Recent decades have witnessed the globalisation of policies promoting social cash transfers as a critical instrument for poverty reduction. Among various approaches, the Conditional Cash Transfer (CCT) model promoted by the World Bank has gained discursive dominance in countries where this strategy, and its technical model for implementation, appear more attractive than competing alternatives. While research has evaluated CCT programmes and considered the politics of development that they represent in Latin America, researchers are yet to explore the constitutive effects of CCT ways of knowing and measuring poverty in the societies of rural Asia. This paper explores the consequences of CCT knowledge politics in rural Indonesia. It argues that CCT practices of knowing and measuring have paradoxical effects. The programme makes direct payments to millions of impoverished households, producing well-documented patterns of inclusion and advancement. Yet, CCT knowledge practices involve simplifications and generate significant mis-targeting, eliciting a never-ending repair process among state actors, local leaders, and communities. This metricised knowledge system depoliticises political questions of distribution. It conceals alternative ways of knowing and addressing poverty, producing an order of entitlements somewhat at odds with established community logics of inclusion, while provoking a local politics of distribution. The research on redistributive strategies to secure support has been dominated by a core and swing voter model, which pits two parties against each other in a costly race for support. What are other options beyond targeting either swing or one's own core voters? This paper identifies a political scenario where core supporters from other parties are viable targets and sets out to test three dimensions that indicate when actors can effectively target them. This paper's main expectation is that by accounting for voters' ideological affinity, levels of fragmentation, and the potential to deliver their votes, parties can effectively target other parties' core supporters. Purpose: This study aims to investigate the extent to which the Indonesian conditional cash transfer (CCT), known as the Family Hope Program (FHP), impacts the probability of children engaging in labour activities. Design/methodology/approach: This study utilizes data from the Indonesian Family Life Survey in 2014, focussing on periods following the implementation of the FHP. To estimate the impact of FHP on child labour in Indonesia, the authors employ a propensity score matching strategy to balance the characteristics observed between the participant and non-participant groups. Findings: The estimates show that FHP has no statistical impact on child labour across all matching techniques. This implies that receiving the CCT does not always help poor households decrease the probability of stopping their children from participating in labour activities. Social implications: The conditions applied to the beneficiaries, which only require children to attend school without requiring them to stop working, may not effectively address the issue of child labour. The current structure and design of the FHP need to be re-evaluated and improved to effectively combat child labour. Originality/value: Despite numerous studies examining the impact of CCT on child labour which remains inconclusive in Indonesia, this study contributes to the existing literature by considering children participating in labour activities across all types of work without focussing on specific education levels or regions. Social safety nets are expanding in Sub-Saharan Africa. While proponents perceive them as a means to combat poverty and vulnerability, opponents view them as wasteful use of scarce public resources and do not significantly overcome poverty. Previous studies have primarily focused on assessing the impact of these policies on current poverty levels, with insufficient evidence available regarding their impact on future poverty, which deserves equal attention. We drew on the Tanzanian 2017–18 Household Budget Survey, comprising 9,463 households to evaluate the impact of productive social safety net (PSSN) program on households' vulnerability to poverty (VP). The VP was evaluated using vulnerability as expected poverty (VEP), whereas the impact was estimated using Instrumental Variable (IV) method. We found that PSSN reduces household VP by 13.4%, suggesting that it is an effective policy instrument for reducing poverty and vulnerability. Notably, the estimated impacts were greater for households enrolled in conditional cash transfer (CCT) and public work (PW) combined, suggesting that a package of CCT and PW is likely to have a more substantial impact within the realm of social safety nets. Conditional cash transfer (CCT) programs are the antipoverty program of choice in many developing countries, aiming to improve human capital and break the intergenerational transmission of poverty. A decade after a randomized 3 year CCT program began, earlier exposure during primary school ages when children were at risk of dropout led to higher labor market participation for young men and women and higher earnings for men. The findings highlight the roles of the different CCT program components with variation in timing of access to nutrition, health, and education investments translating into substantial differential effects on learning outcomes for men and reproductive health outcomes for women. The study applied Covid-19 data to investigate the dynamics of the pandemic with respect to stock market returns in Nigeria, using weekly Covid-19 data and weekly stock returns for eight months (March -October, 2020), a period in which the pandemic assumed a terrific wave. Employing Generalised Method of Moments (GMM) estimation techniques, the data were sourced from worldometer. The empirical results showed that economic activities indicated by stock market returns contracted significantly during the Covid-19 pandemic, with weekly stock market returns nosediving. Liquidity is positively related with stock market returns, but the impact is weak, apparently due to the weak liquidity that characterized the pandemic. Therefore, this study recommends that, policy measures and strategies to create economic resilience that will stimulate stock market activities are imperative in the form of fiscal injections into the economy; conditional cash transfer (CCT) and other welfare packages. Recent literature on authoritarian stability and legitimation has highlighted the role of propaganda and information control, national identity politics, participation technologies and other communication strategies autocrats use to shape public opinion. The authoritarian tool kit is, incomplete if we do not account for governance-related measures. Focusing on authoritarian social policy and contributing to the literature on the authoritarian welfare state, this study measures the