkheid om zeer gevaarlijke of risicovolle stoffen of toepassingen Europees te beperken of te verbieden. Op basis van deze prioritering kan worden bepaald van welke stoffen het belangrijk is een risicobeoordeling uit te voeren. Keuzes voor deze prioritering zijn ontleend aan de registratiegegevens over het gebruik van de stof: zit de stof in het eindproduct van textiel of wordt deze tijdens het productieproces van het textiel gebruikt? Daarnaast is gekeken naar classificatie van de gevaarseigenschappen zoals huidallergie of kanker. Ten slotte is de hoogte van de blootstelling waarboven effecten op de gezondheid niet kunnen worden uitgesloten (drempelwaarde) van belang. Met de methode zijn 788 individuele stoffen geïdentificeerd, waarvan 32 stoffen de hoogste prioriteit kregen. De meeste stoffen met zo'n hoge prioriteit waren kleurstoffen en vlamvertragers. Van tien van deze hoog-prioritaire stoffen is nader onderzocht of de registratiegegevens in REACH informatie over de blootstelling bevatten. An in-depth assessment was performed for ten of the high-priority substances. Information available in the REACH registration dossier was not specific enough to perform a risk assessment. Although it has some drawbacks, this method seems to be a solid for indicating high-priority substances registered under REACH. Recommendations are given for further development and validation. A realistic exposure model is needed to perform a risk assessment for hazardous substances in textiles. Substancespecific information on the concentration and release from textiles is required.

RIVM rapport:Het ministerie van SZW wil inzicht krijgen in welke mate werknemers in Europa blootstaan aan kankerverwekkende stoffen. Om de meest voorkomende kankerverwekkende stoffen te kunnen identificeren, heeft het RIVM geïnventariseerd welke databases en andere bronnen informatie daarover bevatten. Op basis hiervan wordt een lijst van stoffen opgesteld die Europees als eerste aangepakt zouden moeten worden om de veiligheid van werknemers te vergroten. Het gaat om kankerverwekkende stoffen of processen zonder drempelwaarde. Dit zijn stoffen die altijd een risico met zich meebrengen als mensen eraan blootgesteld worden. Europese wetgeving schrijft voor om dergelijke stoffen waar mogelijk te vervangen. Indien dit niet kan, dient de werkgever de mogelijke blootstellingen en risico's zo laag mogelijk te houden. Op dit moment, verschilt de aanpak van kankerverwekkende stoffen per lidstaat. To identify the most occurring carcinogens, an inventory was made of databases and other sources containing information on occupational exposure to carcinogens. Based on this inventory, a list of most occurring carcinogens will be made. Those substances will be dealt with first on a European level to increase the safety of workers. The report focuses specifically on non-threshold carcinogens. Non-threshold carcinogens are without a safe level of use. European worker legislation prescribes that those substances should be replaced wherever possible. If this is not possible, employers must ensure that exposure is as low as reasonable achievable. At this moment, the approach to deal with carcinogens differs amongst Member States. Twelve databases, lists and other sources containing worker exposure data on non-threshold carcinogens were identified, based on the consultation of nominated experts from eleven European Union Member States. The databases and other sources were evaluated to determine which databases and other sources would be most suitable to identify non-threshold carcinogens workers are mostly exposed to in Europe. The REACH-IT/IUCLID database in combination with country registries and databases, such as the MEGA database, SUMER survey and SIREP database, are most suited because they contain the required information on the number of workers exposed and the level of exposure to carcinogens. Further, it is recommended to follow-up on recent activities by which the CAREX database will be updated. The CAREX database contains information on worker exposure to carcinogens from several EU Member States.

