"On this subject, I only knew the excellent little book by the late Schurtz”— Marcel Mauss, 1914, “Les origines de la notion de monnaie”.Heinrich Schurtz’s 1898 book has been a touchstone for economic historians, anthropologists, and philosophers interested in the nature and origins of money in various societies, including Georg Simmel, Max Weber, Marcel Mauss, and Karl Polanyi. Schurtz experimented with concepts about money, going beyond traditional economic paradigms. Drawing on an extensive range of archaeological and ethnographic sources, he reframed a theory of money to include its materiality, symbolic nature, relationship to forms of property, and its dual origin in “outside-” and “inside-money.” While not well known today, it was important to the theorization of money in the first half of the 20th century and its innovative synthesis offers galvanizing questions and insights into how value relations are formed and how currency systems are interrelated."

As a research field, social movement and political project, degrowth is a multifaceted phenomenon. It brings together a range of practices including alternative forms of living and transformative initiatives in civil society, business and the state. Yet no comprehensive theory of degrowth transformations has so far been developed. Deep Transformations fills this gap. It develops a theory of degrowth transformations drawing on insights from multiple fields of knowledge, such as political economy, sociology and philosophy. The book offers a holistic perspective that brings into focus transformation processes on various scales and points to various mechanisms that can facilitate degrowth. These include, for instance, eco-social policies, transformative initiatives in business and civil society and alternative modes of being in and relating with the world.

Recent decades have witnessed both a renewed energy in feminist activism and widespread attacks taking back hard-won rights. Despite powerful feminist movements, the Covid-19 pandemic has significantly undermined the progress women have struggled for decades to achieve; how can this be? What explains this paradox of a strong feminist movement coexisting with stubborn patriarchal arrangements? How can we stop the next global catastrophe initiating a similar backlash? This book suggests that the limitations of social theory prevent feminist strategies from initiating transformative changes and achieving permanent gains. It investigates the impact of theoretical shortcomings upon feminist strategies by engaging with two clusters of work: ungendered accounts of capitalist development and theories on gendered oppression and inequality. Decentring feminist theorising grounded in histories and developments of the global North, the book provides an original theory of the patriarchal system by analysing changes within its forms and degrees as well as investigating the relationship between the gender, class and race-ethnicity based inequalities. The financial crisis that started in the U.S. at the end of 2007 and later spread to other countries was the most severe economic and financial disaster since the Great Depression. The crisis began in the U.S. housing market in August 2007, rapidly extended to other sectors of the U.S. economy, and became global following the collapse of various U.S.-based international financial institutions. To counter the negative effects of the crisis, the Federal Reserve (the central bank of the United States) and other central banks conducted monetary policies that are widely considered unconventional. This master’s thesis examines the monetary policies the Federal Reserve implemented in response to the crisis. More specifically, the thesis analyzes the Federal Reserve’s quantitative easing (QE) programs, liquidity facilities, and forward guidance operations implemented from 2007 to 2018. The thesis’ detailed examination of these policies is concluded with an interrupted time-series (ITS) analysis of the causal effects of the QE programs on U.S. inflation and real GDP. The results of this design-based natural experimental approach show that the QE operations positively affected U.S. real GDP but did not significantly impact U.S. inflation. Specifically, it is found that, for the 2011Q2-2018Q4 post-QE period, real GDP per capita in the U.S. increased by an average of 231 dollars per quarter relative to how it would have changed had the QE programs not been conducted. Moreover, the results show that, in 2018Q4, ten years after the beginning of the Federal Reserve’s QE programs, real GDP per capita in the U.S. increased by 14% relative to what it would have been during that quarter had there not been the QE programs.