political effects of unconditional and conditional cash transfers, specifically focusing on child subsidies, that the Russian government has increasingly integrated into its policy tools. Social policy and child support earn the government political dividends in terms of shoring up public support and have acquired added significance over the last few years. It is part of the current social pact that enables authoritarian resilience during Russia's war against Ukraine and that is made possible by the actions at the federal, regional, and municipal levels of government. Background: Maternal dietary diversity is a key to improving the birth and child health outcomes. Besides socio-economic factors, the nutrition specific program- Social and Behavioural Change Communication (SBCC) interventions aimed to improve maternal dietary diversity has varied levels of impact on the socio-economic groups in poor resource setups. Objective: To measure the factors associated with the minimum dietary diversity (MDD) among pregnant women in selected districts of Rajasthan with special emphasis on the SBCC components. Additionally, it measures the socio-economic gaps in the behaviour of consumption of diversified diet during pregnancy. Methods: Data from a cross sectional survey of 6848 pregnant women, who have received a continuous SBCC counselling and registered under a state introduced conditional cash transfer program, during May to June, 2023, in five intervention districts -Banswara, Baran, Dunagrpur, Pratapgarh and Udaipur in Rajasthan was used. A 24 h recall based food consumption behaviour has been gathered to measure the MDD of pregnant women. Study has used descriptive statistics, multivariate regressions, and multivariate decomposition analysis to address the research objectives. Results: Study finds that only 55.2% of pregnant women are consuming diverse diet in the study duration with mean dietary diversity score is 4.8 (+/- 1.5). Logistic regression finds that SBCC components such as frontline workers (aOR = 1.3, CI: 1.1–1.4), community motivators (aOR = 1.9, CI: 1.7–2.1), and participation in MCHND (aOR = 1.0, CI: 0.9-1.2) have significant and higher likelihood on consumption of MDD food on previous day. A higher education and belonging from richer wealth quintile also show higher association for consumption of MDD. Multivariate decomposition shows, among richest and poorest wealth categories there is 19% point difference (58% difference due to coefficient vs. 42% difference due to composition) in MDD consumption. This is positively contributed by the caste and educational categories of women. Conclusion: Despite a predominant vegetarian diet consuming population, better maternal dietary diversity was observed among those exposed to higher dose of SBCC intervention package. Educational status and caste of the respondent were significantly associated with minimum dietary diversity and contributed to the socio-economic inequality highlighting the importance of tailored and sustained SBCC interventions. The issue of stigma has long been a central topic of discussion regarding the low uptake rate of targeted welfare programs. However, empirical evidence examining this claim within Global South countries remains scarce, particularly in Indonesia. Our study employed a qualitative approach, utilizing data from 33 interviews conducted in two areas with high poverty rates, evaluating the extent of institutionalized stigma that deters individuals from claiming Conditional Cash Transfer (CCT/PKH) benefits. Contrary to prevailing assumptions, our study found no clear link between stigma and the uptake of CCT/PKH programs. We found that the direct experiences of the interviewee with the repeated mistargeting of CCT distribution in sites under examination have eroded the significance of stigma, leading to unashamed claims by beneficiaries, regardless of their eligibility. Furthermore, our research unveiled that the CCT/PKH distribution is not merely an institutional process; it is highly interdependent, influenced by complex personalized meanings among beneficiaries with diverse goals. For example, some beneficiaries use the CCT as collateral to access loans from informal financial institutions, while others use it for socio-cultural purposes. This research contributes to the social policy literature by emphasizing the dysfunction of institutionalized stigma in affecting the decisions of (non-)eligible individuals to access welfare benefits. Indonesia's conditional cash transfer program serves only the "objectively perceivable" poor—those who fit its parameters of eligibility and appear in the official poverty data. It creates two populations of poor people: the legible and eligible, or user poor, and the illegible and ineligible, or nonuser poor. In Surabaya the nonuser poor—who constitute half of all poor people—benefit from a de facto distribution of cash transfers that operates in the low-income neighborhoods (kampungs) through a figuration of people that is made up of cash transfer users, nonusers, providers, and brokers. It reveals actually existing welfare at work in the blind spots of objectively targeted welfare. Actually existing welfare cannot be understood as a set of official policies, roles, or technological interfaces but as a set of locally embedded relationships that bring welfare subjects into existence. Without understanding these relationships that form on the edge of welfare, it is not possible to understand the labor involved in producing the poor in targeted schemes like Indonesia's conditional cash transfer program. We conducted a randomized controlled trial to determine whether an after-school program paired with a cash transfer (a conditional cash transfer) or a cash transfer alone (an unconditional cash transfer) can help improve health and economic outcomes for young men between the ages of 14 and 17 whose parents have low incomes and who live in neighborhoods with high crime rates. We find that receiving the cash transfer alone was associated with an increase in healthy behaviors (one of our primary outcome composite measures) and that the cash transfer paired with after-school programming was associated with an improvement in the financial health of participants (one of our secondary outcome composite measures). We find no differences in spending on alcohol, marijuana, cigarettes, or other drugs between either the treatment group and the control group. Neither the cash transfer alone nor the programming plus cash transfer had statistically significant effects on our other primary composite measures (physical and mental health or school attendance and disciplinary actions), or our other secondary composite measures (criminal justice engagement or social supports) but in most cases, confidence intervals were too large to rule out meaningful effects. This study examines the impact of blockholder exit threats on excess cash holdings following China's split‐share structural