What drives the varied performance of the Belt and Road Initiative (BRI) projects? Can the central state’s role and the participating nations’ development needs fully account for the success or failure of individual BRI projects? This article challenges the dominant state-centric perspective, suggesting it falls short in elucidating the heterogeneous results of BRI projects. Through a comparative analysis of the Pan-Beibu Gulf Economic Cooperation Zone (PBGECZ) and the New International Land-Sea Trade Corridor (ILSTC), the study reveals the impact of local government collaboration on the efficacy of China’s foreign policy. By proposing collective local liberalism, we argue that cooperative dynamics, rather than competitive, are crucial for the success of the BRI. This nuanced approach underscores the necessity of a collaborative framework among subnational actors to enhance the execution and outcomes of BRI projects, offering a more comprehensive understanding of Chinese foreign policy. While the link between the urban network and institutional context has been well established, there has been less work on the effect of shifting political economy on the mechanism of its intercity flows. In this paper, the investment dataset of Chinese publicly listed firms is used to construct corporate‐based urban networks with different ownership structures. Two straightforward but effective comparative analyses are conducted. The first distinguishes between networks formed by state‐controlled and nonstate‐controlled firms, and the second distinguishes between subnetworks formed by central‐ and local‐state power. By surveying the distinctions from the perspectives of state–market relations and central‐local government relations, we argue that the urban network in China is shaped by the varied forms in which the central government, local governments, and the private sector interact. To gain a more proper knowledge of the geographical patterns, this research recommends further field research into enterprise‐based linkages of multiple ownership. [ABSTRACT FROM AUTHOR]

Wu Jieh-min's book, "Rival Partners: How Taiwanese Entrepreneurs and Guangdong Officials Forged the China Development Model," explores the role of Taiwanese businesses, known as Taishang, in China's rapid economic rise. Wu argues that Taishang played a crucial role in China's economic growth by forming partnerships with local officials in Guangdong province, which allowed for the establishment of factories producing labor-intensive products for export. The book also highlights the exploitation of migrant workers in this model and connects these domestic dynamics to global trends. While the book provides valuable insights, it lacks discussion on how senior officials in Beijing perceived these relationships and the intentional nature of China's rise. How to explain the distortion of public–private partnerships (PPPs) is underexplored. Drawing on principal–agent theory, this article proposes an institutional incentive-driven framework. Based on a case study of PPPs in China, this article finds that central–local government relationships play a crucial role in shaping PPP performance. Goal incongruence and information asymmetry lead to two types of distortion. First, PPPs become a political task for local governments to respond to higher-level governments' needs. Second, PPPs serve as financing tools to create political achievements. These opportunistic behaviors violate the goals of the central government's PPP policy and increase government debt risks. This study is to analyze how the fragmentation of the pro-democracy camp affected their council voting and policy stances before 2019. The quantitative measurements including the rice and unity indices are adopted to evaluate the cohesions of the pro-Beijing and pro-democracy camps in bill voting, in which the strategies employed by the pro-democracy camp are further analyzed. Before the 2010s, the moderate democrats deliberately separated from the administration and some of them also kept distance from the radical groups. However, since the radical ideologies gained supports from time to time, the moderate democrats had been forced to follow more pro-active lines against the administration. Although the political sphere of Hong Kong has drastically changed after the 2019 Anti-extradition Protests, the cohesion of the pro-democracy parties in the previous terms of the Legislative Council still facilitates to understand the legislative process in the city. Why do provincial governments change policy, even when those policies have proven successful? This paper explores a debate regarding the determinants of provincial policy choice and the degree of discretion provinces are permitted in this area. It does so by scrutinizing the shift in Guizhou's development policy from a poverty reduction orientation to a wholehearted pursuit of economic growth, urbanization and industrialization. In contrast to those who argue that central experience, prospects for promotion or local conditions are key factors explaining policy choice, the paper concludes that Guizhou's shift in policy had more to do with the backgrounds and experiences of top provincial leaders.
