В статье описываются этапы создания стартапа и выделяется порядок построения информационно-аналитической инфраструктуры с использованием современных подходов. Рассматриваются типы и виды анализа при проектировании процессов, а также метрики, на основании которых можно отслеживать эффективность применяемых методов при разработке технологических продуктов. Анализируются компоненты инфраструктуры, затрагивающие циклы получения, обработки, хранения и анализа полученных данных. Система информационно-аналитического обеспечения определяется интегрированной системой технологий и процессов, которые помогают стартапам выявить рыночную нишу, сформулировать бизнес-модель, построить архитектуру продукта и проекта, а также решить другие проблемы, возникающие при запуске проекта. Применение комплексной аналитики для анализа и прогнозирования результатов производительности путем исследования данных и использования методов машинного обучения позволит проанализировать данные и создать модели прогнозирования для понимания тенденций и предсказания будущих изменений., The article describes the stages of creating a startup and highlights the procedure for building an information and analytical infrastructure using modern approaches. The types and types of analysis in the design of processes, as well as metrics based on which it is possible to monitor the effectiveness of the methods used in the development of technological products, are considered. The components of the infrastructure that affect the cycles of obtaining, processing, storing and analyzing the received data are analyzed. Information and analytical system software is defined by an integrated system of technologies and processes that help startups identify a market niche, formulate a business model, build a product and project architecture, and solve other problems that arise when a project is launched. Using end-to-end analytics to analyze and predict performance outcomes through data mining and machine learning techniques will allow you to analyze data and create predictive models to understand trends and predict future changes. The article is devoted to studying the state of business structures of Ukrainian territorial communities, in which they found themselves due to large-scale Russian aggression against Ukraine. The article aims to analyze the conditions and identify the problems of functioning of business structures of territorial communities in wartime conditions. The state of Ukrainian business provision with the essential production resources, human, material, and financial resources in particular, which determine the possibilities not only of its survival but also of practical work to secure or resuscitate the economy and social sphere of territorial communities in conditions of war, is analyzed. The population displacement trends within the country and abroad, as well as the employment of internally displaced persons, are characterized. The total losses of the state territorial communities' economy from the damage to the infrastructure as a result of military actions are analyzed. The trends of the leading indicators of local budgets, particularly the amount and structure of income and expenses, are determined. The experience of business relocation from the places of active hostilities to territorial communities in relatively safe regions of the state and the experience of restoring the relocated business structures are summarized. It is emphasized that among the main problems of the business functioning of territorial communities of Ukraine in wartime conditions are: limited material resources, lack of qualified personnel and working capital, inflation and devaluation, in particular, the rise in prices for raw materials, the destruction of business and partnership ties, and problems with logistics, a drop in solvent demand on the market. In the conditions of the military economy, a working business must provide the owners' income and the employees' payment. Most importantly, it provides the income of the state budget and the budgets of territorial communities of various levels, which allows to solve such vital problems as the financial capacity of millions of Ukrainian citizens and the preservation of solvent demand of domestic market, the financial capacity of territorial communities to quickly resolve the most important socio-economic issues, in particular in terms of ensuring the operation of critical infrastructure facilities, and the financial ability of the state to accumulate and concentrate funds to support the armed forces of Ukraine, ensure social benefits and national socio-economic stability., Стаття присвячена аналізу умов та визначенню проблем функціонування бізнес-структур територіальних громад в умовах воєнного стану в Україні. Проаналізовано забезпеченість українського бізнесу найважливішими виробничими ресурсами, які зумовлюють можливості не лише його виживання, а й ефективної роботи з метою убезпечення або реанімації економіки та соціальної сфери територіальних громад в умовах війни. Акцентовано, що серед основних проблем функціонування бізнесу територіальних громад України у воєнних умовах є: обмеженість матеріальних ресурсів, нестача кваліфікованих кадрів та обігових коштів, інфляція та девальвація, зокрема зростання цін на сировину, руйнування ділових і партнерських зв’язків та проблеми з логістикою, падіння попиту на внутрішньому ринку. Зроблено висновок, що в умовах воєнної економіки працюючий бізнес забезпечує доходи його власників і доходи найманих працівників, а найголовніше – забезпечує доходи державного бюджету та бюджетів територіальних громад різних рівнів, що дозволяє вирішувати такі важливі проблеми, як фінансова спроможність мільйонів українських громадян і збереження платоспроможного попиту національного та регіональних ринків; спроможність територіальних громад щодо швидкого вирішення найважливіших соціально-економічних питань, зокрема в частині забезпечення роботи об’єктів критичної інфраструктури; спроможність держави щодо накопичення та концентрації коштів для підтримки Збройних сил України, забезпечення соціальних виплат та національної соціально-економічної стабільності.