In 1956, Solow proposed a neoclassical growth model in opposition or as an alternative to Keynesian growth models. The Solow model of economic growth provided foundations for models embedded in the new theory of economic growth, known as the theory of endogenous growth, such as the renowned growth models developed by Paul M. Romer and Robert E. Lucas in the 1980s and 90s. The augmentations of the Solow model described in this book, excepting the Phelps golden rules of capital accumulation and the Mankiw-Romer-Weil and Nonneman-Vanhoudt models, were developed by the authors over the last two decades. The book identifies six spheres of interest in modern macroeconomic theory: the impact of fiscal and monetary policy on growth; the effect of different returns to scale on production; the influence of mobility of factors of production among different countries on their development; the effect of population dynamics on growth; the periodicity of investment rates and their influence on growth; and the effect of exogenous shocks in the form of an epidemic. For each of these issues, the authors construct and analyze an appropriate growth model that focuses on the description of the specific macroeconomic problem. This book not only continues the neoclassical tradition of thought in economics focused on quantitative economic change but also, and to a significant extent, discusses alternative approaches to certain questions of economic growth, utilizing conclusions that can be drawn from the Solow model. It is a useful tool in analyzing contemporary issues related to growth.

Power and Influence of Economists explores the interconnected relationship between power, knowledge and influence which has led economics to be both a source and beneficiary of widespread power and influence. How can we overcome the existing political, economic, and ecological crises that humanity faces? With the notion of the commons, Lukas Peter argues that this form of social organization can provide answers to the shortcomings of centralized states and open and competitive markets. By building on and going beyond the work of Elinor and Vincent Ostrom, he develops an ecological understanding of the commons and human freedom, more generally, thereby reinterpreting classical thinkers such as John Locke and John Rawls. Importantly, he does not suggest an end to property, states or markets, but rather a radical democratization thereof, ultimately providing a real alternative for the 21st century.

This research theorizes about the existence of the following natural law of organization of the economy: any organization of economic nature; of any size and all time and space, as it is about sustained patterns of behavior: proactivity, teamwork, service, reliability, innovation, levels of results consistently increased, and as it moves away steadily from these behaviors income levels decrease systematically. It is assumed that the economy is a complex system governed equally full-scale law order. The law is obtained by induction and then using the method of praxeology, typical of the Austrian School of Economics, where laws are derived from assumptions - axioms. It uses the method "a contrario" to show that the proposition contrary to the proposed law falls into the absurd. Through the construction of a model it explains how these 5 behaviors are the basis of economic capacities and generate spontaneous order in the micro and macroeconomic levels, rolling back economic performance to individual human action. In 10 case studies it is possible to observe how organizational change regarding these 5 behaviors explains and predicts changes in the results of the organizations under study. The law is subjected to falsification in the previous 10 cases and found no evidence that it is false. Therefore, it is considered appropriate law and proposed model to explain and predict economic reality.

Economists have had much to say about the impact of economic policies on growth, but little on their distributional consequences and poverty impact. The reorientation of development policy from structural adjustment to poverty reduction as the central objective thus called for new tools to examine distributional change. This book analyzes the poverty and distributional impact of policy changes and external shocks in three case studies from Latin America: Trade liberalization in Colombia and Brazil, and the gas boom in Bolivia. It uses an innovative approach that combines computable general equilibrium and microsimulation models. The country applications illustrate that distributional consequences depend very much on the nature of the shock or policy change as well as the characteristics of the country in question. The book issues a warning against policy prescriptions being based on oversimplifying assumptions and models.

Seit ihrer Gründung haben die Europäischen Gemeinschaften für die einzelnen Mitgliedstaaten immer mehr an Bedeutung gewonnen. Die Einbindung der föderativ aufgebauten Bundesrepublik Deutschland in die Europäischen Gemeinschaften wirft eine Reihe von Finanzausgleichsproblemen auf, die nicht zuletzt durch die zunehmende Verlagerung von Aufgaben auf die Gemeinschaftsebene und den wachsenden Haushalt der Gemeinschaften immer drängender geworden sind. In der vorliegenden Arbeit werden diese Probleme anhand der ökonomischen Kriterien der Föderalismustheorie systematisch identifiziert und Lösungsansätze aufgezeigt. Dabei werden sowohl Aspekte der Beziehungen der Europäischen Gemeinschaften zur Bundesrepublik Deutschland insgesamt als auch die Auswirkungen der europäischen Integration auf den deutschen Finanzausgleich behandelt.

