Cleaner end-uses of energy, including electrified heating, represent a cornerstone of a decarbonised energy transition. On the other hand, many governments have adopted measures to mitigate energy poverty and facilitate access to modern energy services, including heating. Both objectives may be interrelated, since energy poor people are less likely to use cleaner (and costlier) heating fuels. This paper analyses the impact of energy poverty on the decision to use different heating sources and identifies whether the events of COVID and the Ukraine war have affected this decision. Thus, a multinomial probit model is estimated using information from a large database of Spanish households in 2019, 2021 and 2022. The results show that being energy poor increases the probability to use carbon-intensive energy sources for heating compared to electricity, and that COVID and the war in Ukraine have affected this relationship. The increase in energy poverty over those years has negatively affected the decarbonisation goal with respect to heating choices. The influence of those events on the probability to use electric heating depends on some household and dwelling features. Therefore, mitigating energy poverty increases the welfare of energy poor people while supporting the choice of cleaner heating.

Concretely, on cigarettes, cigars and RYO. When taxing policies increase tobacco prices, these effects might lead to changes from more expensive to cheaper products instead of reducing tobacco consumption. We use micro-data for the years 2006 -2012. We estimate a complete model of demand. The own-price, the income and the cross elasticity of each good are estimated. The results show that the price elasticity of cigarettes is low, and the income elasticity of demand for cigarettes is very low. Thus, in Spain, smokers continue to buy cigarettes when the price of cigarettes increases and when consumers’ income declines. Moreover, the substitutability relationship of cigarettes for cigars and RYO is weak. Thus, cigarette smokers in Spain are loyal to this product and consider it a normal good. Moreover, cigar consumption presents high own-price and income elasticities, so cigars are luxury goods. Thus, unlike cigarettes, cigar sales fall when cigar prices rise or cigar consumers’ income falls. Finally, RYO and cigarettes are substitute goods and RYO and cigars are not substitute ones. That means that RYO and cigarettes can satisfy the same need; then, to satisfy it, the consumers can use almost indistinctly one or the other. This is not the case between RYO and cigars., Este trabajo se centra en el análisis de los efectos sustitución entre diferentes presentaciones comerciales del tabaco en España. Concretamente, cigarrillos, puros y tabaco de liar (RYO). Cuando las políticas impositivas aumentan los precios del tabaco, estos efectos podrían conducir a cambios de productos más caros a productos más baratos en lugar de reducir el consumo de tabaco. Utilizamos microdatos para los años 2006 -2012. Estimamos un modelo completo de demanda. Se estiman el precio propio, la renta y la elasticidad cruzada de cada bien. Los resultados muestran que la elasticidad-precio de los cigarrillos es baja, y la elasticidad-renta de la demanda de cigarrillos es muy baja. Así, en España, los fumadores siguen comprando cigarrillos cuando aumenta el precio de los cigarrillos y cuando disminuye la renta de los consumidores. Además, la relación de sustituibilidad de los cigarrillos por puros y RYO es débil. Así, los fumadores de cigarrillos en España son fieles a este producto y lo consideran un bien normal. Además, el consumo de cigarros presenta elevadas elasticidades precio propio y renta, por lo que los cigarros son bienes de lujo. Así, a diferencia de los cigarrillos, las ventas de cigarros caen cuando suben sus precios o disminuye la renta de los consumidores. Por último, el RYO y los cigarrillos son bienes sustitutivos y el RYO y los puros no lo son. Esto significa que el RYO y los cigarrillos pueden satisfacer la misma necesidad; entonces, para satisfacerla, los consumidores pueden utilizar casi indistintamente uno u otro.