U ovom radu pružen je osvrt na značaj poduzetniče infrastrukture za razvoj poduzetništva i gospodarstva Republike Hrvatske, posebno poduzetničkih inkubatora. Iz samog rada može se zaključiti kako ona ima utjecaj na suvremeno gospodarstvo i poduzetništvo te omogućuje rast i razvoj manjih i srednjih poduzeća. Manja i srednja poduzeća nositelji su fleksibilnosti, razvoja gospodarstva i novina na otvorenim tržištima. Razvoj infrastrukture poduzetnika uz suradnju lokalnih, državnih i županijskih vlasti pridonosi ravnomjernijem razvoju i pozitivnom gospodarskom profilu Republike Hrvatske. Nadalje, poduzetnik preuzima rizike kako bi ostvario profit i kao osnova poduzeća upravlja ljudskim i materijalnim resursima. Poduzetništvo, u drugu ruku, označava gospodarsku aktivnost jedne ili većeg broja osoba uz ulaganje određenog kapitala kako bi ostvarili profit. Poduzetništvo je proces u koji treba ulagati i usavršavati ga zbog bolje budućnosti. Poticanje stvaranja poduzetničkih inkubatora kao oblik edukacije mladih, najviše u današnje vrijeme, potiče i podržava poduzetnički način razmišljanja. Na kraju će rezultat svih pozitivnih učinaka poduzetničke infrastrukture biti istaknut u boljem standardu stanovnika Republike Hrvatske., This thesis presents an overview of the importance of enterpreneurial infrastructure for the development of entrepreneurship and the economy of the Republic of Croatia, especially business incubators. From the paper itself, it can be concluded that it ha san impact the modern economy and entrepreneurship and enables the growth and development of small and medium enterprises. Small and medium-sized enterprises are the bearers of flexibility, economic development and trends in open markets. The development of the infrastructure of entrepreneurs with the cooperation of local, state and county authorities contributes to a more balanced development and a positive economic profile of the Republic of Croatia. Furthermore, the entrepreneur takes risks in order to make a profit and manages human and material resources as the basis of the company. Entrepreneurship, on the other hand, means the economic activity of one or more persons with the investment of capital in order to make a profit. Entrepreneurship is a process that needs to be invested in and improved for a better future. Encouragement of the creation of business incubators as a form of youth's education, most of all nowadays, to encourages and supports entrepreneurial thinking. In the end, the result of all the positive effects of the entrepreneurial infrastructure will be highlighted in the better standard of the population of the Republic of Croatia.