reform. Previous studies have confirmed the governance role of blockholder exit threats, but their effectiveness is limited to companies with greater private benefits. Using a sample of 2340 firm‐year observations of Chinese listed firms between 2002 and 2009, we find that the exit threat of blockholders increases the level of excess cash holdings. These results suggest that blockholders view exit threats as a means of collaborating with controlling shareholders to boost excess cash holdings and diversify corporate resources for private benefits. The collusion effect is more pronounced in firms with poorer investor protections, lower shareholding concentrations, and more severe agency conflicts. Additionally, in terms of economic consequences, blockholder exit threats decrease buy‐and‐hold abnormal returns and increase the occurrence of corporate scandals. Overall, this study provides empirical evidence of collusion among large shareholders, which harms small shareholders' interests from the perspective of excess cash holdings. [ABSTRACT FROM AUTHOR]

The Pantawid Pamilyang Pilipino Program (4Ps) is a conditional cash transfer (CCT) program in the Philippines that has been implemented since 2007 and now spans the Arroyo, Aquino, and Duterte administration. Through document analysis, this study aims to compare and analyze the implementation of the program of the three administrations. Results exhibited that (1) all three administrations have achieved success in their overall implementation; (2) internal and external factors became hindrances for the program, such as political motivations and financial crisis; and (3) the program lacks the manifestation of sustainable development in its implementation and outcomes. The study recommends (1) efficient mechanisms in implementation and long-term evaluation, (2) avoidance of extractive institutions, and (3) conducting scenario planning for external variables that may affect the program. Children represent the largest indirect beneficiaries of the U.S. social welfare system. Yet, many questions remain about the direct benefits of cash aid to children. The current understanding of the impacts of cash aid in the U.S. is drawn primarily from studies of in-kind benefits, tax credits, and conditional cash aid programs. A corresponding economics literature focuses on the role of income and the labor supply responses of parents, parenting skills, and early education as family investment mechanisms that reduce socioeconomic inequality in children's well-being. In contrast to the U.S., dozens of low- to middle-income nations use direct cash aid—conditional or unconditional—as a central policy strategy, with demonstrated positive effects across a host of economic and health measures and selected aspects of children's health and schooling. This paper reviews the economic research on U.S. safety net programs and cash aid to families with children and discusses what existing studies reveal about the impacts of cash aid on family investment mechanisms and children's outcomes. We specifically highlight gaps in understanding the impacts of unconditional cash aid on children. We then review nine contemporary unconditional cash transfer programs and discuss their promise and limitations in filling the U.S.-based economic evidence gap. [ABSTRACT FROM AUTHOR]

We provide a comparative evaluation of fiscal stabilization strategies during the Covid-19 pandemic. For this purpose, we use Germany's temporary value-added tax (VAT) rate reduction as a reference point. We construct a credible counterfactual for Germany in a two-step procedure. First, we carry out a careful pre-selection of the donor pool countries to obtain a control group that is highly similar to Germany regarding important post-treatment characteristics. Second, we apply a reweighting scheme on the pre-selected donor countries. The synthetic control group only differs from Germany in the way that it did not implement the temporary VAT rate reduction. Our results indicate that the German VAT cut policy and partial VAT reductions in other countries were relatively ineffective in stimulating consumption with regards to their costs when compared to other measures such as (targeted) direct cash transfers (e.g. implemented in Canada, Denmark, Japan, and the United States). We attribute this to the fact that direct cash transfers are more comprehensible, salient, and actionable, in particular, in a dynamic environment with high uncertainty induced by unclear future economic prospects. This study estimates the effects of South Africa's Older Person's Grant on well-being amid the COVID-19 pandemic. With household-level data collected before and during the pandemic, it leverages the age-eligibility threshold of the grant to estimate its effects on households in both periods. Prior to the pandemic, this study finds that grant receipt substantially improves economic well-being and decreases adult hunger at the household level. During the first 18 months of the pandemic, this study finds larger effects on both economic well-being and hunger than prior to the pandemic. In particular, recipient households were less likely to report running out of money for food and hunger among either adults or children. These results, which are stronger when pandemic-related lockdown policies are in place and for more vulnerable households, provide critical insight into the effectiveness of one of the world's most well-known cash-transfer programs during a massive global health crisis. Purpose: The proponents of cash waqf speak highly about its huge potential for mobilizing the third sector of the economy to fund the socio-economic development agenda. However, the under-collection issue has been characterizing the cash waqf movement globally. This study aims to examine how understanding the distinct cash waqf donating behavior across different generations has the potential to address the problem. Design/methodology/approach: This study extends the theory of planned behavior by adding religiosity and knowledge variables into the standard model, using the partial least square structural equation modeling. A survey is conducted on 684 respondents representing the main provinces in Indonesia and four major generations (Baby Boomers [BB], Generations X, Y and Z). Findings: Religiosity, Knowledge, Attitude, Subjective Norms and Perceived Behavioral Control directly or indirectly affect cash waqf intention. The effect is contingent on the characteristics of generations. Research limitations/implications: This study covers only the Indonesian case with limited coverage of the more heterogeneous provinces in the country. The sample distribution for BB can also be enlarged. Practical implications: Cash waqf institutions (government and private) should apply the dynamic segmenting strategy, where the diversification of the promotion, marketing, awareness and approaches are contingent on the different characteristics of each generation. Promoted by the