The sustainability impact of air transportation has become crucial to communities. Airports around the world are forced to be transparent with the society and to declare their sustainability results. As the sustainability goals and objectives and due to its multi-dimension aspects that are needed to be decided of and subsequently improved, the decision has been taken, and the parameters have been selected due to its significance in this field. This research presents a managerial approach combining the optimization-based frontier approach with the Global Report Initiative's comprehensive sustainability database for selected 30 major international airports based on data availability. In this regard, eco-efficiency analysis is carried out with four different models using input-oriented modeling with multiple undesirable environmental inputs (energy, carbon, water, and waste) and desirable outputs (revenue, passenger and employment) to compare efficiency and sustainability levels of airports in different contexts. Finally, performance improvement targets of each environmental indicators are presented for the airports. These comparative models reveal different frontier airports, which provide the opportunity to analyze diversified reference points for the same decision-making unit. The presented statistical study has shown that San Francisco, Hong Kong, Hamad International Airport are the most efficient airports in terms of overall sustainability performance based on collected data and selected indicators. The authors also concluded that there is a discrepancy in sustainability data reporting between airports, and there is a need for collecting complete, consistent and real-time social, environmental, economic, and governance data, to better compare and evaluate the performance of each airport from a sustainability perspective.

Tıp bilimleri alanında gerçekleştirilen her bir yeni teknoloji, uygulama, ürün veya hizmet hayat kurtarıyor veya insanın yaşam süresini uzatma konusunda bir adım daha atılmasına olanak veriyor. Tıpta ve sağlık bilimlerinde meydana gelen yeniliklerin ölçümü ve değerlendirilmesi Türkiye'nin ulusal inovasyon politikaları açısından oldukça önem taşımaktadır. Tıp alanında inovasyon performansı çıktısını belirleyen en önemli faktörler arasında bilimsel yayınlar ve patentler ile birlikte hastane, araştırma enstitüleri, üniversiteler ve diğer kurumlar işbirliğinde gerçekleştirilen projeler bulunmaktadır. Bu çalışmada Sağlık Bakanlığı Kurumları ve üniversitelerin Türkiye'nin bilimsel yayın performansına dolayısıyla yenilikçiliğine şehir düzeyinde katkıları betimsel olarak değerlendirilmektedir. Ankara, İstanbul, İzmir, Konya ve Adana'nın içinde bulunduğu beş şehir hem üniversite hastaneleri hem de eğitim ve araştırma hastaneleri seviyelerinde Türkiye adresli bilimsel yayınların büyük bir çoğunluğunu oluşturmaktadır. Üniversite hastaneleri ile eğitim ve araştırma hastanelerinin odaklandıkları araştırma alanlarında ise hem hastane düzeyinde hem de şehir düzeyinde önemli farklılıklar bulunmaktadır. Ankara klinik tıp alanında Türkiye adresli gerçekleşen yayınlardan en çok payı alırken, daha küçük şehirlerde üniversite hastaneleri ve Tıp Fakülteleri hem sayıca yayınların büyük yüzdesini oluşturmakta hem de büyük ölçüde araştırma odaklarını belirlemektedir Every innovation in the form of a new technology, application, product or service in the field of medical sciences either saves a life or enables to make more steps in extending human lifespan. Measuring and evaluating the innovations that occur in medicine and healthcare is very important from the viewpoint of building Turkey's national innovation policies. Scientific publications, patents, and projects that occur in collaboration with hospitals, research institutes and universities are among the factors that determine innovation performance in the field of medicine. This study descriptively evaluates the contribution of the institutions of the Ministry of Health and universities to Turkey's scientific publication performance in other words innovativeness at the city level. Five cities including Ankara, İstanbul, İzmir, Konya and Adana at both university hospitals and training and research hospitals levels form the majority of scientific production that have addresses in Turkey. There is a great amount of differences on the research areas that university hospitals and training and research hospitals focus on at both hospital and city levels. While Ankara gets the highest share in the amount of publications that are addressed Turkey, university hospitals and medical faculty form a high percentage of the publications at both total amount, and also determine the research focus to a large extent in smaller cities