Стаття присвячена аналізу умов та визначенню проблем функціонування бізнес-структур територіальних громад в умовах воєнного стану в Україні. Проаналізовано забезпеченість українського бізнесу найважливішими виробничими ресурсами, які зумовлюють можливості не лише його виживання, а й ефективної роботи з метою убезпечення або реанімації економіки та соціальної сфери територіальних громад в умовах війни. Акцентовано, що серед основних проблем функціонування бізнесу територіальних громад України у воєнних умовах є: обмеженість матеріальних ресурсів, нестача кваліфікованих кадрів та обігових коштів, інфляція та девальвація, зокрема зростання цін на сировину, руйнування ділових і партнерських зв’язків та проблеми з логістикою, падіння попиту на внутрішньому ринку. U današnje vrijeme ekonomski razvoj neke države nije moguće zamisliti bez inovacija i poduzetništva, stoga veliku ulogu u tome ima razvoj start up poduzeća. Svrha rada je prikazati utjecaj start up tvrtki na razvoj same poduzetničke klime. Kontinuiranim inovacijama omogućava se stvaranje poduzetničke klime koja je ujedno i osnova poticanja poduzetničkih aktivnosti suvremenih poduzeća, stoga se može reći da start up tvrtke imaju pozitivan utjecaj na razvoj poduzetničke klime. Za uspjeh start up poduzeća na tržištu neophodna je poduzetnička infrastruktura. S obzirom da se radi o novim poduzećima koja se tek probaju probiti na tržište, potrebna im je pomoć poduzetničkih i financijskih potpornih institucija. Jedna od uspješnih tvrtki koje su nastale start-up-om u svijetu je Instagram, a u RH Rimac automobili., Nowadays, the economic development of the country cannot be imagined without innovation and entrepreneurship, so the development of start-up companies plays a big role in this. The purpose of this paper is to show the impact of start up companies on the development of the the entrepreneurial climate. Continuous innovation enables the creation of an entrepreneurial climate, which is also the basis for encouraging entrepreneurial activities of modern companies, so it can be said that a start-up company has a positive impact on the development of entrepreneurial climate. The success of a start-up company requires an entrepreneurial infrastructure. Start up companies are the new companies that are just trying to break into the market, so they need the help of entrepreneurial and financial support institutions. One of the successful companies created by start-ups in the world is Instagram, and in the Republic of Croatia Rimac cars.

Background Digitalisation is transforming our society in several ways, bringing sev-eral new opportunities and challenges. It changes how organisations in-teract with their customers and generally has a positive effect on reve-nue. Maserhallen AB is a wholly-owned subsidiary of Borlänge municipality and wants to grow as an organisation. Maserhallen AB aims to improve its quality of service, customer value and increase rev-enue by implementing a digitalised system into its organisation. The study is needed to construct a framework and strategy that can aid Maserhallen AB on the challenges and pathways of adopting new tech-nology. Aim This study highlights the challenges and pathways that await a tradi-tional organisation when trying to adopt a new digital system. Method There are two sources of data collection; the first is a literature study, and the second is a questionnaire. In the questionnaire, nine volunteers have participated, the age ranging of volunteers are from 24-60 years old. The targeted participants were the organisation management team and receptionist. Results The results gathered from both the case study and questionnaire indi-cate that the case company needs a new digital system. The thesis exam-ines two core areas: digitalisation strategies and the use of new technol-ogy to develop an analysis framework. The outcome is a framework that blends theoretical and digital strategy principles with successful ap-proaches in concepts and new technologies. Conclusions For Maserhallen AB to avoid obstacles when facing implementation of digitalisation, it is necessary to adopt new technology with the help of digital strategy and framework. This is not only needed for efficiency and cost reasons, but also it will assist in increasing customer value and quality of service. The framework provided in this case study will aid Maserhallen AB in adopting a new digital system.

Целью статьи является исследование теоретических подходов к реализации различных мер поддержки малого предпринимательства на региональном уровне. В настоящее время вопросы развития и функционирования малого предпринимательства требуют повышенного внимания на всех уровнях. Особую роль в данном процессе играет региональный уровень, где происходит формирование системы поддержки, которая напрямую влияет на ключевые показатели бизнеса. В статье рассмотрены принципы, сущность и функции малого предпринимательства, различные аспекты его влияния на развитие региона. Кроме того, в работе представлены основные формы поддержки малого предпринимательства на уровне региона, факторы, оказывающие влияние на функционирование и развитие малого бизнеса, основные объекты предпринимательской инфраструктуры в регионе. В предлагаемой работе авторами используется стандартная методология, содержащая следующие элементы: разработка алгоритма исследования, проведение контент-анализа, выбор методов исследования, оценка параметров и обоснование факторов, влияющих на предмет исследования. В качестве основных методов исследования в данной работе использованы методы синтеза и анализа, методы табличной и графической визуализации результатов исследования, позволившие сформировать комплексное представление об объекте исследования - системе поддержки малого предпринимательства. Система поддержки малого предпринимательства в данной статье рассмотрена с позиций комплексного и факторных подходов.