Survey based valuation techniques like the Contingent Valuation Method (CVM) rely particularly on the premise of respondents’ rationality when answering willingness to pay (WTP) questions. Results of CVM surveys have repeatedly put this fundamental assumption into question. This study adopts a more realistic view of rationality accounting for respondents’ limited capacities to process information. Based on cognitive psychology a technique to detect and analyze the bounds of rationality inherent in WTP statements is developed. Using an empirical example, the influence of bounded rationality on the validity of CVM results is analyzed. It is shown that individual differences in information processing play a major role. From these results recommendations for future survey design are developed.

Latente Variable, die beobachtbare Variable beeinflussen, selbst aber nicht direkt beobachtbar sind, entweder weil die beobachtbaren Größen mit Meßfehlern behaftet sind oder weil sie selbst direkt beobachtbaren und meßbaren Variablen nicht direkt entsprechen, wurden lange Zeit in der modernen Ökonometrie nicht beachtet. Besondere Bedeutung kommt der Verwendung von latenten Variablen zu, wenn die unternehmerischen Erwartungen im Rahmen eines simultanen Entscheidungsbildungsprozesses auf der Grundlage von quantitativem und qualitativem Datenmaterial modelliert werden. In der vorliegenden Arbeit wird die Theorie linearer latenter Kovarianzstrukturmodelle mit gemischtverteilten qualitativen und quantitativen Indikatoren und stetigen normalverteilten latenten Faktoren auf ein empirisches Preis- und Produktionsplanungsmodell mit Lagerhaltung übertragen. Im Vordergrund steht die Frage, welche Bedeutung die Existenz von Lager- und/oder Auftragsbeständen im Rahmen der intertemporalen Entscheidungsbildung besitzt, wenn insbesondere Unsicherheit in den Erwartungen über die künftige kurz- bzw. langfristige Entwicklung der innen- und außenwirtschaftlichen Nachfrage sowie der Kostenfaktoren besteht. Im Rahmen eines komparativ-statistischen und dynamischen latenten Strukturansatzes wird anschließend das Unternehmensverhalten von deutschen und französischen Unternehmen international vergleichend analysiert.

Die Satzung des Europäischen Systems der Zentralbanken sieht eine Umverteilung von Geldschöpfungsgewinnen (Seigniorage) zwischen den Notenbanken des Eurosystems vor. Die Diskussion um die «Gewinner» und «Verlierer» aus dieser Regelung wird sehr kontrovers geführt. Die Arbeit versucht, diese Umverteilungsproblematik systematisch zu analysieren. Insbesondere die theoretischen Grundlagen des Seigniorage, die mannigfaltigen Tätigkeiten der EWU-Zentralbanken und deren Auswirkungen auf die Entstehung der Notenbankgewinne sowie die Verwendung der Geldschöpfungsgewinne werden detailliert untersucht.

Der Staat überwälzt administrative Leistungen vom öffentlichen auf den privaten Sektor. Im Personal- und Sozialbereich, Steuer- und Abgabenbereich, im Betriebsbereich sowie durch Statistiken und Meldungen entstehen dem privaten Sektor administrative Kosten. Die Kostenanalyse steht im Mittelpunkt der empirischen Untersuchung. Es werden Ergebnisse zur Verbesserung der Schätzmethodik erzielt. Informationsdefizite der Leistungserbringer bezüglich Leistungsumfang und Kostenbelastung werden empirisch nachgewiesen. Die Ergebnisse der finanzwissenschaftlichen Wirkungsanalyse sind die Basis für die Entscheidungsanalyse, die den politischen Prozeß zur Überwälzung einer administrativen Leistung auf den privaten Sektor erklärt. Das Informations- und Entscheidungsverhalten unter Unsicherheit der am politischen Prozeß Beteiligten bestimmt die politische Überwälzbarkeit administrativer Leistungen vom öffentlichen auf den privaten Sektor.