- Abstract
The expansion of knowledge economy, globalization, and economic competitiveness has imparted importance of knowledge and innovation in local economies worldwide. As a result, integrating knowledge generation and innovation considerations in urban planning and development processes has become an important agenda for establishing sustainable growth and long-term competitiveness of contemporary cities. Today, making space and place that concentrate on knowledge generation and innovation is a priority for many cities across the globe. Urban knowledge and innovation spaces are integrated centres of knowledge generation, learning, commercialization and lifestyle. In other words, they are high-growth knowledge industry and worker clusters, and distinguish the functional activity in an area, where agglomeration of knowledge and technological activities has positive externalities for the rest of the city as well as firms located there. Urban knowledge and innovation spaces are generally established with two primary objectives in mind: to be a seedbed for knowledge and technology and to play an incubator role nurturing the development and growth of new, small, high-technology firms; and to act as a catalyst for regional economic development that promotes economic growth and contributes to the development of the city as a ‘knowledge or innovative city’.

Üniversitelerin performanslarını eğitim, araştırma, yayın, uluslararasılaşma gibi çeşitli kriterler boyutunda ölçümleyen uluslararası derecelendirme endekslerinin yükseköğretimde kaliteyi ölçmeye yarayan bir araç olup olamayacağı tartışmaları akademik camiada devam ederken kamuoyunda bu endeksler büyük oranda ciddiye alınır hale gelmiştir. Her yıl dünyanın önde gelen uluslararası üniversite derecelendirme endeksleri önceden belirledikleri kriterler, kriterleri ölçen göstergeler ve göstergelerin ilgili ağırlıkları doğrultusunda çoğunlukla tek bir skorla ifade edilen sıralamalarını paydaşları ile paylaşmaktadır. Kullanılan kriterler ve metodolojik farklılıkların fiili sıralamaları nasıl etkilediği bir sorun iken, Türk üniversitelerinin bu sıralamalardaki görünürlüğü bir başka araştırma alanı oluşturmaktadır. Bu çalışmada 2011 ve 2015 yılları arasında THE World, QS World, ARWU ve URAP gibi önde gelen endekslere giren Türk üniversiteleri, bu üniversitelerin benzer ve ayırt edici özellikleri ve zaman içerisinde sıralamalardaki değişimleri ele alınmaktadır. Üniversitelerin büyüklüğü, devlet ve vakıf üniversitesi farklılığı, tıp fakültelerinin varlığı ve zaman içerisinde yerleşmiş üniversite itibarı gibi faktörlerin Türk üniversitelerinin uluslararası endekslerde sıralamalara girmesinde etkili olduğu gözlemlenmiştir., Global ranking indexes measure university performances in terms of criteria such as education, resarch, publication and internationalization. While the dicsussion on the role of global ranking indexes in determining the quality of higher education is going on in the academia, such indexes have started to be taken into account seriously by the public opinion. The leading university ranking indexes share the rankings of world universities that are mostly ranked in terms of a single score based on predetermined criteria, indicators measuring the criteria, and the associated weights of the indicators annually with their stakeholders. While understanding how employed criteria and differences in methodologies influence the actual rankings has been an issue, Turkish universities' placements in such rankings make another avenue for research. This study explores Turkish universities that take place in the leading indexes including THE World, QS World, ARWU, and URAP during 2011 and 2015, their similar and different aspects, and the changes in the rankings over the given time period. Factors such as size of the university, being a state or foundation university, existence of the medical school, and long established reputation play a role in Turkish universities' placements in leading international indexes.

Bu gelişmenin düzeyini, temel değişkenlerini ve dinamiklerini anlamak ve sektörün sürdürülebilir rekabet üstünlüğüne katkıda bulunmak, sektör ve ülke ekonomisi için önem taşımaktadır. Bu çalışmada Porter'ın elmas modeli kullanılarak Türk gıda sektörünün uluslararası rekabetçilik analizi yapılmıştır. Analiz doğrultusunda sektörün rekabetçilik düzeyi belirlenmiş ve rekabet yapısının temel özellikleri açıklanarak, dünya arenasında daha rekabetçi bir konuma gelebilmesi için stratejiler önerilmiştir. Çalışma esnasında nitel araştırma yöntemi kullanılmıştır.