International Monetary Fund (IMF) in particular, fiscal austerity measures have been extensively implemented across the world in the last decade as a policy prescription to address the impacts of economic shocks. Consequently, the implementation of austerity has engendered a vast body of austerity impact assessment literature in the Global North, in particular. Although austerity measures have been equally implemented (and longer) in Global South contexts, the same level of intellectual curiosity has not been dedicated to understanding the human and social costs of austerity in the Global South. To help fill this gap, this paper examines the implications of fiscal austerity for the delivery of two complementary programmes linked to Ghana's conditional cash transfer (CCT) — the Livelihood Empowerment Against Poverty (LEAP) programme. The paper adopts a qualitative design where semi‐structured interviews are conducted with (a) two LEAP officers, (b) two headteachers and (c) 35 LEAP beneficiaries in northern Ghana. The findings show that within the current context of fiscal austerity, mainly mediated through the government's commitment to "cut expenditures to the bone", the two complementary services have been unfunded and thus do not exist in practice. The non‐existence of complementary services has dire consequences for children's education as well as undermines Ghana's poverty reduction attempts through the implementation of the LEAP programme. The Court of Justice's case law, stretching back fifty years, provides that sporting practices which fall within the scope of EU law may be applied on the condition that it is shown they are necessary to achieve legitimate objectives and that they comply with the demands of the test of proportionality. This admirable model of 'conditional autonomy' is in danger. On 21 December 2023, the Court changed its approach. It restricted the scope for arguments specific to sport to be advanced in defence of practices reviewed against the demands of EU competition law. The risk is that an interpretation of EU law 'from a competition standpoint' – as the Court put it on 21 December - in pending cases concerning the transfer system, the regulation of agents and club (re)location will prevent sport's (claimed) special features even being assessed as part of the legal analysis. This paper urges the Court not to wreck its excellent track record in the development of EU sports law. It should treat most choices about governance in sport as restrictions of competition by effect, not object. The intent is not to immunise them from review but rather to ensure that review stretches beyond Article 101(3) TFEU and is fully sensitive to the economic and sporting context in which governing bodies operate as regulators. The rising prevalence of diabetes in South Africa (SA), coupled with significant levels of unmet need for diagnosis and treatment, results in high rates of diabetes-associated complications. Income status is a determinant of utilization of diagnosis and treatment services, with transport costs and loss of wages being key barriers to care. A conditional cash transfer (CCT) programme, targeted to compensate for such costs, may improve service utilization. We applied extended cost-effectiveness analysis (ECEA) methods and used a Markov model to compare the costs, health benefits and financial risk protection (FRP) attributes of a CCT programme. A population was simulated, drawing from SA-specific data, which transitioned yearly through various health states, based on specific probabilities obtained from local data, over a 45-year time horizon. Costs and disability-adjusted life years (DALYs) were applied to each health state. Three CCT programme strategies were simulated and compared to a 'no programme' scenario: (1) covering diagnosis services only; (2) covering treatment services only; (3) covering both diagnosis and treatment services. Cost-effectiveness was reported as incremental net monetary benefit (INMB) using a cost-effectiveness threshold of USD3015 per DALY for SA, while FRP outcomes were reported as catastrophic health expenditure (CHE) cases averted. Distributions of the outcomes were reported by income quintile and sex. Covering both diagnosis and treatment services for the bottom two quintiles resulted in the greatest INMB (USD22 per person) and the greatest CHE cases averted. There were greater FRP benefits for women compared to men. A CCT programme covering diabetes diagnosis and treatment services was found to be cost-effective, when provided to the poorest 40% of the SA population. Conditional Cash Transfers (CCTs) have become a key antipoverty policy in Latin America in the last 25 years. The ultimate goal of this kind of programs is to break the intergenerational transmission of poverty through the promotion of human capital accumulation of children in vulnerable households. In this paper, we explore this issue by estimating the long-run effects of the largest CCT in Latin America: the Brazilian Bolsa Familia. Through a combination of the two-stage-two-sample method and a difference-in-differences approach, we find evidence consistent with a positive long-run impact of Bolsa Familia among former beneficiaries. In particular, we find a significant positive effect on education and labor income, and a negative effect on the likelihood of being a current beneficiary of this social transfer. Background: Timely, appropriate, and equitable access to quality healthcare during pregnancy is proven to contribute to better health outcomes of birthing individuals and infants following birth. Equity is conceptualized as the absence of differences in healthcare access and quality among population groups. Healthcare policies are guides for front-line practices, and despite merits of contemporary policies striving to foster equitable healthcare, inequities persist. The purpose of this umbrella review is to identify prenatal healthcare practices, summarize how equities/inequities are reported in relation to patient experiences or health outcomes when accessing or using services, and collate equity reporting characteristics. Methods: For this umbrella review, six electronic databases were searched (Medline, EMBASE, APA PsychInfo, CINAHL, International Bibliography of the Social Sciences, and Cochrane Library). Included studies were extracted for publication and study characteristics, equity reporting, primary outcomes (prenatal care influenced by equity/inequity) and secondary outcomes (infant health influenced by equity/inequity during pregnancy). Data was analyzed deductively using the PROGRESS-Plus equity framework and by summative content analysis for equity reporting characteristics. The included articles were assessed for quality using the Risk of Bias Assessment Tool for Systematic Reviews. Results: The search identified 8065 articles and 236 underwent full-text screening. Of the 236, 68 systematic reviews were included with first authors representing 20 