In dieser Arbeit werden die Implikationen der Maastrichter Budgetkriterien für die Verschuldungsautonomie der deutschen Gebietskörperschaften untersucht. Es werden zunächst die qualitativen und quantitativen Unterschiede zwischen den europarechtlichen und den geltenden bundesdeutschen Verschuldungsgrenzen herausgearbeitet. Unter Anwendung der Staatsschulden - und Föderalismustheorie wird sodann die Zweckmäßigkeit dezentralisierter Verschuldungskompetenzen analysiert. Es zeigt sich, daß die Ausstattung aller föderalen Ebenen mit dem Recht zur Kreditaufnahme eine Reihe wichtiger Vorteile hat. Die Umsetzung der Maastrichter Budgetkriterien erfordert daher eine Koordinierung der Verschuldungspolitik von Bund, Ländern und Gemeinden. Hierfür werden verschiedene Lösungsansätze diskutiert.

Qualitätsungewißheit erfaßt das Problem asymmetrischer Information bei Vertrauenseigenschaften und geht über Qualitätsunsicherheit hinaus, die nur bei Erfahrungseigenschaften auftritt. Informationsökonomische Modelle können Qualitätsungewißheit bisher nur unzureichend analysieren. Zur Behebung dieses Mangels werden Entscheidungen unter Qualitätsungewißheit auf Basis der Choquet-Erwartungsnutzentheorie als Entscheidungen unter Ambiguität modelliert. Die so mögliche Analyse zeigt die spezifischen Dimensionen von Qualitätsungewißheit auf: Es existiert eine zusätzliche Ursache für Marktversagen (vertrauensbedingte Adverse Selektion), und Marktgleichgewichte sind stets suboptimal; das Vertrauen in die Informationsquelle beeinflußt die Informationsübermittlung und macht vertrauensbildende Maßnahmen notwendig.

Verzichten Regierungen auf Umweltschutzmaßnahmen, um die internationale Wettbewerbsfähigkeit ihrer Industrie nicht zu gefährden oder eine Abwanderung von Unternehmen zu verhindern? Oder forciert genau umgekehrt eine rigide Umweltschutzpolitik die Innovationsfähigkeit der Unternehmen und sichert ihnen so langfristig eine Vormachtstellung auf dem Weltmarkt? Diese Fragen werden für einen internationalen Oligopolmarkt analysiert. Mit Hilfe spieltheoretischer Methoden werden die umweltpolitischen Entscheidungen hinsichtlich ihrer Effizienz beurteilt. Es zeigt sich, daß sie nur in seltenen Fällen optimal sind. Sowohl zuviel wie auch zuwenig Umweltschutz sind möglich. Selbst bei national begrenzten Umweltproblemen verspricht daher eine internationale Zusammenarbeit Vorteile.

Die Zunahme des internationalen Handels und der internationalen Kapitalbewegungen wird oft für einen Abbau sozialstaatlicher Umverteilung verantwortlich gemacht. In dieser Arbeit wird die Frage untersucht, ob die wachsende Internationalisierung der Wirtschaft zu einer Einschränkung der staatlichen Einkommensumverteilung und zu einem Abbau sozialer Leistungen führt. Neben einer umfassenden theoretischen Diskussion wird der Zusammenhang von Globalisierung und Sozialpolitik empirisch untersucht. Dabei zeigt sich, dass eine Gefährdung des Sozialstaats vom zunehmenden internationalen Handel ausgeht, nicht aber vom stärker wachsenden internationalen Kapitalverkehr. Mit Hilfe von Ansätzen der Neuen Wirtschaftsgeografie kann dieses Ergebnis auch theoretisch erklärt werden.