Today making space and place that concentrate on knowledge generation and innovation is a priority for many cities all across the globe. This paved the way for the establishment of ‘urban knowledge and innovation spaces’. Such spaces are branded as technology, science, innovation, creative, and knowledge hubs or precincts or districts and the like. These spaces are established with two primary objectives in mind. The first objective is to be a seedbed and an enclave for knowledge and technology and to play an incubator role nurturing the development and growth of new, small, high-technology firms, facilitating the transfer of university know-how to tenant companies, encouraging faculty-based spin-offs, and stimulating innovative products and processes. The second objective is to act as a catalyst for regional economic development that promotes economic growth and contributes to the development of the city as a ‘knowledge or innovative city’. This paper offers background information on urban knowledge and innovation spaces, introduces the contributions of the focus issue, and speculates on future research directions.

- Abstract
Knowledge-based urban development (KBUD) has become a popular pursuit for cities especially from the developing countries to fast track the catching up process with their developed nation counterparts. Nevertheless, the KBUD progress for these cities is highly daunting and full of confronts. This paper aims to shed light on the major KBUD challenges of emerging local economies by undertaking an in-depth empirical investigation in one of these cities. The paper scrutinizes the prospects and constraints of Istanbul in her KBUD journey through comparative performance and policy context analyses. The findings reveal invaluable insights not only for Istanbul to reshape the policy context and better align the development with contemporary KBUD perspectives, but also for other emerging local economies to learn from these experiences.

The food industry is the complex, global collective of diverse businesses that together supply much of the food energy consumed by the world population. Today, food industry is one of the most important manufacturing industry. Turkish food industry experienced a good growth performance in last few years. This paper analysis the international competitiveness level of Turkish food industry by using Porter’s diamond model. It is determined the current state, competitiveness level and explained main features of competitiveness structure of industry, also, a number of competitive strategies suggessted. To achieve the research purpose, secondary and primary research collection methods (in depth interviews, semi-structured questionnaire, and expert opinion) were used.

Bölgeler arasındaki rekabet gücünün ölçümü günümüzde ülkeler bazında yıllık olarak değişik kurumlar tarafından düzenli olarak yapılıp ilan edilmektedir. Ülkeler, oluşturulan endekslere göre küresel rekabet yarışında yerlerini görebilmekte, eksikliklerini giderebilmek için çalışmalar yapabilmektedirler. Bu çalışmada bölgesel rekabetçilik düzeyi belirleme çalışmalarından yola çıkılarak, Türkiye’deki illerin rekabetçilik seviyelerini belirlemek amacıyla illerarası rekabet endeksi oluşturulmuştur. Nitel ve nicel araştırma yöntemlerinin kullanıldığı bu çalışma ile hem endeksin ortaya çıkarılması için bir model gerçekleştirilmişhem de model vasıtası ile illerin rekabetçilik gücü belirlenmiştir. Bu bağlamda İstanbul rekabetçiliği en yüksek kent olarak ön plana çıkarken Ardahan ilimiz sıralamanın en alt kısmında yer almıştır. Different institutions conduct and publish annual competitiveness index for countries to assess the competitiveness of nations. Such regional competitiveness studies give opportunity to countries to see their competitiveness position in the world and behave accordingly. In this paper, by considering regional competitiveness studies, a competitiveness index model is constructed that allows to measure the degree of competitiveness of a city in Turkey in comparisonto other cities in the same country. The results show that Istanbul is the most competitive city in Turkey,while Ardahan is the least. is constructed.