different countries. The population focus of included studies ranged across prenatal only (n = 14), perinatal (n = 25), maternal (n = 2), maternal and child (n = 19), and a general population (n = 8). Barriers to equity in prenatal care included travel and financial burden, culturally insensitive practices that deterred care engagement and continuity, and discriminatory behaviour that reduced care access and satisfaction. Facilitators to achieve equity included innovations such as community health workers, home visitation programs, conditional cash transfer programs, virtual care, and cross-cultural training, to enhance patient experiences and increase their access to, and use of health services. There was overlap across PROGRESS-Plus factors. Conclusions: This umbrella review collated inequities present in prenatal healthcare services, globally. Further, this synthesis contributes to future solution and action-oriented research and practice by assembling evidence-informed opportunities, innovations, and approaches that may foster equitable prenatal health services to all members of diverse communities. Ethiopia introduced its flagship poverty-targeted social protection program, the Productive safety net program (PSNP), in 2005 and Community-Based Health Insurance (CBHI) in 2011. Although both programs operate in several districts with some overlaps, evidence is scarce on how these large-scale programs jointly affect the food security of vulnerable groups. This study examines the impacts of a combination of these programs on food security outcomes among female-headed households in a chronically food-insecure and drought-prone district. Cross-sectional data were collected from 365 female-headed households selected through multi-stage sampling technique and analyzed using Inverse-probability-weighted regression adjustment (IPWRA) strategy to assess the effect of the programs on food security. The results show that while 63.6% of sample households are enrolled in CBHI and 48.8% are beneficiaries of PSNP's conditional cash transfer (CCT) component, membership in both social protection programs was 38.9%. The IPWRA analysis finds that inclusion in the CCT combined with CBHI, on average, increased dietary diversity score by 0.918 (95% CI 0.779–1.057) and food consumption score by 0.576 (95% CI 0.464–0.688). It also reduced household food insecurity access scale by 8.658 (95% CI -9.775 – -7.541). In all assessments, a combination of CBHI and CCT always produced results of a larger magnitude than each of CBHI and CCT alone. The findings provide evidence of the potentials of integrating social protection programs to increase food security outcomes among the most vulnerable and marginalized groups in a developing country. This study estimates the effects of the main extended school-day program in Brazil -- Mais Educação -- on primary and secondary students' outcomes. The Ministry of Education defined those schools with over 50% of their students participating in the conditional cash transfer program Bolsa Família as priority targets -- the schools that should receive financial support first -- for Mais Educação. That criterion allows us to utilize a fuzzy regression discontinuity design. The estimates suggest that participation in Mais Educação increased by between 18 and 30 percentage points at the threshold. We observe probability changes within small bandwidths, i.e. when treatment and control schools are very similar. On the other hand, the estimates suggest that the program was not effective at improving student outcomes. We conclude that the failure of the program is due to its design. A lack of resources, underpaid and underprepared tutors with high rates of turnover, excessive recreational activities, a lack of guidance in the choice of tutoring subject, and a failure to integrate after-hours activities into the regular curriculum are some explanations for the poor results of the program. Living with extremely low-income is an important risk factor for HIV/AIDS and can be mitigated by conditional cash transfers. Using a cohort of 22.7 million low-income individuals during 9 years, we evaluated the effects of the world's largest conditional cash transfer, the Programa Bolsa Família, on HIV/AIDS-related outcomes. Exposure to Programa Bolsa Família was associated with reduced AIDS incidence by 41% (RR:0.59; 95%CI:0.57-0.61), mortality by 39% (RR:0.61; 95%CI:0.57-0.64), and case fatality rates by 25% (RR:0.75; 95%CI:0.66-0.85) in the cohort, and Programa Bolsa Família effects were considerably stronger among individuals of extremely low-income [reduction of 55% for incidence (RR:0.45, 95% CI:0.42-0.47), 54% mortality (RR:0.46, 95% CI:0.42-0.49), and 37% case-fatality (RR:0.63, 95% CI:0.51 −0.76)], decreasing gradually until having no effect in individuals with higher incomes. Similar effects were observed on HIV notification. Programa Bolsa Família impact was also stronger among women and adolescents. Several sensitivity and triangulation analyses demonstrated the robustness of the results. Conditional cash transfers can significantly reduce AIDS morbidity and mortality in extremely vulnerable populations and should be considered an essential intervention to achieve AIDS-related sustainable development goals by 2030. Brazil has operated a conditional cash transfer program to support families living in precarious conditions since 2004. This article suggests a doubly robust method of estimating potential outcome means for multivariate fractional outcomes when the treatment of interest is unconfounded and can take more than two values. The method involves maximizing a propensity score weighted multinomial quasi-log-likelihood function with a multinomial logit conditional mean. We show that this estimator, which we call weighted multivariate fractional logit (wmflogit), consistently estimates the potential outcome means if either the propensity score model or the conditional mean model is misspecified. Our simulations demonstrate this double robustness property for the case of shares generated using a Dirichlet distribution. Finally, we advocate for the use of wmflogit by applying it to estimate time-use shares of women participating in the Mexican conditional cash transfer program, Progresa, using Stata's fmlogit command developed by Buis. Conditional cash transfers (CCTs) are a striking case of policy diffusion in Latin America. Almost all countries in the region adopted the model within one decade. While most theories of diffusion focus on the international transference of ideas, this article explains that surge of adoptions by analyzing presidents' expectations. Out of all ideas transmitted into a country, only a few find their way into enactment and implementation, and the executive has a key role in selecting which ones. Policies expected to boost presidents' popularity grab their attention. They rapidly enact and implement these models. A process-tracing analysis comparing CCTs and public-private