Quantitative partielle- oder allgemeine Gleichgewichtsmodelle stellen in der angewandten Ökonomie ein wichtiges Instrument zur Politikfolgenabschätzung dar. Aus wissenschaftlicher Sicht wird an diesen Modellen ihre mangelnde Transparenz sowie ihre Abhängigkeit von empirisch wenig gesicherten Parametern und Annahmen kritisiert. Mittels einer Meta-Analyse werden daher Studien untersucht, welche Politikfolgen der laufenden WTO-Verhandlungen (Doha-Runde) simuliert haben. Als zentrales Ergebnis zeigt sich, dass die erhebliche Varianz innerhalb simulierter regionaler Einkommensveränderungen durch vergleichsweise wenige, ermittelbare Variablen zu einem hohen Anteil erklärt werden kann. Die Ergebnisse der Meta-Regression können daher als Orientierungshilfe bei Vergleich und Bewertung existierender sowie zukünftiger Simulationsstudien dienen.

Die Bedeutung von Ausgaben für öffentliche Zwischenprodukte wird in Modellen zum zwischenstaatlichen Wettbewerb um Kapital kaum berücksichtigt. In diesem Buch wird daher der Schwerpunkt der Betrachtung auf den Ausgabenwettbewerb gelegt. Insbesondere wird gezeigt, dass die fiskalpolitischen Instrumente – Steuern und Ausgaben für öffentliche Zwischenprodukte – als strategische Variablen zur Attrahierung von Kapital substituierbar sind. Aus dieser Analyse wird ein Wert ermittelt, der das Niveau beider fiskalpolitischer Instrumente zusammengefasst beschreibt. Des Weiteren wird untersucht, inwiefern Ausgabenwettbewerb durch Steuerharmonisierungsvorschriften beeinflusst wird. Darüber hinaus werden grundlegende, modelltheoretische Fragen zum zwischenstaatlichen Wettbewerb um Kapital thematisiert.

In der Arbeit werden die bisher durchgeführten internationalen Steuerbelastungsvergleiche hinsichtlich ihrer Aussagekraft überprüft. Die Analyse verdeutlicht, daß zur Zeit keine theoretisch fundierten und empirisch durchführbaren Modelle für die Berechnung der effektiven Steuerbelastung von Unternehmen existieren. Unter Berücksichtigung der steuerlichen Gewinnermittlungsvorschriften sowie der anzuwendenden Verfahren zur Vermeidung bzw. Verminderung der Doppelbesteuerung wird eine einzelwirtschaftliche Veranlagungssimulation für ein real existierendes Unternehmen durchgeführt und der Einfluß der Körperschaftsteuer auf das verwendbare Eigenkapital einer Kapitalgesellschaft dargestellt. Die Untersuchung verdeutlicht, daß eine Reduzierung der komplexen Steuersysteme unterschiedlicher Nationen auf eine für alle Unternehmen geltende und miteinander vergleichbare Kennziffer nicht möglich ist.

Aufbauend auf der Analyse des Reformbedarfs zu Beginn der Transformationsprozesse in Mittel- und Osteuropa untersucht die Arbeit anhand von zwei Modellrahmen die Rolle der Wechselkurspolitik beim Übergang zur Marktwirtschaft. Es wird gezeigt, daß die Wahl des optimalen Wechselkurssystems von der relativen Gewichtung der beiden Zielsetzungen «Aufrechterhaltung der internationalen Wettbewerbsfähigkeit» und «makroökonomische Stabilisierung» sowie dem Offenheitsgrad der Volkswirtschaft abhängt. Den Ergebnissen der theoretischen Analyse werden die Erfahrungen der zehn mittel- und osteuropäischen EU-Beitrittskandidaten gegenübergestellt. Ein Ausblick behandelt die wechselkurspolitischen Herausforderungen, die sich für diese Länder aus einer EU-Mitgliedschaft ergeben.