Bu çalışmada Porter’ın elmas modeli kullanılarak Türk Elektronik Sektörünün rekabetçilik analizi yapılmıştır. Analiz doğrultusunda sektörün rekabetçilik düzeyi belirlenmiş ve rekabet yapısının temel özellikleri açıklanarak, dünya arenasında daha rekabetçi bir konuma gelebilmesi için stratejiler önerilmiştir. Çalışma esnasında hem birincil hem de ikincil araştırma yöntemleri kullanılmıştır. Electronics industry is one of the most important manufacturing industry by the value of its 1.85 trillion USD trade wolume in the world. Turkish electronics industry experienced a good growth performance in last few years. It is important for Turkish Economy to understand the level, fundemantal variables and dynamics of the sector’s development and contribute to sector’s sustainable competitive advantage. This paper analysis the competitiveness level of Turkish Electronics Sector by using Porter’s diamond model. It is determined the current state, competitiveness level and explained main features of competitiveness structure of industry, also, a number of competitive strategies suggessted. To achieve the research purpose, secondary and primary research collection methods were used.

Universities can significantly contribute to the regional development and innovation capability of a city if the knowledge produced in universities can be appropriately cycled back to the city in the form of technological innovation. Technology parks and technology transfer offices (TTOs), as urban knowledge and innovation spaces, are two important channels of building research platforms with enterprises where universities can disseminate knowledge. While technology parks create space for knowledge generation and innovation within a city, university TTOs play a critical role in enhancing knowledge spillover and creating new start-up firms. This paper highlights the contribution universities can make to Istanbul's potential of becoming an innovative city that houses successful urban knowledge and innovation spaces. By conducting interviews with the managers of technoparks and TTOs in Istanbul, we explore how the existence of technoparks and TTOs within a university affects the success of technology-transfer mechanisms. Kısa Özet Mikro Kümelerin Profillerinin Çıkarılması: graf-teori yaklaşımı kullanarak değer katan üretim ve servis zincirlerinin tanımlanması Melih Bulu Kümeler, aralarında güçlü bağların bulunduğu firmaların, bilgi üreten kuruluşların, aracı firmaların, ve müşterilerin bir alanda yoğunlaştığı; birbirlerine değer katan bir üretim zinciri ile bağlandığı coğrafik bir alanda toplanmış yapılar olarak karakterize edilebilirler. Kümeler ülke (makro), branş ya da endüstri (meso) ve firma seviyesinde (mikro) guruplandınlırlar. Çalışmanın amacı mikro kümelerin tanımlanması için kuantitatif bir model geliştirmek ve bunu seçilmiş Türk kümelerine uygulayarak küme yaklaşımına mümkün katkıyı sağlayabilmektir. Bunun için model, Porter' in değer sistemi modeli üzerine kurulmuş ve graf-teorinin araçları kullanılmıştır.. Model, Türkiye İstanbul'da Sultanahmet, Taksim ve Bayrampaşa kümelerine uygulanmıştır. Bu kümeler Türkiye'nin en fazla döviz kazanan iki sektörüne aittirler(tekstil ve turizm). Modelin uygulanması esnasında kesme noktası beş olan kartopu(snowball) örnekleme yöntemi kullanılmıştır. Araştırmanın verileri aralarında SPSS 11.0, UCINET 6.19 ve PAJEK yazılımlarının da bulunduğu çeşitli teknik ve programlarla analiz edilmiştir. Araştırmanın sonuçlan göstermiştir ki kümenin merkezinde olmak küme üyelerine rekabet avantajı sağlamaktadır. Bunun yanında, model mikro-kümelerin tanımlanması, aynı ve farklı sektörden kümelerin karşılaştınlabilmeleri için objektif bir altyapı sağlamaktadır. IV Abstract Profiling Micro Clusters: Identification of Value-adding Production and Service Chains by Using Graph Theoretical Approach by Melih Bulu Clusters can be characterized as geographic concentration of strongly interdependent firms, knowledge producing agents, bridging institutions and customers concentrated in a particular field; linked to each other in a value adding production chain, and they are classified into three different parts, as national (macro), branch or industry (meso) and firm level (micro). The main aim of this study is to develop a quantitative model to identify micro clusters and apply it to selected Turkish clusters while searching possible contributions to cluster approach. While doing this, the research builds on its approach on Porter's value system model, and uses tools of graph theory. Model was applied on Sultanahmet, Taksim and Bayrampaşa clusters in Istanbul, Turkey. These clusters are from the top two foreign exchange earning sectors (textile and tourism) of Turkey. Moreover, during the application of the model, snowball sampling method with threshold value of five was used to realize sample selection. The research data was analyzed by a number of techniques and software programs including SPSS 11.0, UCINET 6.19, and PAJEK. The results of the research show that being in the center of the cluster provides competitive advantage to cluster members. Besides, the model is useful for the identification and comparison purposes of same and different sector clusters. 204