Актуальность данной работы обусловливается важностью предпринимательского сектора в социально-экономическом развитии экономики региона. В связи с вышесказанным на региональном уровне, где происходит формирование системы поддержки и инфраструктуры, важно уделять особое внимание развитию и функционированию малого бизнеса. Цель данного исследования заключается в выявлении особенностей и характерных черт системы поддержки малого предпринимательства в процессе ее формирования и развития. Исходя из поставленной цели в статье рассмотрены теоретические аспекты формирования и развития системы поддержки малого предпринимательства в регионе на примере Свердловской области, проведено комплексное исследование и представлена подробная характеристика сложившейся системы поддержки данного сектора экономики.

The problems of optimizing the functioning of the regional infrastructure for supporting entrepreneurship in the regions of Russia are always under the close attention of economists. Such attention to this field of scientific research and practical activity is conditioned by at least two factors: first, its importance for the functioning and economy of the territories, and theentire national economy, and, secondly, the growing role of infrastructure support for entrepreneurial activity in modern conditions. From the level of development of the infrastructure system for the entrepreneurial activity of the territory and the quality of its functioning, ultimately depends not only on the effectiveness of entrepreneurship but also on the investment attractiveness of the region and its innovative activity. The authors, using statistical methods for assessing therelationships, analyzed the dependence of the effectiveness of the functioning of entrepreneurship on the provision of regions with infrastructure facilities. Among the indicators that characterize the effectiveness of infrastructure support for entrepreneurial activities in the regions, the number of enterprises and organizations that carry out entrepreneurial activities, the volume of attracted investments in fixed assets, and profitability is identified. Factor index is the availability and number of infrastructure facilities in the regions. The results of the conducted research showed that the business sector is successfully developing in those regions where the corresponding infrastructure is created and functioning.

Business Process Management is one of the most important components of a process-driven organization that we perceive as a sum of processes that are more or less follow-up. By adjusting and managing these processes, we can greatly influence the organization's performance, efficiency, flexibility and competitiveness. Business Process Management is important to support the technical infrastructure of modern information systems and communication technologies. These systems are part of the overall enterprise information system. The following article focuses on information and communication technologies for the proper and efficient functioning of process management in agro sectoral companies. This article presents a summary of theoretical knowledge and practical recommendations for creating and maintaining a process management system in enterprises with the support of information and communication technologies. For a more detailed analysis of this issue, statistical research, the partial results of which are subjected to statistical testing, are presented in the following article.

The economic transformation of the Republic of Serbia that now lasts more than two decades has, due to numerous problems that arose in the previously mentioned period, resulted in numerous negative effects. Some of those such as deindustrialization and a drastic drop in the partake of industry in the country’s GDP have turned out to be the greatest problems as they demanded immediate attention. Furthermore, Serbia had to deal with problems that were a direct consequence of the global economic crisis in the first decade of this century. This is why the creators of the economic policy in Serbia have formulated a new industrial policy,which, besides its main goal – reindustrialization, has another and that is to be in line with the new concept of industrial policy of the European Union, defined in the Lisbon Strategy. Moreover, Serbia had to adjust its aims, instruments and measures of this new industrial policy to the global economic surrounding and current market mechanisms. The process of globalization which brings about the birth of a great number of global corporations, forces small and medium-sized enterprises to connect and form networks. That being said, the industrial policy of the Republic of Serbia, is more than anything else, directed towards creating a better business environment for the previously mentioned enterprises. The policy aims at developing competitiveness, enhancement of research and progress, cooperation and integration as well as making way for structural adjustments. An important element in the creation and enhancement of a favorable business environment for small and medium-sized enterprises is the business infrastructure it being a modern form of internal organization of industry production, i.e. a form of partial integration in the industry. This is exactly why the development of a modern business infrastructure has become an important element of this, new industrial policy. It stands for application of a series of measures and practical policies by public institutions in order to create a favorable and a supportive environment in which the already existing small and medium-sized enterprises can grow and new can be opened. The main aim of this research is to analyze the most important elements of a business infrastructure such as business incubators, clusters, free zones and science and technology parks in order to show how much these have contributed to implementation of the new industrial policy of the Republic of Serbia which in itself, has the aim of developing competitiveness of the industry and whole of the country’s economy. The development of business infrastructure in Serbia thus far shows that certain progress has been made but that in time that is ahead of us, we need more careful and better planning of development of certain elements of business infrastructure and continuous monitoring of the needs and requirements of small and medium-sized businesses. Furthermore, special attention should be placed on the quality of development of elements of business infrastructure as this is the only way to achieve significant results.