partnerships (PPPs) shows that presidents fast-tracked CCTs hoping for an increase in popular support. Adoptions of PPPs, however, followed normal procedures and careful deliberations because the policy was not expected to quickly affect popularity—which, in the aggregate, leads to a slower diffusion wave. Energy poverty represents a critical challenge in Latin America today, given the social disparities the region faces. In this context, this study focuses on exploring the effects of remittances on the energy poverty of 13 Latin American countries during the period 2000–2020. Panel estimations with fixed and random effects, along with the generalized method of moments, are employed to address potential endogeneity issues. The results suggest that remittances play a significant role in mitigating energy poverty in the Latin American region, particularly in rural areas. Furthermore, it is observed that economic growth and financial development act as mediators, allowing remittances to indirectly contribute to mitigating energy poverty. Although inequality was examined as a potential mediator, the findings suggest that it does not play a significant role in this context. It is concluded that remittances are an appropriate mechanism to improve the quality of life of the population, and their impact is strengthened in a more robust economic environment. Objective: Most people with epilepsy (PWE) could live seizure‐free if treated with one or more antiseizure medications (ASMs). The World Health Organization (WHO) estimates that 75% of PWE in low‐resource settings lack adequate antiseizure treatment. Limited education surrounding epilepsy and the out‐of‐pocket costs of ASMs in particular pose barriers to managing epilepsy in resource‐poor, low‐income settings. The aim of this study is to implement and test a novel strategy to improve outcomes across the epilepsy care cascade marked by (1) retention in epilepsy care, (2) adherence to ASMs, and (3) seizure reduction, with the measured goal of seizure freedom. Methods: A randomized, double‐blinded clinical trial will be performed, centered at the Ignace Deen Hospital in Conakry, Republic of Guinea, in Western Sub‐Saharan Africa. Two hundred people with clinically diagnosed epilepsy, ages 18 years and above, will receive education on epilepsy and then be randomized to (i) free ASMs versus (ii) conditional cash, conditioned upon return to the epilepsy clinic. Participants will be followed for 360 days with study visits every 90 days following enrollment. Significance: We design a randomized trial for PWE in Guinea, a low‐resource setting with a high proportion of untreated PWE and a nearly completely privatized healthcare system. The trial includes a conditional cash transfer intervention, which has yet to be tested as a targeted means to improve outcomes for people with a chronic neurological disorder. The trial aims to provide an evidence base for the treatment of epilepsy in such settings. In this paper, we study the effect of land titling on investment in human capital. We first develop a theoretical model of the investment in the presence of property rights to agricultural land and then test the predictions of the model regarding the schooling decisions of households using data from Mexico's PROCEDE land titling program. Using the staggered introduction of land titling, we find that ownership tilted the balance in favor of investment in human capital in the form of schooling. Titling decreased the hazard rate of dropping out of school by 14% for children between the ages of 6 and 18. Additionally, including the effects of the contemporaneous conditional cash transfer program further reduced the hazard rate of dropping out by 34%. We find that these results hold even when the head of the household changes or migrates. Titling has a significant effect on female children but not on extremely poor families. This article explores the idea that a ubi might be a superior mechanism in promoting reciprocity in society, looking at available data from social experiments with cash transfers. The results of these experiments show that when people receive an unconditional grant, they don’t usually stop working. Instead, they tend to diversify their time-use, opting to invest in caring for family members or in community activities. Experiences also shows that unlike conditional cash transfers, basic income is less stigmatizing to beneficiaries. These results and their interpretation allow us to expand our idea of productive contribution beyond paid employment. It also allows us to discuss the role of basic income as an essential policy for promoting reciprocity in a fairer society, instead of a mechanism that violates the norm of reciprocity. The Korean government initiated a multi‐tiered benefits system for older people, but the relative poverty rate of the older population remains the highest among developed economies. This paper employed the Shapley decomposition and four efficiency criteria to evaluate the anti‐poverty efficacy and efficiency of major public transfer benefits with the Korea Welfare Panel Study 2006–2018. The results present that the Korean public pension exerted the greatest efficacy among the programmes. The efficacy of the Basic Pension, operating as a means‐tested benefit, significantly increased when implemented in 2008 and expanded in 2014. In terms of efficiency, the contributory public pension supported only 40% of older adults in poverty. However, the generous coverage of the Basic Pension since 2008 might have led to more than half of recipients not experiencing absolute poverty. We study the short term effects of an experiment which transitioned conditional cash transfer beneficiaries from receiving benefits in cash at temporary payment modules to receiving benefits through account deposits on women's status, work and financial inclusion. The experiment was implemented in the context of the Mexican Prospera program in 150 communities in the state of Hidalgo. This article takes up the concept of surplus labor force as understood in Latin American economic thought, due to its importance in pointing out the difficulties of capitalism in incorporating people into quality jobs and explaining the reproduction of inequalities. To contribute to the study of women's labor exclusion in the region, two objectives are pursued. The first objective is to construct a theoretical-methodological proposal to study the surplus of the labor force by re-reading the structuralist approach from a feminist economics perspective. The second objective is to analyze with this adapted framework the evolution of the surplus of the labor force, as well as the Argentine welfare policy that aims to regulate it and its link with the reproduction of gender inequalities at the national level between 2003 and 2019. For this purpose, a documentary and statistical analysis of different sources is carried out. The results show the structural persistence of exclusion and gender inequality as a result of the articulation between the labor features of the Argentine development style and the consolidated welfare policy pattern. This pattern is based on conditional cash transfers and was functional to the feminization of the surplus of the labor force during the first two decades of the 21st century. [ABSTRACT FROM AUTHOR]