- Abstract
The evolution of a regional economy and its competitiveness capacity may involve multiple independent trajectories, through which different sets of resources and capabilities evolve together. However, there is a dearth of evidence concerning how these trends are occurring across the globe. This paper seeks to present evidence in relation to the recent development of the globe’s most productive regions from the viewpoint of their growth trajectories, and the particular form of growth they are experiencing. The aim is to uncover the underlying structure of the changes in knowledge-based resources, capabilities and outputs across regions, and offer an analysis of these regions according to an uncovered set of key trends. The analysis identifies three key trends by which the economic evolution and growth patterns of these regions are differentiated—namely the Fifth Wave Growth, the Third & Fourth Wave Growth, and Government-led Third Wave Growth. Overall, spectacular knowledge-based growth of leading Chinese regions is evident, highlighting a continued shift of knowledge-based resources to Asia. In addition, a superstructure is observed at the global scale, consisting of two separate continuums that explicitly distinguish Chinese regions from the rest in terms of regional growth trajectories.

In recent years, with the impact of global knowledge economy, a more comprehensive development approach has gained significant popularity. This new development approach, so called ‘knowledge-based urban development’, is different from its traditional predecessor. With a much more balanced focus on all of the four key development domains – economic, spatial, institutional, and socio-cultural – this contemporary approach, aims to bring economic prosperity, environmental sustainability and local institutional competence with a just socio-spatial order to our cities and regions. The ultimate goal of knowledgebased urban development is to produce a city purposefully designed to encourage the continuous production, circulation and commercialization of social and scientific knowledge – this will in turn establish a ‘knowledge city’. A city following the ‘knowledge city’ concept embarks on a strategic mission to firmly encourage and nurture locally focused innovation, science and creativity within the context of an expanding knowledge economy and society. In this regard a ‘knowledge city’ can be seen as an integrated city, which physically and institutionally combines the functions of a science and technology park with civic and residential functions and urban amenities. It also offers one of the effective paradigms for the sustainable cities of our time. This sixth edition of KCWS – The 6th Knowledge Cities World Summit 2013 – makes an important reminder that the ‘knowledge city’ concept is a key notion in the 21st Century development. Bankaların yabancı para borç stokları yüzünden oluşan finansal kırılganlık, asıl olarak Nisan 1994 krizinde oynadığı önemli rol sebebiyle incelenmiştir. ABSTRACT An Examination of Financial Fragility of Turkish Banks During the April 1994 Crisis by Melih Bulu In this thesis, the economic crisis of April 1994 is analyzed with respect to the Turkish banking sector staying in contact with the Financial Instability Hypothesis of Hyman Minsky -an American economist. Financial fragility structure due to foreign exchange debts of the banks are examined mainly since they played very important role during the April crisis. While the examination was being made, a new ratio was defined called Financial Risk Ratio to measure the fragility of banking sector due to the FX debt usage. Moreover, as mentioned above, Financial Instability Hypothesis of Minsky was used at the evaluation stage of the Financial Risk Ratio for the April 1994 case. The core of this thesis is building a connection between the Financial Risk Ratio and the three possible finance types of Minsky which are hedge, speculative and Ponzi finance. Then the events in Turkish case in April 1994 was examined with respect to Minsky's view with the help of Financial Risk Ratio that is defined in this thesis. IV 69

