Any attempt on evaluating the performance of government or of the political system should take into account the most significant political and ideological divisions. The concernment origins on directing towards the public politics can be identified on both perceiving the government inconsequence, and on analyzing the non-contentedness offered by the academic disciplines, as well. A large availability on questioning the efficiency and effectiveness of public services has existed in the last decades in Romania. There are too many examples of non-adequate answers to issues, resulted from the lack of estimation, from not defining the objectives, from the low number of options and from the deficient training of these; the issues can also result from the insufficient implementation or lack of the monitoring and evaluation activities on politics. The diagnosis and defining of such issues has proven to be an extremely difficult task, in conditions of continuous changes and of the lack of qualified staff. A non-satisfaction also exists on the level of poor or limited contribution that the social sciences have on solving the issues. The reproaches are not only specific to Romania, but also: to the Occident, when the same critics were emphasized forty years ago regarding the social sciences, and some of these objections have also remained valid nowadays. The political sciences, being on their beginning in Romania, have been perceived as fighting in order to reach higher and higher levels on abstracting, as in theory of systems, thus moving away from the real issues, and determining the enunciation of some very sophisticated answers to completely not interesting matters. The monetary policy has an impact on the real economy through the financial markets and the anticipations on the ones participating on them. Therefore, the reactions triggered by the monetary policy decisions are felt, first of all, on the financial markets and, further on, having repercussions on the expenditure, the production, the labor force occupation and, finally, on the prices. In order to fulfill its fundamental objective of assuring and maintaining price stability, the RNB must dispose of a coherent and functional transmission mechanism and a set of monetary policy instruments, by which to influence the real macro-economical variables. The National Bank has the possibility, by the operational framework of the monetary policy and, especially by the monetary market operation, to influence the inter-banking interest rates which, at their turn, influence the interest rates practiced by the banks in the relations with the non-banking clients. The conclusions of the made research show out that the modifications made by the RNB at the level of its instruments aimed, on one side, to increase the role of the interest rates within the framework of the monetary policy transmission mechanism and, on the other hand, to harmonize them with the set of instruments and procedures of the European Central Bank, so to bring them close to equality. But, the functions, the characteristics and the efficacy of the monetary policy instruments used by the RNB are partially different compared to the ones specific to the ECB. In the following period, the RNB's monetary policy mainly aims to gradually assure the nominal and real convergence with the EU countries, the main target being to include the national currency in the Exchange Rate Mechanism II and the adoption of the euro currency in 2015(..?). The agricultural tourism represents a relatively concept of recent date, which makes reference to different forms of tourism being on immediate connection to agricultural activities and/or with buildings having specific destinations, functions within agriculture. This specific form of rural tourism is based upon the assurance -- within the country farm, of the accommodation services, meals, amusement and others complementary to these. This form of rural tourism is practiced by small owners from rural regions, usually as secondary activity; the developed activity in the own farm/run remaining the main occupation and source of income. The specification that in two of the European countries with old stages of activity, on the field of rural tourism -- is about France and England -- they try to accomplish a distinction between "agricultural tourism" and "the tourism at farm", in the view of simple emphasizing and from the start on using the traditional houses as accommodation places for tourists. In spite of these considerations, it is obvious that both forms make part of rural tourism sphere. Adjacent practicing by peasants for the tourism leads to accomplishing a superior development of village areas, both by the contribution brought by the incomings from accommodation, especially by capitalization of local agricultural products, by including them within the tourist's consumption. For this actual situation of agricultural tourism of Romania, we need a serious programming of what we wish to do, especially of seriously thinking of what we wish to achieve. It is important to think these things on long term, and from this reason the appropriate solutions would be: developing and increasing the quality of human factor, which works in agricultural tourism, accomplishing certain market studies in the view of seeing to whom we address, increasing the level of services performed to the tourists and applying accurate marketing politics.