Children who face significant disadvantage early in life are often found to be worse off years or even decades later. Can conditional cash transfer programs mitigate the negative consequences and help these children catch up with their peers? We answer this question using data from rural Mexico, where rainfall shocks can have substantial effects on household income. We find that adverse rainfall in a child's year of birth decreases grade attainment, post-secondary enrolment and employment outcomes. But declines were much smaller for children whose families were randomised to receive the conditional cash transfer program, PROGRESA: each additional year of PROGRESA exposure during childhood mitigated almost 20% of the early disadvantage in grade attainment. Background: This study aimed to investigate the association between inclusion to Pantawid Pamilyang Pilipino Program (4Ps), a CCT program in the Philippines, and malnutrition in children and adolescents and examine the perceptions and experiences of parents and other stakeholders on how 4Ps influenced child nutrition. Methods: A concurrent mixed-method study was conducted in the Caraga Region, Philippines. Quantitative data from 5541 children and adolescents aged 3 to 19 were analyzed using multilevel mixed-effect logistic models. To allow in-depth understanding of the programmatic components that support the findings from the quantitative study, eight focused group discussions (FGDs) were concurrently conducted, cumulating 33 participants, including 4Ps parents, school coordinators/teachers, and school nurses. A constructivist grounded theory approach was used for analysis, and joint displays were employed to integrate quantitative and qualitative results. Results: Quantitative findings revealed high rates of malnutrition, with significant rates of stunting (12.0%), wasting/thinness (9.4%), and overweight/obesity (16.4%) among children and adolescents. 4Ps beneficiaries had higher odds of stunting and overweight/obesity compared to non-4Ps beneficiaries (AOR = 1.43, 95%CI: 1.08–1.91; AOR = 1.21, 95%CI: 1.01–1.45, respectively). However, no significant association was observed between inclusion to 4Ps and concurrent stunting and wasting/thinness or overweight/obesity (AOR = 1.05, 95%CI: 0.72–1.55). Geographic variations were observed, with 4Ps children in Agusan del Sur having lower odds of stunting than those in Agusan del Norte (AOR = 0.41, 95%CI: 0.23–0.71). Age and gender also showed significant associations with malnutrition. The qualitative analysis provided insights into the challenges contributing to malnutrition, including child labor, sickness, long distances to school, limited access to healthy food, and larger families. Unintended consequences such as cash card mismanagement, inappropriate cash grant allocation, and falsification of school attendance were identified. However, teachers and parents demonstrated resilience by implementing adaptive approaches to enhance child nutrition. Conclusions: While 4Ps beneficiaries exhibit higher odds of stunting and overweight/obesity, the program's association with malnutrition was significantly influenced by geographic variations. It is crucial for social protection programs to prioritize comprehensive support strategies that effectively counter unintended consequences and challenges faced by beneficiaries and other stakeholders and address malnutrition in children and adolescents. Background: In the last 25 years, conditional cash transfer (CCT) programs have become popular assistance policies across Latin America, Africa, and Asia for combating poverty and building human capital. Despite some success in reaching these goals, questions remain about the wider political effects of CCTs on individuals and communities, especially when considering gendered relationships and the institutions in the countries where CCTs are in place. Objective: I investigate the relationship between cash transfers and political participation, while also considering the importance of moderating forces such as gender, program enforcement, and compulsory voting. Methods: I use data from AmericasBarometer sourced from the Latin American Public Opinion Project (LAPOP) and a series of multilevel models to examine the association between CCTs and a wide set of participatory indicators. Results: I show CCTs to be robustly associated with higher levels of participation broadly conceived. Results also demonstrate gender and institutional features such as enforced conditions and compulsory voting can attenuate the positive effects of transfers, depending on the form of participation considered. Conclusion: Overall, CCTs tend to be strongly associated with political participation. However, CCTs may also reinforce gendered norms of political participation and engagement. Furthermore, the potentially negative associations regarding the enforcement of program conditions are valuable to consider when evaluating the downstream, democratic potential of cash transfer programs. Early-life shocks often produce negative long-run consequences lasting into adulthood, but little is known about how childhood social programs interact with early-life environments. In this paper, we analyze the effect of early-life conditions on child health and evaluate whether access to a conditional cash transfer program is differentially effective among children who experienced adverse early-life events. We use variation in delays in enrollment from the rollout of Brazil's Bolsa Família program to analyze the impact of longer treatment durations alongside a variation of in utero rainfall to determine the potential for the program to drive catch-up growth. We find that the duration of Bolsa treatment impacts stunting, obesity, and other health outcomes, with the program being most effective among children whose in utero conditions predisposed them to worse health outcomes. Finally, we find that these effects are driven by children who receive Bolsa before age five and that girls experience more health gains. Overall, the duration of treatment matters, with some effects only appearing after one to two years of transfers, as does the timing of treatment, with some effects only appearing for younger initial recipients. The prevalence of intimate partner violence (IPV) among women remains high around the world. Cash transfers (CTs) are one potential avenue that can be used to reduce violence through women's empowerment. The present study uses a mixed method, where both quantitative and qualitative data were collected and analyzed to compare the difference in the prevalence of IPV between CT