Können externe Effekte in Gegenwart unvollständiger Information über ihre Nutzen und Kosten im Rahmen privater Verhandlungen vollständig internalisiert werden, oder sollte besser der Staat für eine effiziente Ressourcenallokation sorgen? Die vorliegende Arbeit versucht, mit Hilfe neuerer informationsökonomischer Methoden Antworten auf diese Frage zu geben. Es zeigt sich, daß zentrale Regulierungsmaßnahmen gerade vor dem Hintergrund des Informationsproblems an Bedeutung gewinnen.

Das Erkenntnisinteresse dieser Arbeit gilt der Notwendigkeit und Geeignetheit der Vergabe von Finanzzuweisungen zwischen den Mitgliedstaaten der Europäischen Union. Es wird der Frage nachgegangen, welche Wohlfahrtseffekte durch ein europäisches Finanzausgleichsystem ausgelöst werden. Da der europäische Integrationsprozeß vielgestaltigen Einfluß auf die sozio-ökonomischen Lebenslagen der Bevölkerung nimmt, wird ein Referenzrahmen entworfen, der es erlaubt, über ökonomische Kriterien hinaus auch sozio-kulturelle, rechtliche und politische Abwägungskalküle zur Bewertung der Finanzzuweisungen heranzuziehen. Die Untersuchung verdeutlicht, daß es berechtigte Argumente für einen europäischen Finanzausgleich gibt. Es zeigt sich aber auch, daß Fehlentwicklungen nicht auszuschließen sind. Ein Urteil über die Wohlfahrtseffekte der Finanzzuweisungen erfordert daher eine differenzierte (Einzelfall-)Analyse.

Obwohl in fiskalföderalen Systemen Konsens über die Vorteilhaftigkeit der dezentralen Bereitstellung öffentlicher Güter besteht, zeigen sich große Unterschiede bei der Ausgestaltung von Finanzausgleichssystemen. Diese Unterschiede werden hier aus dem Blickwinkel der Anreizwirkungen analysiert. Dabei zeigt sich, dass die Anreizwirkungen wesentlich von der Informationsverteilung zwischen den Akteuren abhängen. Das Buch diskutiert sowohl die «Theorien der ersten Generation» ohne Informationsasymmetrien und unter Annahme eines wohlmeinenden Sozialplaners, als auch die «Theorien der zweiten Generation» mit Informationsasymmetrien und eigennützig handelnden Akteuren. Auf Grundlage dieser Erkenntnisse wird abschließend ein anreizeffizienter Finanzausgleich bei Informationsasymmetrie entworfen.

Over the next couple of years, the European Union will face a difficult stage, being confronted with the eventual transition to a monetary union. In the beginning of 1997, it is less clear than ever, if and when the European Monetary Union will eventually be realized, which countries will join in this process, and which countries will benefit from monetary union or are likely to loose out. Using econometric methods, the work attempts to assess the real economic effects of the European Monetary Union. In a first step, differences in labor and goods market adjustment processes between the fifteen member states of the European Union, the United States and Canada are studied in order to evaluate the short-term prospects of monetary union. Turning to the long-run effects, within a second step, convergence of living standards is assessed.

Mit Methoden zur Umweltbewertung, die – wie die interviewgestützte Contingent Valuation Methode – auf der Messung individueller Präferenzen basieren, lässt sich der Wert einer Umweltveränderung umfassend bestimmen, aber sie erweisen sich in der Praxis oft als zu teuer. Durch die Verwendung von Bayes’schen Ansätzen können die Kosten der Kosten-Nutzen-Analyse für explizite Bewertungsstudien sowie für die implizite Bewertung durch den Nutzentransfer deutlich gesenkt werden. Darüber hinaus wird durch diesen Ansatz der Nutzentransfer erheblich zuverlässiger, so dass dieses Sparmodell der Umweltbewertung mit weitaus geringeren Einschränkungen als bislang empfohlen werden kann. Die Arbeit illustriert diese Aussagen mit einer Vielzahl simulierter und empirischer Beispiele.
