Abstract

How democratic is Britain? Using data collected by Democratic Audit, this article argues that Britain's progress towards democracy has been uneven in 2002. It assesses a wide range of areas, including the state of civil and political rights, the promotion of economic and social rights, elections and voter participation, party democracy, the effectiveness and responsiveness of government, the role of women in public life, devolution, and the state of civil society. The authors conclude that the major lesson to be learned is that democracy is a never-ending process and that a major weakness of New Labour's approach is that it is unfocused and lacks a clear definition and understanding of democratic principles. 19. Sustainable heating solution = Successful low-energy building.

Abstract

The article focuses on the performance of a low-energy building built for the National Energy Foundation (NEF) in Milton Keynes, England. The foundation has commissioned Avebury to design and manage the construction of the building, which has to be built on a predetermined site, of the lowest possible energy in operation, but with a strictly limited financial budget. It is stated that the performance of the ground-source heat pump (GSHP), which have kept the building warm in winter, has not been as good as expected, while the Solar Water Heating unit has operated successfully. It is inferred that the use of light tubes to provide additional illumination into the centre of the main open-plan office area of the building has worked successfully.