RIVM rapport:In Nederland zijn de bodems van oude binnensteden (ophooglagen) in het verleden gevormd door stadsafval en puin, onder andere afkomstig van industriële activiteiten. Dit materiaal is vaak verontreinigd met lood, en zo ook de bodems. Vooral kinderen zijn gevoelig voor de schadelijke effecten van lood als zij dat via de mond binnenkrijgen. Een te hoge blootstelling aan lood kan de ontwikkeling van de hersens verstoren. Er bestaan meerdere laboratoriummodellen die schatten hoeveel lood uit de bodem in het maag-darmkanaal vrijkomt en vervolgens bij kinderen in het bloed kan terechtkomen (biobeschikbaarheid). Het RIVM heeft onderzocht hoe goed drie van deze modellen deze schatting kunnen maken. Hieruit blijkt dat al deze methoden sterke én zwakke punten hebben, maar dat het zogeheten Unified BARGE Model het meest geschikt is om biobeschikbaarheid van lood in ophooglagen te schatten. Met de drie modellen is de biobeschikbaarheid van lood in zes bodems geschat. De uitkomsten zijn vervolgens vergeleken met de resultaten van biobeschikbaarheidsonderzoek met jonge varkens. De manier waarop lood zich in het maag-darmkanaal van deze dieren gedraagt, is vergelijkbaar met het gedrag in dat van kinderen. Het Unified BARGE Model en het Tiny-TIM model laten eenzelfde patroon zien als de dierproeven, maar de uitkomsten van Tiny-TIM leiden tot een onderschatting van de werkelijke biobeschikbaarheid. Children are particularly susceptible to the adverse effects of lead ingestion; a high exposure to lead can affect brain development. Several in vitro laboratory models exist which can estimate the amount of lead released from the soil and able to enter a child's blood (bioavailability). The RIVM has examined the predictability of three of these models. All models have their strengths and limitations, but the so-called Unified BARGE model appears to be the best applicable model for estimating the bioavailability of lead in made grounds. The bioavailibility of lead in six soils was estimated using the three models and the results were compared with the results of a bioavailability study conducted on juvenile swine. The behavior of lead in the gastrointestinal tract of swine was comparable to that in children. Both the Unified BARGE model and the Tiny-TIM model show the same pattern as the results of the animal experiments. However, the Tiny-TIM values underestimate the true bioavailability. The IVD model is only suitable after a correction for calcium content of the soil. An alternative, relatively simple method is to estimate the bioavailable lead in a soil using an extraction with diluted nitric acid. This method can be used as a screening method to estimate the bioavailability of lead in the soil. From the results of the swine study, a standard value can be derived for the bioavailability of lead in made grounds. Policy makers can use this value as a benchmark to determine which fraction of the lead is bioavailable for uptake in the human body. Consequently, by combining the total lead content in the soil and the standard value, it can be determined whether there is a health risk and whether measures should be taken. RIVM rapport:Cosmetica zijn in principe veilig, maar kunnen soms huidklachten veroorzaken, zoals roodheid en jeuk. Het RIVM beheert een systeem waarin deze klachten en andere overgevoeligheidsreacties na gebruik van cosmetica kunnen worden geregistreerd (CESES, Consumer Exposure Skin Effects and Surveillance). Net als in voorgaande jaren zijn dergelijke klachten in 2012-2013 vooral gemeld na het gebruik van haarproducten, huidverzorgingsproducten en make-up. De klachten doen zich vooral voor bij producten die bedoeld zijn voor gebruik op of rond de ogen. Daarnaast hebben relatief veel kappers contacteczeem op de handen na het gebruik van haarproducten op hun werk. Isothiazolinonen, gebruikt als conserveringsmiddel in cosmetica, en geurstoffen blijven de ingrediënten die het vaakst allergische reacties veroorzaken. Extra aandacht voor isothiazolinonen, zowel wat betreft regelgeving als onderzoek, is van belang, omdat deze stoffen ook in andere consumenten- en industriële producten gebruikt worden. Dit maakt het voor consumenten die overgevoelig zijn voor isothiazolinonen lastig om deze stoffen te vermijden. Voor kappers blijven ammoniumpersulfaat en PPD de belangrijkste veroorzakers van contacteczeem. Net als in voorgaande jaren zijn in 2012 en 2013 allergische reacties gemeld op het UV-filter octocryleen, dat in zonnebrandcrème zit, en op co-/crosspolymeren, die ook in bepaalde crèmes gebruikt worden. CESES wordt gebruikt om na te gaan of Europese wetgeving en handhaving de consument voldoende beschermt. Ook kunnen risico's voor werknemers worden geïdentificeerd. Consumenten kunnen zelf hun klacht melden via de website www.cosmeticaklachten.nl. Daarnaast registreren deelnemende dermatologen huidklachten van patiënten waarbij cosmetica de mogelijke oorzaak zijn. Bij deze patiënten wordt vervolgens een allergieonderzoek uitgevoerd om vast te stellen welk(e) productingrediënt(en) de klacht veroorzaakt., Cosmetics are in principle safe to use. RIVM has set up a monitoring system in which undesirable reactions as well as other allergic reactions caused by cosmetics can be registered (CESES, Consumer Exposure Skin Effects and Surveillance). More attention to isothiazolinones is especially