recipients and non-recipients of CTs and among different categories of CTs. For quantitative data, a single difference estimation of the end-line cross-section data was used to assess the impact of Tanzania's CTs on IPV. Results show that CTs have no impact on different forms of IPV, except a negligible impact in reducing physical violence. Moreover, thematic analysis of qualitative data suggests that cultural norms that subordinate women to men irrespective of women's socioeconomic status are the channels through which IPV is perpetuated in Tanzania. Therefore, we recommend that CTs be designed in a manner that progressively transforms power relations in Tanzania. This would necessarily include having tailor-made gender training programs; promoting efforts that seek to reform the legal framework that preserves masculine culture in Tanzania's society as well as improving the functioning of police-based gender desks and social work departments across the country. Optimal treatment regimes (OTRs) have been widely employed in computer science and personalized medicine to provide data-driven, optimal recommendations to individuals. However, previous research on OTRs has primarily focused on settings that are independent and identically distributed, with little attention given to the unique characteristics of educational settings, where students are nested within schools and there are hierarchical dependencies. The goal of this study is to propose a framework for designing OTRs from multisite randomized trials, a commonly used experimental design in education and psychology to evaluate educational programs. We investigate modifications to popular OTR methods, specifically Q-learning and weighting methods, in order to improve their performance in multisite randomized trials. A total of 12 modifications, 6 for Q-learning and 6 for weighting, are proposed by utilizing different multilevel models, moderators, and augmentations. Simulation studies reveal that all Q-learning modifications improve performance in multisite randomized trials and the modifications that incorporate random treatment effects show the most promise in handling cluster-level moderators. Among weighting methods, the modification that incorporates cluster dummies into moderator variables and augmentation terms performs best across simulation conditions. The proposed modifications are demonstrated through an application to estimate an OTR of conditional cash transfer programs using a multisite randomized trial in Colombia to maximize educational attainment. The COVID‐19 pandemic resulted in severe income losses, but little is known about its impacts on diets and nutritional adequacy, or the effectiveness of social protection interventions in mitigating dietary and nutritional impacts. We first assess the likely impacts of COVID‐19 shocks in Bangladesh and Myanmar on poverty and food and nutrient consumption gaps. We then analyze the estimated mitigating effects of five hypothetical social protection interventions of a typical monetary value: (1) cash transfers; (2) in‐kind transfers of common rice; (3) in‐kind transfers of fortified rice enriched with multiple essential micronutrients; (4) vouchers for a diversified basket of rice and non‐staple foods; and (5) food vouchers with fortified rice instead of common rice. The simulation results suggest modest effectiveness of the cash transfers for mitigating poverty increases and little effectiveness of all five transfers for preventing increasing food and nutrient consumption gaps among the poorest 40%. Rice fortification is, however, effective at closing key micronutrient consumption gaps and could be a suitable policy instrument for averting "hidden hunger" during economic crises. The Pantawid Pamilyang Pilipino Program (4Ps) is a conditional cash transfer (CCT) program to alleviate socio-economic conditions in the Philippines, addressing Sustainable Development Goals (SDGs) 1 (No Poverty) and 4 (Quality Education). It attempts to address poverty, which is a risk factor to education among Filipinos. However, the program impact on education and economy remains understudied. This paper investigated the recipients of the CCT and analyzed parental involvement and its influence on students' academic achievement. In this study, parental involvement refers to parenting, learning at home, volunteering, school decision-making, collaborating, and communicating, while academic achievement pertains to the students' academic performance in the core learning areas: Science, Mathematics, English, and Filipino. Using a descriptive-correlation method, the respondents were randomly selected comprising 306 parents and 306 students in Tarragona District, Davao Oriental, Philippines. The data were analyzed using Spearman Rho Correlation and Confirmatory Factor Analysis (CFA). The results showed there was no statistical correlation between parental involvement and student's academic achievement. Parents had low involvement in learning at home, volunteering, and school decision-making. On the other hand, the students demonstrated high academic achievement in the core learning areas. The significant step of the Philippine government for education through the CCT is an effective approach to keeping children in school. Yogyakarta province in Indonesia plagued with persistent poverty challenges for decades. There were several ways to reduce its poverty rate; one is through conditional cash transfer (CCT) scheme. This study aims to measure the impact of CCT program of Family Hope Program (PKH) on hosuehold poverty proxied by food and non-food consumption expenditure using Propensity Score Matching (PSM) method. Using a large scale of survey data, this study disagregated the estimation in urban-rural areas. The result revealed that the PKH program has been successful in reducing poverty in impoverished households by significantly increasing their food and non-food consumption expenses. The program has had a more significant effect in rural regions than in urban. The impact is more profound in increasing food consumption expenditure. This study investigates the extent to which the benefit levels of the North Korean Defector Settlement Support System (NKDSSS) have changed and differentially impacted the various groups of North Korean Defectors (NKDs). It employs a historical approach to policy analysis and uses datasets compiled, summarized, and converted with the Consumer Price Index by the author. Findings suggest a portion of Unconditional Cash Transfers decreased through the first pro-work reform period (2005-2014) and Conditional Cash Transfers conditioned on job preparation decreased through the second pro-work reform period (2015-2019). The changes may generate a blind spot of poverty and enhance inequality among the NKDs. For the NKDSSS to accomplish its goals of promoting socio-economic integration of NKDs in South Korea and preparing for a peaceful Korean unification, supplemental policies are required.