Surgery is considered as an integral part of any health system, comprising 30% of global burden of disease along with serious access problems and catastrophic payments across the world. More than 230 million major surgeries are done every year. Surgical innovations typically represent the greatest part of innovations in terms of their contributions to ensuring safer and high-quality care and thus saving lives in the field of healthcare management. Such innovations also contribute significantly to the knowledge society. Correctly identifying innovations in surgery and enabling them to be known and adapted by other surgeons is a critical concern for all stakeholders in healthcare. There exists no information on surgical innovations from a managerial perspective in Turkey. This study aims to explore how surgeons identify surgical innovations based on their real experiences of past surgeries using a semi-structured questionnaire distributed to surgeons in a major hospital chain in Istanbul, Turkey. The effects of globalization, urbanization, and deindustrialization, particularly in the twenty-first century, are rapidly changing contemporary local economies, forcing cities across the world to adopt advanced information and communication technologies (ICTs), and pushing them to become more innovative and thus competitive (Bulu, 2011; Lee et al., 2014; Yigitcanlar and Lee, 2014). In this era of global rivalry, the key driver of penetration in global knowledge markets is excelling in the knowledge economy by adopting innovative mechanisms for knowledge generation (Bulu et al., 2014; Pancholi et al., 2014). For this reason, many cities are pursuing knowledge-based urban development (KBUD). As a popular development approach, KBUD aims to bring economic prosperity, environmental sustainability, a just socio-spatial order, and good governance to cities. Global ranking indexes measure university performances in terms of criteria such as education, resarch, publication and internationalization. While the dicsussion on the role of global ranking indexes in determining the quality of higher education is going on in the academia, such indexes have started to be taken into account seriously by the public opinion. The leading university ranking indexes share the rankings of world universities that are mostly ranked in terms of a single score based on predetermined criteria, indicators measuring the criteria, and the associated weights of the indicators annually with their stakeholders. While understanding how employed criteria and differences in methodologies influence the actual rankings has been an issue, Turkish universities' placements in such rankings make another avenue for research. This study explores Turkish universities that take place in the leading indexes including THE World, QS World, ARWU, and URAP during 2011 and 2015, their similar and different aspects, and the changes in the rankings over the given time period. Factors such as size of the university, being a state or foundation university, existence of the medical school, and long established reputation play a role in Turkish universities' placements in leading international indexes. As city resources around the world begin to stretch beyond capacity due to ever-increasingpopulation, a major challenge for an emerging knowledge city is to maintain high-qualityliving conditions for its residents. It is therefore imperative that existing city resourcesare used in an optimal manner by minimizing cost and maximizing utility. Such resourcesinclude physical resources such as transportation networks, schools, clinics, electricity,water and natural gas lines, sewers, and waste sites and human resources such as physicians,teachers, and other qualied personnel. To that end, algorithm-embedded informationtechnology tools have proven to be tremendously useful for city decision makers,and technologies using algorithm-embedded systems are being used more frequently thanever before. In particular, as one of the emerging knowledge cities in the world, Istanbulhas been deploying such applications at various levels for better use of the city's resources.The purpose of this study is two-fold: classify algorithm-embedded informationtechnology application areas related to management of resources in a city in a systematicway, and; provide an up-to-date review of each application area and investigate the levelof algorithm-embedded information technology use in Istanbul. In this paper, a comprehensive model of innovation determinants is analyzed based on empirical data gathered from 184 manufacturing firms located in the Northern Marmara region in Turkey. As opposed to the studies that establish the relationship with a limited set of antecedents and innovativeness, this study allows us to investigate how significant is an antecedent compared to others. Such knowledge is invaluable for the decision makers in order to manage their innovation strategies and provides a guideline for effective allocation of their limited resources to be more innovative. The analysis reveals that among all possible determinants considered, intellectual capital has the highest impact on innovativeness followed by organization culture. Path analyses for both of these major innovation determinants are investigated in detail. Some managerial implications are suggested.

Competitiveness of companies in knowledge economy is determined by their intangible assets dominated by intellectual capital and their propensity towards education and training. The purpose of research is to analyse the relationship between the three components of intellectual capital (human, structural and relational) and educational needs using the example of Croatia. The relationships with other companies’ characteristics such as business performance, size, type of industry, etc. are also analysed. The analysis revealed that companies with higher level of intellectual capital are more aware of the benefits and of the need for entrepreneurial education, show better business performance while employees’ satisfaction, motivation, risk taking and innovativeness is higher. In order to find out which types and modes of entrepreneurial education companies need, we have examined their preferences towards five aspects of education and training. They revealed that the most needed knowledge is about financial aspects of business and “soft” skills like leadership and management principles.