important, because these ingredients are also widely used in other consumer and industrial products. Ammonium persulfates and PPD remain the most important causative agents for contact dermatitis in hairdressers. As in previous years, allergic reactions to the UV filter octocrylene, which is used in sunscreens, and co/cross polymers, which are used in several creams, were reported. The goal of CESES is to monitor undesirable reactions attributable to cosmetics and cosmetic ingredients to assess whether current EU legislation on cosmetics provides adequate consumer protection. Also, risks for workers can be identified. Consumers can report allergic reactions on the website www.cosmeticaklachten.nl. In addition, participating dermatologists report cases of contact dermatitis to the system when cosmetics are expected to be the cause. RIVM rapport:De Europese Unie beschikt over een meldingssysteem, waarmee lidstaten informatie kunnen uitwisselen over de veiligheid van consumentenproducten. Het doel van dit zogeheten RAPEX-systeem (Rapid Alert System for Non-Food Products) is om producten die een ernstig risico vormen voor de volksgezondheid snel van de Europese markt te kunnen halen. Een risico kan een gevolg zijn van een mechanisch defect of van een chemische stof in het product. Er zijn drie categorieën risico's: laag, matig en ernstig (serious risk). In de praktijk blijken lidstaten de definitie van serious risk voor risico's veroorzaakt door chemische stoffen verschillend te interpreteren. Hierdoor wordt het risico van het gebruik van deze producten vaak ten onrechte als ernstig bestempeld en gemeld. Voor Nederland verzorgt de Nederlandse Voedsel en Warenautoriteit (NVWA) de RAPEX-meldingen. De NVWA heeft het RIVM gevraagd om dit probleem in kaart te brengen en mogelijke oplossingen aan te reiken. Het blijkt dat stoffen en producten bij RAPEX om twee redenen worden gemeld. Ten eerste als een wettelijke concentratielimiet van een stof wordt overschreden, en ten tweede als een product klachten veroorzaakt. Als een concentratielimiet wordt overschreden, hoeft er echter niet altijd sprake te zijn van een ernstig risico. Dat komt omdat normen niet altijd gebaseerd zijn op een specifiek effect van een schadelijke stof, maar bijvoorbeeld ook vanuit een basale wens om het gebruik van een stof te beperken. Het RIVM reikt enkele oplossingen aan om de verschillen in interpretatie weg te nemen. Een mogelijkheid is de definitie van serious risk aan te passen door deze specifiek op te stellen voor chemische risico's. Ook kan worden verduidelijkt hoe een risicobeoordeling voor chemische stoffen het beste binnen RAPEX kan worden uitgevoerd, bijvoorbeeld door daar een leidraad voor op te stellen. Als laatste zou bij een RAPEX-melding toegevoegd kunnen worden waar de risicobeoordeling op is gebaseerd (normoverschrijding of, The European Union has a notification system for Member States to exchange information on the safety of consumer products. RIVM provides some solutions to remove the differences in interpretation. A possible way would be adapt the definition of =serious risk' specifically for risks of chemical substances. In addition, drawing up guidance for risk assessments for chemicals within RAPEX would be another approach. Finally, the RAPEX notification could be extended with a justification, such as exceeding a legal concentration limit or health complaints.

Het is echter van belang om te weten of producten nanomaterialen bevatten, omdat de veiligheid ervan nog moeilijk te beoordelen is. Om meer duidelijkheid over de aanwezigheid van nanomaterialen te krijgen, gaan in Europa stemmen op om consumentenproducten te registreren waar nanomaterialen in zitten. Momenteel is de Europese Commissie nog te sterk verdeeld om tot een registratiesysteem te komen. In Nederland heeft de Tweede Kamer in 2009 een motie aangenomen waarin de regering wordt verzocht om een registratiesysteem te helpen ontwikkelen dat vanuit Europa wordt geïnitieerd. Met het oog daarop heeft het RIVM geïnventariseerd hoe beleidsmedewerkers van enkele ministeries, brancheverenigingen van de industrie en enkele non-gouvernementele organisaties over een dergelijk registratiesysteem denken. De meningen hierover blijken verdeeld te zijn. Stakeholders hebben vooral vragen over de mate waarin de bestaande regelgeving toereikend is en over wat het beoogde doel is van een registratiesysteem. Als belangrijkste doelen van een registratiesysteem wensen zij: transparantie voor de consument, in de vorm van informatie op basis waarvan de consument bewust voor een product kan kiezen, en traceerbaarheid van het nanomateriaal in de productieketen. Punten van discussie zijn de wijze waarop dit bereikt moet worden en de vraag of een database daarvoor de beste vorm is. Een alternatief voor de transparantie is het etiketteren van producten. De industrie kan de traceerbaarheid ook zelf organiseren door op aanvraag snel informatie te leveren. Het is van belang dat er consensus is over het doel van het registratiesysteem voordat het wordt opgezet. Ook moet duidelijk zijn wie het registratiesysteem gaat gebruiken (doelgroep) en welke informatie zij in het systeem wensen te vinden. The main differences of opinion concern the manner in which these aims can best be achieved, and in particular whether a database is the most appropriate instrument with which to do so.