PaaS as a service platform to provide those benefits achieved by relying on a dynamic technology infrastructure is characterized, among other factors, a high degree of automation, rapid mobilization of resources, high adaptability to meet variable demand, all Flexible priced performed according to consumption. Of such a way, Cloud Computing provides the usuario to him different models who adjust to the requirements of his application, which generally is realized using interfaces for a simple interaction.

This paper uses firm-level data from the Business Environment and Enterprise Performance Surveys to study the process of convergence of transition countries with developed market economies. The study focuses on competition and market structure, finance and the structure of lending to firms, and how firms respond to the economic environment by restructuring. The authors find substantial evidence of convergence in a number of dimensions. The pattern of growth at the country, sector, and firm levels shows rapid growth of the new private sector and of the micro and small-firm sectors, with the size distribution of firms moving toward the pattern observed in the surveys of developed market economies. In finance, increasing reliance on retained earnings in transition countries reflects a maturation of the sector as new firms come to rely less on informal and family sources of finance. The authors find evidence of an inverse-U pattern, with the peak of restructuring activity taking place in 2002, the middle of the period analyzed. Throughout, the regional patterns suggest greater convergence in the transition countries that joined the European Union in 2004 than in the other, lower-income transition economies.

Autorius siūlo patikslintą infrastruktūros apibrėžimą: infrastruktūra – pagalbinės bendrosios ekonominio ar politinio gyvenimo sąrangos dalys, reikalingos, kad ekonominė ar politinė sistema galėtų normaliai veikti. Ši formuluotė skatina į infrastruktūrą jungti ne tik aplinkos elementus, įmonei tiekiančius gaminius ir paslaugas, bet ir intelektinius produktus, tarp kurių vienas svarbiausių kiekvienai įmonei yra įstatymas –„nustatyta tvarka aukščiausiųjų valstybinės valdžios organų priimtas normatyvinis teisinis aktas, turintis kitų normatyvinių aktų atžvilgiu aukščiausią galią“. Atlikus analizę galima teigti, kad intelekto produktai, įstatymai dėl didelės įtakos įvairioms įmonės egzistavimo sritims turėtų būti įtraukti į verslo infrastruktūros elementų sąrašą. Įstatymai, būdami veiklos valdymo įrankiai, turi būti rengiami remiantis vadybos mokslu, kad skatintų vadybos praktikos pažangą, o ne būtų jos stabdžiai, kaip dabar atsitiko su darbo sutarties ir kolektyvinių sutarčių įstatymais. Įvertinant didžiulę svarbą, kurią vadybai turi žmonių sukuriamo ypatingai sudėtingo darinio – organizacijos paskirties samprata, turi būti laikomasi griežto reikalavimo – bet kokias organizacijas įteisinančius dokumentus pradėti jų paskirties, išreikštos organizacijos produkto vartotojų poreikių terminais, formuluote. An intellectual products - laws issued by state because of their great influence on management practice are suggested to be included into the number of business infrastructure elements in the article. Some serious shortcomings of existing Lithuanian legal acts are described in the article. One of them is the absence of work description as necessary element of work contract in the Lithuanian work contract law. Determination of work functions , tasks and responsibilities only by occupational tittle opens agreat possibilities for employer to change the real contract requirements. Other shortcoming is considering the trade unions as the only representative of employees in collective bargaining process. Almost total absence of collective contracts is the result of such position of the state in the conditions of very weak and unpopular post-soviet trade unions in Lithuania. Poor knowledges of management science in Lithuanian legislative institutions are considered by the author as a main cause of situation when the legal act becomes a serious obstacle in developing effective management practice in business. Indispensable formulation of organization's mission in the terms of organization product consumer's needs at the very beginning of each organization statute, is suggested by author as an effective mean of improving management effectivenes in all the organizations: business and nonprofit, including the state itself, using the laws as an elements of business infrastructure.
